Department of Utilities PROJECT FAQ 7th Street Sewer Rehabilitation Sacramento WaterWorks: Relics Out. Reliability In. The City of Sacramento Department of Utilities is focusing on replacing current pipe relics with reliable upgraded infrastructure. In 2012, the City Council adopted the Utilities Rate Advisory Commission’s recommendation to implement three-year rate increases; these increases currently help finance capital improvements, including the Sacramento Water Treatment Plant, water meter implementation and the 7th Street sewer rehabilitation. About the 7th Street Sewer Rehabilitation Project Q: Where is the work taking place? A: The work extends along 7th Street, beginning at P Street and ending at K Street. Additional work breaks off on L Street between 7th and 9th. Work in the seven-block project area includes replacing aged infrastructure with new pipes ranging from 48-72 inches in diameter, installing 20 manholes and resurfacing streets. Q: When will work begin and end? A: The project was awarded to the City’s contractor, Steve P. Rados in late July. Work began in October and will continue through the middle of June 2015. Q: Is this work part of the Entertainment and Sports Center (ESC) construction? A: The 7th Street sewer upgrades are not part of the arena project, however construction on both projects may occur at the same time. Throughout this project’s eight months of construction, there are expected lane closures and possible overlaps with arena-related construction. The Department of Utilities is facilitating these upgrades to improve the community’s combined sewer infrastructure. Q: What are the anticipated construction impacts? A: Potential stakeholder concerns include business and residential access, noise and transportation issues while the area is under heavy construction. The Department of Utilities project team is working to ensure stakeholders are well informed to mitigate business impacts. Q: How will project updates be distributed? A: The project team will provide updates via electronic and print materials. Door hangers, mailed updates, email alerts and media coverage will keep stakeholders involved as the project progresses. “Open for Business” signs are currently up on barricades in front of businesses. For more information, call 311 or (916) 264-5011 PROJECT UPDATE 7th Street Sewer Replacement Project May 1, 2015 Construction Update The City of Sacramento continues with its construction work on 7th St between K St and P St, and on L St between 7th St and 9th St. This will help improve the combined sewer system and increase capacity, thereby reducing the potential for flooding in the Downtown area. Previous bulletins have indicated that the work was expected to be completed in March 2015. Unfortunately, unforeseen site conditions and facilities that were either not in the locations indicated or were not shown on any drawing have impacted progress on the project. The facilities have included fiber optic lines, sewer manholes and pipes, gas lines, water lines, and abandoned pipes which were found to be in direct conflict with new installations. When conflicts occur, there is a considerable amount of engineering required to relocate existing facilities to allow the new pipes to be installed. This has required a cooperative effort between the City, owners of the facilities and the City's contractors. All are working diligently to find solutions to the problems encountered and to expedite relocations and work-arounds to allow the new sewer work to keep moving forward. At the present time, the City estimates the work is approximately 75% complete. The work on 7th St, south of L St is largely complete, with resurfacing being the major remaining item. Work on 7th St between L St and K St continues and work will start shortly on L St between 8th St and 9th St. Unfortunately, this will mean continuing traffic disruption, with 7th St closed to through traffic and lane closures on L St. However, the City has been placing the new combined sewer into operation as construction progresses meaning that the potential for flooding is already being mitigated in much of the project area. Providing that no further major conflicts are encountered, the City estimates that work will largely be complete by mid-June of 2015. Some work will be done on weekends and at night to expedite completion. Every effort will be made to reduce the impact on local residents and businesses.
