Full-time (37.5 hours per week) depending on experience Eligible for ABC fringe benefit package, including health insurance, disability insurance, and retirement benefits, generous vacation leave POSITION SUMMARY Provide legal services and health benefits advocacy for public interest law firm representing clients seeking health care coverage or involved in health coverage disputes. The Staff Attorney provides direct representation of clients having health care access or financing problems. The attorney will also assist other client services staff with cases and participate in policy work and training events. The Staff Attorney will primarily work with clients related to provider-based contracts. Other duties will include services to Children and Youth with Special Health Care Needs and clients served by our low income legal services grant. The Staff Attorney may also help with grant writing, grant reporting, and other grant fundraising and development work. DUTIES AND RESPONSIBILITIES Conduct initial intake interviews with individuals requesting assistance, identify the problem and the relief desired, and collect all required information needed to determine eligibility for assistance programs and to prepare caseload statistics. Prepare and maintain client files, schedule client calls and meetings, assure documentation of client-related activities and communications. Assist with data entry of case information into ABC’s client management database and compile client services statistics for grant reports. Assist Health Benefits Advocates & Counselors with case management and provide information, referral, and counseling assistance to clients at medical provider sites, by phone, and in the office. Help clients both in a hospital setting and at the ABC offices to identify and maximize public and private health care financing resources such as BadgerCare Plus, institutional or disability related Medicaid, commercial health insurance, and Social Security program benefits. Some travel may be required to meet patients at their respective hospital locations. Provide advocacy assistance and direct legal services, including representation in administrative hearings and court proceedings, to eligible clients having health care access or financing problems. Participate in general office maintenance, operations, and other assigned duties including weekly case meetings and other staff meetings, training events, publication development, and fundraising activities. Investigate policy issues or problems learned from direct client service, for policy papers, letters, media, or training content. Coordinate with HealthWatch Wisconsin activities, priorities and events and assist ABC for Rural Health with project assistance and legal assistance as approved and requested Supervise student hourly workers, interns, and volunteers as assigned. KNOWLEDGE AND SKILLS REQUIRED Licensed attorney in Wisconsin Excellent written communication skills, excellent grammar, and excellent spelling Excellent interpersonal skills. Excellent organizational skills, attention to detail, and accuracy. Knowledge of laws and regulations governing insurance contracts and Wisconsin public health benefits programs. Knowledge of health care financing resources and issues. Knowledge of Microsoft Office Suite and able to use an Access Database.
