1.0 Introduction
1.1. Purpose
The Ministry of Training Colleges and Universities (the ministry) is pleased to invite all
current OEAS service providers to continue delivering the same OEAS services to
clients under a new agreement from April 1, 2014 to March 31, 2015. To be
considered for funding, all current OEAS service providers must complete a Business
Plan Template outlining activities and targets over the time period mentioned above,
and submit by December 2, 2013.
The purpose of the Ontario Employment Assistance Service (OEAS) business
planning process is for service providers to submit a plan outlining how they will
provide services, achieve expected outcomes and practice continuous improvement,
in agreement with the Ministry, within budget, and within an annual business
management cycle that ends on March 31, 2015.
The 2014-2015 OEAS Business Plan Template outlines the targets set by each
organization, and once finalized, will inform the responsibilities and targets in the
Schedule E of the service provider’s legal agreement with the ministry. As such, the
targets identified in the business plan will be monitored through quarterly reports
which service providers will submit to the ministry, as well as discussions with
ministry staff.
The annual business planning process enables the ongoing effective management and
success of OEAS service delivery by enabling service providers to:




set targets
define activities
develop strategies for improvement, and
adjust those strategies on an ongoing basis.

1.2. Strategic Priorities
Ontario Employment Assistance Service (OEAS) provides financial support to
organizations who deliver employment services to unemployed people. OEAS
services may include:








the provision and sharing of labour market information
employment needs assessment
career planning
employment counselling
diagnostic assessment
job search skills
job finding clubs
job placement services
Since the launch of the Employment Service (ES) network in August 2010 when
many OEAS providers became ES providers, the remaining OEAS projects support
services for Persons with Disabilities (PWDs).
The ministry is reviewing the integration of employment services across ministries to
improve community employment networks as recommended by the Drummond
Commission and the 2012 Ontario budget. The Ontario government has committed
to improving its employment and training programs and services by focusing on
delivering measurable results through the potential integration of employment and
training programs across government.
1.3. 2014-15 Business Plan Template Changes
1) Introduction of the new 2014-15 Business Plan Template
For 2014-15 the Ministry has introduced a standard business planning template
for all Employment Ontario programs. While much of the information requested
is the same as in prior business plan templates, you will see that many of the
headings are different.
2) Pre-populated Business Plan Templates
Some fields in the service provider’s tombstone data will be pre-populated in the
Business Plan Template. Service providers are to review this information for
accuracy, correcting where necessary.
3) Service Locations
Service Providers will be asked to list all service delivery locations. Service
providers who provide services at more than one location under this agreement
will be required to fill out the OEAS Targets by Location Template included in

the business plan package posted on the EOPG. This additional document will
also form part of Schedule E of the agreement with the ministry.
4) Service Coordination
Service providers will be asked to provide an overall service coordination
strategy.
5) No Budget Template
Allocations for Operating Costs and Supports for Individuals will remain the same
as in 2013-14, therefore service providers will not be required to submit a budget
template.
1.4. Ministry Responsibilities
The business plan submission will be accepted for review when all required data is
completed and submitted to the ministry by the submission deadline. Notification of
receipt will be sent to the corporate contact person identified in the business plan.
The ministry will review the entire submission and will contact each service provider
to discuss the business plan and agree on the final terms of the 2014-15 agreement.
Given that there are no anticipated changes in OEAS funding allocations and targets,
this process should be fairly straight forward. When consensus on funding
allocations and targets has been reached, an agreement will be drafted and sent to
the service provider for review and signature. The completed, approved and signed
Business Plan Template along with the OEAS Targets by Location Template (for
agreements with multiple locations) will be attached to, and form part of, the service
provider agreement with the ministry.
1.5. Service Provider Responsibilities
The service provider will complete the Business Plan Template based on activities
currently delivered. One signed, scanned copy and one electronic copy must be
submitted to the ministry according to the General Submission Instructions on page 1
of the template.
The business plan addresses the service provider’s commitment to activities, targets
and continuous improvement, within budget. The service provider is responsible for
the service delivery plan through which it will achieve those targets and outcomes.
The Ministry is committed to supporting service providers in developing their plans.

2.0 Business Plan Instructions
2.1. Business Plan Template Structure
The 2014-15 Business Plan Template has been standardized for all Employment
Ontario programs. Therefore the template contains some new and/or renamed fields
that are not found in last year’s template.

Many of the fields in sections A, B and C will be pre-populated, and others will be left
blank. Service providers are asked to fill in the blank fields, and review the prepopulated fields for accuracy, changing where needed.
The fields in sections D, E and F will not be pre-populated.
2.2. Service Provider Corporate Information
This section of the template will be pre-populated with information available in the
ministry database. If you notice discrepancies in the pre-populated data, please
make corrections as necessary.
The Corporate Contact is the person who will receive all of the system generated
emails such as the Estimate of Expenditure Reports (EERs), Statement of Revenue
and Expenditure Report (SRER) and other reporting templates. If there is a person
more appropriate than the current corporate contact to receive this information,
please insert their name and contact details in this section.
2.3. Service Provider Signing Authority
The name of your signing authority will be pre-populated with the name and contact
details based on ministry files. If the signing authority for your organization has
changed, please update the name of the appropriate person.
Some service providers have two signing authorities. If this is the case with your
organization please complete both fields in this section.

2.4. Service Delivery Site Information
The site business address section of the template will be pre-populated based on the
information in the ministry database. If your organization has relocated, please
update the information with the new address.
2.5. Service Delivery Operations
This information provides the ministry with a snapshot of service delivery and service
coordination considerations for the site. It will give the ministry a better
understanding of how and when you provide services.
Additional questions have been added concerning services to Persons with
Disabilities (PWDs). Disability must not be a barrier to participation in employment.
Your organization provides targeted services to PWDs that are specific to their
needs. While the ministry continues to examine the services and develop a strategy
for PWDs, gathering this information will help the ministry better understand the
range of services available to these clients.
“Disability” refers to someone who has:
(a) any degree of physical disability, infirmity, malformation or disfigurement that is
caused by bodily injury, birth defect or illness and, without limiting the generality
of the foregoing, includes diabetes mellitus, epilepsy, a brain injury, any degree
of paralysis, amputation, lack of physical co-ordination, blindness or visual
impediment, deafness or hearing impediment, muteness or speech impediment,
or physical reliance on a guide dog or other animal or on a wheelchair or other
remedial appliance or device,
(b) a condition of mental impairment or a developmental disability,
(c) a learning disability, or a dysfunction in one or more of the processes involved in
understanding or using symbols or spoken language,
(d) a mental disorder, or an injury or disability for which benefits were claimed or
received under the insurance plan established under the Workplace Safety and
Insurance Act, 1997.
Please complete all questions in this section.
2.6. Service Delivery Plan
2.6.1. Service Delivery Objectives
Please provide the objectives and a summary of activities to occur in the 2014-15
agreement year. While the service provider may propose minor changes to how it
will provide services, for example, changes to variety or duration of workshops, it is
expected that it will continue to deliver much of the same services that are provided
under the current agreement.

In 2013-14, service providers reported on activities and expected results for new and
carry-over clients. In 2014-15, service providers will set targets for activities and
expected results for new and carry-over clients. New clients are individuals who will
start services with your organization on or after April 1, 2014. Carry-over clients are
individuals who started services prior to April 1, 2014.
Please provide an estimate of the total number of clients who will carry-over into
2014-15 and continue to receive service. Please provide an estimate of the total
number of new clients who will start to receive service in 2014-15.
2.6.2. Service Delivery Location
Please provide a list of all locations at which this site carries out activities and
delivers services.
Note that service providers listing more than one location must provide performance
targets for each location on the OEAS Targets by Location Template included in
the business plan package posted on the EOPG.
2.6.3. Service Coordination
Please provide an overall service coordination strategy including how other
organizations might refer to your project, and how you plan to refer to other
organizations.
Speak specifically about the process(es) you will employ when working with the ES
providers and other partners who provide services to persons with disabilities in your
community.
Please identify community partners who provide services to persons with disabilities
with whom you have a referral process in place.
2.6.4. Activities, Timeframes and Locations
Indicate which services you will deliver to clients, where they will be delivered, the
duration/frequency of delivery and a description of the delivery plan. While the
service provider may propose minor changes to how it will provide services, for
example, changes to variety or duration of workshops, it is expected that it will
continue to deliver much of the same services that are provided under the current
agreement.
If you include additional activity which is not part of your current agreement, your
project plan will be returned to you.
Provide a description in bullet format for each applicable heading.

Activity Descriptions
-
Labour Market Information: This term refers to a self-service resource site (actual
or virtual) where clients have access to labour market information, workshops,
library information on employment and other employment resource materials and
tools needed for job search (e.g. computers, fax machines and photocopiers.)

Assessment: An individual’s employment-related needs are determined through
an interview process. The goal of the assessment is to confirm barriers and
consider alternative approaches to help people return to work. An assessment
may result in an employment service/action plan or referral to counselling, other
agencies or self-service.

Assessment for Disability Related Accommodations: An OEAS service provider
may work with an employer to determine and recommend what changes in, or
additions to, the workplace can be made to help everyone do their best work. This
may include job design, workstation adjustment or other disability related issue or
other on-site workplace accommodation.

Case Management: Case management refers to individual follow-up and support,
which begins when an OEAS staff member (the case manager) and an individual
agree to develop an employment service/action plan and ends when the
employment support(s) or service(s) is complete and assistance is no longer
needed.

Counselling: Employment counselling focuses on individuals with complex
issues. An employment counselling service is defined as a service to help an
individual identify and resolve issues in making and carrying out employmentrelated decisions. Counselling can be done in a group or individually.

Life Skills: Employment-related life skills may include: demonstrating positive
attitudes and behaviours, being responsible and adaptable, learning continuously,
working safely, and working with others and participating in projects and tasks.
Life Skills cannot include vocational training. Short-term (half day) computer
interventions such as how to access the internet and basic keyboarding to assist
an individual to prepare a résumé may be provided.

Job Development Placements: Job development involves finding employment for
individuals based on their employment service/action plan; assistance that is
needed to find suitable job placements or ensure good job matches.

Job Coaching: Job coaching or mentoring may be provided for individuals who
face serious employment challenges and who require additional support to
transition to identify job opportunities as part of their employment service/action
plan.

Job Shadowing: Job shadowing refers to providing a client with an opportunity to
learn about a particular occupation by accompanying an experienced worker as
they perform their job.

Job Maintenance: Job maintenance involves supporting clients to improve their
opportunities for longer term attachment to the labour force. It may involve
enhanced supports where employment is unlikely to succeed without further
assistance.

Diagnostic Services: Diagnostic services may be provided by an OEAS service
provider directly or through a third party contracted by the OEAS service provider.
They generally involve an in depth assessment and testing to assist an
employment counsellor to work with an individual to develop a realistic
employment service/action plan.

Other Employment Services: Other services could include, for example, employer
outreach, assistance with Ministry applications, or any other service that is not
defined above.
2.6.5. Continuous Improvement
In this section please share best practices or areas of strength if you are meeting
your targets. If you are not meeting your targets, please describe the strategies you
will use to reach your targets in the coming year.
2.7. Performance Commitments
Based on your organization’s agreement with the ministry, please provide quarterly
targets and a final year total for the applicable program activity indicators (described
in section 2.6.4.), referrals and expected outcomes.
Please provide separate targets for new clients and carry-over clients. New clients
are individuals who will start services with your organization on or after April 1, 2014.
Carry-over clients are individuals who started services prior to April 1, 2014.
If this agreement has more than one service delivery location, please add up the
targets for all locations, and provide the sum of all the location targets in this section.
Please note that service providers with multiple service locations are required to
provide targets by location separately using the OEAS Targets by Location
Template included in the business plan package posted on the EOPG.
Program activities will be reported to the ministry on a quarterly basis in the Quarterly
Aggregate Data Report (QADR). Additional activities will be reported directly to
ministry staff in another appropriate format.

- Training: This includes Ontario Secondary School Diploma or equivalent,
postsecondary training, academic upgrading, Apprenticeship, Second Career,
Literacy, ESL/FSL, MCI Bridge projects, Federal programs, other occupational
skills training and other EO training initiatives

- Job Development
- Other Services

voluntary satisfaction survey. 80% of clients should express satisfaction with the
service they received.)

3.0 Business Plan Submission
3.1. Deadline and Required Templates
All business plans must be sent in no later than 5:00 p.m. on Monday, December 2,
2013.
Each service delivery site must submit the following documents electronically to the
mailbox address provided on the first page.
1) Electronic Business Plan Template (.xml document). Please see instructions on
the template for how to generate this file.
2) Signed, scanned Business Plan Template (.pdf or other image document). All
business plans should be printed, and signed by the service provider’s
authorized signatory. This signed document must be scanned and sent as part
of your submission.
If you do not have scanning capability, either fax or mail the completed business
plan to the ministry and it must be received by the deadline indicated above.
3) OEAS Targets by Location Template. Only to be submitted by service
providers who deliver services at more than one location.
Note: Failure to submit your 2014-2015 business plan submission by the due date may
affect the date of release of funds for 2014-2015.
