Introduction of Free Route Airspace concept within NEFAB Tallinn FIR, Finland FIR, Riga FIR and Norway FIR (including Bodø OFIR) Purpose The purpose of this AIC is to provide information concerning the implementation of Free Route Airspace (FRA) within NEFAB (North European Functional Airspace Block: Estonia, Finland, Latvia and Norway). Introduction In the Free Route Airspace Aircraft Operators will be able to flight plan user preferred trajectories in the applicable area and thereby obtain benefits from planning and execution of flights. The FRA concept is expected to provide operational, environmental and cost benefits. The FRA concept will also increase the compatibility between the flight plan and the trajectory flown, hence increasing the predictability for a given flight. The implementation is in line with the Commission Implementing Regulation (EU) No 716/2014 requiring FRA to be implemented by the 1st of January 2022. Area of Application Area of application will comprise of: • Tallinn FIR, Finland FIR (excluding Helsinki TMA), Riga FIR above FL095; • Norway FIR above FL135, FL195 over certain parts of the North Sea; • Bodø OFIR above FL195. After implementation of Free Route Airspace in NEFAB, FRA will be available in the airspace covered by NEFAB and DK/SE FAB (named as North European Free Route Airspace (NEFRA)). Navigation Performance There will be no change in required navigation performance. Flight planning Airspace users can flight plan according to the table below. Such an additional point can either be a NAV aid (as published in ENR 4.1) or a significant point (as published in ENR 4.4) in the national AIPs of, Estonia, Finland, Latvia or Norway. Additional points can also be entered as a lat/long coordinate. FRA Entry and Exit will be published in the AIP. AIS Latvijas Gaisa Satiksme 1. DEPARTING TRAFFIC Access to FRA for departing traffic is via a FRA Departure Transition Point according to AIP/RAD App 5, from this point flight plan according to the table above. ARRIVING TRAFFIC Exiting FRA for arriving traffic is via a FRA Arrival Transition Point according to AIP/RAD App 5. Flight plans should only be filed within 3 NM of the boundary of FRA areas when entering or exiting FRA. The existing ATS route network will be retained. Implementation Implementation is planned for 12th of November 2015.
