Overview of the Nine Elms Station Site
The site extends from Wandsworth Road in the east to the western extent of Pascal Street. The site is located within the Vauxhall Nine Elms, Battersea (VNEB)
Opportunity Area and the Central Activities Zone and has been identified as an
area of ‘high density mixed use housing led intensification’.
In line with the planning policy context for the site, we intend to develop a residential mixed-use scheme. This development would help to deliver much needed homes, along with providing further employment opportunities, high quality
public realm and improved pedestrian and cycle facilities.

Vision / Design Rationale
We are committed to ensuring that the development fits in with both existing and
future communities in the area:

Lambeth policy suggests the area is suitable for tall buildings, where they are compatible with the neighbouring communities
The area around the site is undergoing substantial change, with a large number of homes currently being built
Directly west of the site lies the New Covent Garden Market, which has planning permission for 3,000 homes, a new market, food quarter and 235,000 sq ft of office, retail and leisure space
Sainsbury’s supermarket lies to the north of the site, and has planning permission for 737 homes, a replacement food-store and other retail uses

Our site sits over the new Tube line and includes the new Nine Elms Underground station. The design of the development and the station are informed by
the operational requirements of the station and Tube line.

Approvals for the external appearance of Nine Elms station and the planning application for the proposed OSD will be progressed alongside each other with a high degree of co-ordination between both projects

Scheme Proposals
Following initial discussions with Lambeth Council and the Greater London
Authority, we are proposing:
Approximately 330 homes (predominantly 1, 2 and 3 bedroom flats)
Heights of the buildings will range between 13 and 22 storeys and have been designed to ‘step down’ between the emerging and planned tall buildings to the north and west of the site, and the existing residential buildings on Pascal Street and Wandsworth Road
A significant amount of new, high quality public space across the site, including a large new public square
New shops and business space
Providing for new pedestrian and cycle connections from Wandsworth Road to the river
A servicing and construction strategy will be developed to ensure impacts on the exisiting community are minimised
Limited car parking, although the site will include disabled spaces, car club and electric vehicle charging
Over 600 cycle parking spaces will be provided for residents, with additional spaces provided for commuters, employees and visitors

Nine Elms Underground Station & Development
Station Design
Planning permission for the Northern line extension (NLE) was granted by the
2014 Transport Works Act Order. Detailed designs of the exterior of Nine Elms
station will be submitted to Lambeth Council for approval later this year, and the
design will be part of a common design theme across the NLE.
We need to co-ordinate the design of the station and OSD structure. This is complicated and means the development of the OSD in particular, has been limited
by the need to make sure the designs work well together.
The new, fully accessible station will serve new and existing local communities,
putting thousands more people within easy walking distance of the Tube network.
Journey times to the West End and the City will be reduced to less than 15 minutes.
The new station and extension are part of a massive investment programme to
transform the Northern line which includes:
• A signalling upgrade which has achieved a 20 per cent increase in capacity through central London
• 24 hour Tube service on Fridays and Saturdays from September 2015
• Rebuilding or plans to rebuild Tube stations that are critical to improving
capacity and regeneration. These include Tottenham Court Road, Bank,
Camden Town and Elephant & Castle stations

Public Realm
How people experience the new development at ground level is very important
This new public space will also create a vital link both to the river to the north, as
well as the existing communities to the south and east.
Planted and landscaped public realm and outside space are central to the overall
design of the project providing over 40 per cent of site area.
A new public square will be a substantial benefit to the area for existing and new
communities. The public square is approximately 20,000 sq ft and will create a
new high quality space that will help to create a new and vibrant community next
to the station.

Public Realm
An activate, animated and welcome space shows a place is thriving and has a
community spirit. The public realm will provide spaces for people to meet and
spend leisure time.
We plan to create a space for the community to encourage activity and diversity,
as people meet, talk and spend time together.
Historically, the railways always had a strong presence in Nine Elms, being
the main reason the area developed and grew. The old railway station opened
in 1838, and became a landmark for the Nine Elms area lasting 100 years. It
helped to stimulate development in the area, and provide the community with
better connection to greater London.
Today the Northern Line extension is one of the key catalysts promoting the regeneration of Nine Elms, bringing a new life and new opportunities to the area.
Rail track influence
Through the design of the new open space we aim to celebrate the historical and
future importance of the railways, while responding to local context
and user experience. It is proposed that the influence of the historical railway line
is reflected on the paving, seating, lighting and art-work.
