RULES
This regatta will be governed by the current version of the Racing Rules of Sailing (2013-2016), including Appendix D
(including D2.2 and D2.3(b)), and the prescriptions of US SAILING; the Procedural Rules and Class Rules for Intercollegiate
Sailing Competition 2013-2016; except as any of these are modified by these sailing instructions.
All races will be umpired. RRS D2.6 (Limited Umpiring), as modified by the Procedural Rules, will be used.
RRS D4.2(b) is deleted.

NOTICES TO COMPETITORS
Notices will be posted on the official regatta notice board located in the upstairs of the Yocum Sailing Center.

CHANGES IN SAILING INSTRUCTIONS
Any changes in the sailing instructions will be announced orally and posted before the first race in which they are to take e ffect.

FORMAT
The Team Race Challenge Format is a double round of 8 with a single round of 4.
If, in the opinion of the Jury (with input from the regatta chairman), the preferred format cannot be completed within the
prescribed time limit, (4 p.m. Sun) then the formats will become:
(i) Double round of 8 plus tie breakers. If, in the opinion of the Jury (with input from the regatta chairman), this format cannot
be completed then the format will become:
(ii) Single round of 8 plus a double final four. If, in the opinion of the Jury (with input from the regatta chairman), this format
cannot be completed then the format will become:
(iii) Single round of 8.
BOATS & EQUIPMENT
18 Collegiate Style FJ’s will be provided for all competitors, who shall not modify any boat or cause them to be modified in
any way. Competitors have the option of rigging the mainsheet purchase either 3:1 or 4:1.
The standing rigging shall not be adjusted.
The penalty for infringing instruction 6.1 or 6.2 will be disqualification from all races sailed in contravention of those
instructions.

Competitors shall report all damage or loss of equipment, however slight, to the Race Committee or Rotation Expediter
immediately after arriving on shore or to the Race Committee Signal Boat on the water.
Breakdowns will be decided using PR 20. Breakdown consideration will not be given for failure of knots (except at the head of
the main when it was determined there was not an opportunity to check it), or loss of cotter pins and ring dings.
If needed due to heavy weather, breakdown, misc. the fleet of KP 420s will be used.

ROTATION
The rotation of yachts will be in accordance with the provided rotation sheet available at the competitors’ meeting and on
techscore. Boat exchanges will occur on the water or at the dock and will be specified at the competitors meeting and
throughout the day.

RACING AREA
The racing area will be Western Long Island Sound, East of the Throggs Neck Bridge, including Little Neck and Eastchester
Bays

MARKS
All rounding marks will be red/orange balls.
All start and finish marks will be yellow balls.

COURSES
The course is illustrated on the APPENDIX 1 to these Sailing Instructions.
The starting and finishing lines will be between a staff from which a red flag is displayed and a yellow ball.

STARTING SYSTEM
Races will be started in accordance with PR 18.
The Race Committee may use a rolling start system; that is a system where the warning signal for a subsequent race is the
starting signal for the previous race.

RECALLS
Individual recalls will be signaled in accordance with Procedural Rule 18(b)(iii).
A general recall will be used in accordance to PR 18(b)(iii), except that the "1 minute rule" (RRS 30.1) will not be used.

PROTESTS
Written protests, including requests for redress and breakdowns, must be filed with the Race Committee within 15 minutes of
the last competitor's arrival ashore after the race or set of races in which the incident occurred.
Protest forms will be available near the Official Notice Board.
Video, data and/or photographs taken from any source shall not be used as evidence at protest hearings.
This changes RRS 63.6.
Protests will be in accordance with ICSA PR 25(a) and ICSA PR Appendix G.

SCORING
RRS D3 and D4 shall be used, as modified by PR 25.
Breakdowns will be scored in accordance with RRS D.5 as changed by PR 20.

SAFETY
Competitors who require assistance from rescue boats should so signify by waving arms overhead. A competitor who retires
from a race shall notify the Race Committee as soon as possible.
Starts will not be delayed to accommodate capsized boats.
Drysuits will be required in certain conditions.
