Customer Service Guarantees
Appointments: You will receive a $50 credit on your PSE bill if we
do not keep a set appointment to install new or reconnect existing
service or inspect natural gas equipment. Exceptions apply during
major storms or significant events beyond our control.
Electric service restoration: If your electric service is out for 120
consecutive hours or longer, you may be eligible to receive a $50
credit on your PSE bill after you report the outage or request the
credit within seven days of the outage. Certain conditions beyond
our control will cause the guarantee to be suspended.

If you have questions or concerns or a dispute regarding your energy bill or service,
please call us during business hours Monday–Friday, 7:30 a.m. to 6:30 p.m. at
1-888-225-5773 for billing inquiries. Any necessary corrections will be made promptly.
If further follow-up is required, ask a PSE Customer Services supervisor to assist you.
Every effort will be made to resolve disagreements and misunderstandings. If you are
dissatisfied with the resolution, you may contact the Consumer Affairs section of the
Washington Utilities and Transportation Commission at 1-800-562-6150 or complete an
online complaint form at www.wutc.wa.gov. Copies of information on rules, rates, power
supply fuel mix, regulations, customer rights and responsibilities, as well as an annual
report, are available by calling 1-888-225-5773 and at PSE.com.

late payment fee of 1 percent per month will
be assessed on balances which remain unpaid
for more than 10 business days after the due
date on the bill. A 30-day delay of the late fee
will be granted to low-income customers who

Explains the abbreviations listed on the front detail section of

“ACTL” will appear indicating that an actual meter reading
was taken to determine your consumption. Sometimes an
equipment malfunction will require PSE to estimate your
energy usage. In this case the code “ESTM” will be noted on
your bill. There are also codes for situations that indicate the
correction, adjustment or proration of a billing.

The date of your billing statement. Your bill will show charges
accumulated up to this date.
3. Account Summary
A snapshot view of your account since your last bill, which
shows your previous balance from your last statement,
payments received, and your current total amount due.
4. Statement Due Date
The date when payment for your current charges is due. Any
previous balances, listed under balance forward, are considered
past due. The original due dates for these balances can be
found on previous PSE bills.
5. Bill Message
Provides monthly rate change information. Explains changes
or additions to your bill.
6. Electric Detail
Provides detailed information about your electric charges,
including your total energy usage in kWh (kilowatt hours), meter
number, current and previous meter reads and read dates. An
explanation of billing statement codes, shown under the “Code”
heading, can be found on the back of your bill.
7. Itemized Electric Charges
Each electric charge or credit is displayed as a separate line
item, to help you see how your current electric charges were
calculated. Each line item specifies the type of charge, a date
range showing when that rate was in effect, and the cost or
credit of each rate.
Basic Charge:
Covers a portion of the costs for billing, meter reading and
other related fixed customer service charges. These fixed
system costs do not vary with the amount of energy used
or the number of days covered by the bill. You pay the basic
charge even if no electricity is used.

When a rate has been changed or added in the middle of
a billing period, we list your itemized charges in a separate
section, to help you see what’s changed and how it’s affected
your overall electric total.

14. Itemized Gas Charges
Each natural gas charge or credit is displayed as a separate
line item, to help you see how your current gas charges
were calculated. Each line item specifies the type of charge,
a date range showing when that rate was in effect, and the
cost or credit of each rate.
Basic Charge:
Covers a portion of the costs for billing, meter reading and
other related fixed customer service charges. These fixed
system costs do not vary with the amount of energy used
or the number of days covered by the bill. You pay the
basic charge even if no electricity is used.
Delivery Charge:
Covers costs associated with the construction, operation,
and maintenance of natural gas pipes, gate stations,
pressure regulators, and other equipment necessary for
the delivery of natural gas to you, and is based on the
amount of natural gas used.
Cost of Gas:
Covers the price of the natural gas supplies PSE
purchases for you.
Program Charges, Adjustments, Credits:
Cover specific surcharges or credits not included in the
basic or energy charges.

Appointments: You will receive a $50 credit on your PSE bill if we
do not keep a set appointment to install new or reconnect existing
service or inspect natural gas equipment. Exceptions apply during
major storms or significant events beyond our control.
Electric service restoration: If your electric service is out for 120
consecutive hours or longer, you may be eligible to receive a $50
credit on your PSE bill after you report the outage or request the
credit within seven days of the outage. Certain conditions beyond
our control will cause the guarantee to be suspended.
