How to pass MU test with ICARE
Complete the MU Questionnaire if you do not have a Secure File Transfer Protocol (sFTP)
or Web Services User ID with the Illinois Comprehensive Automated Immunization Exchange
( I-CARE ). This information is needed before you can begin testing for Meaningful Use (MU)
with the Illinois Department of Public Health (IDPH).
Thank you for your interest in I-CARE and HL7 (Health Level Seven - seventh level of the
International Organization for Standardization (ISO)) data exchange.
Learn more about MU on the CMS web site . To download CDC HL7 specifications, visit
the CDC HL7 web site . You should also download the I-CARE HL7 Specs for additional
requirements.
Contact your EHR vendor to verify your EHR is HL7 compatible and how to create HL7 files.
To submit the MU Stage 1 test use the test credentials below to upload test files to IDPH:

Example of put command (for sFTP client):

After you upload your file/s, email [email protected] the following information:
a. MU Questionnaire or your assigned sFTP/Web Services User ID;
b. file name/s;
c. Date/time when you upload file/s.
Send file names, not file ids.

We cannot use ids to locate your files in our sFTP
If you cannot produce a HL7 formatted file there is another option. You can send a flat
file or CCD xml to the Public Health Node (PHN) which will take the data, format it into
HL7 and then send to I-CARE. Please contact Mike Jadala on sending immunization data via
the PHN, contact information below.

How to Register with ICARE to upload PRODUCTION data
To upload immunization data into PRODUCTION, you need to register with I-CARE and
obtain a User ID and Password for sFTP and/or Web Services.
Attached links to I-CARE Confidentiality Policy, Provider Site Enrollment,
Individual User Agreement, Confidentiality Statement and Web Registration
Procedures needed to begin the approval process.
1. Please complete the Provider Site Enrollment form and have your president, CEO
or medical director sign on page 2. The Provider Name to use is the name of your
organization so that all of your sub clinics will be covered under one contract.
Then have any employees that need to use I-CARE complete the Individual User
Agreement and fax both documents to 217-524-0967, ATTN: I-CARE. If you plan to
send HL7 messages over sFTP or Web Services, please make sure to write “For
Meaningful Use/HL7 communication” on the fax cover sheet.
2. Please see instructions for the next step, creating Web portal accounts at
www.idphnet.illinois.gov for any of your staff that will be using I-CARE.
Please make sure to select
a. I-CARE/Immunization Registry – if you plan to use ICARE application;
b. I-CARE/SFTP (MoveIT) HL7 File Transfer – if you plan to use SFTP to transfer HL7
files into ICARE;
c. I-CARE/HTTPS (Web Services) HL7 File Transfer – if you plan to use HL7 Web Services
to transfer HL7 files or doing bi-directional interface with ICARE.
In the Purpose for Registration field, paste accordingly: For ICARE Web
Application and/or Meaningful Use Requirements and/or HL7 file transfer and/or
HL7 bi-directional interface with ICARE.

Note: Currently it is taking up to 4-6 weeks to obtain a new user id and password.

Note: JUST BECAUSE YOUR TEST WAS SUCCESSFUL DO NOT ASSUME YOU ARE ON PRODUCTION
(SENDING LIVE IMMUNZIATION DATA). YOU MUST COORDINATE ADDITIONAL TESTING USING YOUR
PRODUCTION USERNAME/PASSWORD AND RECEIVE A CONFIRMATION THAT YOU ARE ON PRODUCTION.
