INTRODUCTION
Welcome to the FDOH Continuing Education Database powered by CE Broker. Florida Statute
456.025(7) requires CE Providers approved by the Florida Department of Health to electronically submit
CE course completion. A variety of electronic submission options are available to you, providing
immediate feedback of the CE credit posted to licensee records.
When submitting course completion, CE Providers attest that the Professional has completed the course.
To report, CE Providers will need the following:
the Professional's Florida DOH license number
the Professional's last and first name (as listed on their Florida Department of Health license)
the Course ID number or course publishing tracking number
the Date Completed
All course credit should be reported within ninety (90) days following completion by the licensee(s).
Submissions over ninety (90) days are considered late.
There are five options for submitting completed course credit; you may use one of the following or any
combination, depending on what is best for your organization and program:

1 Adding your course to CE Broker confers two benefits: (1) Some Boards/Councils require approval of a course before you can
offer it to licensees, and this process is streamlined by the course addition procedure; and (2) It will tell CE Broker how your
course’s hours will apply to a licensee’s transcript.
It is simple to add your course to the FDOH database. The only information you need to supply is the title of the course, the
type of course being offered (Live or Anytime), the hours that may apply to a licensee’s transcript when they complete the
course, and any attachments required by the Boar/Council, if applicable.
2 You may publish a course before or after the date it begins, but you must publish before reporting course completions. When
submitting course credits via electronic file upload or scan card, you are not required to publish your course.
3 Generating the text file for Options 2&3 involves some care and requires technical assistance to ensure that the data is properly
organized (see technical information beginning on page 3-4).
Each option, and the required file formatting, will be explored in greater detail in the following sections.

OPTION 1: ENTER COURSE COMPLETION ONLINE
CE Broker provides a web interface for CE Providers to enter course completion data online directly into
the FDOH CE Tracking Database. It’s important to remember that you must publish your course before
you report credit online using this method.
Once you have published your course, you may begin to enter course completions. For each “Live”
course with a different Date Completed, you will have a different Publishing Tracking #. As a result, for
all live courses with a different dates completed, you will have separate online rosters.
You will need all Publishing Tracking #s (begin with 10-) for all courses you’d like to report, Florida DOH
license numbers for all attendees (including both the alpha and numeric portions) and the Date
Completed. For another way to view your Publishing Tracking #s, select INFORMATION UPDATE/ADDITIONS,
COURSES and click SEARCH. On the left, you will see Course ID #s (begin with 20-) and on the right, click
the VIEW link to see all publishings for each course.
To access the ENTER COURSE COMPLETIONS screen, click COURSE COMPLETION from the menu bar and then
select ENTER COURSE COMPLETIONS ONLINE from the dropdown menu. Type in the Publishing Tracking # of
the course and click SEARCH. Brief course details and a blank roster will appear.
Once you confirm the course name and dates are displayed correctly, enter the required information into
the Course Credit Roster for each license number (Professional). As you enter data, screen messages
will alert you, as the entry occurs, to license number format problems (such as an invalid number of
digits). It is recommended that you do not enter names on this screen. Once you submit the Publishing
Tracking # and license numbers for this roster, you will be able to view and edit an online version which
will have pre-filled names matching the license numbers you entered. You only need to correct errors,
not input information that is easily found by our system! Resubmit the roster with your corrections if there
are errors. Note: Partial credit may be granted if allowed by the regulating Board/Council. Further
information on partial credit is presented later in this section.
The system will pre-fill the Date Completed for all “Live” courses to coincide with the last date of the
course. If you are reporting an “Anytime” course type, the date completed must be entered manually.
If you need to enter more than ten Licensees, Click ADDITIONAL LINES and another ten lines will be added
to the roster. There is no limit to the number of Professionals for whom you can report. Don’t forget to
click the SUBMIT NOW button when you have finished.

Partial Credit
Whether a particular Board/Council will accept partial credit is determined by individual Board/Council
policy, not Florida Administrative Code rule or statute.
Partial credit is reported when a licensee only completes some portion of the total hours offered. For
example, if a Professional left halfway through an all-day program. If you offer an 8-hour course, of which
2 hours is HIV/AIDS and 6 hours is General, and your Board/Council accepts partial credit, you will be
able to report partial credit up to the total of 2 hours for HIV/AIDS and 6 hours for General.
Click the PARTIAL CREDIT link to the right of the Date Completed box and a new screen will appear listing
the licensee name, license #, and each subject area approved for this course by profession(s).
If the course was approved for more than one subject area, you will need to specify the subject area for
which to report hours. The fields for total hours and subject area will be pre-filled with the number of
hours accepted by the Board/Council for that course.
Modify the total hours and hours for each subject area as needed. Hours reported for each subject area
may not exceed the total hours (by subject area) for which the course was originally approved.

You will receive a Roster Summary within one minute following submission of course completions online.
This summary serves as your “receipt” and will indicate the date and time the roster was received, the
number of lines received and the number of rejections, if any. Print it each time you submit a roster.

Rejections may result for several reasons. For example, the license number of the Professional may not
match the FDOH licensing database or if you enter a future date for the Date Completed, data will be
rejected. If you’d like to verify licensing information in advance of reporting, please visit the MQA licensing
information website at:

previously reported credit.
Once you have corrected and resubmitted your roster, the system will always maintain a history of the
roster online, there is no need for you to keep records outside the system.

Rosters with rejected entries will also appear on the Course Credit Worksheet tab of your Communication
Center. This worksheet makes it easy for you to scan courses containing rejects by placing them in
ascending chronological order by the Date Completed:

If you have reviewed entries that were rejected and do not wish to make changes, select the
beside the course entry on the Course Credit Worksheet and then the APPLY button.

Timing Out
If you need to leave the computer during the process of inputting your course completion data, you are
encouraged to submit your roster, even if you have not added all the attendees, yet. Provided the data
passes pre-import inspection, it will be entered into the system. If you do not submit your roster and you
are away from your computer for an extended time, the system will time out and you will lose any data
you previously entered. After 45 minutes without user activity, the system will time out.
You may submit additional attendees to the original roster the same way you would to report course
completions in the first place. Click COURSE COMPLETION, then select ENTER COURSE COMPLETIONS ONLINE
from the dropdown menu. At the Enter Course Completions screen, type in the Publishing Tracking # of
the course for which you had posted a partial Roster and click SEARCH. Your roster will appear
underneath the course details, and you may continue to enter attendees. Remember that data entered
previously will be rejected as duplicates when you resubmit the roster.

OPTION 2: ELECTRONIC FILE UPLOAD — Text Files
To accommodate the large variety of Florida CE Providers, CE Broker utilizes a common file format into
which course registration data may be easily imported. Use of this electronic file enables CE Providers to
transmit data without requiring CD-ROMs, diskettes, tapes, papers, etc. You will receive immediate
feedback of reported course completions, as will course attendees. If subscribed, attendees will also
receive a message in their CE Broker Communication Center
To access the Upload Course Completion screen, go to the menu bar and click on COURSE COMPLETION.
Then select UPLOAD COURSE COMPLETION from the dropdown menu.
On the Upload Course Completion screen, you will see an input field for entering the location of your
course completion data file:

Click the BROWSE button to locate your file. Select the file and open it using the “Choose File” dialog box

Once the path to your file appears in the file input field, click SUBMIT NOW to upload your file to CE Broker.
CE Broker will then validate the data and process the CE credits.

Uploading Another File
You can submit more attendees by following the same procedure used to upload course credits in the first
place. Go to the menu bar and click on COURSE COMPLETION. Then select UPLOAD COURSE COMPLETION
from the dropdown menu. At the Upload Course Completion screen, BROWSE to your new file, click OPEN,
and then submit it. CE Broker will add any new entries to your previous submission. Any licensee already
submitted for a publication will display as a reject.

Text File Format and Structure
Text files ( “.txt” extension; for example, “CourseCompletionData.txt” ) can be created in any word
processor or text editor. Do not use any special formatting or characters when creating this file. Enter
the data in the proper positions as detailed below, and save as a “plain text” file. If you wish to learn how
to employ Excel files, instead, their usage is discussed in Option 3 on page 4-1.
The data contained within the text file should be organized in a table structure like the one shown here:

Row 4: Record Type 4 (Partial Credit Record)
An optional record, the Partial Credit Record is needed only when there are partial credits to be reported
for a licensee. The Partial Credit Record will always follow the Attendee Record to which it pertains.
First, input the total number of credit hours that the licensee actually completed in the Attendee Record.
If the course was approved for only one subject area, that one subject area will simply receive the number
of hours submitted in the Attendee Record. There is no need to do anything further.
If the course was approved for more than one subject area, you will need to specify which subject area in
which to post hours. The total of the hours reported by subject area must equal the partial credit specified
in the credits completed entry of the Attendee Record. The hours for each subject area also may not
exceed the hours in each subject area for which the course was originally approved (during the course
addition process).
Note: If the program detects a space in record type 4, it will ignore the remainder of the line.
These tables illustrate the TWENTY-FIVE columns possible for this record and the actual information that
is required at each position. Note: You will rarely use all these fields. More often than not, you will
employ two or three code and hour pairs (see character positions 14-17, 18-19 and 20-24).

Partial Credit and Multi-License Reporting of Credit
Once a licensee subscribes to CE Broker, they will have the ability to link their licenses on one
account. The following example assumes that the licensee has subscribed and linked their
licenses on one account.
If a Registered Nurse is also a Clinical Social Worker, an additional Record Type 4 would be required to
report the second profession’s hours. Although not required when full credit is being applied, with partial
credit, the multi-license posting will not automatically occur. Hours for partial credit will post as the detail

You may also submit files containing course completion data for more than one course. In that event,
your file must include a separate Course Record—as well as its accompanying Attendee Records and
Course Control Record—for each course. For example:

Note how some entries will abut each other because of their character positions in the record/row;
therefore, it is of extreme importance that you double-check the information you have input before you
upload this file to CE Broker, or else any validation errors will delay the processing of your roster.

OPTION 3: ELECTRONIC FILE UPLOAD — Excel Files
To submit completed continuing education course credit, CE Providers do not need to use CE Broker’s
Input Course Credits screen. To accommodate the large variety of Florida CE Providers, CE Broker
utilizes a common file format into which course registration data may be easily imported. Use of this
electronic file enables CE Providers to transmit their data without requiring CD-ROMs, diskettes, tapes,
papers, etc. They will also receive immediate feedback of their credit hour postings. If subscribed, attendees will also receive a message in their Communication Center that their transcript has been updated.
To access the Upload Course Completion screen, go to the menu bar and click on COURSE COMPLETION.
Then select UPLOAD COURSE COMPLETION from the dropdown menu.
At the Upload Course Completion screen, you will see an input field for entering the location of your
course completion data file:

This summary serves as your “receipt” and will indicate the date and time the roster was received, the
number of lines received and the number of rejections, if any. Print it each time you submit a roster.

Rejections may result for several reasons. For example, when the license number of the Professional
could not be matched with the licensing database or when the date completed is a future date. To verify

Please see Appendix A for a listing of all the different possible validation errors.
Next to the Number of Rejects will be a link to VIEW REJECT(S). Clicking it will open the Processed Roster
for you to make any necessary adjustments:

from the dropdown menu. At the Upload Course Completion screen, BROWSE to your new file, click OPEN,
and then submit it. CE Broker will add any new entries to your previous submission. Any licensee already
submitted for a publication will display as a reject.

each other because of their character positions in the record/row; requiring extreme care in ensuring the
proper placement and precision of the data being entered. Excel spreadsheets, on the other hand, have
established column positions within which to organize your course completion information. These are
noted in the following explanatory tables in the row labeled “Excel Position.”

Row 4: Record Type 4 (Partial Credit Record)
An optional record, the Partial Credit Record is needed only when there are partial credits to be reported
for a licensee. The Partial Credit Record will always follow the Attendee Record to which it pertains.
First, input the total number of credit hours that the licensee actually completed in the Attendee Record.
If the course was approved for only one subject area, that one subject area will simply receive the number
of hours submitted in the Attendee Record. There is no need to do anything further.
If the course was approved for more than one subject area, you will need to specify which subject area in
which to report hours. The total of the hours reported by subject area must equal the partial credit
specified in the credits completed entry of the Attendee Record. The hours for each subject area also
may not exceed the hours in each subject area for which the course was originally approved (during the
course addition process).
These tables illustrate the TWENTY-FOUR columns possible for this record and the actual information

Column A: CE Broker Provider Number Suffix (without 50-prefix)
The CE Broker provider number is located on the organizational profile within your account in CE Broker.
You need only enter the suffix of the CE Broker provider number. For Example: If your CE Broker
Provider Number is 50-2486 you will enter 2486 in Column A.
Column B: CE Broker Course Tracking Number Suffix (without 20-prefix)
You need only enter the suffix of the CE Broker Course Tracking Number. For Example: If your CE Broker
Course Tracking number is 20-12056 you will enter 12056 in Column B.
Please note, if you have requested to be able to enter your own Provider course numbers in CE Broker
you will utilize Column C. Column B will remain blank.
Column C: CE Provider Course Number
If you have requested to be able to enter your own Provider course numbers in CE Broker you will utilize
Column C instead of Column B. You will enter the Provider course number you have associated with the
course entered in CE Broker.
Column D: CE Broker Course Publishing Tracking Number (without 10- prefix) – optional
If you have published your courses in CE Broker and you choose to utilize this column you need only
enter the suffix of the course publishing tracking number. For Example: If your CE Broker Course
Publishing Tracking number is 10-5892 you will enter 5892 in Column D.
It is not necessary to enter the course publishing tracking number suffix in this column. It is an optional
field and can be left blank.
Column E: Florida Department of Health Licensee Number (alpha & numeric)
Enter the Florida Department of Health Licensee Number of the attendee. The license number must
include both the alpha and numeric character. For Example: RN123475
A list of alpha rank codes by profession can be located in Appendix B: Profession and Subject Area
Codes of this manual.
Column F: Course Completion Date
Enter the date the attendee completed the course
Column G: Subject Area Code – only used for partial credit *
There is no need to enter the subject area code for an attendee unless the attendee is receiving partial
credit for the program. For Example: If the program was valid for 10hrs in the General (GN) subject area
and you have an attendee that will only receive 5 hours credit, you will need to enter the subject area
code GN in Column F and the number 5 in the CE Credit Hours Completed Column G.

OPTION 4: SCAN CARD (OMR) SUBMISSION
Scan Cards, also called Optical Mark Recognition (OMR), are named for the technology used to read and
score the scan cards.
While your course is required to be entered into the FDOH CE Tracking Database for Scan Card
Submission, it does not need to be published. Currently, there is only one type of scan card used to
record course completion data: Blank scan cards can be ordered directly from the FDOH or you can print
scan cards directly from your account in CE Broker and they will be pre-filled with your Organization and
course information. To order scan cards from the FDOH log into your account and go to INFORMATION
UPDATES/ADDITIONS and select REQUEST SCAN CARDS from the drop down. To print scan cards from your
account, go to COURSE COMPLETION and select GENERATE SCAN CARDS from the dropdown. A small
example is pictured below, with a full-page version on a following page:
Course completions submitted with scan cards will only be able to report one subject area. If you courses
wish to grant credit for multiple subject areas in your courses, please use another method to report
course completions. Since scan cards allow only one subject area per course, hours completed by an
attendee will always apply to that subject area; thus, you would enter either full or partial credit into the
same credit hours entry box on the scan card.
Brief descriptions of some scan card data fields are on the following page, and a full-size sample scan
card is on page 5-3.

Scan card data fields include:
Section A: Profession code (such as RN) and License number (a numeric value)
Section B: Provider ID Number (the “50-“ number found by clicking on USERS, then selecting
ORGANIZATION PROFILE and looking at the top of the profile)
Section C: Course Number (the “20-“ number found under INFORMATION UPDATES/ADDITIONS, COURSES,
then SEARCH)
You may also use your own CE Provider Course Tracking Number if this has been indicated on your
account. For those wishing to upload via text files, Excel spreadsheets or XML Web Services, this is a
big change. There will be no need to store system Course ID #s or keep track of two sets of IDs. You will
be able to use your own Course ID # to report course completions.
Section D: Credit Hours
If you print the scan cards from your account, this field will automatically populate with the number of
hours you have entered for your course.
The Credit Hours field contains a decimal point, which allows entry of course hours to a tenth of an hour.
Because there is only one field for hours on a scan card, you may not report partial credit using the scan
card unless the course was accepted for only one subject area. For instance, if the subject area was
HIV/AIDS and the course was 4 hours long, you would be able to give partial credit for anything up to 4
hours. But if the course is an 8 hour course with 2 hours HIV and 6 hours General, it would be impossible
for the system to identify whether the licensee completed the HIV or General portion or a combination of
both. Entering partial credit online is a better option for reporting in this case.
Section E: Course Ending Date
If you print the scan cards from your account using the “10-“ Publishing Tracking Number , this field will
automatically populate with the ending date of the course.
After licensees complete scan cards during your program, mail them to CE Broker for processing:

Once scan cards are successfully processed, you will receive a message in your CE Broker
Communication Center that your online roster is available. Make adjustments the same way you would if
you entered the information online.
Scan cards that are successfully processed may create rejections based on the data entered. For
example, the license # may not exist in the FL DOH database or may have been entered incorrectly, or
the Course Number or Provider ID Number can’t be found. Cards that will not scan at all are either
missing data in required fields or may be ripped or torn.
CE Broker sends all rejected scan cards to the Florida DOH.

APPENDIX A: FILE VALIDATION ERRORS FOR TEXT OR XLS UPLOAD
The FDOH CE Tracking Database implements two levels of validation on the course completion data
submitted via text or XLS file upload by CE Providers:
Pre-Import Inspection: During submission, before entry into the system
File Validation: After submission and importation into the system

These following error conditions will be validated before the attendance roster is imported. The file must
pass all pre-import validations before the file will be accepted. If any of these error conditions exist, the
file will be rejected and the first error will be reported to the entity who submitted the roster.
