What Does the County buy?
The County purchases supplies, equipment, and
services (including public improvements and
professional services) necessary to operate and
support jails, health clinics, office buildings,
libraries, animal services and law enforcement.
How Does the County’s
Procurement System Work?
Chapter 279 of the Oregon Statutes governs all
public procurement in the State. Multnomah
County Public Contract Review Board Rules and
County Administrative Procedures guide specific
County purchases, contracts and exemptions.
These laws and rules ensure that business
conducted with vendors promotes fair, ethical,
and competitive practices.
The following are types of County purchases:
• Limited Purchase Orders (LPO),
Procurement Card & Direct Pay
– For purchases under $5,000, per fiscal
year, per Division.
• Informal Bids or Quotes – For
purchases between $5,000 and $150,000,
competitive quotes are solicited from at
least three vendors, one of which must
be a state-certified Minority, Women
or Emerging Small Business (M/W/
ESB) firm. For public works informal
purchases between $5,000 and $75,000,
competitive quotes are solicited only
from state-certified M/W or ESB firms
unless none are available.
• Formal Procurements – A formal
solicitation is issued for all forma
procurements, and advertised in the
Daily Journal of Commerce and may
be advertised in other publications.
Public Works bid advertisements are
placed in various minority newspapers
on a rotating basis.

Advertisement: The Daily Journal of Commerce
publishes contract opportunities exceeding formal
bid limits. Ads for our contract opportunities
regularly publish on Fridays. Other minority and
local newspapers are also used on a rotating basis
(for construction projects only), as well as other
publications at the initiating department’s request.

Multnomah County serves the M/W/ESB
contractor community in various ways. We organize
and participate in events that serve to connect
vendors with potential business opportunities.

Good Faith Effort (GFE)
Bid specifications for all public improvement
contracts of $200,000 or more, require compliance
with a Good Faith Effort program. For information

State of Oregon Certification
Multnomah County encourages small businesses
to become a State-certified M/W/ESB firm.
We utilize the certification process of the
State of Oregon’s Office of Minority, Women, and
Emerging Small Business. County personnel use
this directory to identify qualified M/W/ESB firms.
Multnomah County has implemented contracting
programs that actively seek to increase utilization
of State-certified M/W/ESB firms.

Qualified Rehabilitation
Facility (QRF) Program
Qualified Rehabilitation Facilities (QRF)
provide opportunities for people with disabilities
and are exempt from competitive bidding
processes pursuant to ORS 279C.835 - 279C.855.
A fair market price is established for products
and services available for purchase from
QRFs. Multnomah County is required to purchase
all products and/or services on the
QRF procurement list.

How to submit a
successful Bid or Proposal
• Thoroughly read the solicitation and contact the
appropriate person(s) with any questions you
may have.
• Attend all mandatory Pre-Bid andPre-Proposal
conferences.
• Submit a Public Improvement Prequalification
application at least ten (10) days prior to the
scheduled bid opening date if required.
• Enclose all submittal requirements, e.g., bid
security, product literature, Good Faith Effort
documentation, references, etc.
• Remember to sign your Bid or Proposal.
• Submit Bids and Proposals to the Central
Procurement
and Contract
Administration
Office prior to the
hour set for ITB or
RFP closing date and
time. Late submittals
will be disqualified
and rejected.
• Use the official
envelope enclosed
with the Invitation
to Bid or RFP. This
ensures proper
identification and
handling.
