Pioneer Families of St. Joseph (Orléans) in Eastern Ontario
Excerpts from the first chapter of Robert Serré’s book
published in 2009 by the Gloucester Historical Society,
Ottawa, Canada.
In 1879, St. Joseph was described generally as a
village located on the Montreal road some ten
miles (16 km) east of Ottawa. Pioneers who settled west and south of this village, and east of the
village in Cumberland Township (concession 1 of
the old survey and concessions have been included in this book because their post office address
was given as Orléans or St. Joseph, or because
they were parishioners of St. Joseph’s Catholic
church. In the mid-1880s, about 65% of St.
Joseph’s population lived in Gloucester
Township, and 35% in Cumberland Township.
Early Settlers
St. Joseph was settled almost exclusively by French
Canadian families. This statement is quite true
when applied to the village itself,, but less true in
terms of the surrounding area that came to be
associated with the village, since pioneer families
of Irish, Scottish or English origin also settled in
the area. On the other hand, it would be quite true
to say that French Canadian and Irish Catholics
formed by far the dominant religious community
within the larger territory of the village, which
straddled the border between the townships of
Gloucester and Cumberland.

Origin of the Name
Most plausibly, the village was named SaintJoseph d’Orléans in 1860 by the first postmaster,
Théodore Besserer, after his birthplace on the
island of Orléans east of Quebec City. An 1869
directory described Orleans as a post office “in the
Township of Gloucester North”. The Ottawa
directory for 1870 listed people living in St.
Joseph. An 1882 directory had no listing for
Orléans, but gave St. Joseph as a village in the
township of Gloucester. Two years later, another
directory listed St. Joseph, but informed readers
that the name had been changed to Orléans. An
1886 directory listed Orléans, adding that it was
also known as St. Joseph.

The assessment rolls, also called collectors’
rolls, which were prepared for the Ottawa District
from 1822 to 1850 have been microfilmed]. The
earliest assessment roll which mentions residents
in the part of St. Joseph (Orléans) lying in
Cumberland Township is dated 1825. It lists
Joseph Laflamme for lots 30 and 31 and the east
half of lot 32, concession 1, old survey, with a
total of 500 acres, none cultivated. In 1826,
Laflamme had five of his 500 acres cultivated, and
there was a saw mill on his property. As for the
part of St. Joseph lying in Gloucester Township,
the earliest settler listed in the assessment rolls is
François Dupuis, for the year 1833. In 1835,
Dupuis owned lot 3, concession 1, Ottawa Front,
with fifteen of his 200 acres cultivated.
Youville Farm
In 1885, the Grey Nuns of the Cross, later known
as the Sisters of Charity of Ottawa, arrived in the
parish of Saint-Joseph d’Orléans]. They bought
more than five hundred acres of land, on lots 6, 7
and 8 in the first concession of the Ottawa Front,
“from M. Besserer, B. Cooker, Joe Prestley, Isaac
Wilson and B. Fitzsimmons”. On this property
they established a magnificent farm, the Youville
Farm. Their residence, a two-story stone building
located on the north side of the Montreal road,
about one mile (1.5 km) west of the village
church, was built in 1885-86.
In 1890, the Grey Nuns took charge of
Separate School #1 in the village of Orléans. The
farm, which covered several hundred acres, was
operated until well after the Second World War. In
1870, the former convent was sold to the firm of
Costain Homes, which used the building as an

The people who protect

he Ottawa Police jurisdiction is divided into
three divisions: east, central and west, each
composed of platoons and district teams.
With more than 575 civilian and 1,300 police
officer positions, Ottawa Police serve in both urban
and rural areas. District teams provide a wide range
of services focusing on neighbourhood needs, and
include district investigators, school resource officers, traffic enforcement officers, neighbourhood
officers and community police centre officers.
There are three main police stations, with the
East Division station located at 3343 St. Joseph
Blvd. at the corner of Tenth Line Road. The station has a community conference room for public use and houses the community police centres
for Cumberland and Orléans.
In the east, the District Inspector is Al Burns. The
eastern team also includes Platoon Inspector Dan
Delaney, District Staff Sergeant Dan Longpre and

Hundreds of volunteers donate their time to

A hub of artistic activity
he east end of Ottawa never fails to provide an abundance of creative talent,
whether in music, theatre, or the visual
arts. The Shenkman Arts Centre, which officially opened June 2009, has had a significant
impact on the cultural community in Ottawa
East and has helped the artistic scene to grow
considerably.
The centre, located at 245 Centrum Blvd., has
quickly become the focal point for the arts community. It features a 500-seat performing arts theatre, a 100-seat studio theatre, rehearsal studios,
art galleries and instructional spaces in its 86,000sq.-ft. space.
Five major arts organizations have been providing their arts programs and services at the centre: Arts Ottawa East, Mouvement d’implication
francophone d’Orléans (MIFO), Ottawa School
of Art Orléans Campus (formerly Visual Arts
Centre, Orléans), Orléans Young Players and the
Gloucester Pottery School.
Arts Ottawa East (www.artsoe.ca) is an arts
council that promotes the practice and appreciation of arts in the area. It can help community
members find lessons to take, studios to work in
and aid artists in finding grants. Executive
Director Christine Tremblay says AOE’s new location in the Shenkman Arts Centre has created a
beautiful location for member artists to display

their work. AOE’s new location provides a working, meeting and reception space for AOE and its
members, as well as office space for a contemporary dance company and other potential arts
organizations in the future.
MIFO (www.mifo.net) provides Frenchspeaking performances, classes and workshops
for all ages. It also houses a school of music. In
November, their theatre company ‘le Théâtre du
Village’ will perform «Devinez-Qui?» a play written by Sébastien Azzopardi.
The organization has significantly increased
its musical and theatre performances through
its involvement in the new arts centre. With the
centre being fully bilingual, MIFO provides
French programming and features francophone
artists.
The Ottawa School of Arts Orléans Campus
offers art lessons and has its own gallery with
monthly exhibitions at the Shenkman Arts Centre.
The Ottawa School of Art offers diploma and certificate programs, as well as a full range of community level art courses including drawing, painting, photography, new media, ceramics, sculpture,
printmaking, and a variety of specialized short

Resource Centre, is a bilingual non-profit youth
organization for east-end teens launched in 2007.
The group, which is run for youth and by youth,

They are planning to develop youth social enterprises/co-ops and hope to find a spot to ‘chill’ in

he east end’s political representatives at the
federal level include veteran MP for
Ottawa-Vanier Mauril Bélanger, and two
relative newcomers who were first elected at the
federal level on Jan. 23, 2006: MP for OttawaOrléans, Royal Galipeau, and MP for GlengarryPrescott-Russell Pierre Lemieux.
Bélanger, a Liberal, won his sixth election
with ease in 2008, taking a strong lead out of the
gate. Galipeau, a Conservative, won his seat over
Liberal Marc Godbout for a second time. Prior
to running for office, Galipeau had been vicechair of the Ottawa Public Library board. In
April 2006, he was elected as a deputy speaker of
Francophone Affairs.
Phil McNeely, MPP for Ottawa-Orléans,
was elected to the Ontario legislature in 2003,
after serving for three years at the municipal
level. In 2008 he was appointed to the position
of Parliamentary Assistant to the Minister of
Energy and Infrastructure. He also has an
active role on the Standing Committee on
Estimates and Public Accounts and is ViceChair of the Legislation and Regulations
Committee.
Prior to running for office in 2000, McNeely
owned his own consulting engineering firm in the
east end.

Municipal services at your fingertips
he City of Ottawa currently has 24 members
after the November 2006 election with the
two new seats located in the west end. Ottawa
City Council is comprised of Mayor Larry O’Brien,
who represents the city as a whole, and one councilor per ward. Members of city council are elected
for a four-year term of office. Please note municipal
elections are slated for Monday, October 25, 2010,
so there could be new faces in the role of mayor and
a possibility of new councilors after the elections.
Residents in our readership area are currently
represented by councilors in four wards: Michel
Bellemare in Beacon Hill-Cyrville Ward 11; Rainer
Bloess in Innes Ward 2; Bob Monette in Orléans
Ward 1; and Rob Jellett in Cumberland Ward 19.
City council is the decision-making body
responsible for turning community needs into
municipal services, from human services such as
social services and housing to hard services like

roads and waste management.
To assist in its deliberations, city council
appoints standing committees to study issues and
make recommendations to council. Most decisions made by standing committees that require
final approval by city council.
Council meets on the second and fourth
Wednesdays of the month, except in July and
August, when it meets on the second Wednesday
only. All meetings are held at Ottawa City Hall,
110 Laurier Ave. West.
The City of Ottawa also has advisory committees which are composed entirely of volunteers,
who provide advice to council on specifically mandated areas. These include such areas as accessibility, business, agriculture and rural affairs, the arts,
cycling, French language services and heritage.

League Canada in the east end. Little League is a
program of service to youth and is geared to provide an outlet of healthy activity and training

A
fter writing many stories on the many interesting residents living at Extendicare
Laurier Manor I think it is time to tell more
of this large Long Term Care Facility that has
240 beds and is located at 1715
Montreal Road close to where Blair
Road meets Montreal Road here
in Gloucester.
This spacious care-giving
nursing home has four floors for
residing residents. The main floor
has the Kitchen, the Chapel, Recreation
area, Laundry, Administration Offices, Housekeeping
and access to the back garden. The back garden is a
showcase of beauty with places for residents to sit,
socialize and just enjoy the fresh air.
The floors are set up to accommodate residents
with different needs! The 2nd and 3rd floors are geared
to those needing more care. Some residents on these
floors have Alzheimer’s disease or some form of cognitive impairment Moreover, many residents on
these floors have physical impairments causing that
resident to need greater nursing care.
The 4th and 5th floors are planned for people
needing lighter to medium care but are capable to
perform many of their necessary daily routines.
Each floor has three types of rooms, they are the
Private, Semi-Private and Basic rooms.
All meals are prepared at Laurier Manor. Meals
are taken to each floor in heated trolleys and served
to residents at their table! There is a choice of foods
on the menu and dietary needs are carefully followed. A Dietary Manager, Dietician and Food
Service Supervisor are employed to ensure the quality and dietary needs are carefully followed.
Laurier Manor has a physiotherapy and a
Restorative Care Team.
Recreation activities are offered on a daily basis,
this includes weekends and evenings. The programs cover Social, Emotional,
Physical, Intellectual and the
Spiritual needs of residents!
Everything is covered. The
Manor has a Resident’s Council
where suggestions/concerns are
brought
forward
to
the
Administration for review and action
if needed.
A Family Community Advisory Board, made up
by next-of-kin residents, meets every two months.
This years Yard sale raised approximately
$1,000.00. Many thanks to the families, friends and
the community for their support. Just a reminder of
our Annual Carnival which will be held on
Wednesday, August 11th, 2010 from 1:30pm 3:30pm, which include a petting zoo, games and
refreshments. Come join us for a guided tour and stay
for an afternoon of fun.

French Immersion at the Ottawa-Carleton District School Board
Early French Immersion (EFI)
EFI begins in senior kindergarten with students receiving 100 per cent of their instruction
in French for the senior kindergarten and grade 1 school years.
With the introduction of English in grade 2, the French portion drops to 80 percent and
gradually diminishes to 50 per cent in grades 7 and 8.
Middle French Immersion (MFI)
MFI is offered in grade 4. In the MFI Program, French is taught for all subjects with the
exception of English Language Arts from grades 4 to 6. This means that approximately 66
per cent of instruction is in French. In grades 7 and 8, students receive 50 per cent of their
programming in French.
