What is IP?
•
•
•
Intellectual Property (IP) is creative and
innovative ideas that are assets in the
same way that Physical Property is a
tangible asset
Intellectual Property Rights (IPR) are the
rights obtained to use and protect
intellectual property
RGF – requires HPSS to identify, protect,
manage and exploit IP
What is Innovation?
• Innovation is the successful exploitation of
(new) ideas – IP
• The incorporation of new technologies,
design and best practice is the key business
process that enables organisations
including the Health and Personal Social
Services (HPSS) in Northern Ireland (NI) to
deliver improvements in the healthcare
sector.
Research

Innovation
• Innovation occurs naturally in the HPSS through
the work of its employees.
• It could take a number of forms:
¾ novel treatment
¾ new diagnostic
¾ new or improved
device
¾ new drug or its new
use
¾ data
¾ software
¾ training material
¾ a treatment protocol
¾ a new management
system etc.

Automated External
Defibrillator (AED)
Innovation in NI
• World’s first mobile defibrillator.
• 1965, Royal Victoria hospital, a team led by Prof Frank
Pantridge, converted a mains defibrillator to operate from
two car batteries in the back of an old ambulance – 70 kg
• Invention was the forerunner of the portable defibrillator saved the lives of “n” patients over the past 40 years.
• The technology had significant IP associated with it and
was protected by a family of worldwide patents.
• This IP protection contributed significantly to its successful
exploitation.
Health Innovations
• Health Promotion Agency (HPA) - licensed rights to
Chiron for manufacture of meningitis B vaccines
• Nutritional Guidelines - copyright, CD-ROM, sale is
generating revenue for Trust for further nutritional
developments
• Pupilometer - low cost, hand held device for monitoring
pupil size during brain surgery - North East England
• Hand Surgery Table
• Ultrasound Diagnostic technologies
• "My Diabetes" information pack

• Advise, encourage and support the identification
and subsequent application and exploitation of IP
from the R&D base of HPSS and its Trusts

• Promotion and awareness of IP and Innovation
• Advice on research contract issues (IP), CDA,
MTA
• To exploit innovations, IP must be available,
unpublished and protected
