MINNESOTA CE REQUIREMENTS
No more than 12 hours of credit per licensing period may be
credited to a person for attending any combination of courses
sponsored by or affiliated with an insurance company or its agents.
Cape is non company/non agency. We provide classroom and selfstudy courses.
Credits/Renewal
Effective July 1, 2010 all producers must complete 24 credit hours
of continuing education, including 3 ethics, by their compliance
date (last day of producer’s birth month). Students may complete
all 24 hours through distance learning education. Only 50% of the
credit hours may be completed through a company-sponsored
course.
Credit Reporting
The Department of Insurance requires providers to report credits
to Sircon within 15 days of course completion. Cape reports
completions the next business day.
Exemptions
The “inactive waiver” has been eliminated. Insurance producers
who are no longer actively engaged in the solicitation and sale of
insurance are no longer able to apply for a waiver of continuing
education requirements.
Special Course Requirements
Effective July 1, 2010 all producers must complete 3 credit hours
of Ethics.
All producers who sell federal flood insurance policies are
required to complete a one-time 3-hour requirement on flood
insurance
All Minnesota producers licensed for accident and health or
sickness insurance or life insurance may not sell, solicit, or
negotiate long-term care insurance or a partnership policy unless
the individual has completed an initial, one-time training course.
The initial one-time training must be no less than 8 hours long, and
ongoing training must be no less than 4 hours long and occur every
24 months. The training must be specific to Minnesota
Medicaid/Medical Assistance and its relationship to Minnesota
Partnership plans - this applies to both residents and nonresidents.
Course Repetition/Carry Over Credits
Agents must wait 3 years before repeating a course for credit and
may not carry over credits from one renewal to the next.
Types of Minnesota-Approved Written
Self-Study Exam Monitors
• The teaching staff of an accredited institution of higher education such
as a community college, college, or university. Please submit a page
from the institution's directory, catalog or web address that lists the
proctor's name and title and institution's name.
• For members of the Armed Forces, a military base education officer
may proctor your course or exam attendance. If there is not a
representative in this capacity, a base librarian or commissioned officer
of higher rank than the student is acceptable. A letter on official
letterhead from the base commander verifying the proctor's position
must be submitted.
• A high school superintendent, supervising principal or other
administrator within your local school system. A letter from the
superintendent or principal on official letterhead must be submitted.
• A librarian within your local school or public library system. A letter
from the proctor on library system letterhead must be submitted.
ATTENTION: Your employer's Human Resources Director or Manager is
no longer acceptable because of perceived financial relationships.
CAPE POLICIES
Scheduling TBS: To take advantage of Cape’s discounts you may schedule part now and the rest later. When paying for courses “to be
scheduled later” please write TBS in the location and date lines on the registration form. Simply let us know when you find a class to fit
your schedule!
Rescheduling: Fees apply per person per event. A $20 reschedule fee will be waived if Cape receives notification at least 1 business day
prior to the scheduled seminar. All “no-shows” will be charged a $20 fee to reschedule. There are no refunds for “no-shows”. Note: Call
Cape to transfer from distance learning to classroom.
Walk-In Students: There is a $20 walk-in fee if you are not pre-registered with Cape.
Refunds: Requests for refunds must be received in our office 1 business day prior to start of class. All refunds are subject to non-refundable
administrative fees: $25 fee for CE courses - remains on student's account for 2 YEARS. There are no refunds for “no-shows.”
Cancellations: Cape reserves the right to cancel classes due to circumstances beyond our control.
Services: Returned check fee - $25; Replacement certificates - $20; Same day credit reporting - $10
Filing Fees: Fees apply only if Cape is charged by your state. The fees are subject to change and are beyond our control.
