Transport"(CfBT)"produced"a"‘Contrary"Case’"report"which"was"a"series"of"independent"
critiques"about"the"supporting"evidence"that"was"in"the"public"domain"at"that"stage"including"
the"business"case.""The"critiques"were"written"by"professionals"in"the"relevant"fields.""They"
raised"many"pertinent"and"worrying"issues.""The"report,"entitled:""‘A"folly"in"the"making"–"

Since"then"some"of"the"report’s"authors"have"met"with"some"key"SEMMMS"team"members"
who"confirmed"that"their"case"for"road"building"was"predicated"to"a"large"extent"on"the"
SEMMMS"findings"that"were"published"in"2001.""They"relied"on"traffic"models"that"predicted"
high"traffic"growth"that"has"not"materialised"and"evidence"from"the"1990s.""At"that"meeting,"

The"promoters"also"make"the"more"general"point"that"little"has"changed"in"other"aspects"of"
transport"since"SEMMMS"but"this"is"certainly"not"so"in"terms"of"carbon."
The"background"guidance"on"carbon"emissions"in"transport"is:"“The"Carbon"Plan:"Delivering"our"low"
carbon"future”"of"December"2011.""This"contains"a"clear"target"for"transport"as"follows."
“2.75"Domestic"transport"emitted"around"137"MtCO2e"in"2009,"accounting"for"around"24%"of"
UK"domestic"greenhouse"gas"emissions"(see"chart"13"below).""Domestic"emissions"from"
transport"rose"steadily"between"1990"and"2007,"driven"primarily"by"rising"road"traffic"levels.""
