Assignment Title: Consulting Services for Development of the Renewable Energy Sector

The Republic of Turkey has applied for financing from the World Bank toward the cost of
the EU /IPA Energy Sector Technical Assistance Project, and it intends to apply part of the
proceeds to payments for consulting services contract which will be implemented by the
General Directorate for EU Affairs and Foreign Relations of the Ministry of Energy and
Natural Resources (MENR). The contract will be financed under the EU’s 2012 program
Instrument for Pre-Accession Assistance for Turkey. Funds will be channeled to Turkey
through a World Bank administrated trust fund.
The specific objective of the consulting services (“the Services”) is to provide further
technical assistance on the topics of the (a) review of current situation, barriers and road
map regarding the renewable energy sector and (b) renewable energy grid integration to
distribution and transmission systems. Services has been structured into the following
components: (i) preparation of a study of main obstacles and bottlenecks in the renewable
energy sector including shortcomings in distribution systems and energy storage
techniques and presentation of the report through a workshop; (ii) providing support for the
establishment of a monitoring and control mechanism for solar power plants. Feasibility
study for the establishment of the monitoring and control center. Training and site visits
for case studies; (iii) review of issues and options in financing and support mechanisms for
the promotion and implementation of small-scale renewable energy projects; (iv)
preparation of an action plan and strategy in line with the EU format on the subject of the
renewable energy; the improvement of the use of the renewable energy; (v) supporting
SMEs on renewable energy through business development services including feasibility
studies and business plans; (vi) preparation of a report for the analysis of the current
situation and the identification of technical and administrative obstacles preventing the
integration of small scale generation of electricity from renewable sources including
sensitivity analysis for penetration of renewables in the system; (vii) preparation of a study
consisting of needs assessment and feasibility of the steps to be taken to improve the
integration of electricity generation facilities from renewables to the electricity grid
including investigation of ways for the improvement of system flexibility to integrate a
larger share of renewable electricity. The duration of the Services is envisaged as 18
months.

The General Directorate for EU Affairs and Foreign Relations of MENR now invites
eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services. The shortlisting
criteria are:

Experience in renewable energy sector in general, and solar energy and small-scale
renewable energy projects in particular
Experience in EU’s energy acquis
Experience in institutional review and capacity building projects
Experience in electricity grid integration projects
Work experience in the ECA region
Multi-language and multi- sectorial staff capacity
No previous unsatisfactory performance of the consultants in the contracts with
MENR
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits
& Grants by World Bank Borrowers, January 2011. (“Consultant Guidelines”), setting
forth the World Bank’s policy on conflict of interest.
Consultants may associate to enhance their qualifications. The “association” may take the
form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members
of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and
severally liable for the assignment and shall sign the contract in case of award is made to
that JV group. Interested consultants should clearly indicate the structure of their
“association” and the duties of the partners and sub consultants in their application. Unclear
expression of interests in terms of “in association with” and/or “in affiliation with” and etc.
may not be considered for short listing.
A Consultant will be selected in accordance with the Quality and Cost Based Selection
method set out in the Consultant Guidelines.

Expressions of interest to be clearly marked “Consulting Services for Development of
