1. INTRODUCTION AND BACKGROUND
1.1.
Purpose of the Request for Bid
The purpose of this document is to provide interested parties with information to enable them to prepare and
submit bids for the purchase of the following:
a) Two (2) IBM zEC12 processors and the trade-in of the State’s two IBM z10-EC processors. The processors
are now and will be located at the State of Wisconsin’s two data centers located in Madison, Wisconsin.
b) IBM 7700 series storage system with an IBM Systems Storage TS7720 Virtualization Engine and TS7740
Virtual Tape System. The storage equipment will be located at the State of Wisconsin’s two data centers
located in Madison, Wisconsin.
Bid responses shall be complete and encompassing of all equipment, software, labor (delivery, set-up,
installation, etc.), training, shipping and maintenance necessary to make complete and operational systems for
the State. All equipment, hardware, software and services provided must meet or exceed the IBM Business
Partner standard and perform in a like manner. The State of Wisconsin intends to have this equipment
maintained by the original equipment manufacturer.
The State of Wisconsin as represented by its Department of Administration (DOA), State Bureau of Procurement
intends to use the results of this process to award a contract for the aforementioned products and services.
1.2.
Reasonable Accommodations
The Department will provide reasonable accommodations, including the provision of informational material in an

1.3.
Scope
This equipment is for the Department of Administration, Division of Enterprise Technology. The Department of
Administration intends to utilize this Bid and any award(s) resulting to purchase like items, as needed during the
contract period.
1.4.
Overview of the Procuring Agency
This Request for Bids is issued by the Wisconsin Department of Administration on behalf of the Division of
Enterprise Technology. The person responsible for managing the procurement process, and the sole point of
contact for the State of Wisconsin during the selection process, is Andrea Welch.
1.5.
Contract Length
The Contract shall be for a three (3) year period and may be renewed for two (2) additional one-year periods if
mutually agreeable to the Contractor and the State. All conditions remain unchanged during any renewal
period(s) unless changes are mutually agreed to by the State and Contractor in writing.
2. BIDDER QUALIFICATIONS
All requirements in this section are mandatory. The following requirements shall be met at no additional cost to the
State. All Bidder qualifications are defined as mandatory minimum requirements unless otherwise stated.
Failure to meet these mandatory requirements shall result in disqualification of the Bid. However, in the event that
no Bidder is able to meet an individual mandatory requirement, the State reserves the right to continue the review of
Bids and to select the Bid that most closely meets the requirements specified in the RFB.

2.1. Bidder Status
2.1.1. Bidder shall be the OEM or a currently Authorized Partner for IBM products and services, and shall
maintain this status for the term of the Contract including all renewals. Bidder shall provide
documentation of Authorized Partner status with the bid response and upon request of the State
during the subsequent Contract period.
2.1.2. The Bidder must have three (3) years’ experience installing and configuring the equipment bid or
similar mainframe IBM tape system equipment and processors. Bidder shall provide a minimum of
three (3) references that can verify such experience. References shall be listed on the Reference Form
(DOA-3478) included at the back of this document.
3. DEFINITIONS
For the purposes of this RFB and resulting Contract, the following definitions of terms shall apply, unless
otherwise indicated:
“Acceptance Period” means the timeframe in which the Contractor shall provide the required services free of
error or interruption.
“Acceptance” means the State’s written assent that the goods and services provided by the Contractor are in
conformance with the requirements and specifications of the RFB.
“Agency” or “State Agency” means the Wisconsin Department of Administration (DOA) or any other agency of
the State of Wisconsin, as defined by Wisconsin Statutes.
“Authorized Partner” means a reseller and service provider certified by the OEM to sell, service, maintain and
support the products purchased under the Contract and the authorization can be documented upon request of
the State.
“Availability” means a measurement of the percentage of total time that a service is operational when measured
over a specific time period.
“Bid” means the complete response of a Bidder submitted on the approved forms and setting forth the Bidder’s
prices for providing the services described in the RFB.
“Bidder” means any individual, company, corporation, or other entity that responds to this RFB.
“Bureau” means the State Bureau of Procurement.
“Contract” means the written agreement between the State and Contractor(s) that covers delivery of work to be
performed subsequent to this RFB.
“Contractor” means a Bidder that is awarded a Contract under this RFB.
“Cooperative Purchasing” means Wisconsin statutes (s. 16.73, Wis. Stats.) establish authority to allow Wisconsin
municipalities to purchase from state contracts. A “municipality” is defined as any State, city, village, town,
school district, board of school directors, sewer district, drainage district, vocational, technical and adult
education district, or any other public body having authority to award public contracts (s. 16.70(8), Wis. Stats.).
Federally recognized Indian tribes and bands in this state may participate in cooperative purchasing with the
state or any municipality under ss. 66.0301(1) and (2), Wis. Stats.
“Department” means the Department of Administration.
“Division” means a sub-unit of a state agency; an organizational unit internal to a state agency.
“MBE” means Minority Business Enterprise.

“Municipality” means any State, city, village, town, school district, board of school directors, sewer district,
drainage district, vocational, technical and adult education district, or any other public body having the authority

participate in this agreement per ss. 66.0301(1) and (2), Wis.Stats.
“OEM” means Original Equipment Manufacturer, IBM.
“Request for Bid (RFB)” means the competitive procurement process used by the State to establish a Contract
for the corresponding goods and services.
“SBOP” means the Department of Administration’s State Bureau of Procurement.
“Services” - means all labor, actions, recommendations, plans, research, customizations, modifications,
documentation, and maintenance and support provided by the Contractor necessary to fulfill that which the
Contractor is obligated to accomplish under this Contract.
“State” means the State of Wisconsin.
“Subcontract” means any agreement, written or oral, financial or non-financial, between the Bidder and any
other party to fulfill the requirements and performance obligations of the contract, including any agreement
between the Bidder or a Subcontractor and any other provider of services when the Subcontractor is acting for or
on behalf of the Bidder.
“Subcontractor” means any entity that enters into any agreement with the Bidder for the purpose of delivering

State.
4. BID PROCEDURES AND INSTRUCTIONS
4.1.
VendorNet Registration
Only Bidders registered with the State of Wisconsin’s VendorNet will receive future official notice for this
service/commodity. The State of Wisconsin purchasing information and vendor notification service is available to
all businesses and organizations that want to sell to the State. Anyone may access VendorNet on the Internet at
http://vendornet.state.wi.us/vendornet/default.asp to get information on state purchasing practices and
policies, goods and services that the State buys, and tips on selling to the State. Bidders may use the same Web
site address for inclusion on the bidders list for goods and services that the organization wants to sell to the
State. A subscription with notification guarantees the organization will receive an e-mail message each time a
State agency, including any campus of the University of Wisconsin System, posts a request for bid or a request for
proposal in their designated commodity/service area(s) with an estimated value over $50,000. Organizations
without Internet access receive paper copies in the mail. Increasingly, State agencies also are using VendorNet to
post simplified bids valued at $50,000 or less. Bidders also may receive e-mail notices of these simplified bid
opportunities.

4.3.
Format of Bid
Bidders responding to this RFB shall comply with the following format requirements. The State reserves the right
to exclude any responses from consideration that do not follow the required format as instructed below.
Bid responses shall be typed and submitted on 8.5 by 11 inch paper bound securely. Bid responses shall be
organized and presented in the order and by the number assigned in the RFB. Bid responses shall be organized
with the following headings and subheadings. Each heading and subheading shall be separated by tabs or
otherwise clearly marked.
Tab 1 - Signed Request for Bid Sheet: Include here the signed Request for Bid sheet (DOA Form 3070, the
cover page of this RFB). Bids submitted in response to this RFB shall be signed by the person in the Bidder’s
organization who is responsible for the decision as to the prices being offered in the Bid or by a person who
has been authorized in writing to act as agent for the person responsible for the decision on prices.

4.5.
Multiple Bids
Multiple Bids from a Bidder are permissible; however, each Bid must conform fully to the requirements for Bid
submission. Each such Bid must be submitted separately and labeled as Bid #1, Bid #2, etc. on each page
included in the response. Alternate acquisition plans do not constitute multiple Bids and shall not be considered
responsive or responsible Bids

4.6.
Incurring Costs
The State of Wisconsin is not liable for any cost incurred by a Bidder in the process of responding to this RFB.
4.7.
Questions
Any questions, exceptions, or additions concerning the subject matter of the RFB document or the attached State
of Wisconsin Contract shall not be considered unless submitted via e-mail (no phone calls) on or before the
deadlines for written questions as identified in Section 4.2 to Andrea Welch at [email protected] .
However, if a Bidder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other
deficiency in this RFB, the Bidder should immediately notify the above named individual of such error and
request modification or clarification of the RFB document. In the event that it becomes necessary to provide
additional clarifying data or information, or to revise any part of this RFB, supplements or revisions will be posted
on VendorNet.
4.8.
Contact with State Employees
From the date of release of this RFB, until a Letter of Intent to Award a Contract is issued, all contact with State of
Wisconsin personnel regarding this RFB shall solely be made through Andrea Welch in the State Bureau of
Procurement in the Division of Enterprise Operations. Phone calls are not permitted during the procurement
process. Violation of these conditions may be considered sufficient cause for automatic rejection of a Bid
response.
4.9.
Bidders’ Conference
The State does not intend to hold a Bidders’ Conference (aka Vendor Conference) prior to the Bid due date.
However, there will be two (2) rounds of Bidder questions and State responses (see Calendar of Events for dates).
All questions shall be submitted in writing via e-mail to Andrea Welch ( [email protected] ) by the
corresponding deadlines. Bidder questions along with the State’s responses will be posted on the VendorNet
website.
4.10.
News Releases
News releases pertaining to the RFB or to the acceptance, rejection, or evaluation of Bids shall not be made
without the prior written approval of the State.
4.11.
References
Bidder shall provide at least four (4) names of organizations with whom the Bidder has done business similar to
that required by this RFB. The State will determine which, if any references, to contact to assess the quality of the
product/service.
Potential Subcontractors may not be listed as references.
For each entity, the Bidder shall include the company name, address, contact person and telephone number along
with a brief description of the product/service, which was the basis for the business relationship.
Before the award of any Contract(s), the Department shall be satisfied that the Bidder has sufficient capability and
performance history to perform the work described in this RFB. It is the bidder’s responsibility to acquaint the
RFB Manager with these qualifications by submitting clear, concise and complete documentation and thorough
references.
Any information provided in response to References that the Bidder intends to be held confidential must be
identified as such on form DOA-3027: Designation of Confidential and Proprietary Information.

5. BID REVIEW, ACCEPTANCE AND AWARD
5.1.
Method of Bid
Bidders shall respond to all of the lines on Appendix C: Cost Sheets. All Bid pricing and subsequent pricing during
the term of the Contract must be F.O.B. Destination Freight Prepaid.
5.2.
Method of Award
The State shall award to one Bidder who is the lowest cost responsive, responsible bidder. Prices listed shall be
in U.S. dollars unless otherwise indicated. Bids that require the State to guarantee a specific quantity or dollar
amount shall be disqualified. In the event of Bidder error in calculation, unit price shall prevail in award.
The State intends to award based on the lowest five-year life cycle cost (Grand Total). The State of Wisconsin will
be responsible for performing the calculations in a consistent manner using the information provided by Bidders.
5.3.
Bid Opening
The Bid Opening is scheduled for Monday, November 5, 2012 at 2:30 p.m. in Conference Room 616 on the 6th
floor of the DOA Building located at 101 East Wilson Street, Madison, Wisconsin 53703. Only the names of the
Bidders will be read aloud at that time.
5.4.
Bid Acceptance
Bids that do not comply with instructions or are unable to comply with specifications/requirements contained in
this RFB may be rejected by the State. The State may request reports on a Bidder’s financial stability and if
financial stability is not substantiated, may reject that Bidder’s Bid. The State retains the right to accept or reject
any or all Bids, or accept or reject any part of a Bid deemed to be in the best interest of the State. The State shall
be the sole judge as to compliance with the instructions and requirements contained in this RFB.
5.5.
Bid Review and Verification
Bids will be reviewed by the Department’s procurement manager and program manager to verify that they meet
all specified requirements in this RFB. This verification may include conducting demonstrations of the Bidder’s
proposed products(s) or service(s) and reviewing results of past awards to the Bidder by the State of Wisconsin.
5.6. Minority Business Enterprise (MBE) and Disabled Veteran-Owned Business (DVB) Preference
The State of Wisconsin is committed to the promotion of minority and disabled veteran-owned business in the
State’s purchasing program and a goal of placing 5% of its total purchasing dollars with such enterprises.

Agencies are committed to the promotion of these enterprises in the State’s purchasing program.
The State of Wisconsin policy provides that these enterprises certified by the Wisconsin Department of
Administration should have the maximum opportunity to participate in the performance of its Contracts. The
Contractor is strongly urged to use due diligence to further this policy by awarding subcontracts to these
enterprises or by using such enterprises to provide goods and services incidental to this agreement, with a goal of
awarding at least 5% of the Contract price to such enterprises.
The Contractor shall furnish appropriate quarterly information about its effort to achieve this goal, including the
identities of such enterprises certified by the Wisconsin Department of Administration and their Contract
amount.

5.7.
Notification of Intent to Award a Contract
Any Bidders who respond with a Bid response shall be notified in writing of the State’s intent to award the
contract(s) as a result of this RFB. After the Intent to Award is issued, copies of all Bids will be available for public
inspection from 8:00 a.m. to 4:00 p.m. at 101 E. Wilson St., Madison, Wisconsin, under the supervision of
DOA/SBOP staff. Bidders shall schedule an appointment with Andrea Welch ( [email protected] ) to
ensure that space is available for the review.
6. TECHNICAL REQUIREMENTS
All requirements in this section are mandatory. Submission of a Bid means the Bidder agrees that they have read,
understand and comply with the requirements detailed by the State in this section.
Failure to meet mandatory requirements shall result in rejection of the Bid. However, in the event that no Bidder is
able to meet an individual mandatory requirement, the State reserves the right to continue the review of Bids and to
select the Bid that most closely meets the requirements specified in this RFB.
6.1. Processors to be Procured

6.4. Equipment Specifications
6.4.1. All proposed equipment shall be IBM's current production products and shall meet or exceed all IBM
performance specifications listed in advertised data sheets and technical publications.
6.4.2. Contractor shall ensure that all equipment remains certified under the IBM standard maintenance
program for the duration of the Contract including all renewals. Upon the request of the State,
Contractor shall provide proof of such certification from IBM. If the equipment is not successfully
certified, Contractor shall immediately at no cost to the State take the steps necessary to certify the
equipment.
6.4.3. Contractor shall provide the State with a complete set of standard hardware manuals and
documentation.
7. DELIVERY AND INSTALLATION REQUIREMENTS
All requirements in this section are mandatory and apply to all equipment referenced in this RFB. Submission of a Bid
means the Bidder agrees that they have read, understand and comply with the requirements detailed by the State in
this section.

7.1. Shipping
All necessary equipment ordered during the Contract term shall be shipped F.O.B. Destination, freight prepaid.
7.2. Delivery
7.2.1. All deliveries shall be 'inside delivery' meaning that all equipment shall be delivered to a location point
inside the State’s respective data centers’ computer rooms as identified by the State.
7.2.2. Deliveries are accepted between 8:00 a.m. and 4:00 p.m. Central Time and must be scheduled with
State of Wisconsin personnel to ensure that appropriate staff is present for all deliveries and pick-ups.
Semi-trailer loading docks are available at both locations.

7.2.3. Contractor, by submission of a response to this Bid warrants that they shall meet the following
installation and delivery date requirements:
 Delivery of all equipment three (3) days prior to installation

Femrite Drive Data Center Processor Installation: Sunday, December 9, 2012.

Wilson Street Data Center Processor Installation: Saturday, December 15, 2012.

IBM System Storage TS7720 and TS7740 Virtualization Engines shall be delivered to each data
center and configured by Monday, January 14, 2013 with implementation by Tuesday, January
22, 2013.
7.2.4. Failure of the Contractor to meet these dates may result in assessment of liquidated damages. The
Contractor shall be responsible for all work and missed deadlines of subcontractors.
7.2.5. The State of Wisconsin at its sole option, reserves the right to extend the delivery date and or
installation date by providing the Contractor or designated subcontractor a seven (7) calendar day
written notice of the change.
7.3. Installation and De-Installation
7.3.1. Installation of the proposed equipment shall be coordinated with and performed by the OEM.
7.3.2. The Contractor is responsible for providing electrical receptacles needed for equipment delivered.
7.3.3. Trade in equipment shall be non-disruptively deinstalled & unracked by the Contractor and then
picked up at each data center from within the computer rooms. The Contractor is responsible for
removal and disposal of all packing materials and returning the site to its original condition. The
Contractor shall be responsible for all physical damage to the site(s) at no additional cost to the State.
7.4. Performance Period of Acceptance
After installation, configuration, and prior to acceptance by the State, all proposed equipment shall be subject to a
period of performance not to exceed thirty (30) consecutive calendar days. The period will begin on the first full
twenty-four (24)-hour day that occurs after the State declares the installation and customization to be complete
and the equipment to be online and operational.
During the thirty (30) day period, the hardware shall perform at a rate consistent with the performance
specifications contained in the manufacturer's technical publications. The equipment shall be online and
operational 100% of the time for thirty (30) consecutive calendar days, excluding normally scheduled preventive
maintenance determined as determined by IBM or the State. The Contractor agrees and acknowledges that
failure to satisfactorily complete the thirty (30)-day performance period of acceptance could result in termination
of the Contract requiring the Contractor to remove the equipment and de-install any software components at no
cost to the State.
Upon successful completion of the performance period of acceptance, the State shall deem the hardware fully
installed and indicate its acceptance in a State's Letter of Acceptance to the Contractor. Upon receipt of said
acceptance letter, the Contractor shall invoice the State for the installed hardware and all services rendered to
date.

8. WARRANTY AND MAINTENANCE (SUPPORT) REQUIREMENTS
All requirements in this section are mandatory and apply to all proposed equipment. Submission of a Bid means the
Bidder agrees that they have read, understand and comply with the requirements detailed by the State in this
section.
Failure to meet mandatory requirements shall result in rejection of the Bid. However, in the event that no Bidder is
able to meet an individual mandatory requirement, the State reserves the right to continue the review of Bids and to
select the Bid that most closely meets the requirements specified in this RFB.
8.1. Warranty
Contractor shall provide, at a minimum, a one-year warranty for all proposed equipment.
8.1.1. Contractors must furnish all warranty repairs or provide an alternate source of local warranty repair at
no extra cost to the State.
8.1.2. No applicable warranty period shall commence until the proposed equipment has been installed and
accepted by the State.
8.2. Corrective Work
Contractor will correct or have corrected any substandard work as requested by the Department. Such work shall
be at no extra cost to the State. The State shall be the sole determinant of what is considered to be substandard.
8.3. Maintenance
Immediately following the Warranty Period, the Contractor shall ensure that OEM provides full service
maintenance for the proposed equipment and shall meet the following service level requirements:
8.3.1. The State shall not pay for any maintenance and/or support services until the completion of the
applicable warranty periods.
8.3.2. Due to equipment availability requirements, the OEM shall respond to support calls in thirty (30)
minutes, be on site in sixty (60) minutes, and have all non-redundant CPU parts available and on site
within sixty (60) minutes from the time the part that needs to be replaced is identified.
8.3.3. Provide a toll-free 24/7 hot-line/dispatching service center available to receive and respond to calls for
service and dispatching.
8.3.4. All repair parts used shall be authorized and approved for use by the OEM.
8.3.5. Perform all required preventive maintenance services for the equipment as recommended by the
OEM.
9. COST INFORMATION AND CONTRACT PRICING
Bidder shall use Appendix C: Cost Sheets to respond to all cost components.
Failure to provide pricing as directed in Appendix C shall disqualify the Bid. Additionally, any alteration of the cost
sheets, other than copying and pasting additional rows to add required information, shall disqualify the Bid.
9.1. Bid Pricing
9.1.1. All pricing must remain firm for the term of the contract, including any renewal options.
9.1.2. Bidder shall submit pricing in US dollars unless otherwise indicated. Percentages shall be rounded to
the nearest percent (e.g., 55% and NOT 54.7%).

9.2. Consideration of All Inherent Costs
Bid prices shall take into consideration all inherent costs of providing the equipment, services and support
described in the RFB. Bidder is responsible for paying any and all travel costs including, but not limited to, roundtrip travel, meals and parking. The State shall not pay any additional charges beyond the prices listed in the Bid.
9.3. Price Decreases
Any price decreases from the manufacturer/supplier or passed along in any way to the Contractor are required to
be passed along to the State as soon as practicable.
9.4. Discounts from Manufacturer Pricing
Bidders shall bid fixed percentage discounts for the purchase of like items (IBM equipment and associated
services) provided under this RFB. These discount percentage(s) will be fixed for the Contract term and are
considered minimum discounts.

Wisconsin’s Cooperative Purchasing Service
Wisconsin statutes (s. 16.73, Wis. Stats.) establish authority to allow Wisconsin municipalities to purchase from state contracts.
Participating in the service gives bidders opportunities for additional sales without additional bidding. Municipalities use the
service to expedite purchases. A “municipality” is defined as any State, city, village, town, school district, board of school
directors, sewer district, drainage district, vocational, technical and adult education district, or any other public body having the
authority to award public contracts (s. 16.70(8), Wis. Stats.). Federally recognized Indian tribes and bands in this state may
participate in cooperative purchasing with the state or any municipality under ss. 66.0301(1) and (2), Wis.Stats.
Interested municipalities:
 will contact the Bidder directly to place orders referencing the state agency contract number; and
 are responsible for receipt, acceptance, inspection of commodities directly from the Bidder, and making payment
directly to the Bidder.
The State of Wisconsin is not a party to these purchases or any dispute arising from these purchases and is not liable for
