The City provides these quality services through a variety of structured leagues which include: • • • • • • Men’s Basketball in the winter, summer and fall. Women’s Basketball in the spring and summer. Coed Softball in the spring, summer and fall. Men’s Softball in the spring, summer and fall. Coed Volleyball in the winter, spring/summer and fall. Men’s and Women’s Volleyball in the spring, summer and fall. The City runs each league according to established rules, regulations, a Code of Conduct, and consequences specific to each sport. Adult athletic participants are subject to basic rules which emphasize sportsmanlike behavior and the recreational nature of City leagues. Players shall not ... • Verbally abuse, threaten, lay a hand upon, push, shove, or strike an official, player, or spectator. • Refuse to abide by an official’s decision. • Object to an official’s decision through verbal abuse or throwing an object. • Use unnecessary rough tactics against another person with the intention of causing injury. • Display unsportsmanlike behavior. • Be intoxicated immediately prior to or during a game. Alcohol is not allowed on-site. • Smoke at any recreation event. • Leave trash outside of receptacles provided. • Challenge an official’s authority to impose penalties for violations of the code of conduct. INDIVIDUAL’S LIST INFORMATION Unfortunately we only accept team registration. There are Free Agent Lists for men’s basketball, women’s basketball, coed softball, men’s softball, and coed volleyball. These lists are used by Novato teams who are looking for a player to add to their roster. There will be no priority given to a returning team. B. Teams will be accepted on a first come first serve basis. A completed roster is due at registration. Rosters must be complete and legible. Incomplete rosters will not be accepted. Registration will be accepted at the Novato Gymnastics Center, 950 Seventh Street, Monday through Friday from 9-4:30pm. C. The men’s league is limited to the first 24 teams. A waiting list will be established if a league is full. D. The women’s league is limited to the first 8 teams. A waiting list will be established if a league is full. E. Men’s Registration fee is $580 per team, plus $5 for each non-resident. Each team will play approximately ten league games. F. Women’s Registration fee is $495, plus $5 for each non-resident. Each team will play approximately ten league games. Basketball I. G. Men’s Basketball Registration Dates: Summer 2014: Registration accepted March 17-April 4, league begins May 6. Fall 2014: Registration accepted July 21-Aug. 7, league begins Sept. 7. Winter 2015: Registration accepted November 3-21, league begins January 4. H. Women’s Basketball Registration Dates: Spring 2014: Registration accepted February 3-20, league begins March 19. Summer 2014: Registration accepted April 21-May 8, league begins June 18. II. LEAGUE FORMAT A. Teams will be placed in the appropriate division depending on last season’s finish. The top six teams will play in the highest league, the next six will play in the second highest league, etc. Teams may be moved to a different level depending upon last seasons finish. All decisions on the division the team will compete in will be decided by the Recreation Supervisor. Rosters must be complete, legible, and include all player signatures. Incomplete rosters will no be accepted. The parent or guardian will need to sign the roster for players under 18 years old. B. Rosters must have a minimum of seven and a maximum of 12 players. Players must be at least 16 years of age. Roster information is for City use only and will not be given to other parties. C. D. Roster add/drop policy: 1. Players may be added to a team roster provided the roster limit is not exceeded. 2. V. To officially drop a player from the roster the team manager must sign the release clause on the player’s contract add/drop form. 3. Players may be added until the fifth game of the season. The Parks, Recreation and Community Services Department must approve any additions after the fifth game. 4. To officially add a player to the roster, a completed player contract add/drop form must be submitted to the Novato Gymnastics Center, 950 Seventh Street by 5:00 P.M. on the day of the game to be eligible to play. The player contract add/drop form must be filled out completely and include the signature of the player and manager. PLAYER ELIGIBILITY A. All players must be at least 16 years of age. B. A player may play on two teams during the same season, provided that the teams are not in the same division. For example: Player 1 may play on team X in the B League and team Y in the C League. Any scheduling conflict due to players playing on multiple teams will be resolved by the players themselves. The Parks, Recreation & Community Services Department will not make scheduling changes in the event of a conflict. C. Any player ejected from a game will automatically be suspended from his/her team’s next game, playoff games included. Ejected player is required to vacate the game site immediately. D. be A player must have participated as a player in at least 50% of the league games in order to eligible for any playoff game. VI. TIE BREAKING PROCEDURES A. The following procedures will be used to determine final league standings when two or more teams finish the season tied: 6 Three or more teams: 1. Head to Head record among the teams involved in the tie. 2. Points scored/allowed differential in games between the teams involved. 3. Points scored/allowed differential in all games. 4. The higher seeded team in the playoffs shall be the home team. VIII. AWARDS A. Men’s Playoff champions receive ten (10) championship T-shirts (1 Med, 3 Lg, 4 XL and 2 XXL). Additional T-shirts may be purchased for $12 each. B. IX. Women’s Playoff Champions receive ten (10) championship T-shirts (2 Sm, 3 Med, 4 Lg, and 1 XL). Additional T-shirts may be purchased for $12 each. Basketball VII. PLAYOFFS A. All playoff games will be set at the beginning of the season and may vary from the normal league schedule. MISCELLANEOUS INFORMATION A. Insurance: Persons or players participating in activities sponsored by the Parks, Recreation and Community Services Department are not covered in any way for personal liability or property damage. This means that players are competing in the leagues at their own risk and are advised to obtain their own insurance as their personal needs may require. B. Sports Officials Needed: The City of Novato Parks, Recreation and Community Services Department is seeking Adult Sports Officials. Applicants should have experience working in adult athletic leagues. Sports Officials are considered employees of the City of Novato. Please call (415) 899-8263 for more information. C. League information, including schedules, rules, standings, blank rosters, blank add/drop forms, and this manual are available on the City of Novato web site: at www.novato.org/sports. X. RULES AND REGULATIONS A. Official National Federation of High School Associations (NFHS) Rules and Regulations for the current year shall govern play with the exception of local league rules. B. LOCAL RULES: 1. Game time is forfeit time! Teams may start with four eligible players. The game will be a forfeit if, at any time, a team can field only three eligible players. 2. Each team receives three one-minute time-outs per game. 3. A game shall consist of two 20 minute running halves, with a three minute halftime. The clock will stop in the last two minutes of each half on all whistles. If the point difference is ten or more in the final two minutes of the game, the clock will continue to run. 4. Overtime shall be three minutes. The clock will stop in the last two minutes on all whistles. Each team will receive one additional time-out for each overtime. There is no limit to the number of overtimes. 5. The bonus situation will occur on the tenth team foul per half. At that time all free throws will be two shot fouls. 6. The second team foul in the last two minutes of the game will result in two shots for the team offended. This will continue should there be an overtime or subsequent overtimes. 7. All players must conform to the City of Novato Parks, Recreation & Community Services Department Adult Sports Code of Conduct (page 19). 8. Three unsportsmanlike technical fouls on a team will result in a forfeiture of that game. Visit us online at www.novato.org/sports 7 Basketball 9. Any player who receives three unsportsmanlike technical fouls during a season will be suspended for at least one game. 10. A technical foul will result in an automatic two points and the ball for the other team. 11. Any player ejected from a game will be automatically suspended from his team’s next game, playoff games included. Ejected player is required to vacate the game site immediately. 12. Teams are required to have numbered jerseys of the same color. Failure to comply will result in the player being declared illegal and unable to play in that contest. Officials do not have the authority to circumvent this rule in any way. Any player not wearing a numbered jersey of the same color as his teammates will not be eligible to play. 13. The home team shall be listed first and wear lighter color jerseys. 14. 15. Forfeits will count as 1 ½ losses in the standings. 16. Dunking will be permitted during the game, but not prior to, or at any intermission of the game. 17. Any team that uses an illegal player in a playoff game will be suspended for the next season. 18. All trash must be deposited in receptacles provided. Please pickup your empty bottles and trash from the bench area after your game. 19. Smoking, alcohol and illegal drugs are prohibited at all times at all recreation events. 20. Two officials will be assigned to your game. If only one is present the game shall be played and will be official. A team who forfeits two games in a season will be eliminated from the playoffs and receive no refund of the registration fee. PLEASE NOTE: Free Throws will be administered per Official High School Federation Rules and Regulations (players may enter the lane when the ball hits the rim. All players will move up one marked lane space, leaving the two spaces closest to the end line vacant.) XI PROTESTS: A. Protest concerning ineligible players must be stated to the scorekeeper at the score table prior to the start of the game. The player in question will be noted by the scorekeeper in the scorebook. B. 8 Intentional Fouls will be administered per Official High School Federation Rules and Regulations. All other protests must be stated to the scorekeeper at the gym and noted in the scorebook. Judgment calls by the referees during the game cannot be protested. All protests will be settled by the Novato Parks, Recreation and Community Services Department. Contact us at [email protected] I. Doubleheaders may be scheduled for each division. III. LEAGUE FACILITIES A. IVC Fields, Indian Valley Campus of College of Marin, 1800 Ignacio Boulevard, Novato. 1. Bases: Bases are set at 70 feet 2. Pitching Distance: 50 feet 3. Parking: Each team will receive 15 parking permits with no additional permits available, no exceptions! If you have more than 15 players you will need to work out a carpool or purchase the daily campus parking pass. In addition, players will need to adhere to the following restrictions regarding the City of Novato parking permits. Failure to follow these rules can result in the campus police issuing you a parking citation. 4. City of Novato Athletics Parking Pass Rules a. Permits must be displayed on the inside of the drivers side windshield. b. Permits are only valid in the top section of Lot 5 and Lot 6 next to the field. c. Permits are only valid Monday through Friday after 3 P.M. d. Permits expire 11/30/14. College of Marin parking regulations will be enforced by the Campus Police. To avoid receiving a parking citation you must either have a “City of Novato Athletics Parking Permit” or a daily College of Marin parking pass. Smoking is prohibited at all times by players and spectators in all parks. B. 2. No equipment shall be left lying on the field in either fair or foul territory. 3. Any ball hit in fair territory that passes out of the playing field beyond any fence in the outfield is a home run. 4. Any ball hit in fair territory that bounces over any fence in the outfield is a ground rule double. EQUIPMENT 1. The men’s and coed leagues will use the Dudley CFP 12 softball. 2. Only ASA approved bats are legal. Men must use ASA approved official wood softball bats for the men’s and coed leagues. Women may use any ASA approved aluminum or wood bat for the coed league. 3. A mask is recommended for every catcher. 4. It is recommended that all teams have matching jerseys and hats. 5. Gloves, bats, practice softballs, catchers mask, etc., are to be provided by the players. 6. No metal cleats allowed. 7. All teams are required to have first aid supplies with them at all times. Official rules as set forth by the Amateur Softball Association (ASA) for the current year shall govern play with the exception for local league rules. D. LOCAL RULES: 1. Game time is forfeit time! The scheduled game time is forfeit time. If a team is unable to take the field with at least eight players at game time, the umpire shall declare the game a forfeit. 2. Teams may play eight players, but must play nine or ten if the ninth and tenth players are available and able to play. If at any time at the start of, or during a game, a team is unable to field at least eight players, the umpire shall declare the game a forfeit. 3. A team who forfeits two games in a season will be eliminated from the playoffs and receive no refund of the registration fee. 4. Forfeits will count as 1 ½ losses in the standings. 5. All players must conform to the City of Novato Parks, Recreation & Community Services Department Adult Sports Code of Conduct (page 19). 6. Any player ejected from a game will automatically be suspended from his/ her6team’s next game, playoff games included. Ejected player is required to vacate the game site immediately. 7. Infield Practice: Prior to first game of the evening, the visiting team may have use of the infield for 10 minutes, 20 minutes prior to scheduled game time. The home team may have use of the infield for 10 minutes prior to scheduled game time. Infield practice for the second game of the evening is available only if time allows. 8. The Parks, Recreation & Community Services Department will assign one umpire for men’s and coed games. If at any time there is no umpire at your game you have the option to play an official game, if both teams agree. If not, we will reschedule the game. 9. The home team will be listed first on the league schedules and will be responsible to keep the official score book. At the conclusion of the game, please total both team scores and write, “won” / “lost” on the appropriate team’s page. 10. Managers may elect to submit a lineup of all players present (16 maximum) to be in the batting lineup. Defensive positions may be freely substituted as long as no change is made to the batting lineup. 11. Free substitution: A player who has been removed from the game may re-enter the game for any player at any spot in the batting order after six offensive outs has occurred. 12. The conduct of the spectators is the responsibility of the team they are supporting. If the manager, after being warned by the umpire, cannot control abusive treatment or vulgar language, the game shall be declared a forfeit in favor of the opposing team. 13. All games will have a one hour and 10 minute time limit. Time begins at game time; teams should be on the field and ready to play. All games will consist of seven innings with the following exceptions: Contact us at [email protected] a. If the time limit expires in the middle of an inning, the inning may be completed unless the home team is at bat and ahead at that point. b. If a game is tied at the end of seven innings, an extra inning may be played, time permitting. If tied at the expiration of time, only one additional inning will be played. If still tied, a tie will be recorded in the standings for both teams. c. If any team is behind by 12 runs or more at the completion of five innings, the game shall be called in favor of the team ahead. d. 14. If at anytime, the lights go off after an official game (5 complete innings) the game will revert back to the last completed inning. However, from the 5th inning on, should the home team be ahead when the lights go out, the win goes to the home team. b. Any ball that lands on home plate or the 18-inch mat that lies directly behind home plate is a strike. 15. Double first base: The batter shall use the orange bag unless the ball is hit out of the infield, then the batter may round the base using the white bag. Note: On a hit to the infield, the batter/runner should use the orange part of the bag. However, if the runner uses the white portion he can be called out only if the defense appeals prior to the batter/runner returning to first base. 16. All home plate outs will be force outs when the runner from third base crosses the two-thirds point. Also, all base runners must cross the line extending off the righthanded batter’s box, prior to the defensive team stepping on home plate with the ball. 17. The “catch and carry” rule will be played. 18. Courtesy runner. Teams may have a courtesy runner, if prior to the game the coach advises the umpire he/she has an injured player. Also, during the game if a player is injured, he/she may request a courtesy runner. The batter must reach first base safely before he/she can be replaced with a courtesy runner. The coach must replace this player with the player who made the last out. This rule applies to both the men’s and coed leagues. However, in coed, should a woman require a courtesy runner, she must be replaced with the woman who made the last out. Should a man require a courtesy runner, he must be replaced with the man who made the last out. 19. The BLOOD RULE: A player, coach or umpire who is bleeding or who has blood on his/her uniform shall be prohibited from participating further in the game until appropriate treatment can be administered. If a runner needs to be substituted, the person who made the last out will be the substitute runner. The game will not be delayed, but the player will be allowed to return to the game when the bleeding has been contained and any clothing that has blood on it has been removed. Free substitution will be allowed when the player can return to the game. If the Blood Rule leaves only seven players, the game may continue. Because of the Blood Rule, every player should have a change of clothing and every team should carry a first aid kit. Visit us online at www.novato.org/sports Softball Pitching Regulations: a. The ball must be delivered with perceptible arc which has a minimum height of 6 feet and not to exceed a maximum height of 12 feet from the ground. 13 Softball E. 20. To determine if a scheduled game is rained out, please call the Parks, Recreation and Community Services Department rain number at 899-8243 after 2:00 p.m. on the day of the game. It may be necessary to reschedule rain outs on Sundays or another night your league does not regularly play on. 21. No practice on Novato Unified School District (NUSD) or City of Novato fields prior to the season. 22. All trash must be deposited in receptacles provided. 23. Smoking, alcohol and illegal drugs are prohibited in all parks at all times. Violators are subject to citations, especially at IVC (It is a misdemeanor to be in possession of alcohol on a college campus.) COED RULES 1. To start a coed game, you must have the following number of players. XI. Men will use ASA approved official wood softball bats. Women may use any ASA approved bat, aluminum or wood. 3. There are no restrictions to the defensive positions for males and females. 4. Any intentional walk to a man creates the following option for the next batter if the batter is a woman: She may take the opportunity to hit or may automatically take first base. This is her decision. 5. Batter starts with a one-strike count. After a two strike count the batter is allowed only one foul ball. 6. When a women gets a clean hit to the outfield grass she can not be thrown out at first base by an outfielder. PROTESTS A. Protest concerning ineligible players must be stated to the umpire at the field prior to the start of the second inning, or an inning after the player enters the game. B. 14 A team is allowed to bat only one more man than the total number of women in your lineup, up to 16 players. You can always bat as many women as you choose. A team must field a minimum of 8 players provided at least 4 are women. All other protests must be stated to the umpire at the field and noted in the score book. Judgment calls by the umpires during the game cannot be protested. All protests will be settled by the Novato Parks, Recreation and Community Services Department. Contact us at [email protected] I. VOLLEYBALL REGISTRATION INFORMATION A. There will be no priority given to a returning team. B. Teams will be accepted on a first come first serve basis. A completed roster is due at registration. Each team will play approximately 22 matches. Matches are two games and both games will count in the standings. 4. Fall 2014: Registration accepted June 23-July 10, league begins Aug. 13/14. II. LEAGUE FORMAT A. Teams will be placed in the appropriate division depending on last season’s finish. The top six teams will play in the highest league, the next six will play in the second highest league, etc. Teams may be moved to a different level depending upon last seasons finish. All decisions on the division the team will compete in will be decided by the Recreation Supervisor. III. B. Each team will play two games to 25 points and each game will count in the standings. There will be a 50 minute limit per match in all divisions. C. When league schedules are prepared we do not guarantee game times, and/or gym locations will be balanced. Rosters must be complete, legible, and include all player signatures. Incomplete rosters will no be accepted. B. C. D. V. Rosters must have a minimum of six and a maximum of ten players. Players must be at least 16 years old. Roster information is for City use only and will not be given to other parties. Roster add/drop policy: 1. Players may be added to a team roster provided the roster limit is not exceeded. 2. To officially drop a player from the roster the team manager must sign the release clause on the player’s contract add/drop form. 3. Players may be added until the fifth week of the season. The Parks, Recreation and Community Services Department must approve any additions after the fifth week. 4. To officially add a player to the roster, a completed player contract add/drop form must be submitted to the Novato Gymnastics Center, 950 Seventh Street by 5:00 p.m. on the day of the game to be eligible to play. The player contract add/drop form must be filled out completely and include the signature of the player and manager. PLAYER ELIGIBILITY A. All players must be at least 16 years of. The parent or guardian will need to sign the roster for players under 18 years old. B. Any player ejected from a game will automatically be suspended from his/her team’s next game, playoff games included. Ejected player is required to vacate the game site immediately. C. A player must have participated as a player in at least three league games in order to be eligible for any playoff game. Volleyball VI. TIE BREAKING PROCEDURES A. The following procedures will be used to determine final league standings when two or more teams finish the season tied: Three or more teams: 1. Head to Head record among the teams involved in the tie. 2. Points scored/allowed differential in games between the teams involved. 3. Points scored/allowed differential in all games. 4. Flip of the coin. After the tie is broken and we are down to two teams Two teams: 1. Head to Head record among the teams involved in the tie. 2. Points scored/allowed differential in games between the teams involved. 3. Points scored/allowed differential in all games. 4. Flip of the coin. VII. PLAYOFFS A. All playoff games will be set at the beginning of the season and may vary from the normal league schedule. B. VIII. 16 The higher seeded team in the playoffs shall be the home team. AWARDS A. MISCELLANEOUS INFORMATION A. Insurance: Persons or players participating in activities sponsored by the Parks, Recreation and Community Services Department are not covered in any way for personal liability or property damage. This means that players are competing in the leagues at their own risk and are advised to obtain their own insurance as their personal needs may require. B. Sports Officials Needed: The City of Novato Parks, Recreation and Community Services Department is seeking adult Sports Officials. Applicants should have experience working in adult athletic leagues. League information, including schedules, rules, standings, blank rosters, blank add/drop forms, and this manual are available on the City of Novato web site at www.novato.org/ sports. LEAGUE RULES AND REGULATIONS A. Official United States Volley Ball Association (USVBA) rules for the current year shall govern play, with the exception of house rules. B. LOCAL RULES: 1. Game time is forfeit time! (Second game forfeit time is 25 minutes after first game time.) 2. The following are coed team combinations that are ALLOWED and NOT ALLOWED. Team formation shall alternate male and female unless team composition prohibits such an arrangement. All players must conform to the Parks, Recreation and Community Services Department Adult Sports Code of Conduct (page 19). 7. Any player ejected from a game will automatically be suspended from his/her team’s next game, playoff games included. If a player is ejected from a game, he or she is required to vacate the game site immediately. 8. Any team that uses an illegal player in a playoff game will be suspended for the next season. Players may only substitute for other teams in the same division to avoid a forfeit during the regular season, but not during the playoffs. 9. No player is allowed to touch the net inside of the antennas, or the antennas at anytime, regardless if playing the ball or not. 12. No food or drink allowed in the gymnasiums. 13. All trash must be deposited in receptacles provided. 14. 15. Smoking, alcohol and illegal drugs are prohibited at all times at all recreation events. No hats shall be worn during games. 16. Other house (gym limitations) rules will be explained prior to your first match. PROTESTS: A. Protest concerning ineligible players must be stated to the referee prior to the start of the game. The player in question will be noted by the referee on the score sheet. All other protests must be stated to the referee at the gym and noted on the score sheet. Judgment calls by the referees during the game cannot be protested. All protests will be settled by the Novato Parks, Recreation and Community Services Department. The manager/captain of each team shall be responsible for seeing that each member of his/her team is familiar with the following rules of conduct and will also be expected to see that all members of the team abide by this code during the season. ALL PARTICIPANTS ARE REQUIRED TO ABIDE BY THESE RULES OF CONDUCT. 1. No player shall refuse to abide by an official’s decision, threaten an official, use profanity, or at any time lay a hand upon, push, shove or strike an Official. Penalty: The official shall eject the player from the game and report the incident to the league office. The player shall be automatically suspended until a final disposition by the league office. 2. No player shall demonstrate objection to an official’s decision by throwing any object that an official judges to be dangerous. Penalty: Same as Rule #1. 3. No player shall use unnecessary rough tactics against the body and person of another player with the intention of causing injury; nor shall any player threaten, strike or push any other player, spectator or scorer. Penalty: Same as Rule #1. 4. No player or team member may be intoxicated immediately prior to or during a game. No intoxicating substances shall be allowed on the playing court. Penalty: All intoxicated players must be ejected and are subject to the conditions of Rule #1 if the offense is flagrant. Intoxicating substances must be removed from the site upon official warning and failure to obey this warning will result in an immediate forfeit. 5. Smoking is prohibited at all times by players and spectators in all sports venues. Penalty: Officials are required to warn players guilty of infractions of this rule; failure of such players to comply will result in immediate ejection. 6. The league office shall have the power and full discretion of imposing penalties on all violations of the players’ code of conduct. For any violations not included in the said code, the penalty shall be at the discretion of the league office. 7. If a player is ejected from a game, he or she is required to vacate the game site immediately. The m anager/captain of each team shall be responsible for seeing that each m em ber of his/her team is fam iliar with the following rules of conduct and will also be expected to see that all m em bers of the team abide by this code during the season. No player shall dem onstrate objection to an official’s decision by throwing any object that an official judges to be dangerous. Penalty: Sam e as Rule #1. No player shall use unnecessary rough tactics against the body and person of another player with the intention of causing injury; nor shall any player threaten, strike or push any other player, spectator or scorer. Penalty: Sam e as Rule #1. No player or team m em ber m ay be intoxicated im m ediately prior to or during a gam e. No intoxicating substances shall be allowed on the playing field/court. Penalty: All intoxicated players m ust be ejected and are subject to the conditions of Rule #1 if the offense is flagrant. Intoxicating substances m ust be rem oved from the site upon official warning and failure to obey this warning will result in an im m ediate forfeit. Sm oking is prohibited at all tim es by players and spectators in all parks.
