Page 4 Chapter 1 1.0 OHIO SWIMMING INC. 1.1 Organization and Geographical Boundaries of Ohio Swimming Inc. Ohio Swimming Inc. is one of 59 Local Swim Committees (LSC) with responsibility under United States Swimming, Inc. (USA Swimming or USA-S) to manage swimming competition in the state of Ohio, except the counties of Seneca, Crawford, Erie, Huron, Richland, Lorain, Columbiana, Ashland, Cuyahoga, Medina, Lake, Geauga, Portage, Stark, Ashtabula, Trumbull, Mahoning, Summit, Wayne, Belmont, Lawrence, Washington, Jefferson, and Tuscarawas; and in the Commonwealth of Kentucky, the Counties of Campbell, Kenton, and Boone. Ohio Swimming Inc. (OSI) operates under its Bylaws, Rules and Regulations and the USA Swimming Rules and Regulations. OSI shall be governed by its House of Delegates (Article 604), a Board of Directors (Article 605), elected and appointed Officers (Article 606), and various Divisions, Committees and Coordinators (Article 607) as described in the By-Laws. Ohio Swimming Inc. is assigned to Region VI for Regional Championship Competition, to the Central Zone for Zone Championship Competition, and to the Central Zone Sectional. Ohio Swimming recognizes the right of its athletes to participate in Ohio and Kentucky High School Athletic Association competition. 1.2 Regional Commissions The Ohio LSC group members are divided into four geographical commissions: .1 Northwest Commission (counties of: Williams, Fulton, Lucas, Ottawa, Sandusky, Wood, Henry, Defiance, Paulding, Putnam, Van Wert, Allen, Hancock, Seneca). .2 Central Commission (counties of: Mercer, Auglaize, Delaware, Franklin, Licking, Hardin, Marion, Wyandot, Crawford, Athens, Hocking, Pickaway, Fairfield). .3 Southwest (Cincinnati Area) Commission which shall include: a. Butler, Hamilton and Clermont Counties in Ohio and the city of Mason in Warren County b. Boone, Kenton, and Campbell counties in Kentucky. .4 Southwest (Dayton Area) Commission which shall include: a. Darke, Miami, Shelby, Logan, Champaign, Clark, Union, Preble, Montgomery, Greene, Clinton counties in Ohio, and Warren County except the city of Mason. Page 5 Chapter 1 1.3 Purpose This purpose of this Manual is the provide a repository for the usual and customary procedures and policies to be followed in the course of conducting USA Swimming sanctioned or approved competitive swimming within the geographical boundaries of the Ohio LSC as approved by the Board of Directors of Ohio Swimming Inc. In case of conflict between the policies and procedures in this manual and the OSI By-laws and/or Rules and Regulations of USA Swimming, the By-laws and/or Rules and Regulations shall take preference. 1.4 Mission and Vision Statement Ohio Swimming encourages competitive opportunity for its members ensuring resources and guidance for safe and fair participation in the sport of swimming. Ohio Swimming is dedicated to promoting leadership and support to the sport of swimming which encourages further growth and development for all swimmers, coaches, volunteers and swim programs in the organization. 1.5 Amendments .1 This handbook will be reviewed annually by the OSI Board of Directors and presented at the fall meeting of the House of Delegates of Ohio Swimming. The Ohio Swimming Handbook will be in effect for a one year period. Updating of time standards, fees, directories, schedule of events, etc. shall be done as needed. The handbook will be available on the OSI website for downloading. .2 Proposed changes to sections of the handbook must be submitted to the Administrative Vice Chair and the Permanent Office no later than June 1 for review by the Board of Directors at the July BOD meeting. .3 Proposed changes to sections of the handbook may be made outside the above time period in the following situations: a. Typographical and grammatical errors may be corrected by the Administrative Vice-Chairman so long as the correction in no way changes the intent or interpretation of the article. b. Any changes of policy or procedure that are mandated by USA Swimming. c. Any changes of policy or procedure that are mandated by State law. 1.6 Rules and Regulations The USA Swimming Rules and Regulations Official Handbook, the Rules for Competitive Swimming of the Federation Internationale de Natation Amateur (FINA), and such other rules and/or directives as may be issued by, or recognized by, USA Swimming and/or Ohio Swimming shall govern the conduct of all competition sanctioned or approved by the Ohio LSC. Ohio Swimming Handbook Update May 09 2014 Published under the Direction of the Board of Directors of Ohio Swimming Inc. Page 6 Chapter 2 2.0 REGISTRATION AND MEMBERSHIP INFORMATION Ohio Swimming Inc. (OSI) is comprised of Clubs, Organizations, Affiliated Groups, Athletes and Non-athletes, as defined in Article 602 of the Ohio Swimming By-Laws. Any of the above may become members of Ohio Swimming by completing the requirements set forth in the Membership Chapter 2 of this Policy Manual. All memberships in Ohio Swimming include membership in USA Swimming. Registration, Affiliation and Representation information can be found in the USA Swimming rulebook Article 203 (Representation), Article 302 (Athlete Registration), Article 502 (Membership) and Article 303 (Eligibility). 2.1 Fees and Information .1 All inquiries about USA Swimming membership and registration should be directed to: Erin Schwab 513-673-3326 [email protected] .2 Fees – Schedule of current fees can be found in Appendix 1. All fees for memberships must be paid by either: 1. A check payable to “Ohio Swimming, Inc.” or 2. ACH transfer to Ohio Swimming - instructions on OSI website under Forms>Registration 3. Credit Card – instructions on the OSI website under Forms>Registration Payment and required paperwork per Appendix 2 should be sent to the following address: Ohio Swimming Inc. 5020 B College Corner Pike Oxford, OH 45056 2.2 Group Membership (defined in USA Swimming Article 502.3) .1 CLUB Applications for Club membership may be obtained from the Ohio Swimming website (www.swimohio.com) under Forms>Registration. Dues are as shown in Appendix 1. The affiliations of at least one Athlete member and one properly credentialed Coach member are required for Club membership. A discounted club membership is available for those member clubs that attend and sign-in at one of the two House of Delegates meetings the previous swim year. A. Swimmers who are members of a club, usually register as members of that club and are said to be “attached” to that club and can earn points for the club and swim on relays. B. Swimmers who participate without being attached to a club are said to be “unattached”. An unattached swimmer may not swim on club relays and may not earn points for a club. Swimmers in unattached status may not swim on relays except in all-star competition. C. A swimmer who changes clubs must wait 120-days after his/her last competition representing the former club before representing the new club in competition. During the 120-days, the swimmer must compete as an unattached swimmer. This 120-day rule restriction does not apply to high school or collegiate swimmers who are joining a USA Swimming club at the conclusion of their nonUSA Swimming club school season. A USA Swimming transfer form must be completed and signed by the athlete and parent (if the athlete is under 18) to change club affiliation. The purpose of this form is to record the affiliation intent of the swimmer. Transfer forms are located on the Ohio Swimming website (www.swimohio.com) under Forms>Registration. Page 7 Chapter 2 2.3 Individual Membership (defined in USA Swimming Article 502.4) .1 ATHLETE A. A swimmer must be a current member of USA Swimming in order to participate in any sanctioned USA Swimming meet, including Ohio Swimming sanctioned meets. Swimmers may compete representing their Club or as an Unattached swimmer (UN). B. Applications for membership are available from the Ohio Swimming website (www.swimohio.com) under Forms>Registration. Registration for club affiliated members is done electronically through the Club Registration Contact. C. Transfers i. An athlete transferring from one Club to another, from representing a specific Club to Unattached status, or from one LSC to another, must submit a transfer form as stated in 2.2.1.C. ii. OSI requires that any swimmer leaving a Club must leave behind no unpaid fees. The former club will be notified by a USA Swimming system generated message of any pending transfers. iii. Indication of an Athlete’s intent to transfer to another Club (through receipt of registration materials from the new Club, for instance) will be cause to Unattach the Athlete pending receipt of the proper Transfer Forms and fees. .2 OUTREACH ATHLETE A. Outreach Athlete membership is available to qualified athletes in accordance with USA Swimming guidelines. The purpose is to make membership available to athletes who might otherwise not be able to afford regular membership. The current Outreach Athlete membership fee is shown in Appendix 1. Other than the membership fee, an Outreach Athlete member is not distinguishable from an annual Athlete membership. B. Applicants for Outreach Membership must contact the Ohio Swimming Outreach chair and submit an application for qualification of reduced membership. Application for reduced membership fee and Outreach information located on the Ohio Swimming website (www.swimohio.com) under Forms>Registration. C. Applicants for Outreach Membership must be eligible for food stamps, eligible for free or reduced price school lunch programs, or eligible for similar need based programs. Once approved, the athlete’s club shall submit the application for membership to USA Swimming, whether as a new or renewed member, to the Ohio Swimming office a manner consistent with current policy for submission of all other membership application(s). .3 NON-ATHLETE The following positions are required to hold USA Swimming individual memberships and must satisfy the USA Swimming Background Screen (BGS) requirement and successfully complete the required Athlete Protection Training (APT): A. Coaches – must complete all requirements required by USA Swimming Rule 502.6. i. When persons apply for coach membership, they must meet the full Coaches Safety Curriculum requirement (posted on the OSI website under COACHES), the Background Screening and Athlete Protection Training requirements to be registered. They will not be allowed an interim coaching period (i.e., no grace period). Persons without a coach membership will not be allowed to participate in any coaching capacity at any USA Swimming sanctioned competition. This restriction includes, but is not limited to, being barred from the deck area. If an offending person refuses to comply with these provisions upon initial warning, all athletes on that person's club shall be designated as "unattached" for the entire competition, unless the club has some other USA Swimming coach member present. Continuous failure of a coach to satisfy the Coaches Safety Curriculum requirements will be grounds for termination of membership and loss of insurance coverage. Clubs that continue to conduct a program with coaches who have failed to satisfy the Coaches Safety Curriculum requirement risk termination of membership and loss of insurance coverage and sanctioning privileges. See Appendix 3 of the Ohio Swimming Policy Handbook for guidelines regarding Coach Non-compliance. B. Deck Officials - Referees, Starters, Administrative Officials, Chief Judges, Stroke & Turn Judges C. Meet Directors D. Team Managers and Chaperones E. Employees and other volunteers of Ohio Swimming and member clubs who interact directly and frequently with athletes (USA Swimming Article 305.4). F. Voting Group Members to the House of Delegates 2.4 Registration Procedure .1 Registration Procedures can be found in Appendix 2 of this Manual. .2 All financial matters are to be resolved within 15 business days of initial contact about the unresolved matter, or a $10 per day penalty will be levied against the club or individual member, until the matter is resolved. 2.5 False Registration .1 A club or individual submitting a signed form (meet or other) which falsely claims a swimmer is registered shall be fined. The fine schedule is as follows: A. A $100/athlete/splash penalty will be levied against the club or individual member. .2 Any person who signs in to a meet as a coach without proper certification shall be subject to the penalties outlined in Appendix 3 of this Manual. Any registered coach who allows or enables another person who is not registered as a coach to sign-in as or engage in coaching shall also be subject to the penalties outlined in Appendix 3 of this Manual. .3 If the Member club hosting the meet has been informed of the ineligibility of an unregistered swimmer and permits the athlete to compete, the Member club hosting the meet will also be fined $100 per event that the unregistered swimmer illegally competed in and is required to revise the meet records to delete the unregistered swimmer from the results. .4 Failure of the meet host to exercise due diligence regarding ensuring all coaches, officials are current USA Swimming members, shall result in a $100 fine to the host club and risk of future sanctions not being granted, as determined by the OSI Executive Board. Page 9 Chapter 3 3.0 SAFETY AND INSURANCE 3.1 Report of Occurrence .1 FILING A REPORT Registered members of USA Swimming / OSI are insured under a secondary accident medical insurance policy. Each Ohio LSC Group Member shall be responsible for promptly filing a Report of Occurrence Form. The Report of Occurrence is to be made either online or on the appropriate form provided by USA Swimming. Each Ohio LSC Group Member shall maintain a record of the report. Information on Report of Occurrence can be found on the Ohio Swimming website under Forms>Meet Forms. Information on USA Swimming’s Insurance Coverage can be found on the USA Swimming website (www.usaswimming.org) under Member Resources>Programs & Services>Insurance & Risk Management. .2 ACCIDENTS OR INCIDENTS An occurrence includes, but is not limited to, any kind of property damage, personal injury or an accident or incident involving a registered athlete, a registered non-athlete, a guest, a spectator, a tenant, and other entities. Occurrences shall be reported even though no apparent injury has occurred. 3.2 USA Swimming Certificates of Insurance Instructions to print Certificates for Proof of Insurance for USA Swimming Member Clubs are found in Appendix 4 of the Ohio Swimming Policy Handbook. 3.3 Safety Guidelines .1 Coaches responsibilities: a. Coaches shall instruct their swimmers regarding safety guidelines and warm-up procedures as they apply to conduct at meets and practices. b. Coaches shall actively supervise their swimmers throughout the warm-up session at meets and at all practices. c. Coaches should maintain as much contact with their swimmers as possible, both verbal and visual, throughout the warm-up period. d. Coaches should stand near the starting end of the pool when starting swimmers on sprint or pace work. Page 10 Chapter 4 4.0 SWIM MEET INFORMATION 4.1 Meet Scheduling .1 The Master Meet Schedule is approved by the House of Delegates, upon recommendation of the Technical Planning Committee. Schedule of meets for the summer long course season will be presented at the Fall HOD meeting; schedule of meets for the winter short course season will be presented at the Spring HOD meeting. .2 Championship meet bids are to be submitted approximately 18 months in advance of the meet. See Appendix 5 for the current championship meet bid deadlines. .3 Dates for all Ohio Swimming Championship Meets and Senior Circuit meets will be determined by the Technical Planning Committee. No other meet will be allowed to be scheduled on the same dates as an Ohio Swimming Championship/Senior Circuit meet. .4 No additional meets may be added to the approved schedule without following the procedural steps outlined in the Meet Sanctioning Procedures in Appendix 5 of the Ohio Swimming Policy Handbook. .5 The OSI Application for Meet Sanction is located on the Ohio Swimming website (www.swimohio.com) under Forms/Meet Forms. 4.2 Sanctions (See Article 202.2 and Article 202.3 of USA Swimming Rulebook) .1 All Time Trial requests require a separate sanction application. .2 All host clubs are encouraged to email Ohio Swimming Office their meet events files no later than 30 days prior to the meet entry deadline for publication on the Ohio Swimming website events calendar. .3 Sanction numbers must be published on all meet entry information and final results. .4 Sanction Fees a. A sanction fee of $25.00 (beginning with the 2015 SC Season bids) is required with each sanction application. This fee is non-refundable. b. Time trials, dual meets, and any other request for sanction require a $25.00 sanctioning fee (beginning with the 2015 SC Season bids). This fee is non-refundable. .5 Pre-Meet Responsibilities: a. The meet host is required to electronically submit a full Meet Manager backup to the OSI Permanent Office by Monday before the scheduled date of the meet. The purpose of this file is to identify improperly or non-registered swimmers. Failure to submit the backup in time to the OSI Permanent Office will be liable for $100/splash/swimmer for any athlete found unregistered post-meet. .6 Post Meet Responsibilities: a. Registration – If applicable, any on-deck USA Swimming registration applications and fees collected must be sent to the OSI Office within three (3) days of the conclusion of the meet. Failure to comply will result in a penalty of $50.00 to the meet host. b. Meet Results – Email a backup of the meet within three (3) days following the conclusion of the meet to: i. OSI Permanent Office ([email protected]) ii. OSI Records/T10 Chair ([email protected]) c. Financial Statement/Fees - Within 15 business days after the conclusion of the meet, the Post-Meet Financial statement and fees are to be received by the OSI Permanent Office. Failure to comply will result in a $500 fine and risk of revocation or granting of future sanctions, which will be Ohio Swimming Handbook Update May 09 2014 Published under the Direction of the Board of Directors of Ohio Swimming Inc. Page 11 Chapter 4 recommended by the Technical Planning Committee with final decision effected by the OSI Executive Board. Financial Statements are located on the OSI website under Forms>Meet Forms. d. Reports of Occurrence – See Chapter 3 Article 3.1 for information. Any reports are due within 15 business days of the conclusion of the meet. e. Coach Sign-In sheets – Within 15 business days after the conclusion of the meet, the Coach sign-in sheets and Coach Membership verification forms are to be mailed to the OSI Permanent Office. f. Officials Sign-in sheets - Within 15 business days after the conclusion of the meet, the Officials signin sheets are to be mailed to the OSI Officials Chair. g. Officials Tracking System (OTS) – Officials assignments must be entered into OTS within three (3) days of the conclusion of the meet, in order for times to be entered into the USA Swimming database. 4.3 Approved Meets (USA Swimming Rules 202.4) .1 Application - Application for approval is located on the Ohio Swimming website (www.swimohio.com) under Forms>Meet Forms. Applications must be submitted in accordance with Article 202.4 of USA Swimming Rules and Regulations. A. Deadline - Application for approval should be submitted to the OSI Permanent Office no less than 10 days prior to the meet. B. An approval fee deposit of $100.00 shall accompany each application. C. Requirements for Approval - Approval of competition may be issued, withheld, or withdrawn by OSI in accordance with Article 202.4 of USA Swimming Rules and Regulations. .2 Conditions of Approval - The assigned approval number must appear on the heat sheets and final results. .3 Reports and Remittances A. A complete meet backup from the Meet Manager software shall be furnished by the meet host to the OSI Permanent Office within three (3) days of the conclusion of the meet. 4.4 Observed Swims (USA Swimming Rules 202.5) .1 An observed swim is defined as a swim observed by assigned USA Swimming officials for conformance with USA Swimming technical rules in a meet conducted under other than USA Swimming rules. .2 Arranging for Observed Swims A. At Season-Culminating Championship Meets 1. Application for Observation (Form B) is located on the Ohio Swimming website under Forms>Meet Forms. 2. Application – An application for meet observation and to have OSI officials at a meet for the purpose of having individual swims observed for conformance to USA Swimming technical rules must be submitted to the OSI Permanent Office at least ten (10) days prior to the meet. 3. Requirements - The conditions in Article 202.5 of USA Swimming Rules and Regulations must be met. The USA Swimming observers must be officials certified in OSI; this requirement may be waived by the OSI Officials Chairman. 4. Fees – A fee of $100 shall accompany the application. B. At Other Meets (Invitationals) 1. Application for Observation (Form A) can be found on the Ohio Swimming website under Forms>Meet Forms. Application – An application for USA Swimming observation must be submitted to the OSI Permanent Office no less than 10 days prior to the competition. The OSI Permanent Office will then apply to USA Swimming Program Operations for approval. 3. Requirements - The conditions listed in Article 202.5 of USA Swimming Rules and Regulations must be met. The USA Swimming observers must be officials certified in OSI; this requirement may be waived by the OSI Officials Chairman. 4. Fees – A fee of $100 shall accompany the application. .3 A list of USA Swimming meet officials must be provided to the OSI Commission contact for Officials at least one week prior to the start of the event for approval. .4 Reports and Remittances A. A complete meet backup from the Meet Manager software shall be furnished by the meet host to the OSI Permanent Office within three (3) days of the conclusion of the meet. B. Original heat sheets/paperwork from the USA Swimming meet observers must be returned to the OSI Permanent Office within three (3) days of the conclusion of the meet. 4.5 Conduct of Sanctioned Competition .1 All meets sanctioned by OSI shall be conducted in accordance with the Rules and Regulations of USA Swimming Parts One, Two and Three. .2 All hosts of meets sanctioned by OSI shall verify coach membership requirements by implementing the following procedure: A. Meet Host shall conduct coach registration at the meet at which time coaches shall sign in, have their coaching credentials verified, and receive a deck pass for that meet. Those without coach membership cards shall be required to sign a statement certifying that they are current coach members. B. Coaches acting in a coaching capacity must have their membership card or electronic Deck Pass membership screen in their possession, and must show their card or Deck Pass screen to the Meet Referee/Meet Director upon request. C. Meet Host shall monitor the deck and persons not possessing a deck pass will be asked to leave the deck. D. Any coach receiving a deck pass for the meet that shares that deck pass or otherwise allows it to be displayed by an unauthorized individual shall be subject to the penalties listed in Appendix 3 of this Manual. .3 Warm-up procedures A. Warm-up procedures are located in Appendix 6 of this Manual. .4 Time Standards (Appendix 7) A. Meets sanctioned in OSI may establish qualifying time standards that swimmers must have achieved before entering events. B. For meets with “slower-than” time standards, swimmers may not compete in an event in which they are faster than the listed time standard as of the meet entry deadline. C. For meets with “faster-than” time standards: 1. Swimmers should enter the event only if they have achieved the listed time standard for that event. 2. Ohio JO and senior circuit time standards will be reviewed and updated bi-annually by the Age Group Committee and Senior Committee respectively, and presented to the House of Delegates for Ohio Swimming Handbook Update May 09 2014 Published under the Direction of the Board of Directors of Ohio Swimming Inc. Page 13 Chapter 4 approval. They shall be published on the Ohio Swimming website under the Times & Records menu and also in Appendix 7 of the Ohio Swimming Policy Handbook. .5 Entry Fees – See Appendix 11 for current maximum entry fee limits. .6 OSI Scratch Rules for Championship and Prelim/Final Meets A. General Scratch Procedures (1) A Swimmer who officially scratches from an individual event according to meet guidelines shall not have that scratched event count towards their maximum number of events for the meet or for that day. (2) The scratch deadline for Preliminary Events and Timed Final Events will be thirty (30) minutes prior to the start of the session where the individual or relay is contesting the event. B. Scratching from Prelims (1) Any swimmer not appearing for an individual preliminary or timed final event shall not be penalized; however, that event will be counted against their maximum event limits for that meet and their three (3) event per day maximum. (2) Any relay that fails to appear for a pre-seeded relay event shall not be penalized. C. Scratching from Finals (1) Any swimmer qualifying for a consolation or championship final in an individual event who fails to compete in said final shall be barred from his/her next individual event, except as noted in ‘Exception for Failure to Compete’ below (4.5.6D). A declared false start under USA-S Rule 101.1.3F or deliberate delay of meet under USA-S Rule 101.1.5 is not permitted and will be regarded as a failure to compete. (2) In the event of withdrawal or barring of a swimmer from competition the Referee shall fill the consolation or championship final, when possible, with the next qualified swimmer(s). First and second alternates shall be announced along with the final qualifiers. The alternates shall not be penalized if unavailable to compete in the finals. (3) Where consolation finals have not been swum and a barring or withdrawal is known to the Referee, the Referee shall reseed the consolation and championship final, if necessary, to insert the alternate(s) in the appropriate lane(s), filling all lanes in the final. (4) If the consolation final has already been contested, the championship final shall be swum without reseeding for the empty lanes(s). (5) Failure to scratch consolation or championship finals according to the rules above shall result in a $50.00 penalty fee per event against the swimmer if the event is his/her last event of the meet. The penalty fee shall be billed to the club and paid to the host group member. D. Exception for Failure to Compete (1) No penalty shall apply for failure to withdraw or compete in an individual event if: a. The Referee is notified in the event of illness or injury and accepts the proof thereof. b. A swimmer qualifying for a consolation or championship final race based upon the results of the preliminaries notifies the Clerk of Course within thirty (30) minutes after the announcement of qualifiers for that race that they may not intend to compete and further declares their final intentions within thirty (30) minutes following their last individual preliminary event. c. It is determined by the Referee that failure to compete is caused by circumstances beyond the control of the swimmer. E. Page 14 Chapter 4 .7 .8 .9 .10 (1) Scratch Procedures may be determined by the meet host. Per USA Swimming Rule 102.4, the meet announcement and advance information shall specify check-in and scratch procedures for individual and relay events and penalties for violation of those procedures. Entry Refund for Administrative Scratches A. In any meet sanctioned by Ohio Swimming other than Championship Meets, the host team may limit the number of swimmers in any one or more events to maintain a reasonable length of the meet (USA-S Rule 205.3.1F for Age Group competition). In the event that entries are limited, the host club must return the entry fees to the clubs whose swimmers were not allowed the opportunity to compete in the specific event(s) that were administratively scratched. Clubs cannot change this refund rule in their meet information. Deck Entries A. Participants must be current USA Swimming members and provide either a registration card or an official USA Swimming club roster printed from the club‘s portal to show as proof of registration. No Exceptions. Protest Procedure A. Please see USA-S Rule 102.33 for protest procedures. Age Group: Aging up between Regional and JO Championship Meets A. During the current championship season, a swimmer whose birthday occurs between the start of the Ohio Regional Championship Meet, whose current times would have qualified them for an event(s) in the younger age group at the OSI JO Championship Meet but whose respective time(s) in that event(s) does NOT make the qualification standard for the OSI JO Championship Meet for that older age group, may enter the Ohio Junior Olympic Meet in the older age group under the following conditions: (1) The athlete may enter the equivalent distance event(s) at the Junior Olympic Meet for which he/she had the cut times in the younger age group. (2) The entry time(s) for that qualified event(s) in Ohio Junior Olympic Meet must be entered AT THE CUT TIME for the older age group. (3) The swimmer may only enter the next longer event for which they had the cut times in the younger age group, provided that the event that they qualified for in the younger age group is not offered in the older age group: a. Example: A 12 year old has the 11-12 has 50 fly and 100 fly cuts and ages up in between the meets. They can then swim the 100 fly and 200 fly respectively in 13-14 age group since no 50 fly is offered in the 13-14 age group. The 11-12 50 fly time gives them the 13-14 100 fly and the 11-12 100 fly time gives them the 13-14 200 fly event. 2 cuts in the younger age group = 2 cuts in the older age group. 4.6 Meet Host Responsibilities .1 Marshaling Requirements A. A minimum of four (4) marshals, per pool, who report to and receive instructions from the Meet Referee and/or the Meet Director, shall be on deck during the entire warm-up session. Duties and responsibilities of meet marshals are enumerated in USA-S Rule 102.19. B. Marshals shall have the authority, with concurrence of the meet referee, to remove from the deck for the remainder of the warm-up session any swimmer or coach who is in violation of safety guidelines or warm-up procedures. One additional Marshal shall be assigned to each warm-up, warm down facility throughout the meet; which includes warm-up prior to meet, breaks during the meet, and during active competition. This is in addition to the four (4) marshals required in 4.6.1A. .2 The meet host will provide a complete schedule of warm-up procedures to include lane assignments and times in advance of the meet, which must be adhered to by all participants. This information will be distributed with the meet information at registration, posted throughout the venue, posted on the scoreboard for easy reference (if applicable) and announced on a regular basis before the meet. .3 The following statement shall appear in the meet information: “Ohio LSC Swimming Safety Guidelines and Warm-Up Procedures will be in effect at this meet.” .4 An announcer shall be available for the entire warm-up session to announce lane and/or time changes and to assist with the conduct of the warm-up. .5 There must be a certified lifeguard on duty at all times during a meet. .6 Miscellaneous A. Backstrokers shall ensure that they are not starting at the same time as a swimmer on the blocks, and they must enter the pool feet first. Swimmers shall not step up on the blocks if there is a backstroker waiting to start. B. Warm-up procedures shall be enforced for any breaks and/or any areas used for warm-up and warm-down during the competition. NOTE: Host clubs, with the consent of the Meet Director or the Meet Referee, may modify the time schedule or recommended lane assignments depending upon pool configuration, the number of swimmers or other consideration. Any such changes shall be announced and/or posted prominently in the pool area. 4.7 Adapted Swimming .1 Ohio Swimming meet hosts are required to include the following Adapted Swimming statement in their meet information: “Ohio Swimming welcomes swimmers with a Disability”. The purpose of the statement is to welcome athletes with a disability, to establish fair qualifying guidelines, and to ask for advance notice of any necessary accommodations. .2 Entry Procedures. Coaches/club entry contact should: A. Enter the swimmer on electronic or the paper entry form; B. Provide advance notice of any necessary accommodations; C. List in the email with the electronic entry (or on paper) the swimmer’s name, entry times, strokes/distances and days/sessions. Preferred seeding is with the swimmer’s same age group in either the same distance race or a longer distance race (i.e., 50 free during the 100 free). Exceptions to this should be listed in “necessary accommodations”. .3 Qualifying time standards at regular season meets are waived for swimmers with a disability. Ohio Swimming Championship meets: swimmers with a disability may enter if they qualify in at least one event for the US Paralympic National Championships. At the Central Zone meet, four (4) swimmers with a disability are welcome on the Ohio Zone Team without meeting the time standards. More information available under Athletes>Adapted Swimming on the Ohio Swimming website. .4 During the pre-meet briefing, in accordance with USA Swimming officiating rules, the Meet Referee shall inform all officials of the adapted swimmer’s entry and the modifications which shall be made when starting, observing and determining disqualifications for this/these swimmer(s). Page 16 Chapter 5 5.0 TIME STANDARDS, RECORDS, TOP TEN, TIME CERTIFICATION 5.1 Time Standards .1 Current Short Course JO and Senior Circuit Qualifying Times can be found in Appendix 7 of this Manual and also on the Ohio Swimming website under Times & Records. .2 Current Long Course JO and Senior Circuit Qualifying Times can be found in Appendix 7 of this Manual and also on the Ohio Swimming website under Times & Records. 5.2 Ohio Swimming Records .1 Ohio Records shall be recognized in all recognized age groups set forth by USA Swimming. .2 All record times must be achieved in sanctioned or approved meets and must be achieved in accordance with the USA Swimming Technical Rules. .3 Ohio Records can be achieved only by Ohio LSC registered USA Swimming athletes in good standing with Ohio Swimming, Inc. and held in a USA Swimming sanctioned competition. These athletes must swim either as representatives of an Ohio group member, as unattached Ohio LSC swimmers, as representatives of a high school during the high school swimming season, as representatives of an NCAA college or university during the NCAA swimming season, or as representatives of a YMCA in a YMCA Championship meet. .4 Ohio Records are generally extracted from Ohio Championship meets electronically and automatically. However, it is the responsibility of the club from which the athlete is a member of to verify the record. To ensure a record is captured and recorded, the athlete’s club or club representative should submit an Ohio Record Application to the Ohio Records Chair within 30 days of the conclusion of the current season. Records are validated in the USA SWIMS database. If the USA SWIMS database does not contain the Ohio Record, the time must be corrected through the Ohio LSC Office. .5 Ohio Records not captured or missed for any reason beyond the 30 days of the conclusion of the current season may be incorporated into the Ohio Records list if accompanied by sufficient rationale by the club or club representative for whom the athlete swims for. The Records Chair may request additional proof of times or signed results from the Meet Referee in the event a record is disputed. .6 The Ohio Records Chair will provide the Ohio Office Manager and the House of Delegates (HoD) a summary report of records for the current season prior to the Fall HoD Meeting (summary of Long Course Records) and Spring HoD Meeting (summary of Short Course Records). The summary report will include a complete list of Ohio records by age as well as a separate breakout of all new records achieved from the current season. In lieu of a separate breakout, the summary report may show the complete list of Ohio records by age clearly depicting all new records achieved from the current season. .7 It is the responsibility of meet hosts to ensure electronic records files are accurately updated in their computer databases at Ohio meets. It is strongly recommended that all meet hosts review the latest Ohio records for both LSC and Championship meet records in their computer database before printing meet programs, posting psych preview reports, and posting results online or at the venue. Meet hosts can cross check the records in their database with the Ohio Records reports on the Ohio Swimming website. Ohio Records can be viewed on the Ohio Swimming website under Times & Records. The Ohio Swimming website will display the latest report as of the previous season following the most recent HOD meeting (fall or spring). For a real-time view of Ohio Records, visit the Ohio Swimming LSC Portal on the USA Swimming website. 5.3 Top Ten .1 National Top 10 “Reportable” times can be verified in the USA SWIMS database 30 days after the time was achieved. No form or application needs to be submitted for times that appear in the USA SWIMS database. Page 17 Chapter 5 .2 National Top 10 “Reportable” times can be achieved only by registered USA Swimming athletes in good standing and held in a USA Swimming sanctioned competition. These athletes must swim either as representatives of USA-Swimming, as representatives of a high school during the high school swimming season, as representatives of an NCAA college or university during the NCAA swimming season, or as representatives of a YMCA in a YMCA Championship meet. .3 Times achieved that do not appear in the USA SWIMS database must be corrected through the Ohio LSC Permanent Office. .4 All times must be achieved in sanctioned or approved meets and must be achieved in accordance with the USA SWIMMING Technical Rules. .5 Only the Ohio Records Chair or alternate designee as determined by LSC policy may coordinate edits, updates, fixes, and typos in the USA SWIMS and in coordination with the National Times Tabulator. .6 At the conclusion of each season, USA-Swimming will send to the Ohio LSC Office or to the Ohio Records Chair certificates for all athletes that have finished the season ranked 10th or faster in individual and relay events. Achieving or exceeding the posted National Top 10 “Reportable” time standard does not warrant a certificate. 5.4 Ohio Time Certification .1 The Ohio Time Certification (OTC) form may be found on the OSI website under Forms>Meet Forms. .2 Relay lead-off times, and individual event initial split times may be officially certified by an OHIO TIME CERTIFICATION form. In the case of relays, it is the judgment of the athlete’s coach or team representative to decide if this form is used. Relay leadoff times are automatically loaded in the USA SWIMS database as part of the normal meet loading process initiated by the meet host. However, in the event electronic scoreboard, touchpad, or relay lineup errors prevent the electronic recording of the relay lineup, the relay leadoff time will not be a valid time unless an OHIO TIME CERTIFICATION form is submitted. .3 The OTC form must be presented to the Meet Referee 30 minutes prior to the event. .4 OTC forms may only be certified by the Meet Referee or his designee. .5 All OTC forms must be returned to the OSI Permanent Office for entry into the SWIMS database within 3 days post-meet. Page 18 Chapter 6 6.0 FINANCIAL POLICY 6.1 Travel Reimbursement Policy (Updated Fall 2010) .1 The current Senior travel reimbursement Policy is in Appendix 8 of this Manual and also on the OSI website under Athletes>Senior. 6.2 Championship Facility Surcharge Fund Distribution .1 OSI Treasurer is responsible for timely distribution of the Championship Facility Fund (30 days following the completion of the fiscal year meets within the LSC). .2 Distribution guidelines: Total dollar amount collected from September 1 through August 31 of the following year. Broken down as follows: A. Regional Level: 8 meets (6 SC, 2 LC), one equal share of 30% of the combined total amount of the CFF (3.75% each). B. State Championships: 2 meets (1 SC, 1 LC), one equal share of 30% of the combined total amount of the CFF (15% each). C. Senior Championships: 2 meets (1 SC, 1 LC), one equal share of 40% of the combined total amount of the CFF (20% each). 6.3 Fund Allocation .1 Swimmer support income to be made up of all sanction income plus 10% of all membership income and all interest on investments. .2 Checking account: Limit of $10,000; balances over that amount should be swept into an interest bearing account. This account should require two signers to transfer funds back to the checking account for bill payment. .3 Larger sums should be invested in CD’s, money market, stocks, bonds, etc. as determined by the finance committee. These investments should also require two signers designated by the OSI General Chair. 6.4 Coach of the Year Award .1 The monetary award for Coach of the Year is to be used for continuing education or clinics related to coaching. .2 Receipts and invoices should be submitted to the Ohio Swimming Permanent Office for reimbursement or payment. Page 19 Chapter 7 7.0 OSI ZONE AND ALL-STAR TEAMS 7.1 Zone and All-Star Team Selection Process .1 The Ohio LSC All-Star Swim Team shall be made up of properly qualified members of Ohio Swimming. Ohio All-Star Teams may be assembled to support the USA Central Zone Championships during the Long Course season or other All-Star events that occur throughout the year. The Ohio Swimming Age Group Committee determines and approves an event as “All Star”. .2 Information on the current season’s Ohio All-Star meets can be found on the Ohio Swimming website under the Athletes menu. .3 The Ohio Swimming Age Group Committee: A. Will seek a group member club of Ohio Swimming or, if no group member club is available, one or more individual members of Ohio Swimming to serve as Sponsor and host of the Ohio Central Zone Team and other All-Star Teams. B. As an alternative, the Age Group Committee may appoint a Coordinator who shall be a member of Ohio Swimming to act in the same capacity and with the same authority as the Sponsor. Such coordinator shall be eligible to receive any compensation that would otherwise be payable to a sponsoring host club. C. The Ohio Zone Team and All-Star Team Sponsor/Coordinator of the team shall be responsible to the Ohio Swimming Age Group Committee. Responsibilities shall include: 1. Appoint and/or select the coaching staff based upon the selection criteria set forth by, or in consultation with the Ohio Swimming Age-Group Committee 2. Coordinate entry procedures set forth by the Championship Meet format. Only one Ohio Sponsor/Coordinator shall submit entries. 3. Overseeing, in consultation with the team coaches, arrangements for team travel (where applicable), lodging, and chaperoning (where applicable). 7.2 LSC Trips – General Information .1 Ohio Swimming team activities are a privilege and should be treated as such. Swimmers and coaches are expected to represent themselves and Ohio Swimming to the best of their ability. Coaches and swimmers are representing Ohio Swimming, and must conduct themselves in a manner that reflects positively on Ohio Swimming at all times. Coaches and swimmers are expected to uphold Ohio Swimming’s positive image at all times, including, but not limited to, traveling to and from the meet, on-deck at the meet, in hotels, restaurants, and during all extracurricular activities. .2 CHAPERONES: All persons acting as Chaperones in any capacity on any Ohio Swimming team travel trips shall be currently registered members of USA Swimming and must have successfully passed a USA Swimming-administered criminal background check (USA-S Article 305 and USA-S Rule 502.6.1). .3 Ohio Swimming travel policies must be signed and agreed to by all athletes, parents, and coaches traveling with the LSC. A copy of this LSC Code of Conduct must be signed by the athlete and his/her parent or legal guardian. .4 Team Managers must be currently registered as members of USA Swimming and, must have successfully passed a USA Swimming-administered criminal background check. .5 Team Managers or Coaches must carry a signed Medical Release Form for each athlete or follow any alternative proof documentation mandated by the USA Central Zone (electronic copies, etc.). 7.3 LSC Travel Policy: .1 The Ohio Swimming LSC Travel policy is listed in Appendix 9 of this Manual and also on the OSI website under Athletes>All-Star. .2 Failure of the coaches to abide by the policy on Ohio Swimming Trips will result in the following: Ohio Swimming Handbook Update May 09 2014 Published under the Direction of the Board of Directors of Ohio Swimming Inc. Page 20 Chapter 7 A. Coach may have the behavior addressed by the Sponsor, head coach or other coaches on the trip (minor infraction). B. LSC Board of Review hearing (severe infraction). 7.4 Code of Conduct for Athletes .1 The use by all athletes of illegal drugs or alcohol is prohibited. Those found guilty of use while participating in a meet (including travel to and from such) shall be denied Ohio Swimming Travel Assistance Funds for that particular season, and shall face the possibility of not receiving future travel funds based upon the ruling of the Ohio Swimming Board of Review. .2 Athletes causing willful destruction of another's property, or of the facilities and/or its property, while participating in a meet (including travel to and from such) shall be denied Ohio Swimming Travel Assistance Funds as stated in the above paragraph, and shall pay the cost of damages. .3 If an athlete becomes ineligible for Ohio Swimming Travel Assistance Funds, the athlete shall be fined a minimum of $100.00 and a maximum of costs involved. .4 Persons found suspect of the above shall appear with their parents and coach before the OSI Board of Review at a scheduled hearing to determine the extent of the Travel Assistance Fund denial. 7.5 Medical release Form .1 See Appendix 9 of this Manual and also the OSI website under Athletes>All-Star. Page 22 Chapter 9 9.0 SAFE SPORT: At the US Aquatic Sports Convention in September, 2010, USA Swimming launched a new initiative for the protection of Athletes. Initially called “Athlete Protection”, the name was changed in 2012 to reflect the extension of protection policies to all members of USA Swimming, including athletes, coaches, officials, and nonathlete members/volunteers of USA Swimming. It is now referred to as “Safe Sport”. The USA Swimming Code of Conduct, Article 304 of the USA Swimming Rule Book, provides specific and mandatory polices that must be followed at all levels of the organization. These policies are enforceable by the LSC and National Board of Review process. Consequences for violating a policy include, but are not limited to, revocation of membership. Ohio Swimming has established the position of Safe Sport Coordinator, to coordinate the distribution of safe sport information and policies from USA Swimming within Ohio Swimming. In addition, the Safe Sport Coordinator will serve to “triage” concerns and complaints within the LSC. 9.1 Safe Sport Model Policies: USA Swimming rules require that clubs develop, adopt and implement the following policies below. All the model policies are located on the Ohio Swimming website (www.swimohio.com) under Safe Sport>Model Policies. .1 Model Team Travel Policy (required) .2 Model Electronic Communication Policy (required) .3 Model Anti-Bullying Policy (required) .4 Model Locker Room Monitoring Policy (optional) 9.2 Concussions: .1 The Ohio General Assembly passed House Bill 143, designed to protect youth at all levels from concussions. As a result, there are requirements which all youth sports organizations must meet. The Ohio Department of Health (ODH) has created forms necessary to fulfill the requirements. The forms (and training) can be located on the Ohio Swimming website under Safe Sport>Concussion, and also on the Ohio Department of Health website. In short, the requirements fall into three general categories: A. Concussion Information Sheet: The concussion information sheet can be found on the Ohio Swimming website under Safe Sport>Concussion. B. Coach and Official Training: Youth sports coaches and officials must complete a free online concussion training every three years. The ODH recommends the training provided by the National Federation of State High School Associations. Link to the training is on the Ohio Swimming website. C. Return to Play - The law includes return to play requirements: 1. Coaches, referees or officials must remove an athlete from play if the athlete exhibits signs and symptoms of a concussion during practice or a game. A Concussion report must be filled out and sent into the Ohio Swimming Permanent Office within 48 hours of the incident. The concussion form is located on the Ohio Swimming website under Safe Sport>Concussion. 2. The athlete cannot return to play on the same day that the athlete is removed, and is not permitted to return to play until they have been assessed and received written clearance by a physician (MD or DO). A “Return to Play” (RTP) form must be filled out, signed by a doctor and returned to the OSI Permanent Office to be cleared. The RTP form is located on the OSI website under Safe Sport>Concussion. Page 26 Appendix 2 REGISTRATION PROCEDURES Club Registration Clubs shall be registered as a group member of Ohio Swimming. Membership is subject to USA Swimming policies, rules and regulations and Ohio Swimming policies and procedures. To register, a club shall: 1. Complete a club membership application form (available on Ohio Swimming website under Forms>Registration). Applications must be printed or typed, in blue or black ink. 2. Pay the $400 annual registration fee (or discounted fee if requirement met). 3. A new club shall follow the procedures outlined in The Prospective Club Membership Booklet available from USA Swimming and also located on the Ohio Swimming website under Forms>Registration, and must submit the following: a. A OSI Club Application b. The Requirement Checklist for First-Year Club Membership and all documents listed on the checklist. 4. New clubs shall complete Club Leadership and Business Management programs within one membership year. New clubs are required to have access to either Hy-tek Team Manager or Team Unify for registration of athletes and meet entries. 5. Each club is required to designate 1-2 representatives to the Ohio Swimming House of Delegates, who each shall be individual members of USA/Ohio Swimming. 6. Club Registrations expire on December 31st. Renewal registrations are due on December 1st. Individual Registration 1. Clubs shall register their athletes and non-athletes (coaches, officials and representatives) with Ohio Swimming. a. Non-athlete registrations: i. can be submitted though the electronic online registration option on the Ohio Swimming website, followed up with ACH or credit card payment* (instructions and link on the OSI website under Forms/Registration) or check made payable to Ohio Swimming*; or ii. Electronic submission of the fillable application available on the OSI website under Forms>Registration, followed up with either ACH or credit card payment* or check made payable to Ohio Swimming*; or iii. Sending in a hard copy of the application located on the Ohio Swimming website, accompanied by payment of a check made payable to Ohio Swimming*. b. Athlete registrations: i. If unattached, either send in a hard copy of the Athlete application with payment or submit the fillable application with an ACH or credit card payment*. Applications and ACH/credit card payment information are on the OSI website under Forms>Registration. ii. Club athletes should register through their Club registration contact. Registrations are only accepted electronically through Hytek Team Manager or Team Unify. Instructions for electronic registration of athletes can be found on the OSI website under Forms>Registration. No hardcopy applications for club athletes should be sent into the OSI office. 2. Registrations are not valid until they are received, with payment, and accepted by the Ohio Swimming Office. 3. Clubs shall file a transfer form for swimmers who were previously registered for a different USA Swimming club. The transfer form is sent to the Ohio Swimming office with the appropriate fee. 4. A prospective swimmer may participate in tryouts for no more than 30 consecutive calendar days in a 12 month period. This swimmer shall not have been previously a member of USA Swimming. During the tryout, the individual is not covered by insurance, but the club insurance is still valid. 5. Athletes shall have completed their registration with Ohio Swimming in order to compete. *All payments for registration must be received into the OSI office within 15 business days of submission. Page 27 Appendix 3 OHIO SWIMMING PROCEDURES FOR NON COMPLIANCE OF CERTIFICATIONS 1. Authorized deck personnel: The following persons are authorized to be on deck during an OSI sanctioned meet, and will be called collectively “authorized deck personnel” or individually “authorized deck person”. .a Officials and coaches who are working at the OSI sanctioned meet, who are members of USAS, who conform to all requirements of USAS and OSI, who display the individual’s current USAS membership card or Deck Pass application, and who have signed an OSI approved sign-in sheet for the session that the individual is attending. The individual’s signature on the sign-in sheet shall constitute the individual’s certification that the individual complies with all requirements of USAS and OSI to participate in the OSI sanctioned meet in the capacity indicated on the OSI approved sign-in sheet. .b Individuals who are volunteers or who are paid to work at the OSI sanctioned meet (collectively, “meet volunteers”) including, but not limited to, timers, scoreboard operators, runners, and other persons providing services to support the OSI sanctioned event. The group member hosting the OSI sanctioned meet should provide identification badges for each meet volunteer to display while on deck. .c Employees, independent contractors, and other representatives of the owner or operator of the facility hosting the OSI sanctioned meet. The group member hosting the OSI sanctioned meet should provide identification badges for each representative of the facility owner or operator to display while on deck. .d Any other individual approved by the meet director or meet referee (“other approved individual”) who has a reason related to the OSI sanctioned meet to be on deck. Examples of individuals who may be approved include (but are not limited to) health, emergency, law enforcement, and other government personnel, representatives of news media organizations and photographers covering the OSI sanctioned meet or a group member participating in the OSI sanctioned meet, dignitaries and other appropriate guests supporting the OSI sanctioned meet and USAS. Friends and relatives photographing an athlete participating in the OSI sanctioned meet generally should not be approved as a photographer unless clearly covering the OSI sanctioned meet as a whole or the participation of all of the athletes of one or more group members participating in the OSI sanctioned meet. The group member hosting the OSI sanctioned meet should provide identification badges for each other authorize person to display while on deck. .e “During an OSI sanctioned meet” includes (and is not limited to) warm-up and warm-down periods, pre and post session preparation periods, and breaks within and between sessions. 2. Only authorized deck personnel permitted on deck. No individual shall be on deck during an OSI sanctioned meet unless the person is an authorized deck person. An individual on deck who is not an authorized deck person violates OSI rules and regulations. 3. Coach and official responsibilities. All individuals participating in an OSI sanctioned event as a coach or an official shall conform to, and comply with, all rules and regulations of USAS and OSI and shall display the individual’s current USAS membership card at all times while the individual is on deck or have in possession their Deck Pass certification listing, and shall sign an OSI approved sign-in sheet indicating the capacity in which the coach or official is acting at the OSI sanctioned meet before participating in an OSI sanctioned event. 4. Meet volunteer and other approved individual responsibilities. Each meet volunteer and other approved official shall comply with all USAS and OSI rules and regulations and all directions of the meet director, meet referee, and other meet officials. 5. Meet director and meet referee duties. Each meet director and meet referee shall insure that all coaches and officials are members of USAS and hold certifications required by USAS and OSI to participate in an OSI sanctioned event, and have signed a sign-in sheet. The meet director or meet referee shall report all violations to the Board of Review. 6. Group member responsibilities. No group member shall authorize or suffer an individual to act as a coach for the group member at any time whether or not at an OSI sanctioned meet unless the individual complies with all USAS and OSI qualifications to act as a coach. Each group member shall establish practices and procedures to insure Ohio Swimming Handbook Update May 09 2014 Published under the Direction of the Board of Directors of Ohio Swimming Inc. Page 28 Appendix 3 that each person the group member authorizes or suffers to act as a coach complies with all requirements of USAS and OSI. A group member violates this rule if it authorizes or suffers an individual to participate in any USAS sanctioned event as a coach if the individual does not comply with all of the requirements of USAS or OSI to act as a coach. 7. Host Group Member Responsibilities. .a OSI approved sign-in sheets. The host group member of an OSI sanctioned meet shall provide OSI approved sign in sheets for coaches and officials for each session and shall insure that all coaches and officials sign-in prior to appearing on deck. The host group member shall put the following legend on each sign-in sheet: “Each person who signs this sheet certifies that the person is a member of USAS, and holds the certifications of USAS and OSI to, in the case of coaches, act as a coach and, in the case of officials, to act as an official.” Failure to comply with the certification may be treated as an intentional violation of OSI rules and regulations. .b Verify membership and possession of membership card. The host group member shall verify the current USAS membership status of each coach and official and the individual’s physical possession of the individual’s current USAS membership card or display of certifications in the Deck Pass application. i. Options if membership card unavailable. If an individual does not have a current USAS membership card or Deck Pass application in the individual’s possession, the host group member may (1) bar the individual from participating in the meet until the individual obtains possession of the individual’s current USAS membership card and displays it to the host group member, (2) require the individual to display the individual’s USAS Deck Pass on the individual’s mobile device or, (3) upon the individual’s payment of required fees and costs, verify a coach’s status on the USAS website. ii. Fees and costs for unavailable USAS membership cards. An individual who does not have in the individual’s possession a current USAS membership card or Deck Pass application may request the meet director or meet referee to verify the individual’s USAS membership, and to arrange alternate membership identification for the duration of the meet if the means to do so is available. No alternate membership verification shall be initiated unless the requesting individual pays a $25.00 fee plus all costs of verification, including reasonable costs for making equipment available. iii. No requirement to facilitate alternate verification. No host group member shall be under any obligation to provide any device or service to facilitate verification of membership and certification status of any individual. 8. Head coach responsibilities. No head coach shall authorize or suffer an individual to assist the head coach at any USAS sanctioned meet unless the individual complies with all USAS and OSI qualifications to act as a coach. A head coach violates this rule if the head coach authorizes or suffers an individual to assist the head coach in any USAS sanctioned meet if the individual does not comply with one or more of the requirements of USAS or OSI to act as a coach. 9. Penalties. In addition to actions otherwise permitted under USAS and OSI rules and regulations and law, the Board of Review may impose any of the following penalties for violations of #1-6 of this document. .a First offense. The following penalties apply to the first offense by an individual occurring during any consecutive three year period. i. Group member. A group member that authorizes or suffers an individual to act as a coach at any time when the individual fails to meet all requirements of USAS and OSI to act as a coach may be fined $100. A group member that fails to pay a fine within 15 (fifteen) business days of notice of the decision of the Board of Review will be temporarily suspended from OSI until the fine is paid*. ii. Coaches. An individual who acts as a coach in any capacity related to USAS, OSI or a group member without complying with all requirements of USAS and OSI to act as a coach should not be permitted on Ohio Swimming Handbook Update May 09 2014 Published under the Direction of the Board of Directors of Ohio Swimming Inc. Page 29 Appendix 3 .b .c .d .e deck at any USAS sanctioned meets for two months after meeting all such qualifications or should be suspended from all coaching activities for 2 months after meeting all such qualifications or both. Second offense by the same individual within a three year period. The following penalties apply to the second offense by an individual occurring during any consecutive three year period. i. Group Member. A group member that authorizes or suffers an individual to act as a coach at any time when the individual fails to meet all requirements of USAS and OSI to act as a coach may be fined $500. A group member that fails to pay a fine within 15 (fifteen) business days of notice of the decision of the Board of Review will be temporarily suspended from OSI until the fine is paid*. ii. Coaches. An individual who participates in an OSI sanctioned event as a coach without being a member of USAS or complying with all requirements of USAS and OSI to act as a coach should not be permitted on deck at any USAS sanctioned meets for a period of two months after meeting all such qualifications or should be suspended from all coaching activities for 2 months after meeting all such qualifications. Third offense by the same individual within a three year period. The following penalties apply to the third offense occurring by an individual during any consecutive three year period. i. Group member. A group member that authorizes or suffers an individual to act as a coach at any time when the individual fails to meet all requirements of USAS and OSI to act as a coach may be fined $1000. A group member that fails to pay a fine within 15 (fifteen) business days of notice of the decision of the Board of Review will be temporarily suspended from OSI until the fine is paid*. ii. Coaches. An individual who participates in an OSI sanctioned event as a coach without being a member of USAS or complying with all requirements of USAS and OSI to act as a coach should not be permitted on deck at any USAS sanctioned meets for a period of two months after meeting all such qualifications or should be suspended from all coaching activities for 2 months after meeting all such qualifications. Participating Non-Member. The following penalties apply to a violation of this document by a Participating Non-Member. i. Group member. A group member that authorizes or suffers a Participating Non-Member affiliated with the group member or an athlete representing the group member may be fined $100. A group member that fails to pay a fine within 15 (fifteen) business days of notice of the decision of the Board of Review will be temporarily suspended from OSI until the fine is paid*. ii. Participating Non-Member. A Participating Non-Member who violates this document may be barred from venues for all USAS sanctioned meets for a period of 2 months. No impact on athlete members. No suspension of a group member or violation by a Participating Non-Member shall affect the right of any athlete member of USAS to participate in any USAS sanctioned meet. If an athlete represents a group member that has been suspended under this document, the athlete may participate as an unattached athlete or as a permanent or temporary member of another group member. No athlete participating for a group member that is suspended under this document shall suffer any restriction on transferring to another group member at any time during the period of suspension. 10. Right to due process of law. Nothing in this compliance document shall abrogate or otherwise impinge on the right of an individual or a group member to a hearing before the Board of Review as provided by the OSI Bylaws and USAS Rules and Regulations. *All fines payable to Ohio Swimming Inc. Host club submits the following to the OSI Permanent Office to apply for a meet sanction (either via email, fax or USPS mail): a. OSI Application for Sanction b. A draft meet announcement which contains all requirements listed in the application packet (requirement checklist is included in the application packet and also on the OSI website under Forms>Meet Forms). c. A $25 Sanction fee (time trials are required to have a separate sanction) if submitted by the deadline. 2. Deadlines for sanction applications: a. March 17, 2014: For Short Course meets between Sept 1, 2014 – March 31, 2015 and the Short Course Age Group and Senior Championships to be contested in March 2016 (schedule will be presented at the May 2014 HOD). b. August 17, 2014: For Long Course meets between April 1, 2015 – Aug 31, 2015 and the Long Course Age Group and Senior Championships to be contested in July 2016 (schedule will be presented at the Oct 2014 HOD). 3. The OSI permanent office will create the meet schedule and send to the Sanctioning Chair and Technical Planning Committee for review and approval. a. Attempts to resolve any conflicts will be done in advance of the HOD meeting. b. Unresolved conflicts will be presented at the HOD for vote (notification sent out in advance of meeting). 4. The proposed schedule (reviewed by the TPC) will be posted on the website no less than 2 weeks before the upcoming HOD meeting and be presented for adoption at that upcoming HOD meeting (barring any conflicts to be resolved). 5. Any applications received after the Application deadline will be considered late and subject to a late fee of $50. 6. Once the meet schedule has been submitted to Technical Planning for review, no requests will be added until after the HOD approval of the schedule. 7. After the Meet Schedule has been approved by the HOD: a. Any meet date changes are to be requested through the Sanctioning Chair or designee for approval by the Technical Planning Committee/Sanctioning Chair. b. Any additions to the schedule must also be requested through the Sanctioning Chair or designee for approval by the Technical Planning Committee/Sanctioning Chair and be subject to a $200 application fee. 8. The HOD Approved meet schedule will be posted on the OSI within 1 week after the HOD meeting. The OSI calendar will be updated to include dates, links to the host website, final meet information and events files within 1 month of the conclusion of the HOD meeting. a. Meet hosts are responsible for getting any meet information updates to the OSI Permanent Office. b. Meet hosts must get events files to the OSI Permanent Office no later than 30 days before the meet entry deadline. Warm-up procedures shall be determined with the safety of the swimmers as the primary priority. The warm-up procedures shall follow all applicable USA Swimming rules and shall follow all rules listed in Chapter 3.3 (Safety Guidelines). The warm-up procedures shall be published in the meet program (information). The suggested warm-up procedures in Table 1 below may be used in their entirety or may be used as a framework for the warm-up procedure. Except during supervised racing starts, swimmers must enter the pool feet first in a cautious manner with one hand in contact with the pool deck. No sprinting or pace work allowed during this general warm-up session c. All lanes are to be used for general warm-up B. Specific Warm-up (Last 30-45 minutes or last half) 3. Athlete and Team Warm-up Assignments A. Participating teams shall be assigned to specific lanes for the warm-up period based on number of participants. Warm-up periods may allow a mixing of age groups and/or genders to allow a more equitable split of numbers of athletes participating in these warm-ups. B. The coaches of the teams assigned to each lane shall determine the warm-up procedure for that lane. If coaches in a lane cannot agree on a warm-up procedure, the session referee should be consulted and shall define that lane’s procedure. The decision of the session referee will be final. Distribution of funds will be made in the swimmers name and mailed to the appropriate team to distribute. a. Olympic Trials - $600.00 b. World Championship/US Nationals - $400.00 c. US Open/SC Nationals - $400.00 d. Jr. Nationals - $300.00 e. Open Water/Disability - $250.00 2. Distribution of additional funds a. After all distributions are dispersed from the OSI Senior Meet reimbursement account, any excess funds will be allocated to the 2016 Olympic Trials fund. Eligibility: Non-Collegiate/Non-Pro Athletes: 1. Athletes must be currently registered with Ohio Swimming and not fully funded by other sources. 2. Athletes must have competed in three (3) OSI meets (one must be a Long Course Senior Circuit Meet) during the same swimming season of the meet for which the reimbursement is being requested. 3. Open Water & Disability Athletes must compete in four (4) OSI sanctioned meets in order to qualify for funding for Open Water & Disability competitions. 4. Athletes must have competed in two (2) Ohio Senior Circuit meets during the Long Course Season. During an Olympic year, participation in only one (1) Senior Circuit meet is required. Long Course Season is defined as April 1st – August 31st. a. Athletes must have competed in 4 individual events per Senior Circuit competition as described above. b. Senior Chair and Senior Committee reserve the right to adjust funding requirements in the event that scheduling conflicts with TRIAL LEVEL meets prevents an athlete or the LSC from contesting Senior Circuit events. 3. Collegiate swimmers, not registered in Ohio Swimming prior to their 18th birthday, must hold continuous Ohio Swimming registration for the following periods of time in order to receive the stated reimbursement amount: a. During the 1st year after a swimmer registers with Ohio Swimming, the swimmer will receive 50% of the maximum amount of the reimbursement. b. During the 2nd year after a swimmer registers with Ohio Swimming, the swimmer will be eligible for 75% of the maximum amount of the reimbursement. c. Once a swimmer has been continuously registered for three (3) or more years in Ohio Swimming, the swimmer will be eligible for the maximum amount of the reimbursement, as long as continuous Ohio Swimming registration is maintained. 4. Page 37 Appendix 9 OHIO SWIMMING INC. LSC TRAVEL POLICY Introduction Safety of all participants is the primary goal of this policy. Although competitive experience and enjoyment of members are key reasons for attending travel meets, the needs of safety always come first. USA Swimming and Ohio Swimming policies and regulations take precedence over this policy. Section 1 - USA Swimming Required Policies These items are Code of Conduct stipulations in the USA Swimming Rulebook. 1. Club travel policies must be signed and agreed to by all athletes, parents, coaches and other adults traveling with the club. (305.5.4) 2. Team managers and chaperones must be members of USA Swimming and have successfully passed a USA Swimming-administered criminal background check. (305.5.2) 3. Regardless of gender, a coach shall not share a hotel room or other sleeping arrangement with an athlete (unless the coach is the parent, guardian, sibling, or spouse of that particular athlete). (305.5.1) 4. When only one athlete and one coach travel to a competition, the athlete must have his/her parents’ (or legal guardian’s) written permission in advance to travel alone with the coach. (305.5.3) Section 2 – Additional Ohio Swimming Policies 1. During team travel, when doing room checks, attending team meetings and/or other activities, two-deep leadership and open and observable environments should be maintained. 2. Athletes should not ride in a coach’s vehicle without another adult present who is the same gender as the athlete, unless prior parental permission is obtained. 3. During overnight team travel, if athletes are paired with other athletes they shall be of the same gender and should be a similar age. Where athletes are age 13 & Over, chaperones and/or team managers would ideally stay in nearby rooms. When athletes are age 12 & Under, chaperones and/or team managers may stay with athletes. Where chaperones/team managers are staying in a room with athletes, they should be the same gender as the athlete and written consent should be given by athlete’s parents (or legal guardian). 4. When only one athlete and one coach travel to a competition, at the competition the coach and athlete should attempt to establish a “buddy” club to associate with during the competition and when away from the venue. 5. To ensure the propriety of the athletes and to protect the staff, there will be no male athletes in female athlete’s rooms and no female athletes in male athlete’s rooms (unless the other athlete is a sibling or spouse of that particular athlete). 6. A copy of the LSC Code of Conduct must be signed by the athlete and his/her parent or legal guardian. 7. Team or LSC officials should carry a signed Medical Consent or Authorization to Treat Form for each athlete. 8. Curfews shall be established by the team or LSC staff each day of the trip. Team members and staff traveling with the team will attend all team functions including meetings, practices, meals, meet sessions, etc. unless otherwise excused or instructed by the head coach or his/her designee. 9. The directions & decisions of coaches/chaperones are final. 10. Swimmers are expected to remain with the team at all times during the trip. 11. Swimmers are not to leave the competition venue, the hotel, a restaurant, or any other place at which the team has gathered without the permission/knowledge of the coach or chaperone. 12. When visiting public places such as shopping malls, movie theatres, etc. swimmers will stay in groups of no less than three persons. 12 & Under athletes will be accompanied by a chaperone. 13. The Head Coach or his/her designee shall make a written report of travel policy or code of conduct violations to the appropriate club (LSC) leadership and the parent or legal guardian of any affected minor athlete. Page 38 Appendix 9 OHIO SWIMMING CODE OF CONDUCT The Code of Conduct for Ohio Swimming athletes governing participation in the LSC Programs is as follows: PURPOSE The purpose of this code is to promote individual, team, and program responsibility for the development of first-class citizens. PART I – GENERAL CODE OF CONDUCT RULES 1. Team members will display proper respect and sportsmanship toward coaches, officials, administrators, teammates, fellow competitors and the public at all times. 2. Team members and staff will refrain from any illegal or inappropriate behavior that would detract from a positive image of the team or be detrimental to its performance objectives. 3. The possession or use of alcohol or tobacco products by any athlete is prohibited. 4. Use of drugs other than those prescribed by your physician is unacceptable. 5. Team members will wear designated team apparel during all competition. 6. Team members at USA Swimming sponsored events shall adhere to any curfews set by the Head Coach. 7. Male and Female swimmers may not be in each other’s room on any team trip unless supervised by designated LSC official. 8. Team members and their parents have a responsibility to do their best to ensure that this Code of Conduct is adhered to and to help ensure the safety of these program participants. PART II- VIOLATION OF THE CODE OF CONDUCT RULES Failure to comply with the Code of Conduct as set forth in this document may result in disciplinary action. Page 46 Appendix 13 Ohio Swimming Coaches Association Statement on Recruiting Ethics: The Ohio LCS Coaches, Ohio LSC House of Delegates and USA Swimming would like to make it very clear to everyone involved in Ohio Swimming that it is unethical, improper and prohibited to recruit a year round swimmer from another USA Swimming Team. This would include coaches, team administration, parents and swimmers. Approaching a swimmer, sending recruiting information etc. which is encouraging the swimmers to switch teams is unethical and is subject to sanctions of offending club by Ohio Swimming Inc. Board of Review. Please see the USA Code of Conduct Statement below: USA CODE OF CONDUCT SECTION 304.16 STATES: Action, other than through general advertising, by a coach, owner, officer, volunteer, representative, or employee of a swim club or a USA Swimming or LSC employee, either through direct contact with an athlete or the encouragement of others, to recruit or otherwise encourage an athlete who is already a member of USA Swimming member swim club to leave that club, unless the acting party receives prior written approval to recruit or encourage the athlete to change affiliation from the designated club representative of the athlete’s parents or authorized representative. General advertising includes any information that is: 1. Distributed to an identifiable general population where there is a reasonable expectation that the majority of that population are not current members of USA Swimming, or 2. Placed in or on any item that is sold. In the event of a violation of this section, a sanction may be imposed against any coach, owner, officer, volunteer, representative of employee of a swim club, or against any such club, or any combination thereof, as appropriate. Recommended Penalties: Coaches or Team Administration: The Club would pay up to $500.00 per occurrence Parents or Swimmers: The Club would pay up to $100.00 per occurrence Note: It would be the responsibility of the offending club to pay the fines which involved Coaches, Team Administration, Parent or swimmer. Club would be placed on probation for a period of up to 2 years. Continued offences could result in additional fines and or restriction of participation in Ohio Swimming meets. The restrictions and fines would be determined by the board of review. Process for reporting an occurrence and actions to be taken: A written statement must be sent to the Ethics Chairperson detailing the facts of the occurrence. The dates, location, type of infraction, the individual’s name and or team, should all be included in the detailed description of the occurrence. The occurrence statement will be distributed by the Ethics Chairperson to the Ethics committee which is made up of one coach from each commission and one active Ohio USA swimmer. The committee will investigate the allegation and determine if the matter needs to be sent to the Ohio LSC board of review.
