On behalf of Athletics Canada and the local organizing committee we welcome you to Moncton for the 2014 Canadian Track and Field Championships. All Athletics Canada members are eligible to compete at the Canadian Championships. Athletes who have made standard will automatically advance to the Championship portion of the meet (generally Days 2 & 3). Athletes who do not have standard will compete in the Qualification Round in order to advance to the Championship Rounds. There will be at least 1 spot per event available for athletes to advance from the Qualification Round into the Championship Round. New/Updated in 2014: The Championships are reduced from 4 days to 3 and will not include Combined Events Many para-athletics events have been combined for competition and awards purposes The Championships venue will feature a brand new dedicated long throws facility Racewalk and shot put will again be held in Riverfront Park in the downtown area, both on Friday evening Please note NEW RULE Rule 086 e. which was passed at Athletics Canada’s Semi-Annual General Meeting in October 2013 e. Athletes may compete a maximum of one age category up at Athletics Canada National Championships. Below we have outlined some basic information for assisting in the transportation of sporting equipment, such as pole vault poles. 1. Travel with your equipment on your air carrier and transport to CEPS-Moncton 2010 Stadium on your own. You will be able to store equipment at the Stadium. 2. TEAM BOOKING GUIDELINES To guarantee a booking, at the time of signing the Team Booking agreement, each team shall pay a deposit which is equivalent to 20% of the value of the entire group booking. A second deposit equivalent of 50% of the value of the initial group booking is required and must be paid within 90 to 60 days prior to the event. These advanced payments will be credited towards each team’s final payment. Rooming lists are due by Tuesday, June 10, 2014. If your rooming list is submitted after this date additional processing fees will apply. A final invoice will be issued to each team once their final rooming list is received. Key Facts: Lanes – 8 Surface – Mondo FTX LJ/TJ runways – 2 bi-directional PV runways – 2 SP circles – 4 DT/HT circle and cage – 1 JT runways – 2 Spike lengths – 7mm (no needle spikes) (9mm for HJ and JT) NEW long throws competition area adjacent to main stadium A map of the stadium can be found in Appendix A 6.2 Entry Rules 6.2.1 Athlete Citizenship Eligibility The following athletes are eligible to compete in National Championships: i. Canadian Citizens who are Athletics Canada members and in the case of athletes who have dual Canadian Citizenship with another country, have not competed in the National Championships of that country during the previous competitive season. ii. (a) Canadian Permanent Residents (Landed Immigrants) who are Athletics Canada members and full-time residents of Canada; (b) non-Canadian residents who are claiming refugee status, and foreign athletes who are temporary residents of Canada due to business, study or family reasons, providing that they are Athletics Canada members and have been resident in Canada for at least six months prior to the date of the Championships, and are incompliance with IAAF Rule 4.3; (c) foreign athletes who have been invited and, at the discretion of the Director, High Performance Programs, have had their applications accepted,(please contact David Weicker, [email protected] for an application); the deadline to submit an application is Friday, May 16, 2014. 7 iii. Athletes listed under ii) above will be allowed to compete at the Track and Field Championships, subject to the following conditions: a) in track events run in lanes (100m – 400m, sprint hurdles and 400m hurdles), said athletes may not advance to the final. In situations whereby no athletes with Canadian Citizenship are being displaced from the final (i.e. in the case of a straight final), non-Canadian citizens may compete in the final, but shall not receive preferential lane selection; b) in events not run in lanes in their entirety, it will be a race-by-race decision as to whether said athlete(s) will be able to compete in the final. Final decision will be at the discretion of the Athletics Canada Technical Delegate, or a designated individual; c) in the case of field events where there are less than twelve (12) competitors advancing to final, non-Canadian athletes may compete at the sole discretion of the Meet Director and Athletics Canada. Up to 2 non-Canadian athletes may advance to the final three rounds (throws and horizontal jumps), making the field size no larger than 10 athletes. Final approval must be given by Athletics Canada Technical Delegate, or a designated individual. d) in the case of AWD events, foreign athletes are allowed to advance to finals, as long as at least 50% of the field is Canadian (e.g. in the 100m final, at least 4 need to be Canadian). Note: All Foreign Athletes must submit their application to compete by Friday, May 16, 2014. Applications will then be processed and athletes will be notified, at the latest, by Friday, May 30, 2014 if their application has been approved. 6.2.2 Entry Qualification Process The following Entry Procedures to the National Senior Championships will apply to athletes who meet the citizenship eligibility criteria. a) Current 2014 Athletics Canada members, who have achieved the qualifying entry standards, during the Qualifying Period (see Appendix B). These athletes will go directly to the Championship portion of the meet (Olympic and Paralympic Streams). b) Athletics Canada members who have not made the qualifying entry standards are also eligible to compete (Olympic Stream). These athletes will be entered into the Qualification Rounds. There will be at least 1 spot per event for athletes to advance to the Championship portion of the meet. Carded athletes (2013/2014) are automatically eligible to compete in the Championships event in which they are carded. They must process their registration form with appropriate payment. 6.2.3 Eligibility of Entry Performances Athlete performances will be pulled directly from the Athletics Canada ranking system. Only performances listed in the Athletics Canada ranking system will be eligible for entry standard into the Championships. If you have any questions regarding the ranking system, please contact [email protected] 8 6.3 Entry Standards The entry standards can be found in Appendix B. Those without standard (Olympic Stream) will need to advance through the Qualifier portion of the Championships. 6.4 Entry System Registration will open on Wednesday, April 30th, 2014 for athletes and coaches. All entries and confirmation are the responsibility of the athlete (including carded athletes). Entries are not completed until payment is received. Entries can be completed by club and should be done for each athlete. The final entry deadline is Thursday, June 19th, 2014 (4pm ET). NO entries will be accepted after this date, no exceptions. All entries are non-refundable. NOTE: Guide runners must be registered as a guide attached to a particular athlete, there is no fee for guides. Qualifying performances must appear in Athletics Canada’s online rankings. The Qualifying period is May 1, 2013 to June 19, 2014. If entry performances cannot be found, the athlete may be refused entry. 6.4.1 Entry Fees and Deadlines Entries and Fees Received: First event: Second Event: Additional Events: Relays Coach Entries: By June 19, 2014* $60.00 $50.00 $15.00 $50.00 $20.00 * must be entered online and payment completed by 4:00 ET Visa and Mastercard are the only acceptable methods for payment. 6.4.2 Confirmation of Entry Entries will be posted on Athletics Canada website at: www.moncton2014.ca 6.4.3 Combining of Para Events Where less than 3 para athletes are entered into an event the athletes from the event will be combined with athletes from a different class and only one set of medals will be presented. Where practical, the RAZA tables will be used for comparative purposes for field events only. In track events, medals will be presented based on a “first past the post” system. 6.5 Schedule The competition schedule can be found at www.moncton2014.ca. Please note that this schedule is subject to change based on the final number of entries. The final schedule will be available after the Technical Meeting and distributed at the TIC, Registration and online. 9 6.6 Technical Information 6.6.1 Technical Meetings - Time and Venue Championship Technical Meeting Date: Thursday, June 26, 2014, 5:00pm, Delta Beausejour (Championship Hotel) 6.6.2 Written Questions All questions concerning the conduct of the competition must be submitted using the form provided to coaches/clubs upon arrival at the TIC. This form must be returned to the TIC by Thursday, June 26th, 2014 at 3:30pm. If you are unable to submit the form to the TIC, you can email your questions to [email protected]. 6.6.3 Scratches Scratches will be taken at the TIC. The deadline for scratches in the Qualifier Section Para-Athletics Events and the Championships portion is Thursday, June 26th, 2014 at 7:30pm. Athletes can still scratch after these deadlines; however heats will not be re-seeded. If an athlete does not scratch and does not present themselves to their event, they will be disqualified from the rest of the meet (unless medical documentation is provided). 6.6.4 Qualifying Heights, Distances and Progressions The Technical Delegate, after the closing date for the final entries, will decide the qualification procedure for the track events, the qualification standards for the field events, and the starting heights and successive height progression for the high jump and the pole vault within the Qualification rounds of the meet. For Pole Vault if there are more than 16 entries all those who have not met the qualifying standard (4.80m for men and 3.90m for women) will qualify on Saturday. The top 12 from the Qualifying in each of Men and Women will compete on Sunday. For the Championship portion, qualification procedure for the track events will follow IAAF Rule 166. The following are the starting heights and height progressions for the high jump and the pole vault for the Championships portion. The following progressions are a suggestion only, to be finalized after entries are received and prior to the technical meeting. Personal implements will also be allowed, and must be checked-in 3 hours prior to the event. 6.8 Bib Numbers Each athlete will receive three bibs; one with their name and two with a number. All athletes must wear the name bib on their chest, and the number bib on their back, except in the high jump and pole vault where only one bib may be worn either on the chest or back. The second number is to be placed on the athlete’s bag and to be used for entrance into the stadium. Bib numbers will be distributed during the registration process. Hip numbers will be provided at the Call Room. 6.9 Registration / Technical Information Centre (TIC) The registration centre will be located in the CEPS. The TIC will be located in the stadium: 1. 2. 3. 4. 5. Athletes and coaches will pick up their registration packages (REGISTRATION CENTRE). Questions for the Technical Meeting may be dropped off here (TIC). Other questions as they arise over the weekend may also be answered at the TIC. All protests will be filed at the TIC. Results and start lists will also be available at the TIC. Hours of Operation: Thursday Friday Saturday Sunday 9:00am 9:00am 9:00am 8:00am – 9:00pm – 9:00pm – 9:00pm – 4:00pm 6.10 Results Results will be posted at the stadium, on the wall adjacent to the TIC. Results will also be available online at www.moncton2014.ca 7.0 Competition Procedures 7.1 Warm-up The outdoor warm-up track located 30m from the stadium which consists of a main straightaway with 8 lanes and one curve with 4 lanes (the warm-up track being half the distance of a 400m track). The warm-up track also has one bi-directional horizontal jump runway, one bi-directional pole vault runway and one shot put circle. Warm-up area for wheelchair will be in adjacent parking area (paved, cordoned off). If needed, rollers will also be available. Next to the outdoor warm-up track is a 4 lane indoor track. The inside area will also be used for high jump, pole vault and horizontal jump warm-up. 11 7.2 Call Room All athletes must present themselves at the Call Room according to the scheduled check-in times as noted below. Athletes who fail to appear on time in the Call Room without a valid reason (e.g. medical certificate) may be excluded from participating in this and all further events in the Championships, including relays. Team Officials are not allowed to enter the Call Room. Athletes’ Call Room reporting times will be according to the following schedule. Call Room officials will check the following in accordance with AC rules: Bib numbers Shoes and spikes Uniforms (Note: That in accordance with National Team policies, athletes are not permitted to wear their Team Canada uniforms during the Championships. Club, branch, or sponsor uniforms are to be worn) Bags (identification on and content of) Personal belongings: video and audio players, cameras, phones, radio transmitters, and electronic devices in general (except watches) are not permitted. 7.3 Spike Length The maximum spike length allowed on the track and in the field is 7mm. The only exceptions are for High Jump and Javelin, where the maximum length is 9mm. NO “needle” type spikes will be allowed. 12 7.4 Protests and Appeals Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the results of the event in accordance with the procedures listed below. Official results will be displayed in the Technical Information Centre and the Officials Results Posting Board at the base of the Timing Tower. Procedures a. A protest shall be identified to the Competition (Meet) Director, or designate, at the Technical Information Centre or wherever this person can be found within 30 minutes of the time of the posted results. (NOTE: there will be someone at the Technical Information Centre at all times who is able to locate the Competition Director, or designate.) b. The Competition Director, or designate, will explain the process to the athlete, coach or interested person and provide an Athletics Canada National Championships Protest Form. c. The Competition Director, or designate, takes the athlete/coach/interested person to meet with the appropriate Referee (the one who made the decision). d. If the Referee agrees with the protest the results sheet will be adjusted and results reposted. (NOTE: this provides a 30-minute opportunity for other athletes or interested persons to appeal this decision from the time of posting of the revised result.) e. If the Referee denies the protest, the athlete/coach/interested person can appeal the decision to the Jury by completing the Athletics Canada National Championships Protest Form which will be taken to the Jury. f. Upon completion of the Athletics Canada National Championships Protest Form forms (NOTE: the Competition Director, or designate, accompanies the protest group and advises them of this option and accepts the completed form and protest fee - $50 for Canadian events). g. The Competition Director, or designate, will make a copy of the completed Athletics Canada National Championships Protest Form and will take one copy to the Jury who will then adjudicate upon the issue by reviewing any and all available relevant information. h. The Jury will then prepare their response, including all relevant information, on the Athletics Canada National Championships Protest Form and will return the form to the Competition Director, or designate, who will advise both the protest group and Meet Secretary or Results Manager of the results of the protest. i. The Jury of Appeal will remain at the competition site for at least 30 minutes after completion of the final event or until the Competition Director, or designate advises them that no further protests have been received and they may leave. 13 8.0 Medical Services Based on the Athletics Canada Medical Handbook, a medical team will provide the necessary healthcare for the participants of the Canadian Championships. The Organizing Committee is responsible for providing medical services and facilities for the Championships. The HOC will provide health care and sports medicine services. Medical services will include the following: Medical personnel at track side during the event Medical area where medical personnel are available during the event For those athletes that wish to bring their own medical staff, there will be limited spots available in the medical areas. Any false claims could result in disciplinary actions and/or non-participation in the meet. These results must have been achieved at competitions listed on the Athletics Canada or IAAF Member Federation fixtures lists. All results must be achieved in conformity with IAAF/Athletics Canada rules.
