A MESSAGE TO THE COACHES
Welcome to another e x c it i n g soccer season at the Oakville Soccer Club! We are looking forward
to a very successful year for all of our players, coaches, officials and parents. There are many
changes happening in soccer across the Province and here at the Oakville Soccer Club.
In changing times we have to be even more focused on the details so we can deliver a high quality
program for our players. Step one in the process is to thoroughly acquaint yourselves with all
aspects of the ADP/RDP Manual in order to make sure that your program is meeting the standards
that we have set for our membership.
Moving forward there undoubtedly be changes and challenges and I thank you for taking on the
responsibility of coaching at OSC. Our staff coaches Ian Sinclair and Chris Grierson and I, as well as
the entire organization are here to assist you in any way possible to help you with your personal
growth and development to make your coaching experience more enjoyable.
I am also available at all times to discuss any questions you might have regarding the Club. I look
forward to seeing you on the pitch.

INTRODUCTION
This Policy Manual contains the established set of rules and guidelines relating to the U8 to U12
Advanced Development Program (ADP) and U13 to U1 8 Rep Development Program (RDP). In order to
deliver consistent programs, it is important that everyone follow these Policies as well as our Club
By---L aws and Club Code of Conduct. The Policies are for your benefit in helping you throughout the
year.
For additional information on our By-- L aws, Code of Conduct, other Policies and the OSC Strategic
Plan, see the Club’s web site, www.oakvillesoccer.ca. Links are maintained from the website in O S C
P a rt ner L i nks to other soccer sites such as the CSA, OSA and various Ontario leagues where
applicable/relevant published rules can also be found.
PHILOSOPHY
At OSC we believe in “Advancing Every Player”. Everyone at OSC deserves the opportunity to develop
their abilities to their fullest extent. Those players who are further along in their development at this
particular point in time are part of the Advanced and Rep Development programs. That being said,
those players still have a great deal of learning to do.
NEW: Skill development is the primary goal for all youth players, particularly between the ages of 7
and 13, as outlined in the CSA’s Long Term Player Development (LTPD) model. OSC will focus its
resources on skill development by creating a competitive environment for every player that
matches his or her individual playing needs and abilities. As players mature, they need to be
given the freedom to move up or down the competitive spectrum; depending on what
environment best meets their developmental stage.
PLAYERS
Any player (and his or her parents) interested in being part of the ADP or RDP Program at OSC must
agree to this philosophy, and must have a clear understanding that their development is ongoing. It
is important to understand that selection to a team is not a permanent placement. Players
develop at different rates. Selection to an A, B or C team is simply an indication of where a player
is in relation to his or her peers at that particular point in time. Players who improve and develop
will be given the opportunity to play at a higher level, if it is the correct environment for their
development. Likewise, players who do not continue to progress consistently may need to move to
a less competitive environment in order to fulfill their potential.
The OSC ADP/RDP policy is that all players must be committed to skill development and the
challenges of playing in a highly competitive environment. Our goal is to provide each player with
the opportunity to play at a level that meets his or her developmental needs. In order to create this
environment and build a culture of skill development, we expect all players being asked to move up
or down to make themselves available to the enquiring team. If two teams have a game on the same
night, priority will be given to the higher team. This rule extends into the house league.

Exceptions will be considered for vacations, work, etc., but the player must make every attempt to
play. Commitment to training is critical to the development of the player, as a player will only get
out of training what he or she puts in.
COMPETITIVE ENVIRONMENT
NEW: Our long term player development ambition as a Club is to fall back on the development
concept; individual player development includes learning how to compete – and learning how to
compete is a step in learning how to win and winning is a part of development.
OSC applies an overall mentality that combines the promotion of development while maintaining
strategic competitiveness. Providing players with the opportunity to absorb professional instruction,
apply what they have learned and lastly develop skills from certified coaches is the primary focus.
Once growth is achieved, players are provided with the tools needed collectively to compete at the
highest level. The steps to developing a successful team begin with individual player development, a
key ingredient in not only an improved team but a competitive team. While a positive result is the
goal, strategic development are the steps taken to reach it.
OSC will create a competitive environment that meets the needs of every player in the Rep
program in accordance with the LTPD framework, and will allow players the opportunity to
develop in their own time. As such, OSC will be taking part in the following competitive
environments:
Peel Halton Development League (PHDL): U8-U12
South Regions Soccer League (SRSL): U13-U17U18
Ontario Youth Soccer League (OYSL): U14-U18
Ontario Soccer League (OSL) and Ontario Women’s Soccer League (OWSL): U21
Peel Halton League: Senior Men’s
COACHING STAFF
1. The OSC Technical Director, along with the OSC Technical Staff, will select and hire the
Goalkeeper Coach, ADP coaches and Age Group Head Coaches (AGHC). The AGHC serves as the
coach of the A Team and is responsible for the development of all of the Rep players in that
age group. The Technical Director will select and appoint the B and C volunteer coaches but
the AGHC is to assist in the development and support of the B and C coaches.
2. Coaches and team officials will abide by all policies and procedures, in their current or
updated form, put in place by the Club’s Board of Directors.
3. Coaches must understand and sign an acknowledgement of the OSC Rep philosophy. Just
as we expect our players to strive for excellence and support the OSC Rep philosophy, we
also expect our coaches to know, understand and support this direction.
a. NEW: All OSC Rep Coaches will be required to read, comply with all conditions
outlined in the rep manual and sign off on the rep manual prior to the start of
their competitive season.

4. Coaches will select their team officials
a. NEW: with the approval of the Technical Director to ensure that all assistants have
the required criteria. (Assistant Coach, Manager and Trainer) and submit them to
the Technical Director for final approval prior to being registered with the Club.
Team officials must understand and sign an acknowledgement of the OSC Rep
philosophy.
5. Police Checks must be obtained and submitted to the Club by all Team Staff. A receipt
indicating that you have applied for your Police Check must be submitted within 15 days of your
appointment and that actual document must be submitted within 6 weeks of appointment.
Police checks must be updated every two years (The Club will reimburse costs incurred on
receipt of all original documents).
DEVELOPMENT AND QUALIFICATIONS
1. Coaches are encouraged to continue their coaching education and must hold, or be
scheduled to acquire, a minimum Pre-B certification to serve as an Age Group Head
Coach.
a. The leagues have set specific classifications for coaches, (i.e. Active Start,
Fundamentals, Learning to Train and Soccer for Life). All OSC Coaches and Assistant
Coaches are required to be certified w i t h a m i n i m u m O S A Level III (Senior) or OSA
LTPD equivalent required for the age group they are coaching. Included in the new
coaching course curriculum coaches must also complete their Making Ethical
Decisions and their Respect in Soccer.
2. OSC will reimburse the costs in part or in full associated with registering for coaching
courses, as per the OSC coaching development policy, as follows:
a. NEW: The Technical Director must first approve any coaches applying to take
coaching licenses to ensure that the above be met.
b. NEW: Coaches who apply on their own without previous approval from the
Technical Director will not be reimbursed by the club Pass or Fail.
c. OSA Active Start – Club will reimburse 100% of cost. The club Technical Staff
must approve entry in the course in order to be reimbursed.
d. Fundamentals (LTPD Stage 2) – Club will reimburse 50% of course fees for OSC
coaches, with the remaining 50% refunded on completion of the proceeding summer
season of satisfactory coaching by the coach (resulting in 100% cost coverage by the
club).
e. OSA Learn-To-Train - Club will reimburse 50% of cost to OSC coaches on completion
of the proceeding summer season of satisfactory coaching.
f. Pre-B Assessment and higher – Club will reimburse 50% of cost. The Technical
Director must approve any coaching registration in any of the High Performance
coaching licenses (Pre-B, Provincial B, National B or National A).
The Technical Director may, at his/her discretion, cover coaching course fees in full of any
course in order to build the strongest coaching environment possible at the club.

3. OSC conducts regular coach development sessions
a. NEW: through our in-house OSC Style of Play Coaching Workshops and offer
on-pitch coach mentorship and support through the Technical Director.
Such courses are free of charge to all OSC coaches unless explicitly indicated
otherwise.
4. All Head Coaches and Assistant Coaches must complete the ‘Respect in Soccer’ course,
offered through the OSA website, and submit their certificate number to the club
prior to the commencement of the summer season. The costs of completing this
course are refunded by the club in full for all Head Coaches.
TEAM OFFICIAL REGISTRATION
1. Team officials (Head Coaches, Assistant Coaches, Manager and Trainer) must register
with the Club, who then registers all team officials with Peel Halton Soccer Association
(PHSA)
2. A team official must be issued an ‘OSA Registrant Book’ which shall have that specific
season, validated by the District Association (PHSA).
RDP COACHING DUTIES
Age Group Head Coach Requirements (AGHC)
The Age Group Head Coach is required to have a minimum Pre-B Assessment as a coaching standard and
must submit a police Vulnerable Sectors Check that is less than two years old. He or she holds a paid
position within the club and therefore is expected to support club initiatives and policies. In addition to
coaching the A Team of a particular gender within any given age group, the AGHC is also required to do
the following:

Follow the OSC curriculum for all player development and team development within the age
group.
Provide mentorship and coaching development assistance for the B and C team coaches under
his age group and gender.
Be the final authority on player movement and placement within the age group.
Provide a written assessment of all A Team players and approve all assessments written by the B
and C team twice per year.
Attend all mandatory coaches meetings set by OSC technical staff.
Is required to provide an annual plan for their team and assist the B and C team coaches in
preparing their annual plans.
o All A & B Head Coaches with their assistants from U13-U14 age groups will be assigned a
date based on their training schedule to conduct standardized testing through I-Soccer.
This will be completed 2 times per calendar year. Results and data must be documented
and submitted to the OSC technical staff.
Be the primary contact for any player or parent issues within the age group and gender that
they coach.

Provide regular communication and consultation to the B and C team coach to ensure that all
AGHC actions are transparent.
Assess new players to the club or names recommended from the House League to determine
player placement within the age group.
Complete all surveys and questionnaires sent by the Club.
Be an active participant in the OSC coaching community and contribute to the betterment of the
club coaching standards.
o NEW: A team Head Coaches must have their coaches and players OSA books
submitted to the district for approval in order to participate in exhibition games,
tournaments and league games. All must have their books submitted into our
Technical Programs Coorindator in a timely manner.
Follow all the policies and guidelines included in the Rep Policy Manual.
Communicate in a timely and efficient manner to respond to requests made by the Technical
Directorand the Technical Staff
All Rep coaches will make themselves available for individual parent meetings the week
following the distribution of the player assessments.
B Team Coach Duties
The B team coach is required to have a minimum Pre-B assessment as their coaching standard and must
submit a police Vulnerable Sectors Check that is less than two years old. Although the B Team coach is a
volunteer, they are required to fully support OSC Coaching Curriculum and to fully support all AGHC
coach programming and player movement decisions. Any coach accepting the role of B team coach is
required to do the following:

Follow the OSC curriculum for all player development and team development for the B team.
Focus on developing B Team players who are ready to challenge for A Team positions and are
able to be productive call-ups.
Provide players for any training session or game at the request of the A Team coach.
Provide Zoom Reports for all B Team players twice per year. All player assessments must be
approved by the A Team Coach.
o NEW: All B Head Coaches will be required to attend all coaches meetings set by OSC
Technical staff.
o NEW: B & C Head Coaches with their assistants will attend B & C coaches meetings all
together separate from A team Head Coaches (NEW)
o NEW: B team Head Coaches must have their coaches and players OSA books
submitted to the district for approval in order to participate in exhibition games,
tournaments and league games. All must have their books submitted into our
Technical Programs Coordinator in a timely manner.
o NEW: B team Head Coaches from the age groups between U13-U18 will be evaluated
and assessed 2 times per calendar year. The 2 Assessment periods will run from
January to April and June to September. By the end of each assessment period each
coach will have received a written and a verbal evaluation from one of the OSC

Assistant Coach Duties
All assistant coaches are required to have Soccer for Life as a minimum coaching standard.
NEW: The OSC encourages Assistant coaches of OYSL and OPDL if applicable to also
have their Pre-B and must submit a police Vulnerable Sectors Check that is less than
two years old. Their primary responsibilities include:
- Assist the head coach with all training sessions and games.
- Assist the head coach with all coach related administration for the team.
- Fully support the head coach program, player movement and playing decisions with the players
and the parents.
- Follow all OSC standards as dictated by OSC Technical Staff .
- Accompany the Head Coach on all parent and player meetings.
- Follow all the policies and guidelines included in the Rep Policy Manual.
ADP COACHING DUTIES
Junior and Senior ADP Coaches
Junior and Senior ADP coaches are required to have a minimum Pre-B Assessment as their coaching
standard and must submit a police Vulnerable Sectors Check that is less than two years old. He or she
holds a paid position within the club and therefore is expected to support club initiatives and policies. In
addition to coaching in the ADP program, the coaches are responsible for the following:
- Participate as a member of a team of coaches responsible for following the OSC curriculum for
all player development within the program (Junior ADP or Senior ADP)
- To be the final authority on player selection, placement and movement within their respective
program.
- Provide Zoom Reports for written assessment of all players in the program twice per year.
- Must attend all mandatory coaches meetings set by OSC Technical staff.
- Be the primary contact for any player or parent issues within the age group and gender that
they coach.
- Communicate regularly between all ADP staff regarding planning, curriculum and player
movement.
o New: All Junior and Senior ADP Coaching Staff along with their assistants from U U7U12 will be responsible for conducting standardized testing through I-Soccer. This will
be completed 2 times per calendar year. Results and data must be documented and
submitted to the OSC technical staff.
o NEW: All Junior and Senior ADP coaches are required to arrange for games against
other local PHSA teams in line with LTPD during the Fall/Winter session.
- Assess new players to the club or names recommended from the House League to determine
player placement within the age group.
- Complete all surveys and questionnaires sent by the club
- Be an active participant in the OSC coaching community and contribute to the betterment of the
club coaching standards.
- Follow all the policies and guidelines included in the Rep Policy Manual.

Communicate in a timely and efficient manner to respond to requests made by the Technical
Director and the OSC Technical Staff
GENERAL COACHING RESPONSIBILITIES
1. All coaches must schedule a meeting with players and/or parents before the season to set
individual and team objectives and to implement necessary committees. Rep Coaches must
explain/outline team policy for all parents (i.e. team rules for players and parents,
tournaments s c h e d u l e , budgets, estimated overall cost per player, practice schedule,
fundraising, etc). A calendar will be provided for the coaches to complete and distribute to
the parents, so that they are aware of any important dates during the year.
2. Appoint your team officials. REMEMBER to update your Information Form with the Club, as
only registered officials are covered by liability and accident insurance.
3. All female teams must have a minimum of one female (legal age or 19+) as a team official.
4. Rep Coaches or team official must submit a complete player roster with the names of all
players they plan on carrying for the upcoming season. Roster updates are required by
certain leagues (OYSL, OWSL) and are the responsibility of the Rep Coach.
5. Rep Coaches MUST submit a Statement of Revenue and Expenses (template available from
OSC) to OSC at the beginning of the season (May 15) and at the end of the Club’s fiscal year - September 30. A copy must be given to all players/parents. At least one (1) financial update
should be provided to the players/parents by July 15 and each team Manager is encouraged
to provide monthly updates if possible to the OSC Technical Programs Coordinator.
a. NEW: All Age Group Head Coaches must lead a meeting in preparation for try-outs
explaining format, expectations and player movement or concerns.
6. All Rep coaches will make themselves available for individual parent meetings the week
following the distribution of the player assessments.
At least one coach and one manager/trainer for each team must be certified in basic emergency firstaid. OSC provides certification for coaches/managers/trainers who are in need of it, at no charge.
Teams will be responsible for the purchase of an emergency medical kit that must accompany the team
to all matches and training events. Appropriate medical kits are available for purchase through the OSC.

NEW: AGE GROUP HEAD COACH DEMERIT & REWARDS PROGRAM FOR OSC COACHES
NEW: The Club will be implementing a system which ensures quality control over the product we
produce (soccer). The purpose of this structure is to encourage a Club mentality that is to be adhered to
by all paid Head Coaches. We are not telling anyone what they can do; ultimately what individual
teams/Coaches do affects the entire Club, both good and bad. We want to ensure that we are being
positive and growing all in the same direction and that there is accountability and uniformity amongst
the coaching faculty at OSC. It is the responsibility of the Coach to read and understand the Club’s
guidelines.

NEW: Coach Demerit and Reward System.
NEW: Coaches receiving a total score of less than -4 by the end of the season will be automatically
relieved of their coaching duties and will not receive their coach pay for the season.
NEW: Coaches receiving a total score of less than 0 by the end of the season will be required to attend
an interview, placed in a probationary state for the following year and lose 25% of their coaching pay.
The OSC may choose to remove the coach during the current season.
NEW: Coaches receiving a total score of less than 0 for two years in a row will be automatically
relieved of their coaching duties.

REP TEAMS PROGRAMS
Teams
Two goalkeepers will be selected per team, provided that both goalkeepers are at the appropriate
standard for the team. These teams must be deemed of RDP caliber, which will be decided by ability
and not numbers. The Technical Director will make the final recommendations as to the team
placements in leagues and number of teams per age group.
NEW: A TEAM will roster 16 to 18 players b y Janu ar y 2 4 t h N O EX C EPT I O N S
and must try to roster two goalkeepers. The Technical Director must approve requests to roster less
than two goalkeepers to their team.
o NEW: B TEAM Will roster 18 players by February 7th N O E X C E P T I ON S
and must try to roster two goalkeepers. The Technical Director must approve requests to
roster less than two goalkeepers to their team. Players may be called up to the “A” team
at any time and it is the responsibility of the “B” team coach to make that player
available to the “A” team regardless of what the “B” team has scheduled that day.

o
NEW: C TEAM Will roster 18 players by February 28th NO EXCEPTIONS The “C”
team coach shall make player available to the “B” team regardless of what the
team has scheduled that day.
In the Peel Halton Development League, the following roster numbers will be in effect:
• U8 will roster 8 to 10 players per team, up to a maximum of 4 teams.
• U9 will roster 10 or 11 players per team, up to a maximum of 4 teams.
• U10 will roster 10 or 11 players per team, up to a maximum of 4 teams.
• U11 will roster 12 to 15 players per team, up to a maximum of 4 teams.
• U12 will roster 12 to 15 players per team, up to a maximum of 4 teams.
NEW: Each individual team from U8-U12 must have a designated coach per team. No coach will be
allowed to coach more than one team during festival days/games.
Teams participating in the PHDL have the freedom to move unlimited numbers of players between
teams. The decision to move a player will be based on placing the player in the correct competitive
environment.
*The Technical Director will make the final decision on the number of players rostered to any team.
Tryouts
OSC acknowledges the right of any player registered with OSC or players that are Oakville residents
to have the opportunity to try out for an Oakville Rep Team at the given tryout dates as advertised
on the OSC website. Dates for the fall, age group open tryouts are usually scheduled for late
September/early October. Specific dates, times and locations will be posted on the OSC website.
Players who have not played during the winter and/or are looking to join the program in the Spring
should contact the appropriate Age Group Head Coach and arrange to be assessed at a training
session or practice, following which they will be placed in the program that is appropriate to their
development level, pending availability.

NEW: Try-out Objective:
The Rep Program is a highly competitive environment therefore throughout the player
selection process the coaches should pick talent above all and the Age Group Head Coach
with the Technical Director has the final say on any final roster player decisions .
NEW: Organization/Set-up:
All Age Group Head Coaches will be responsible for the following:
• Arrive 30 minutes early to scheduled try-out
• Conduct a Pre-try-out meeting led by the Age Group Head Coach about try-out format,
expectations, player movement, utilization of space,
• Bring cones, pinnies, equipment
• Bring extra balls
• Bring a clip board and paper and pen to take player notes
• All Paid Age Group Head Coaches must be present for all try-out sessions within their age
group to help assist B and C coaches even if they have made their final A Team selections.

NEW: All players will receive a number on their back and then will be sent to the field where the
Age Group Head Coach will be for responsible for conducting the try-out and will clearly outline
and communicate try-out expectations.
NEW: At the conclusion of Try-outs, the coaches will provide the coaches will provide the
Technical Programs Coordinator with a list of all players who they wish to offer roster spots too.
Players who are selected will receive a letter of acceptance along with payment information. A
list of those players not accepted will also receive an email notifying them that they have not
been accepted.

Residency Guidelines (U11+)
A resident is defined as a person whose official residence is the Town of Oakville. As a community
organization, the Oakville Soccer Club is committed to providing developmental and competitive
opportunities for local players. Accordingly, the ADP and RDP programs will roster a minimum of 75%
Oakville residents, in their entirety. Teams will be required to submit a Player Exception Form to t h e
T e c h n ic al D i re c t o r fo r w rit t e n ap p ro v al for each non-- resident player they are requesting to
register with the Club. Exceptions are valid for one season (indoor and outdoor).
The Junior ADP will only be open to Oakville residents, with the following exceptions:
a. Any players with an older brother or sister currently playing in the ADP or RDP program.
b. Any players whose father or mother currently coach at Oakville Soccer Club.
c. Any player who has played in the OSC Summer House League program in the same year.
No non-Oakville residents will be allowed to play on the “B” or “C” team in Junior or Senior RDP, with
the following exceptions:
a. Any players with an older brother or sister currently playing in the ADP or RDP program.
b. Any players whose father or mother currently coach at Oakville Soccer Club.
c. NEW: Any team who is in need specific to the goalkeeper position will be considered.
Any other exceptions must be approved by the Technical Director.
Under Age Players
The Oakville Soccer Club policy is that players will play within their respective age group in order to
create equal opportunity for all members. Periodically, a player may be identified as being
significantly ahead of their peers from a development perspective. If a Rep coach feels that one of
his or her players is of such quality, the player should be brought to the attention of the Technical
Director for assessment. Requests for a player to play up must be made to the Technical Director via
a Player Exception Form. Exceptions are valid for one season (indoor and outdoor).
NEW: The underage player’s parents/guardians must sign a form that the player will be revaluated
for the following season to determine where the player will be placed due to the individual player’s
skill level. (NO player will continue to play up without being reassessed by the Technical
Department.
No players will be allowed to play up for a B Team. Any exceptions must be approved by the
Technical Director.
Call Ups
The following protocol will be in place when players are called up to play at a higher competitive level:
•
Rep A teams will call up players from the Rep ‘B’ team.
•
Rep B teams will call up players from the Rep ‘C’ team.
•
Rep C teams will call up players from the House League.
*In circumstances where the Rep B and Rep C team are in the same division, and players cannot be
called up from the Rep C team, the Rep B team coach is required to speak with the Technical
Director before any decision on calling up a player is made.

If a Rep A and Rep B team are in the same division, the Rep A team shall be given the first choice to call
up from the C team or the A team from the age group younger. The A and B team coaches will
coordinate regarding appropriate call ups for the B team from either the C team or the B team from the
age group one year younger
UNIFORMS AND TRACK SUITS
1. All OSC Rep Teams must wear the club---approved uniforms, tracksuits and training gear for
league games, cup games, tournaments and training unless the Technical Director gives prior
written permission.
2. U10 te am s will receive 1 goalie uniform and the lesser of either the actual number of
registered players or 13 sets of player uniforms.
3. U11 – U18 te am s will receive 1 goalie uniform and the lesser of either the actual number of
registered players or 17 sets of player uniforms.
4. Seniors will receive the lesser of either the actual number of registered players or 24 sets of
player uniforms, as well as 1 goalie uniform. Senior teams will not receive training jerseys or
tracksuits.
5. All teams must play in their Home or Primary (white) team colours as registered with their
League. The home teams shall change to their Away (or alternate) strip w he n pl ay i ng a n
aw ay ga m e .
6. Team sponsors’ marks may only be placed on uniforms in a 2” x 4” area on the sleeve. Any
sponsor agreement must be approved by the OSC Marketing Department.
7. All OSC Rep players will have their own, unique uniform number. This is to better facilitate
the movement of players, reducing the cost of buying call---up jerseys for the Rep A and Rep B
teams.
8. Registered players and the Rep Head Coach will receive a club tracksuit on a two-- y ear cycle.
9. The OSC will select both the style and supplier of the club’s Rep tracksuit and the tracksuits
will be purchased through the Club.
10. In the second year of the tracksuit cycle, all players new to the OSC Rep Program will pay for
their own tracksuit.
11. Absolutely no modifications to or advertising on the Club tracksuit is permitted.
12. In addition to Uniforms and Track Suits (above), each team will receive two game balls.
*OSC Uniform Policy
In accordance with the Oakville Soccer Club’s Uniform Policy, uniforms shall be promptly issued to those
individual players who have paid their team fees in full.
Individual players who have not paid in full will have two weeks to remit payment to OSC. Any player,
who has not fully settled their financial obligation to the OSC within two weeks of the season’s
commencement, will not be allowed to participate in any further games or team practices until they
have fully paid their outstanding debt to the Club.

Any player who has not fully settled their financial obligation to OSC within four weeks of the season’s
commencement will be removed from the respective Rep team/squad, and be provided with the option
to participate in the OSC House League program.
Please note: Members who are enrolled in the OSC Fee Assistance Program are not affected by this policy

PLAYER/TEAM REGISTRATION
The registration requirements described below are accurate, to the best of the club's knowledge,
at the time this policy was issued. Updates will be published as appropriate but coaches need to
validate current registration requirements based on the league of play. For example, a League
may establish a deadline after which a player registering on a team is not eligible to play in
competitions organized by that league.
Affiliations and Registration Numbers
1. The Oakville Soccer Club is affiliated with the Peel Halton Soccer Association (PHSA or the
‘District Association’). All ADP teams at OSC will play in the Peel Halton Development League
(PHDL) and the majority of RDP teams will play in the South Region Soccer League (SRSL). “A”
teams that qualify to play in the Ontario Youth Soccer League (OYSL) will be permitted to play
there but any “B” teams that qualify will only be permitted to play in the OYSL pending
Technical Director approval. Senior teams will play in the OSL, OWSL or the PHSL.
2. PHSA’s OSA registration number is DT0025. The Oakville Soccer Club’s OSA number is
CD2537.
3. Every Rep team is assigned an OSA number. Each Rep team plays in a registered league,
which will also have an OSA number. Each player regardless of being Rep or recreational is
also assigned an OSA number
General Requirements
1. After Fall tryouts, every player selected to participate in an OSC Rep program must
accept their place in the program by paying the corresponding program fee. Failure to
pay the program fee will result in the player forfeiting their place in the program.
2. Players selected for the winter ADP and RDP programs are not guaranteed a place in the
corresponding summer programs.
3. Every player and team official must be registered with the OSA prior to participating in
any soccer program under the jurisdiction of the OSA. Only the Club Registrar can
register team officials or players.
4. A player is registered only after his/her registration has been validated by the OSA's
computerized registration system and the effective date of registration is the day after
the registration has been data entered in the OSA's computerized registration system.
5. Each Rep player shall be issued with an ‘OSA Registrant Book’ (also known as the
‘Player Book’), w h i c h shall have the effective date of registration, to a specific team
for a specific season. The player is responsible for having it available at all games

(including league, cup, tournament and exhibition games) for presentation. Failure to
present such document on request shall render the player ineligible to play in that
game.
6. All Rep Players must be entered in the OSA’s computerized registration system before
Player Books are forwarded to the PHSA for validation.
7. In addition to the OSC outdoor club registration fee, all OSC Rep players must pay the
Rep fee and any applicable late registration fees. The fee schedules are posted on the
OSC web site. All fees (Club, Rep, late fees, etc.) must be paid before the Club Registrar
will release the Player Books of Rep players.
New Player Registration
All Rep players must have an OSA Registrant Book. Each Head Coach or team manager will be
provided with an appropriate number of books at the initial Rep Coach meeting in March.
Out of Town Residency Fee: $100.00 - Applicable to out of town players who will be playing with the Club for
the first time in the Fall 2013-14 season. Youth players who have played with the Oakville Soccer Club for
one full season prior (2012-13) will be exempt from this fee.
Single Player Registration
In order to speed up the registration of single players the Registrar has implemented the use of the
Roster Form. For players not previously in the Rep Program, a Player Book must be obtained.
The completed form needs to be signed by the Club Registrar, or in their absence, the Club
President. Under no circumstances can a Team Official attempt to register a player directly with
PHSA. It must be the Club appointed Registrar or President.
Out of Town Residency Fee
$100.00 - Applicable to out of town players who will be playing with the Club for the first time in the
Fall 2013-14 season. Youth players who have played with the Oakville Soccer Club for one full season
prior (2012-13) will be exempt from this fee.
Temporary Player Registration
1. A player may play for a team to which he/she is not registered only under one of the
following conditions:
a. He/she plays within the same Club for a higher level Club Team than the Club Team
to which he/she is registered;
b. He/she plays with a Trial Permit. A Trial Permit is a temporary registration with the
OSA that shall only used by players who are not registered with the OSA or another
Provincial Association.
• A Trial Permit entitles a non---registered player to play two games for a
registered team during a 15-day period, subject to the competition rules, at
league games, exhibition games, and tournament games but not in cup
games.

A player may only be issued one Trial Permit to play for any one Club.
A player playing while using a Trial Permit must also obtain an OSA Registrant
Book (see 4.5 above).
• The Trial Permit Form is available only from the Club Registrar. Cost is $10.00
(paid for by player). Once the T.P.F. is completed, the Club Registrar or
President must sign even though there is no specific area on the form.
In all cases in which a player is playing under one of the conditions above, the player must
possess an OSA Registrant Book and have such document available for presentation at the
game in which he/she is playing. Failure to present the Registrant Book shall render the
player ineligible to play in that game.
In order to meet the higher level requirement referred to in 1 a) above, a team must be:
a. Registered in a higher age classification;
b. Registered in a higher team classification (Competitive vs. Recreational)
c. Playing in a higher league level; or
d. Playing in a higher division of the same league
A player who registers with a higher league classification cannot play in a lower league
classification. E.g. A player in the SRSL Elite cannot play for SRSL Div 1 of the same age
group.
Where a Rep player is ‘playing up’, the coach seeking to borrow a player must first gain
approval from the Technical Director. The Player must bring their player book to the game
and the coach must ensure that the player book is returned to the player at the end of the
game.
A League or District Association, or the competition rules, may impose limitations on the
use of temporary players, provided that the limitations are applied consistently. Note that a
team is not allowed to use more than three temporary players in most leagues.

Carding an OSC House League Player
1. In order to roster an OSC House League Player as a Rep Player after June 1, the coach must
first get the approval of the Technical Director.
2. No Rep Player can be moved back to the House League after June 15 of that outdoor
playing season.
3. When borrowed for a tournament, the time played per day may not exceed that as
described by the OSA Tournament rule (in the event that the borrowed player has a House
league commitment the same day).
4. A House League player who has been transferred to Rep once during the current year
cannot be transferred back to their original team, unless the player or player’s
parent/guardian initiates transfer.
5. A player must be registered with a Player Book to be eligible as a call up player. A House
League player shall remain part of the House League team.
6. In the event of a conflict between the House League and an ADP/RDP game, the ADP/RDP
game is considered the first priority

Player Release and De-Carding
1. A Release Form must be completed for any player who is released from a competitive team
or the Club releases a recreational player. This form is available at no cost from the
Registrar.
2. Player wanting to sign with a new team must follow the Transfer procedure. To re---sign with
the team that they were de---carded from, a waiting period of 30 days applies.
PLAYER TRANSFER
Requirements for transferring players can be modified at any time by the leagues. As such, the
transfer requirements described below are accurate, to the best of our knowledge, at the time this
policy was issued. Updates will be published as appropriate but coaches should validate current
transfer requirements at the appropriate time with the Technical Programs Manager.
Player Transfer to the Oakville Soccer Club
1. The player must purchase a Player Transfer form from the player’s current Club Registrar
and have the Registrar complete the form.
2. The player must fill out the form as per instructions and have the OSC Club Registrar or
President sign the Transfer Form.
3. A new Player Book validation page must be completed. (Section 4.0) and the player must pay
OSC Club Registration Fee and Rep Fee.
Player Transfer from the Oakville Soccer Club
1. No person, club or team shall limit unreasonably the right of a player to transfer to the team
of his/her choice. If a transfer is denied, the player may appeal to PHSA.
2. The team receiving the player must obtain the Transfer Form.
3. Rep Coaches must include a note with the Transfer Form if the player has any outstanding or
potential fines due to Red and Yellow Cards.
4. The OSC Registrar or President must sign the fully completed transfer form.
International Transfers
1. The FIFA rule applies to all players, 12 years of age and older, who have registered in another
country.
2. An international transfer player will only be permitted to register to play in Ontario after an
International Transfer Certificate has been received by PHSA.
3. It is the responsibility of the team Coach/Manager to ensure that the National resident
status of the player they wish to register is checked and the relevant International Transfer
document is obtained and processed.
4. An International Transfer Application Form, available from the PHSA, can be requested
through the Club Registrar. FIFA and the country of origin process the form. There are
normally significant delays associated with international transfers that can take up to a year,
depending on the national associations involved.

DISCIPLINE AND CONTROL
Coaches’ Responsibilities
1. All Rep Coaches are responsible for the conduct of their team, individual players, parents,
friends of players or walk---on fans/supporters. REMEMBER that conduct control applies to
home and away games.
2. OSC Rep Players must at all times conduct themselves not only to the letter of the FIFA laws
but also the spirit of the Laws (See OSC Code of Conduct and Fair Play Code) as bound by the
district, club and town.
Game officials are instructed to approach the Head Coach when they feel
the fans are not conducting themselves properly. O S C h a s a d o p t e d a

L e g al Gu a rd ian s an d S p e c t a t o rs ( N o n - O S A re g i s t ra n t s ) . It is the
responsibility of the Head Coach to ask the fan(s) to behave in a proper
manner or exit the field. If the behaviour pattern does not improve the
game official may under the Friendly Fan Policy
• Issue a verbal warning
• Direct the offending party to leave the match
• Report the spectator to the OSC Discipline Committee for further
action
3. ADP and RDP coaches and clubs can be fined for inappropriate conduct of fans.
Make every effort to educate the parents of your team that the club will have
zero tolerance for abusive and unruly conduct (Also see Town of Oakville R---Zone
policy).
4. Players, Coaches and team officials are responsible for the payment of all fines
against them. If a player does not pay their fine(s), the team is responsible for
the payment.
5. Coaches can only coach from within the designated technical area and cannot
walk up and down the touchlines providing instruction.
6. Parents must be directed to the opposite side of the field from the players.
7. Only carded officials who are listed on the game sheet may sit in the player
bench area.
League, District and OSA Discipline
1. The Technical Director must be informed IMMEDIATELY of any pending discipline case(s)
against e it h e r the Coach or any team official.
2. When any OSC Rep Coach or any other registered member of your team is asked to appear
before any League, District or OSA discipline board or committee, they must have an OSC
Representative present.
3. The team must pay for all fines levied against any team member (officials and players). OSC
shall not be responsible for any fines. The leagues will fine the Club who in turn will adjust
the team account accordingly. OSC also reserves the right to add additional fines up to $250.00

above the league fine if the offending team official is deemed especially negligent or has
repeated discipline issues.
4. The team is responsible for payment of bonds, if the bond is forfeited due to any disciplinary
penalty or for any other reason.
5. If a player is suspended, the team is responsible for having player books stamped. This can
be done at the offices of either the Peel Halton Soccer Association or South Region Soccer
League.
6. Discipline dates are published by each league.
FIELD USE
1. Teams must abide by the Field Use and Scheduling Policy (see Club Policies in the
Publications section of the OSC website).
2. Teams cannot practice on fields prior to permits being obtained in the spring.
3. Any infraction of unauthorized use of fields will result in the immediate cancellation of the
offending coaches’ summer practice field permit.
4. OSC assigned fields for exhibition games must be reserved through the Oakville Soccer Club’s
Rep Field Scheduler via the Field Request Form.
5. A post-dated cheque for $200.00/key, ($100 per key/2 keys), dated October 15, is required prior
to distribution of field keys.
6. Each Rep team will be provided with one set of nets and four (4) corner flags. Coaches must
ensure that the field, goals and player benches are safe before starting to train or play.
Metal nails may not be used as pegs for the nets. Any field, goal, bench or even bleachers
needing repair should be reported immediately to the Club.
7. An additional post---dated cheque for $200.00 (flags/nets) dated October 15th is required prior
to distribution of equipment.
Booking a Field or School Gym Rental
Please email our Facilities Manager and Scheduling & Operations Coordinator all rentals. This ensures
that we are not double booking field space. Upon receipt of this email, the appropriate contact will
return your email within 48 hours. It should be noted that our Facilities Manager looks after River Oaks
& Pine Glen Indoor and our Scheduling & Operations Coordinator looks after all other grass/turf rentals
& school gym bookings. When emailing, please add your team name in the subject line (e.g.) “BU15C
North Park Rental”. For all invoices & account inquiries, please email our Finance Department.
Field Rental
A 10% deposit is required for any rental of Pine Glen Indoor or River Oaks.
Cancellation Policy
Any cancellation made 2 weeks prior to the date will get a full refund.
Any cancellation made between 2 weeks and 1 week of the rental day will receive a 50% refund for River
Oaks and Pine Glen Indoor. All other fields (grass or turf) & school gym bookings will get no refund.

Any cancellation made less than one week prior to the scheduled rental time will receive no refund.
• If the team or the club is able to rent the field to another OSC team for the same timeslot, the
full rental fee will be transferred to the replacement team.
Changes
Teams are permitted to change their field times at Pine Glen Indoor or River Oaks to any open time slot
on the same day or any day prior to the initial rental day at no cost.
Sorensen Community Room
Sorensen Room bookings can be made a maximum of 2 weeks in advance. No rentals will be permitted
beyond that timeframe unless it’s authorized by the OSC Senior Management team. There is no booking
fee for OSC member clubs. A booking fee will be applied for birthday parties and other social events not
directly related to OSC member clubs. Birthday party packages can be purchased through the OSC.
Inclement Weather
In the event of snow or lightning, teams that choose not to utilize their booked field time will not be
charged. Please ensure you email our Facilities Manager or Scheduling & Operations Coordinator no
later than the day of the rental stating that you will not be utilizing the field. Any emails received after
the date of rental will still be responsible for the charges.
Please note that the Oakville Soccer Club reserves the right to cancel a booking at any time & will act
in due diligence to inform teams as soon as possible.
TOURNAMENTS, NEW: FESTIVALS (U8-U12 LTPD) SHOWCASE EVENTS
Ontario Cup
1. A player shall be deemed registered for the competition if his/her registration form has been
properly registered by his/her District Association (in accordance with the O.S.A. Published
Rules) one calendar day before a game in which he/she plays in the competition.
2. A player shall not play for more than one team in any Ontario Cup competition.
3. OSC pays for entry fees to the Ontario Cup Tournament for A teams (U13-U17). OSC will also
reimburse referee fees for A teams. All U21 and Senior Teams are responsible for their own
entry fees, referee fees and applications into the Ontario Cup.
4. Teams must be sure that they can meet all responsibilities associated with entering the
Ontario Cup (i.e. travel may be required to places such as Thunder Bay, Sudbury, Windsor
and Ottawa).
5. Each team will be held accountable for any fines associated with the Ontario Cup, including
fines for not participating.
6. Once a team has been accepted into the Ontario Cup tournament, the team contact will
receive tournament documentation from the OSA. It is your responsibility to read the
documentation carefully. Maps, referee fees and procedures are all listed in this document.
7. OSC will make every attempt to host the Ontario Cup. It is the responsibility of the club, not
the individual teams, to apply to host the Ontario Cup

Tournament Participation
Teams who wish to participate in tournaments either in Ontario or outside the Province cannot
do so without prior written approval from the Technical Director. Participation in such
tournaments must have a clear benefit to the development of the team’s players and must be
in an LTPD compliant event. Recommended purposes for tournaments are for preseason
preparation, university showcases and as a team building event.
The teams are permitted a certain number of tournaments based on their age:
• NEW: U8-U12 teams can participate in a sanctioned U8-U12 Festival/League with NO
STANDINGS.
• U13-U14: 4tournaments within a minimum of six weeks in between each other.
• U15-U17: as necessary for showcasing purposes
If approval for participation is granted, the necessary travel permits and documentation must
be sought from the OSA. Please contact the Technical Programs Coordinator for more specific
information.
Any individual player interested in guest playing with an outside club requires permission from
their coach and the Technical Director. They must obtain a TRP form from the club.

NEW: SHOWCASE U15-U18
• The Technical Department will help identify Showcase Events that reflect the
standard of playing ability and league of each team.
• The OSC will run an annual Showcase series event for U15-U18 Oakville teams
only and the Technical department will determine the teams.
• Teams that are approved to attend Showcase events must prepare their team and
individual profile following the OSC template
TRAVEL AND EXHIBITION GAMES
1. For teams entering tournaments, or playing in exhibition games that are NOT within the Peel
Halton District (PHSA), a travel permit is required. These permits are now being processed
on-- line.
2. Prior to applying for a travel permit outside of Ontario, the Head Coach of the team planning
such participation must get a written permission from the Technical Director. (see Permission
for Out of Province Travel form)
3. If the team is traveling to a tournament, the team will bear the cost of accommodations for the
coach, Further expenses of the coach in relation to travel can be paid for by the team at its
discretion, but payment must be pre-approved by the Technical Director.
4. Teams are not permitted to remunerate any coach directly without the express written
permission of the Technical Director.
5. International travel and associated fund raising must have approval from the Manager of
Finance, the Technical Director and the Executive Director.

6. An application for a travel permit that conflicts with Ontario Cup and/or Elite Camps will
require specific exemption from the Technical Director.
7. NEW: Coaches of teams traveling need to supply parents and players with an OSC standard
travel copy of OSC’s code of conduct letter which needs to be signed by the participants
prior to the trip. The coach and/or manager will be responsible for keeping copies of such
sign letters during the trip.
TRAVEL GUIDELINES, ACCOUNTABILTY, STRUCTURE, AND PLAYER
RESPONSIBILITIES
On the field and off the field professional behavior will be expected and monitored at all times.
Teams will be traveling with a goal of success. A professional attitude, appearance and manners
are expected at all times and will be enforced.
• A travel dress code will be enforced by all teams when traveling. Players will be expected to
wear appropriate clothing in good condition. Inappropriate or suggestive clothing is not
acceptable. We consider our players to be high performance athletes representing OSC and
expect them to act accordingly.
• All players will be staying at the same hotel unless given special permission by the Head Coach.
• While staying at the hotel each player will be accompanied by a parent/guardian in a room.
NEW: (U8-U15)
• NEW: U16 + players will be 4 players in a room (Based on hotel rules and regulations).
Parents will also reside at the same team hotel accommodations but will be on a different
floor.
• Any players leaving hotel property at any time must have a parent chaperone and given
permission from the Head Coach.
• Any uses of hotel facilities (pool, fitness room, etc.) to be cleared by the Head Coach and will
always have an adult supervisor.
• All players are to remain on hotel property unless approved by the Head Coach and to abide by
all hotel and team travel rules as outlined by the Head Coach.
• All players are to be accompanied by at least one teammate at all times when moving around
the hotel property. No players are to walk around the hotel property unaccompanied even for

• Players are to understand that the primary reason for travel is to play soccer, be competitive
and develop their skills. Extracurricular activities will be at the discretion of the Head Coach and
will ensure that player performance is not compromised due to poor rest\sleep, inadequate
meals or over exertion at other non-soccer related activities.
• All players are expected to respect not only the opposition but also all the opposition’s facilities.
This includes cleaning up the bench area after all games and keeping the opposition facilities in
the state they were found. Disrespect of the opposition or their facilities will not be tolerated.

Use of illegal substances (drugs, alcohol, or tobacco) or possession of a substance will not be
tolerated and is cause for immediate dismissal.
Persistent irresponsible and disrespectful behavior to teammates, coaching\manager staff,
parents or others is cause for dismissal.
Destruction of property or violation of provincial or other law is cause for dismissal.
Failure to comply with any and all team rules (curfew, attendance, dress code, schedules) is
cause for disciplinary action.
Opposite gender in players rooms without adult supervision will not be tolerated.
Mandatory curfew and lights out will be set by the Head Coach and will be enforced. If curfew
rules are not followed then the Head Coach has the ability to bench that player.
Each player must submit their room number to the Head Coach and Team Manager for records.

If the Tournament or Exhibition Game is not listed on the OSA website as sanctioned you MUST
attach the authorization form or letter confirming the event is sanctioned by the appropriate Club,
District, Provincial/State and/or National authority(ies).
Fees: There is a $5.00 fee for all travel permits and exhibition games within North America. Travel
permits outside NORTH AMERICA are $125. There is a $5.00 application fee for OSC teams wishing to
host an exhibition game. Teams will not be given travel permits before the club receives payment.
Approval
All travel outside of the Province must be pre---approved by the Technical Director.
(See Permission for Out of Province Travel form in Rep Templates and Files).
Teams that attend a tournament or exhibition game out of our District without a travel permit may
be subject to fines and suspension. It is also very likely that the Club and teams will not be covered

by insurance. Any resulting liability will be the sole responsibility of the Rep team Head Coach.
Remember: ALL fines are passed on to the team.
Insurance
Teams must purchase additional insurance for out---of---Province or out---o f---country travel.
Proof of insurance must be given to the Club prior to the team being issued the approved travel
permit.
Timelines
In order to meet OSA required timelines, forms must be submitted to OSC as follows:
• Tournaments in Ontario – 16 days
• Out---o f---Province Travel – 20 days
• Travel outside of North America – 50 days
• Exhibition games in Ontario (Ontario teams) – 12 days
• Exhibition games to United States – 20 days
• Exhibition games in Ontario (N.A. teams) – 20 days
• Exhibition games in Ontario (Int’l teams) – 40 days
FINANCE POLICY
All teams registered with the OSC are considered a unit of the Club and are accountable to the OSC
for conduct to maintain good standing according to Club policies and procedures.
Purpose
To ensure all monies collected for team(s) are allocated, processed and banked properly – to ensure
team management flexibility & accountability for team financial viability.
Compliance
Applicable to all Team managers and Team Head coaches receiving and banking funds collected on
behalf of their players.
Teams must utilize the club budget operating system and procedures to update, maintain and
monitor funds collected and distributed.
U21 and Senior Team Bond Policy
All U21 and Senior teams must provide the club with a team cheque in the amount of $1650 by February
1st prior to being entered into their respective league. This amount covers the cost of the league and
bond. Once this cheque has been received, the OSC will enter the team in the league and pay all fees. If
the team does not participate in the Summer OWSL, OSL, or PHL Leagues OSC will keep the funds to
cover the charges it will be assessed by the league. If the team does participate, the team will be
reimbursed.

Fundraising
Written requests for any team or member to conduct fundraising at venues or event hosted by the
OSC must be delivered to the Director of Marketing and Sponsorships for approval on or before
April 12 each year. Events include: tournaments, photo days, Gala day, registration, etc. OSC makes
these opportunities available and accepts teams on a first-come, first-served basis.
Key Policies
• Employees of the OSC are not permitted to become team managers or have team signatory
responsibility.
• Team banking and accounts to be opened preferably at a BMO branch.
• Team officials and team members (parents) may request financial records of team finances
for their own auditing purposes.
• Each team may have no less than two signatures and the Head Coach, Assistant Coach and
those affiliated with the Coaching staff or any relative, CANNOT be a signatory to team
account.
• Teams are not permitted to accept cash payments. If parents wish to pay in cash, they must
come into the Club to submit payment and the Club will issue a receipt.
ADP/RDP REFUND POLICY
POLICY STATEMENT
1. This policy applies to registration fees paid directly to Oakville Soccer Club (OSC) either online or
in person.
2. The principle behind our refund policy is to allow a reasonable period of time following
registration for parents/players to withdraw, while still safeguarding the long-term financial
stability of the club.
3. OSC commits to program expenditures once registration numbers are determined. These
expenses are not recoverable to the club if/when a member withdraws.
4. All refund requests must be made in writing to the OSC office by the individual who paid the
fee(s) in person at the Pine Glen Soccer Centre. Please allow 4-6 weeks for refunds to be
processed.
5. An administrative fee will be charged on approved refunds. The amount of said fee will be set
annually by OSC.
6. The final amount of any refund will be at OSC’s discretion or in special or extenuating
circumstances at the discretion of the OSC Executive Director.
7. OSC shall not be responsible for any monies paid to a team, team coach or team official and OSC
shall not entertain requests for any such refunds.
8. OSC shall not be responsible for any monies raised and collected by teams through sponsorship
or fundraising efforts and shall not entertain requests for any such refunds.

REFUND POLICY
1. A paid registration fee shall be fully refunded in the event the OSC is unable to field a team or
provide a suitable program alternative. No administrative fee shall be withheld in this case.
2. A paid registration fee shall be partially refunded (pro-rated) if a player withdraws due to
medical reasons prior to October 31st during the indoor training or May 31st for the outdoor
season (must provide doctor’s note).
3. A paid registration fee shall be partially refunded (pro-rated) if a player’s family is transferred to
another city, province or country (proof of transfer required).
4. There will be no refund of registration fees once a player is registered and the season, including
two training sessions, indoor or outdoor has begun.
5. There will be no refund for a registration fee if a player is suspended or expelled from OSC under
the club’s discipline policy or code of conduct rules.
6. Subsequent to accepting a place in the ADP/RDP program through the registration and payment
process, there will be no refund at any point thereafter if a player or parent disagrees with the
player’s coach, team or tier placement.
7. There will be no refund if a player withdraws due to medical reasons after the deadlines set out
above with the exception of extenuating circumstances which must be presented to and
approved by the Executive Director.
Budgeting Procedures
1. Team budgets are created using the Financial Statement Template and are submitted to the
parents and OSC by May 15.
2. Each team will create and submit a budget of expected expenditures to parents before the
first team practice or during the pre-- season parents’ presentation.
3. Players are to be charged enough to cover: club fees, league fees if any, travel fees,
Tournament fees, extra uniforms if required, practice equipment, etc.
4. At the beginning of the season parents are to receive a clear outline of the team’s policy
regarding the spending of monies received from sponsors and fundraising activities.
5. Team budgets are to include: cost of operating team for the season.
6. After the players’ selection, each coach is responsible for appointing a team manager to
oversee the team finances and accountability for the good financial health of the team.
7. Team Managers are not to accept any cash payments. If parents wish to pay with cash,
payment must be submitted to the Club where an official receipt will be provided. The Club
will then remit this payment to the team.Al l teams m ust open their ban k account at a club
approved b anking institutio n.
• The Technic al Program Manager will provide a li st of approv ed insti tutio ns.
• If a team requires approval for in stitutions th at are not on the approved list, a
team can request exemption in writing providing reasons.
8. All team accounts are to be authorized through the OSC.7
9. All team funds withdrawals are to have two (2) authorized signatures. Coaches, Assistant
Coaches and those affiliated with the Coaching staff (i.e. spouses) cannot be a signatory for
their team.

10. Any monies obtained through sponsorship or fundraising activities must be used for the
purpose they were intended, and may not be refunded to the families at the end of the
season, if the player decides to leave the club or is released from the team.
11. Teams must provide a mid---season update of team finances to members of the team.
12. Any equipment purchased through team funds remains the property of the team.
13. No player should be denied the opportunity to play on a Competitive team due to financial
constraints. OSC offers a fee assistance program for all Oakville residents. Please contact the
Manager of Technical Programs for more information.
14. Teams may carry over no more than $250 from one season to the next (i.e. outdoor to
indoor). New players will be required to pay for their training and will not be funded by the
carryover funds.
15. Rep Coaches must submit a letter to the Finance Manager requesting funds to cover the
payment of game officials for league games and cup games. This can be done once schedules
are published. The Finance Manager will only make funds available for game officials when
the Rep Teams’ accounts are balanced with the Club.
SRSL Formula - # of home games x referee payment + ½ first league cup game
OYSL/OWSL Formula - # of total games x ½ of total referee payment PHDL - #
of total games x ½ of total referee payment
INSURANCE COVERAGE
1. OSC has acquired insurance for all registered players in the Club. Guest players practicing, or
trying out through the season, must be formally identified or registered with the Club’s
Registrar.
2. The OSA’s insurance coverage will commence on the day the completed registrations,
acceptable to the District Registrar (PHSA) are received in the District Office.
3. Registrations acceptable to the District Registrar means forms are properly completed and
contain all requested information. This includes full address information and home phone
number. Incorrect data will likely void insurance coverage.
4. The coverage will expire May 31 of the following year.
5. Coverage includes players listed for the Outdoor Season and Indoor training/practice
sessions for the next season.
6. Accident claim forms are available from the Oakville Soccer Club. The claimant must submit
all insurance claims directly to the OSA’s insurance company’s office.
7. Dental claims are NOT eligible if the player has not been wearing a mouth guard.
8. Do not de-- register a player who is filing a claim, since the coverage will then be void.
9. Teams MUST purchase additional insurance when playing Out-of-Province or Out-ofCountry.
CODE OF CONDUCT
OSC employs and enforces Codes of Conduct for its players, parents, coaches and referees that
must be followed and upheld by all.

OSC FAIR PLAY CODE FOR PLAYERS
1. I will participate because I want to, not just because my parents or coaches want me to.
2. I will play by the rules, and in the spirit of the game.
3. I will control my temper – fighting and “mouthing off” can spoil the activity for everybody
4. I will respect my opponents.
5. I will do my best to be a true team player.
6. I will remember that winning isn’t everything - that having fun, improving skills, making friends
and doing my best are also important.
7. I will acknowledge all good plays/ performances – those of my team and of my opponents.
8. I will remember that coaches and officials are there to help me. - I will accept their decisions and
show them respect.

CODE OF CONDUCT FOR PLAYERS – U15 TO ADULT
The OSC has a zero tolerance policy for the following actions:
1. Disrespect of teammates, opponents, staff, and spectators through the use of inappropriate
language or gesturing
2. Lewd behavior on and off the field
3. Physical altercations
4. Disregard for the rules and field etiquette on any of the fields used by OSC
5. Consumption of alcohol, tobacco, illegal substances, and public urination on any fields used by
OSC as per the by-laws of the Town of Oakville.
6. I will respect the officials. I will refrain from challenging a referee’s decision (“dissent”).
7. It is my responsibility to report to the OSC any incident of physical violence that I witness during
or after an OSC game.
Violation of this policy could result in disciplinary action by OSC, the Peel-Halton Soccer Association,
the Ontario Soccer Association, the Canadian Soccer Association, and Halton Regional Police.
PARENTS
All parents must abide by the Friendly Fan Policy – Fair Play Code of Conduct for Parents, Legal
guardians and Spectators (Non-OSA registrants)
1. I will not force my child to participate in sports;
2. I will remember that my child plays sport for his or her enjoyment, not for mine;
3. I will encourage my child to play by the rules and to resolve conflicts without resorting to
hostility or violence;
4. I will teach my child that doing one’s best is as important as winning, so that my child will never
feel defeated by the outcome of a game/event;
5. I will make my child feel like a winner every time by offering praise for competing fairly and
trying hard;

6. I will never ridicule or yell at my child for making a mistake or losing a competition;
7. I will remember that children learn best by example. I will applaud good plays/performances by
both my child’s team and their opponents;
8. I will remain outside the field of play and within the designated spectators’ area (where
provided);
9. I will respect the match officials’ decisions and never publicly question the officials’ judgment or
honesty;
10. I will respect and show appreciation for the volunteer coaches who give their time to provide
sport activities for my child;
11. I will not interfere at any time with the duties and responsibilities of the coach or manager,
including coaching from the sidelines during games or practices;
12. I will comply with the rules, policies and procedures of the team and OSC as they apply to me;
13. I will not act in any manner that is detrimental to the team or OSC;
14. I will support all efforts to remove verbal and physical abuse from children’s sporting activities;
and
15. I will never engage in, or tolerate, offensive, insulting, or abusive language or behavior toward
any official, coach, player or Spectator
The goal of the Fair Play Code of Conduct operating procedure is to promote a positive, safe and
supportive environment for all participants at OSC’s soccer activities. If a Spectator chooses not to
follow the Fair Play Code of Conduct, any, or all, of the following actions may be taken by OSC and the
Spectator may be:
• Issued with a verbal warning from OSC or league official;
• Obliged to leave the match venue by OSC or game official;
• Required to meet with OSC’s discipline board;
• Requested by OSC not to attend future games or practices; and
• Suspended or have OSC membership revoked.
I understand and will abide by the OSC Fair Play Code for Parents.
Fair Play Code for Coaches
1. I will be reasonable when scheduling games and practices remembering that young players have
other interests and obligations.
2. I will teach my players to play fairly and to respect the rules, officials and their opponents.
3. I will ensure that all players get equal instruction, support and playing time.
4. I will not ridicule or yell at my players for making mistakes or for performing poorly.
5. I will remember that children play to have fun and must be encouraged to have confidence in
themselves.
6. I will make sure that equipment and facilities are safe and match the players ‘ages and abilities.
7. I will remember that children need a coach they can respect. I will be generous with praise and

8. I will obtain proper training and continue to upgrade my coaching skills.

Footwork 1v1 is a specialized program that caters only to OSC Rep players between the ages
from U8 – up.
NEW: This exciting new Rep level Individual Development Program (IDP) is dedicated to
beating defenders. Every session will be dedicated to mastering the individuals relationship
with the ball and their ability to unbalance defenders using change of rhythm and direction,
clever cuts and deft feints.
NEW: In every game a player is challenged to break the opposition down on the dribble or to
get out of trouble using dribbling techniques. At the completion of this 12 week program
your son/daughter will be better equipped to handle these moments in the game. The key
topics of the program will be:
1. Ball Mastery – the ability to utilize all surfaces of the foot and develop footwork to
better manipulate the ball.
2. Feints and Fakes – 1v1 one moves to unbalance and break down defenders to get
behind them.
3. Cuts and Turns – The ability to change the point of attack or transition from playing
back to goal to playing forward.

Finishing School is a specialized program that caters to Only OSC rep players between the
ages of U8 –Up.
New: Many say that people are born to score goals. While there may be some truth in that, it
is also true that through training, repetition and coaching you can greatly improve your ability
to score. Finishing School is a program designed to help young players become comfortable
finding ways to put the ball in the back of the net. In this specialized clinic players will be
taught:
• proper ball striking technique with all surfaces
• scoring from distance
• scoring from 1v1 situations
• scoring in the penalty area
