The sporting and operational success of the tournament depends on participating teams and team members complying with both the letter and the spirit of the terms of participation. Participating teams are obliged to comply with the requirements and responsibilities as specified and should ensure that all necessary parties are familiar with the contents. Tournament Format The Rippa Rugby Tournament will be hosted by the PBRFU on Wednesday, 11 June (wet weather postponement date Wednesday, 18 June) and Wednesday, 18 June (Top 8 Playoffs with a wet weather postponement date to Friday, 20 June) 2014. The tournament format will involve teams being divided into four pools of five or six teams each, with each team playing each other team in their pool. This is dependent on team entries. 2. Registrations 2.1 All players MUST be registered as a 2014 NZRU Junior player on the official NZRU Junior Player registration form. This covers your school, coach and players under the NZRU Indemnity Insurance scheme and is a mandatory requirement by PBRFU and NZRU. All Coaching staff and Chaperones (one male, one female) involved in teams MUST attend a compulsory Small Blacks Coaching course. The Small Blacks course will be held Wednesday, 14 May from 5.30 – 7.30 pm at More FM Rugby Park. 2.2 3. Team Entries 3.1 Each participating team/School must submit a list of all 2014 NZRU registered Rippa players for the Rippa Tournament on the official PBRFU School Declaration Form. This must be submitted to the Union Office no later than 5pm on Wednesday, 14 May 2014. Any changes can only be made to the School Declaration Form, with the prior approval of the PBRFU and an updated copy MUST be submitted to the Union Office prior to the tournament day. Any changes to players, please refer to 2.1 (Registrations) of this Manual. All players MUST be registered as a 2014 NZRU Junior player, to be eligible to compete. Teams found playing ineligible players, may lose games by default. 3.2 3.3 4. Playing Area 4.1 The playing area will be approximately 60 metres in length and approximately 40 metres in width. The playing area will be clearly marked. The seven players on a team will be the only people entitled to be on the playing area during a game. Coaches, substitutes and spectators must not be on the playing area during a game. Only players, the referees and St John’s Ambulance representatives, in order to tend to an injured player, may enter the playing area. During the interval, team chaperones and replacements and/or substitutes may enter the playing area but they must leave it before play resumes and must not do anything to delay the punctual resumption of play. Each team is allowed to have two chaperones and three reserve players in the technical zone during matches. The three reserve players must be wearing their team uniforms and the two chaperones are only permitted inside this area. 4.2 4.3 4.4 4.5 5. Duration of Play for Pool Play Matches 5.1 5.2 5.3 Pool play matches will be only one half of 12 minutes straight (maximum). There will be no halftime. There will be no change of ends for pool play matches. 6. 6.1 Duration of Play for Quarters, Semis & Finals 6.2 6.3 6.4 6.5 6.6 A game is made up of two halves of seven minutes each. There will be a two minute interval between the two halves. After half time the teams will change ends. A half can only end at the next stoppage in play after seven minutes. A half cannot end on a penalty. If a penalty is signalled the team awarded the penalty shall be entitled to a free pass and the game will continue until the next stoppage in play. A rip is not a stoppage in play. 4 7. 7.1 7.2 7.3 7.4 7.5 Number of Players There will be ten players in each Rippa Rugby team. These shall be the players specified on the PBRFU School Declaration Form and MUST be registered prior to the Tournament day. Each team must contain five boys and five girls. Games will be played with seven players on the playing area at any one time. At least three girls must be on the playing area at all times. Except in the case of injury or a sending off, every player must play at least one half of each game. 8. 8.1 Substitutes Pool Play a. c. Three substitutions can be made during the pool play matches, when teams restart after a try being scored and not during the game. An injured player can be substituted but only once the injured player has left the playing area. Any substitution of an injured player must be approved by the referee, and an injured player who has been substituted cannot re-join the game. Players who are substituted may re-join the game when replacing an injured player. 8.2 Quarters, Semis & Finals a. b. Substitutes can only be made at half time except in the case of injury defined in 4.2. An injured player can be substituted but only once the injured player has left the playing area. Any substitution of an injured player must be approved by the referee, and an injured player who has been substituted cannot re-join the game. Players who are substituted at half time may re-join the game when replacing an injured player under Rule 4.2b. b. c. 9. 9.1 9.2 9.3 9.4 a. b. c. Points Pool play will consist of matches between teams in the same pool, playing a round robin format. No extra time or halftime will be played in pool matches. Competition points will be awarded for these matches on the following basis: Placing Points Placing Points Win Draw Loss 4 2 0 4 or more tries Loss by 1 try No Show 1 1 0 Following the completion of pool matches teams will be ranked within their pool based on the total number of competition points accumulated. The Top 2 teams from each pool will progress to quarter finals depending on where they are ranked at the completion of pool matches. If a team does not present itself to play a match or is unwilling or unable to continue a match, without the prior consent of the Tournament Manager, Referee and opposition Coach, then the team will be considered to have defaulted the match and subject to confirmation by the Tournament Manager, that team may be expelled from the tournament. If a team is expelled from the tournament, for whatever reason: That team shall be deemed to have been awarded no pool competition table points and to have scored no tries or points in the pool matches; and For the purposes of determining rankings in a pool, all match results against such team shall be deemed null and void. This means that all pool competition table points awarded in matches against the expelled team and tries and points scored or conceded in matches against such team will not be taken into account in determining standings in the pool competition table. If a team defaults a match, but is not expelled from the Tournament, the opposition team in that match will be awarded the win plus a 4-try bonus point (maximum points) and will be deemed to have scored 4 tries in the match. 5 10. Determining Competition Standings 10.1 Position in the pool competition table shall be determined by competition points as set out in point 9 above. If at the conclusion of the pool matches two or more teams are equal on competition points for any position in that pool, such ranking will be determined on the result of the match between the two equal teams. The team that won that match shall be deemed to have finished higher in the pool. If the match between the two teams equal on competition points at the end of the pool matches was a draw, or there are more than two teams on equal points and the process in 9.2 does not provide a result, then the following process shall be used to determine the rankings: The margin of tries scored for and against a team in all pool matches shall be considered. The team with the highest positive margin of tries shall be ranked higher in the pool. If the tie still remains unresolved then; The team that has scored the highest average number of tries in the pool matches shall be ranked higher in the pool. If the tie still remains unresolved then; The tie will be resolved by the team that scored the first try in the match between the two teams being ranked higher in the pool. If the tie still remains unresolved then; The tie will be resolved by the toss of a coin between two of the team chaperones concerned. 10.2 10.3 a. b. i. ii. 11. Quarter Finals, Semi-Finals & Finals Qualifiers The top two teams from each pool will qualify for the quarter finals, with the top ranked team from each pool playing a second ranked team from another pool. The winners of the quarter final matches will advance to the semi-finals. The winners of the semi-finals will advance to the final while the losers of the semi-finals will play each other in the minor final. 12. Quarter Finals, Semi-Finals & Finals Drawn Matches During the quarter-finals, semi-finals and final, in the event of a match being drawn at the end of normal time, extra time will be played until a winner is determined. Extra time will be in periods of four minutes. After each period the teams will change ends with a one minute interval. In extra time the team which scores first will immediately be declared the winner without further play. The team that first passed off will do so again in the first period of extra time, and subsequent pass-offs will alternate between the two sides. 13. Abandonment Apart from where a team defaults a match, in the event of a match having to be stopped after its commencement under the provisions of the Rippa Rugby Tournament Rules, then subject to confirmation by the Tournament Operations Manager, the following procedure shall apply: 13.1 Pool Matches a. Where a pool match has been abandoned either at half-time or at any time in the second half the result and any tries scored by each team in the match shall stand. Where a pool match has been abandoned during the first half the result shall be declared a draw. Where a pool match has been declared a draw then for that match, each team will be awarded two competition points (plus any four-try bonus point/s, where applicable) and any tries scored will count towards the total tries scored by each team in all of their pool/round robin matches. b. c. 13.2 Quarter Finals, Semi-Finals & Finals a. Where a match has been abandoned either at half time or at any time in the second half the result shall stand. If both teams are tied then the provision within clause 13.1a shall be used to ascertain a winner. 6 b. If a match has been abandoned during the first half the result shall be declared a draw and the provisions within clause 13.1a shall be used to ascertain the winner with points scored in all matches in the tournament taken into consideration. However, if one of the teams participated in a pool where a team was expelled, for whatever reason, then the matter will be referred to the Tournament Operations Manager who shall decide the most appropriate method for determining the winner of the tied match. 14. Match Officials 14.1 a. b. c. Referees The referee for each match will be appointed by the Poverty Bay Rugby Football Union. The referee will have a whistle. The referee will shout, "PASS!" when a rip has been made, and “TURNOVER!” after a sixth rip. The referee will blow the whistle to signal the start of the two halves or when play is to stop. The referee will signal to the team who is starting with a free pass by pointing with an outstretched arm towards that team. Tournament Operations Manager The Tournament Operations Manager will be responsible for matters related to the playing enclosure, the conduct of matches and the elements related to teams in the organisation of each match. d. e. 14.2 15. Official Functions & Ceremonies All team members and chaperones are expected to attend all official meetings and ceremonies where possible. 16. Trophies & Medals a. A trophy (Red / Gold Rugger Cups) shall be presented at the conclusion of the final to the winning team. The trophy shall remain the property of the winning team till 2015 at which time it must be returned to the PBRFU Office. Medals will be awarded to all members of the teams placed first, second and third in the tournament. b. 17. Toss The toss to decide who will pass off and to choose ends will take place before the match. The toss shall be conducted by the match referee with the captain of each team in attendance. 18. Team Kit a. d. Each participating team shall be responsible to organise their own school teams playing uniform, unless dispensation is given by the Tournament Operations Manager. Rippa Rugby belts and flags are to be supplied by each school. These belts and flags must be worn by players when participating in games and should not clash with the opposition. In the event of any clashes occurring, the PBRFU will have a limited supply for perusal. Mouth guards must be worn by players when participating in games. Individual members of teams will be responsible for supplying their own mouth guards. Players will play games in bare feet. 19. Colour Clashes b. c. For any match where there is a colour clash, the team wearing the alternate kit will be determined by the Tournament Operations Manager, and bibs should be arranged or tags provided for that team to wear. 20. 20.1 20.2 20.3 20.4 20.5 The Rippa Belt The belt is adjusted to fit the waist of the player and fastened so that two flags hang one from each side. Velcro attaches the flags so they are positioned one on each hip. Care needs to be taken to ensure that for safety the tail of the belt is tucked away. Each team is distinguished by the colour of the flags they wear. The belt must be worn outside the clothing, shirts tucked in and flags free so they can be ripped off. 7 20.6 If a player accidentally loses a flag when they have the ball, the game will be stopped to allow the player to replace the flag. Once the flag has been replaced the game will restart with a free pass by the player in possession. The stoppage will not count towards the rip count. 21. Attackers 21.1 21.2 The ball carrier cannot fend defenders off using their hands, or the ball. The ball carrier cannot guard or shield their flags in any way. 22. Defenders (Rippers) 22.1 22.2 There is no contact in Rippa Rugby. Defenders (Rippers) ripping the flag off the belt of the ball carrier stops the ball carrier’s progress. Defenders (Rippers) cannot physically touch the ball carrier. 23. Starting Play 23.1 23.2 One team starts each half of the game from the centre of the field with a free pass. When a try is scored, the non-scoring team starts at the centre of the field with a free pass. 24. Free Pass 24.1 To make a free pass, the player making the pass has the ball in two hands and passes to a member of their own team who is free to run. The Defenders (Rippers) must remain five metres back from the player making the free pass. They cannot start moving forward until the ball leaves the hands of the player making the free pass. A free pass is also used to restart play at any time that play has halted and needs to be restarted. If the ball travels out of the field of play, the game is restarted with a free pass to the side that was not the last side to touch it inside the field of play just inside the playing area, at the point where the ball travelled out of play. Free passes cannot take place less than five metres from the try line. A free pass is also awarded to the non-offending team when their opposition infringes the rules, such as a forward pass, an offside or for not returning the flag to the ripped player. 24.2 24.3 24.4 24.5 24.6 25. Rip 25.1 25.2 25.3 25.4 25.8 To complete a rip, one of the two flags from the ball carrier’s belt must be removed. The only person who can be ripped is the ball carrier. The Defender (Ripper) must stop, hold the flag above their head and shout "RIP!" The ball carrier must then pass the ball immediately (within three strides). He or she does not have to stop, return to the mark or roll the ball between their legs. Six rips in a row leads to a turnover in possession. After the ball carrier has passed the ball the Defender (Ripper) must hand the flag back to the player who then reattaches it to their belt before they re-join play. If either of these players doesn't adhere to this, they will be penalized and a free pass will be awarded to the non- offending team at the place of the infringement. If a player is ripped before the try line and doesn't pass before they get over the line, they restart play five metres out from the try line with a free pass. Restarting the rip count occurs when there is a turnover or when either team is penalised. 26. Knock On 26.1 When a player knocks the ball towards the opponents' try line and does not regain control of the ball before it touches the ground, another player or the referee, a free pass is awarded to the non-offending team unless an advantage can be played. 27. Offside 27.1 27.2 Offside only occurs at a rip. When a rip is made, all players from the Defender’s (Ripper's) team must get back until they are behind where the rip was made. Failure to do so results in a free pass to the team in possession and the rip count will restart at zero. 25.5 25.6 25.7 8 27.3 If a player is offside and they intercept, prevent or slow down a pass, they will be penalized and a free pass will be awarded to the non-offending team, unless an advantage can be played. 28. Passing the Ball 28.1 28.2 28.3 28.4 28.5 The ball can only be passed by the ball carrier in a backwards direction. Attackers must not pass the ball forward, towards the Defenders’ (Rippers’) try line. Attackers cannot hand the ball to another Attacker. A free pass will be awarded to the opposition if an Attacker passes the ball forward or hands the ball to another Attacker. If the ball is not caught to conclude a pass but is not knocked on, play can continue. 29. Kicking 29.1 There is no kicking of any kind in Rippa Rugby. 30. Advantage 30.1 30.2 30.4 Not stopping the game when an infringement happens is called 'advantage'. Referees should play 'advantage' to the non-offending team if there is any chance that they may be advantaged by there being no stoppage in play, for instance if the team gets the ball or retains the ball in circumstances that are more favourable than if a free pass was called . The referee should call 'advantage' followed by 'play on' if an advantage is deemed by the referee to occur. If no advantage occurs within a reasonable period play restarts with a free pass. 31. Going to Ground 31.1 31.2 Subject to 31.2, if the ball carrier intentionally goes to ground or a player dives on the ball, a free pass is awarded to the opposition. Players can dive for a try or dive on the ball for a try. 32. Injuries 30.3 There will be no replacement of injured players in the named team of ten (10) players confirmed and registered prior to the tournament day. If a player is injured such that he/she cannot continue in the tournament, then the team will play the remainder of the tournament with its remaining fit players, confirmed prior to the tournament day. If there is an injury, the referee may stop time for up to one (1) minute during games. 33. Fair Play 33.1 All players must play games in a positive spirit following the principles of good sportsmanship. In instances of verbal abuse, physical abuse, poor sportsmanship, intentional offending, persistent reoffending or any other offending deemed necessary, a referee may send a player from the playing area. If a player is sent from the playing area by the referee under 18.2 they must remain off for the remainder of that game. However, that player can be replaced by another player who has not been sent off. 33.2 33.3 34. a. b. c. d. e. Conduct Each participating team and its members agree and acknowledge that: They will participate in the tournament to the best of its and their ability; They shall comply with the provisions of the Rippa Rugby Tournament Rules; The representation of a positive image of the tournament is vital to the success of the tournament; The Tournament Manual is necessary to ensure such representation and it must therefore be strictly complied with and enforced; and The organisational rules for the tournament have been established to facilitate the staging of a well ordered and successful tournament, and compliance therewith and enforcement thereof is essential to ensure such success. 9 35. Transport The PBRFU is responsible for making all teams/schools aware of the ground transport arrangements for teams for parking allocation via a site map prior to arrival. 36. Food a. b. The PBRFU will endeavour to supply the following food at each teams own cost. If a school maybe interested to fundraise and provide food etc, please contact Dwayne Russell: Sausage sizzle (barbeque) Drinks and other refreshments 37. Medical Information 37.1 For the avoidance of any doubt, it is the sole responsibility of each participating school to ensure that all team members are medically and physically fit to attend and to participate in the tournament and in any match in the tournament. The Tournament Organisers will provide First Aid kit onsite or contact St John’s Ambulance staff on the day at the venue the tournament is held. Costs of medical attention at a match venue will be borne by the PBFRU (provided all participants are registered under the NZRU Indemnity Insurance Scheme (NZRU registration form). Any and all medical costs incurred away from the playing enclosures, including on a match day, will be borne by the participating school or individual. The cost of treatment for illness contracted or injury sustained (including and without limitation, any dental treatment) by a member of any team at any time during the Tournament term, shall be the responsibility of the participating school/individual. In addition to the costs described above the participating team shall be responsible for strappings, bandages, mouth guards and similar items 37.2 37.3 37.3 37.4 37.5 38. Insurance The participating schools, and/or individual members of its team, are responsible for making their own arrangements for, and bear the costs of, insurance against loss of the team kit and all personal baggage and effects (including money). The PBRFU accepts no responsibility for losses sustained during the tournament, or during travel to or from the tournament. 39. Other Matters 39.1 Should any participating team and/or any member of its team fail to comply with any of the terms of the Tournament Manual the Tournament Operations Manager may impose such sanctions upon the participating team and/or members of its team as he sees fit including, but not limited to, issuing a warning, suspending players, chaperones or the team for one or more matches, or expelling players, chaperones or the team from the tournament. The Tournament Operations Manager has full discretion to rule on any other matters and make a final determination on any issues referred to in the Tournament Manual or other issues not specifically mentioned in the Tournament Manual. 39.2 40. Final Interpretation 40.1 If there are any misinterpretations or disagreements with these rules, a final interpretation will be decided by the Tournament Operations Manager. The Tournament Organisers, Poverty Bay Rugby Football Union (PBRFU), reserve the right, either before or during the tournament, to make or vary rules and give directions as to the conduct of the tournament, or in respect of matters relating to the tournament. All such rules and directions when made and communicated, are immediately binding upon each participating team and each team member, and these rules and directions will be deemed to be included in the Tournament Manual. This Tournament Manual will act as the agreed documentation outlining the rules of the tournament and the accepted terms of participation.
