Each state analysis includes information in a standardized format: contact, legal limits, special permit limits,
general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone
numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers
are always advised to check with the state offices on current laws and procedures. This project could not have

Arizona uses the Federal bridge formula (see chart in Admin rules R17-6-411 Table 3, Illustration 3) to
determine axle weights for overweight vehicles. You will need to know the spacing between each axle, the
axle width, amount of tires per axle, and the width of tires.
PERMIT RESTRICTIONS
General - Permits are valid for four days, 96 hours. Travel is permitted ½ hour before sunrise and no later
than ½ hour after sunset. Operators of vehicles/loads no greater than 10' wide and 14' high are allowed
continuous travel day, night, week-ends and holidays.
Insurance — No certificate is required to be on file, but carriers must keep proof of insurance in the cab of
at least $750/500/10 for all ICC carriers.
To insure payment for damage to highways or appurtenances, a cash deposit or bond in a form approved by
the Department may be required of at least $1 million.
Night movement/week-end movement - Operators of vehicles/loads of no greater than 16’ wide, 16’
wide, 16’ high, 120’ long and 250,000 lbs may travel on specified routes from 3:00 AM to 12:00 noon on
weekends and nights. Applicant must request weekend travel by specifying “Request 3am to noon-weekend
movement.” On any application. R-17-6-405, R-17-6-409
Overdimensional loads 10' wide, 14' high, overweight, and overlength loads with less than 10' of rear
overhang may travel continuous hours seven days a week. Continuous-travel vehicles and loads may move
on Saturday, Sunday and holidays. Vehicles with the "sunrise to sunset" restriction travel can only move
Monday through Friday; no weekend travel is allowed.
Divisible load permits are not available.
Holiday - Per Admin Rule, R-17-4-412: New Year's Day, Memorial Day, Independence Day, Labor Day,
Thanksgiving Day and Christmas Day. If the above holiday falls on a Monday, the movement must stop
before noon the Friday proceeding the national holiday.

spacings; tractor information; origin and destination; effective dates; routes to be traveled.

Foreign-based interstate carriers entering the Arizona are required to provide evidence of a valid

Arizona registration or International Registration Plan (IRP) credential and fuel tax license, for lawful
travel to a destination within or through the state.
Carriers not possessing the proper credentials must purchase the appropriate permits required for
travel in this state. These permits, listed below, expire after 96 hours or upon exiting the state,
whichever occurs first.
Registration Permit – Issued to a commercial vehicle or vehicle combination that has a gross vehicle
weight (GVW) of 6,000 lbs or greater. The permit fee is based on number of vehicle axles and miles
traveled in the state.

Motor Carrier Permit – Issued to a commercial vehicle or vehicle combination that has a GVW of
12,000 lbs or greater, is subject to Arizona registration and has been issued a valid registration permit.
The permit fee is based on travel within the state.
0-50 miles – $12
Over 50 miles – $48
Use Fuel Permit – Issued to a use fuel (diesel) powered motor vehicle that is a road tractor, truck
tractor, truck or passenger carrying vehicle with GVW greater than 26,000 lbs having more than two
axles. The permit fee is based on travel within the state.

Envelope Permits
Envelope Permits are issued for a non-specific and non-reducible vehicle or cargo load that does not
exceed 250,000 lbs in gross weight, 14 ft in width, 16 ft in height, 120 ft in overall length and has at
least four axles, unless otherwise approved by ECD. All Envelope permitees must have an Arizona
business address. All vehicles must be currently registered for 80,000 lbs.

Registration or Use Fuel Permits
Instead of buying single trip permits each time entering Arizona, nonresident motor carriers may
purchase registration and/or use fuel permits to lawfully enter and travel in this state on multiple trips
over a specific time period.
30, 60 or 90 Day Registration Permit – Issued to a commercial vehicle or vehicle combination with a
gross vehicle weight (GVW) of 6,000 lbs or greater. The fee is based on the declared GVW and the
length of the permit period requested.
Vehicle or vehicle combination must be currently registered in another state, jurisdiction or country
Weight of the vehicle and load may not exceed the declared GVW on the registration or permit, while
operating in Arizona
30-60-90 day permit may be verified against the registration, any time you enter an Arizona port of
entry or by law enforcement

Oversize/Overweight Permits
The Class A Oversize/Overweight permits are issued for vehicle and load combinations that are within
specific size and weight limits. The load must be non-reducible. The Class A permit is issued for a
single trip or thirty days.
Class A permits are issued only for travel on state routes.
Permits for use of other than state routes are procured from the proper local authority. See Routing
Contacts. For City of Phoenix, see Phoenix Police Department - Oversize/Overweight Load Permits.
The following eligibility criteria must be met before issuing a Class A permit:

Specifically described load
Width of vehicle and/or load is 14 ft or less
Height of vehicle and/or load is 16 ft or less
Length of vehicle and/or load is 120 ft or less
Combined weight of vehicle and/or vehicle combination is 250,000 lbs or less
If load projects from side of vehicle and load is 12 in or more deep, the projection must not exceed 3 ft
on either side
If load projects from side of vehicle and load is less than 12 in deep, the projection must not exceed 2
ft on either side
Permit may not be used to routinely transport legal loads on over width trailers
Vehicle must be currently registered for 80,000 lbs

FEES
Single Trip Permits: Single-trip permits are issued for 96 hours, or four days, or upon exit from the state
(whichever comes first). A registration permit is $1 per axle per 50 miles traveled. Motor carrier fees are
$48 per trip for over 50 miles, and $12 per trip of 50 miles or fewer. The fee for use fuel is $65 per trip for
over 50 miles traveled, and $16 per trip for 50 miles or fewer. A Class A overdimensional permit is $15, and
a Class A overweight permit is $75.

ESCORTS AND SIGNS
Labeling — All overwidth loads 9' or more in width must display oversize load signs. The sign must have a
yellow background with black letters (6" high, 1" brush stroke), and be at least 1' x 6'. Overwidth loads
must be flagged with red or florescent orange colored, 12" square flags displayed on all four corners and all
extremities, and all overhangs must be flagged or lighted.
Escort Vehicles and Personnel — All loads with front overhang of 20' require a front escort, and with a
rear 20' overhang, a rear escort.
Escort requirements are considered on a case-by-case basis for combinations over 14' width, 120' length,
and 16' height, and may vary depending upon the load to be hauled. In its rules and regulations, Arizona
lists a number of state routes that require front and rear escorts, generally over 12' in width. (Obtain this
information from the state, known as Table 4 R-17-6-412 of the rules and regulations.)
Department of Public Safety (DPS) Escorts – The following rate changes for the escort services of DPS
are effective November 1, 2012.
The Arizona Department of Public Safety will be changing their rates for oversize load escorts. The new rate
for personnel will change to $61.40 per hour/per officer. The vehicle reimbursement rate for oversized load
escorts will remain the same. The current rate for this is $0.445 per mile/per vehicle.
Beginning Dec. 7, 2009, as required by Arizona DPS, payment for officers performing oversize-overweight
vehicle escorts must be made electronically.
Certification – See R17-6-305 B (2-3) and A.R.S. Section 28-1110. Effective September 21, 2006 escorts
must secure a qualified Pilot Car Operator Certificate (www.arizonatrucking.com) to provide escort services
in Arizona. Arizona recognizes certifications issued by Colorado, Florida, Kansas, New York, North Carolina,
Oklahoma, and Utah.

Fines are calculated from the vehicle’s legal weight. Operators may be permitted, at the officer’s discretion,
to shift load to avoid an over-axle citation, but can be cited for both over-axle and over-gross violations.
RESTRICTED TRAVEL
Hours of Operation – Daylight hours, ½ hour before sunrise to ½ hour after sunset.
Phoenix Area — Interstate 17, 10, 51, 143, 153, 202 and State Route 60 within various city limits of the
greater Phoenix area restricted during rush hours (7:00–9:00 am; 4:00–6:00 pm). R-17-6-101
No overheight vehicles or loads will be authorized to use the Interstate 17 main line through Phoenix
between Buckeye Avenue and 19th Avenue.
Each city may have other restrictions depending on load size.
Tucson Area - Interstate 10, 19, 77 and 86 within various city limits of the greater Tucson area restricted
during rush hours (7:00 - 9:00 a.m., 4:00 - 6:00 p.m.) R-17-6-101

Ports of entry monitor all commercial traffic entering Arizona for registration, taxes, size and weight

PERMIT ORDERING
Permits can be purchased by one of these methods:
Online (using an EZ Pay account)
National permit service
Mail (using the address on the application form)
In person at these port and commercial permit locations (using the application forms)
Permit applications may not be accepted over the phone. You must purchase them at a Port of Entry,
through a permit service, or in person at the Commercial Permits office.
Applications for classes A, B, B-Type R, or D through H can apply by direct electronic data entry or by
written application form faxed, mailed, or delivered to the Arizona Central Commercial Permits office.
Application for an envelope permit may be applied for by written application form faxed, mailed, or delivered

to Arizona Central Commercial Permits office. Application for a class C permit may be mailed or faxed to
ADOT-ITD Maintenance Permits Services. Electronic and fax submission will require the customer to have

amended and will go into effect on September 7, 2013.
