WELCOME
Welcome to the BISFed World Open Póvoa 2014. We are looking forward to welcoming 18
Nations and their 110 competitors to Póvoa de Varzim.
The World Open Póvoa 2014 Host Committee will use electronic means of information
whenever possible and, if necessary, with paper back-up.
Therefore, please check
regularly the Championships’ website at bocciaworldopen.com for updates.
Upon arrival, Team Managers and Officials should ask for their Accreditation Cards at the
Information Desk.
ACCOMMODATION
Delegations have been accommodated in 2 of the finest Hotels at Póvoa de Varzim: Hotel
Axis Vermar and Grande Hotel da Póvoa.
The Entry Fees include all accommodation expenses and all meals, from dinner on the 18th
June until breakfast on the 23rd June, 2014 (excluding delegations that have requested
extra days to the HOC).
Regardless of their return flights’ schedule, delegations must check-out of the Hotels until
12h00 (noon).

TRANSPORTATION
At arrival and departure, the HOC will ensure transportation for all delegations and
officials from Porto International Airport to the Hotels and from the Hotels to the Airport.
No transport will be provided between the Hotels and the Venue as all the hotels are at a
walking distance from the Council Sports Hall of Póvoa de Varzim.
MEALS
Meals will be held on the following scheme:

Packed Lunches will be distributed on the Competition Venue at 12h00;

Breakfasts and Dinners will be provided at each delegation’s hotel. Breakfasts will
be available since 6h30.

For the officials, breakfasts will be provided at the Hotel, since 7h15 and Dinners
will occur at the restaurant “o Pátio” (next to Hotel Costa Verde – Rua Dr. Artur
Aires).

A Farewell Dinner will be offered by the City Council of Póvoa de Varzim on
Saturday, 21st June, at 19h30, at Rocha Peixoto College, located at 500m from the
Venue.
VENUE
The official venue for the competition will be the Council Sports Hall of Póvoa de Varzim.
A second venue - Dr. Flávio Gonçalves School’s Sports Hall - will be used for warm-up,
training and equipment storage. This venue is located in front of the main venue
(Opposite side of the road).

GENERAL OUTLINE OF THE COMPETITION
All Events of the Boccia World Open Póvoa 2014 will run in accordance with the BISFed
International Boccia Rules. In case of doubt or disagreement in the interpretation of the
rules, the English version shall prevail. The current BISFed Boccia Rules can be found on the
BISFed website.
Any case not included in this document shall be solved in accordance with the Technical
Delegate for the competition, Ms. Sandra King.
It is the responsibility of each National Organization participating in the event to ensure that
all competitors and technical personnel are familiarised with BISFed Boccia Rules.

CLASSIFICATION
Only new athletes (N) will be classified, and must bring to classification, prior to the
championships, their Passport (or Identification Card) and Classification Identity cards.
In addition, the athletes must sign the BISFed Consent for Classification Form that can be
printed from www.bisfed.com Classification Rules section, page 39 and witness their
signature with the Team Managers signature. Please ensure that the athletes understand
the document, provide translation if necessary and bring the form to classification.
Athletes must bring a list of all medications and any pertinent health information written in
English with them. They must also bring the Certificate of Diagnosis completed by their
medical doctor. It can be printed from www.bisfed.com Classification Rules section, page 38
and was sent by the HOC prior to the competition by e-mail.
The athlete must come to classification with Boccia equipment used in competition and be
dressed in sports clothing. If they are not properly attired they will not be classified.

SPORTS EQUIPMENT & SPORTS EQUIPMENT CHECK
Athletes may use their own Sports Equipment. Sports Equipment include:

Balls – Balls will be measured and passed or failed for this competition using the
existing system. In addition, some or all balls may be tested an experimental new
system; the results of this will not affect eligibility for use at this event.


Prior to the competition commencing, all Sports Equipment will be checked and certified by
selected referees supervised by the Head Referee.
The Equipment Check will be done in Main Venue (3), on the 18th and 19th of June, according
to the schedule approved. Equipment that does not meet the criteria will not be certified
and will be returned to the athlete.
At any time, except during a match, the referee may confirm the eligibility of any piece of
equipment. Any equipment that fails eligibility during competition shall be confiscated for
the remainder of the competition; details of this offence will be published at the Front Desk.

THE COMPETITION
The countries eligible to compete at the Boccia World Open Póvoa 2014 are those who have
paid all entry fees in full, submitted all required registration information and are current full
members of BISFed.
A full list of participating athletes will be provided to Team Managers at the end of the Team
Managers Technical Meeting, to be held on the 19th of June, at 11h30.
ENTRANTS
Competitors must be 15 years of age or older by the first day of the year 2014.
DIVISION OF PLAY
Individual BC1, BC2, BC3, BC4 and Pairs BC3, Pairs BC4 and BC1/BC2 Teams.
ENTRIES PER EVENT
The maximum number of athletes per country in any individual event (BC1, BC2, BC3, BC4) is
three (3).

COMPETITION SCHEDULE AND TEAM MANAGER MEETINGS
A paper set of the final competition schedule will be made available after the Official Draw, at
the Team Managers Technical Meeting, on the 19th of June, at 11h30, and will be distributed
for collection by Team Managers or designated people.
Countries are allowed two representatives at this meeting, one of whom must be the Team
Manager.
COMPETITOR NUMBERS (BIBS)
Upon confirmation of classification, each athlete shall be given two (2) pieces of competitor
number, to be used as follows:
- One of the pieces must be worn at all times during the hours of competition. The
competitor number must be affixed on the front of the shirt or the trouser leg;
- The second competitor number is a reserve copy. Exception for class BC3: in this particular
case, the assistant will have a third competitor number to be affixed on his/her back.

If an athlete forgets, loses or chooses not to wear their competitor number, they will not be
permitted to enter the warm-up area, the Call Room or the field of play.
A side that is not present for the start of the match forfeits the match (ref. 10.4.8). Exceptions
may be considered by the Head Referee and/or the Technical Delegate.
COMPETITION FORMAT
According to rules of BISFed, competitions are to be organized on a two-part basis: a
preliminary stage of pool rounds, followed by Finals Stage of Single Elimination Round where
Sides progress or are eliminated (knock-out).
CHOICE OF POOL NUMBER AND POOL SIZE
The elimination ratio of 40% to 70% is observed. In view of the time constraints, the
maximum number of pools (based on the criterion 3 sides in each pool whenever possible)
would be chosen.
Choice of number of pools and KO entry are listed in the following table with reference to the
number of entries for each division of play.

SEEDING
Boccia uses the Advantage Seeding method when placing sides into the pools, giving the
higher seeded sides the advantage over lower seeded sides. The purpose of seeding is to
enable sides that have ranking positions achieve their relative seeded position at the
conclusion of the competition. For example the top two seeds should be able to meet in the
final match, the sides seeded 5 to 8 should be able to reach the quarter finals etc.
The seeding is calculated by taking all the sides who have an international BISFed ranking and
who are competing in the competition and placing them into consecutive seeding positions
relative to their respective ranking. The table below gives an example of this.

The first seeded side is placed in position one in Pool A, the second seeded side is placed in
position one in Pool B and so on until there is one side in every pool (unless there are more
pools than seeded sides). The next seeded side is then placed in position two in the last pool,
the next seeded side is then placed in position two in the preceding pool and so on. This
arrangement is also called "snake arrangement" as shown by following table:

Sides not on the world rankings lists will be placed in pools randomly through the Official
Competition Draw at the Team Managers Technical Meetings of a particular event.
Up to two sides in each pool may be from the same country. Exception is the case where is
only three sides in a pool, which should allow only one athlete from the same country. If a
third athlete (or a second athlete in the case three athletes in one pool) from the same
country is seeded or drawn in the same Pool, this athlete shall be placed in the next
available pool. The next seeded or draw will then be placed in the previous pool.
However, in some special situation, as in the above table for example, if 5th, 6th and 15th
are from the same country, the 15th should swap with the previous available pool (14th).
Similarly, if that third (or second) athlete is the last seed, he or she would swap with the one
in previous pool as possible.
DETERMINING THE FINAL POSITION OF SIDES WITHIN A POOL
The following criteria should be used to determine the position of sides in a pool once all the
matches have been completed. If any sides are in an equal position after one criterion has
been applied then the next criteria should be used until the sides have been separated into
positions.
1st - Matches won (the number of matches won by each side, in descending order).
2nd - Point difference (the total number of points scored, minus the total number of points
conceded, in descending order).
3rd - Point for (the total number of points scored in descending order).
4th - Tie-break end (the winner of an additional tie-break end).
The Team Managers will be informed of match start time for the tie-break end.

PROGRESSION FROM POOL ROUNDS TO ELIMINATION ROUNDS
Apart from the 1 or 2 direct advancers, there would be point-qualifiers from some of the
pools progressing into elimination rounds, as elaborated above.
The following criteria are applied to determine the point-qualifiers. If any sides are in an
equal position after one criterion has been applied then the next criteria should be used until
the sides have been separated into positions.
1st - Average point difference (the total number of points scored, minus the total number of
points conceded, divided by the number of matches played, in descending order; points
obtained in tie-breaks will not be counted).
2nd - Average point for (the total number of points scored, divided by the number of matches
played, in descending order; points obtained in tie-breaks will not be counted).
3rd - Tie-break end (the winner of the extra end). The Team Managers will be informed of
match start time.
The winning Sides of Elimination matches progress to the next Elimination round, and losing
Sides are eliminated from the competition. Those Sides that lose at the semi-final stage shall
play for the Bronze Medal.
FINAL POSITIONING CRITERIA 1 (FOR SIDES LOST IN ONE OF THE ELIMINATION ROUNDS)
The following criteria should be used to determine the final positions of sides which lost in
one of the Elimination Rounds.
Only the result of the respective finals match should be used when applying the criteria. For
example, if the criteria are being used to determine the positions of the losing quarter
finalists, only the results of the quarter finals should be used when applying the criteria. Any
previous Elimination Round results and Pool results should be ignored. If any sides are in an
equal position after Criterion One has been applied then the Criterion Two should be used,
and if there is a tie, then Criterion Three should be used. If there is still a tie, then the sides
should be ranked equally.

If it is the ¼ final, then criterion 1 and 2 should be applied to the 1/8
final, or results of pool in case the sides only played one elimination
round (follow the “Final Positioning Criteria 2” in the next section).
FINAL POSITIONING CRITERIA 2 (FOR SIDES NOT PROGRESSED BEYOND POOLS)
The following criteria should be used to determine the final positions of sides which failed to
progress to the Elimination Rounds. If any sides are in an equal position after one criterion
has been applied then the second criterion should be used. If there is still a tie after Criterion
Four is applied, then the sides should be ranked equally.

TRAINING ON THE COMPETITION COURTS
The teams must be at the entrance of the competition area at least 5 minutes before the
scheduled time.
Five minutes before the finish time, teams must stop training and prepare all the equipment
to get out at the scheduled time.
Access to the entrance of training area will be allowed only to accredited staff or athletes
who are scheduled for training.
During training sessions please keep exclusively to the court(s) that are allocated to your
nation and make sure that you don't disturb athletes training on other courts.
Access to the entrance of Sports Equipment Storage will be allowed only to accredited staff
or athletes who are scheduled for training and for picking or leaving sports equipment.
WARM-UP AREA PROCEDURES
From the 19th June (13h00) on, warming up area is exclusive for the competitors that are
going to play next.
Players may be accompanied into the Warm-up area by a maximum number of people as
follows:

If it is necessary, one translator and one physiotherapist/masseuse per Country may enter in
the warm-up area. They can’t help or assist with coaching.

CALL ROOM PROCEDURES
Prior to entering the Warm-up Area and Call Room, Athletes, Coaches and Sport Assistants
must ensure that they have their Accreditation Tag with them.
Athletes’ competitor
numbers should be clearly visible, in the abovementioned terms. Failure to do so will result in
refused entry to the Call Room (Rule 20.2).
A Side must be registered between forty five (45) and twenty (20) minutes before the
scheduled start time of any Team/Pairs match. A Side must be registered between thirty (30)
and fifteen (15) minutes before the scheduled start time of any Individual match.
Registration is done at the Call Room Desk.
A Coach may only register an individual athlete if that athlete is at the entrance to the Call
Room area. All Sides must be in the Call Room area and waiting in the designated Court area
for their match (Rule 20.4).
The Official Clock is the Venue digital clock. Any Side who fails to register, or be registered,
within the above time limit will automatically be disqualified. If the Side fails to be present
within the above time limit, it will forfeit the match (Rule 10.4.8).
The examination of all the Sports Equipment and the coin spin will be conducted in the Call
Room. One set of Competition Balls will be available per court. The players are able to
examine the Boccia Balls prior to the spinning of the coin.
Once registered and inside the Call Room, athletes, coaches and sports assistants must not
leave the Call Room. Should they do so, they will not gain re-admittance and will take no
further part in the match, potentially forfeiting the match.
The number of people, as indicated below, may accompany sides into the Call Room.
Translators are not subject to this restriction. However, they may only enter the call room if
asked to do so by the Referee. (Rule 20.8).

Chairs will be provided for Translators, outside of the Call Room and in a specific place on the
FOP.
BOCCIA BALLS
The Organizing Committee will have Competition Balls available for both training and
competition.
Athletes personal sets of Boccia Balls will be checked as Sports Equipment in the manner set
out above.
Immediately outside the entrance to the Call Room, there will be an electronic set of
weighing scales and measuring template for Sides to check the eligibility of their balls before
entry.
During competition, random ball checks will take place in the Call Room, prior to each round
of matches with one or two courts being selected for inspection. Balls that fail the criteria
will be confiscated until the end of competition (as above).
The player will be allowed to replace the ball/s with competition ball/s at this time. After the
match, these competition balls shall be returned to the Referee.

PROTEST PROCEDURES
Protest procedures will be as documented in the BISFed International Boccia Rules 2013.
Protest Forms will be available from and returned to the Sports Information Desk. The
decision of all Protests shall be available at this desk.
IMPORTANT LOCATIONS
ACCESS TO RESTRICTED AREAS
Access to restricted areas shall be limited to authorised personnel only and in accordance
with the BISFed International Boccia Rules. Authorised personnel shall only be granted access
if they are wearing their appropriate Accreditation Card in a visible place. Full details of
restricted areas shall be explained at the 1st Technical Meeting.
INFORMATION DESK
The Information Desk is available to everyone, in order to provide any information or solve
any problem regarding the event or its logistic. Nevertheless, questions and information
regarding each delegation will only be provided to the Team Manager or designated person.
The sports information desk will be located at the venue.

The doping control tests will be conducted by the Portuguese Authority, the ADoPPortuguese anti-doping Agency, which is a WADA member.
BISFed Therapeutic Use Exemption (TUE) forms are also located on the BISFed website.
