Northeast Officiating is dedicated to serving all levels of the
sport of ice hockey in Rhode Island and the Southern New
England region through continued training and
development of officials.
In cooperation with our partner leagues, teams and
associations, NEO is committed to: elevating the standards
of officiating in the region through supervision, mentoring
and accountability; recruiting, training and development of
new officials; presenting the highest standards of ethics; and
to further the interests of ice hockey and ice hockey
officiating in the region.
BACKGROUND SCREENING
Rhode Island’s USA Hockey affiliate has mandated that all
coaches and on-ice officials submit to a background
screening. Any official that would like to officiate USA
Hockey games in Rhode Island must have this completed.
This will be done via a system RI Hockey uses and officials
will be made aware of how they can complete this.

GAME FEE PAYMENTS
Game fee payments for most games assigned by Northeast
Officiating will be paid to you via check mailed to the
address you have listed on HorizonWebRef.com directly
from the home team, association or league.
SNEHC will be paying game fees at the end of each month
via check mailed from each association that you officiated a
home game for.
All SNEHC payments to officials should arrive no later than
the 6th day of the next month from which the owed fees were
earned.
If you haven’t received a payment from a SNEHC
organization by the 8th day of the next month, please submit
a game fee payment issue on www.neofficiating.com.
YOUR ONLINE PROFILE
You are required to have a recent, unobstructed photo of
yourself on your HorizonWebRef.com profile.
This will help your assignor get to know you, and it is
important for your partner, who may not know you, to
recognize you when you enter the locker room.
League and team personnel also have access to
HorizonWebRef.com and it helps everyone to put a face to a
name.
Even if you think everyone knows who you are, you are still
required to have a profile picture, no exceptions.
YOUR AVAILABILITY
You must keep your availability up-to-date at all
times. HorizonWebRef.com sets your availability as
unavailable by default, you must login and manually make
yourself available.
We typically assign at least 30-60 days in advance, if your
availability is not open that far out, you may not get
assigned many games.
If you know you are going to be unavailable, please update
your availability on HorizonWebRef.com as soon as possible.
ASSIGNMENT TURN BACKS
If you must turn back a game assignment, you must go
through the proper procedures as outlined below.
Day of Game Emergency:
•
Try your best to find a suitable replacement (ONLY FOR DAY OF GAME
EMERGENCIES)
•
Call the assignor and let them know you can’t make your assignment
o
•
If you found a replacement, let them know who it is
If you can not reach the assignor or a staff member, you must find a
suitable replacement!
Any Other Turn Back:
•
You must use the turn back feature on HorizonWebRef.com
•
Do not call or email the assignor unless you can not access
HorizonWebRef.com
ASSIGNMENT TURN BACKS
Once you accept a game assignment, it is expected that you
will not take any assignments from any other leagues or
assignors that may conflict with the time and date of your
original assignment with the exception of an assignment to a
game at the Junior, College or Professional level.
If the other league or assignor is in a pinch and really needs
you, have them call David Berube to coordinate.
Do not give your assignments to another official! We
need to know what official is doing what game at all times.
Giving your game assignments to other officials may result in
your suspension or removal from Northeast Officiating
GAME TIME ARRIVAL
Officials are to be in the building at least 30 minutes prior to
the scheduled game time. Being tardy to game assignments
is unacceptable.
If you are going to be a few minutes late to a game, call your
partner and let them know. If you have not heard or seen
from your partner, and it is 5 minutes before the scheduled
start time, you must call David Berube or your supervisor.
You should never miss an assignment. If something happens
immediately prior to game time that prevents you from
making your assignment, you must call David Berube as
soon as possible.
Missing assignments may result in your suspension or
removal from Northeast Officiating
GAME REPORTS
All officials must sign the official score sheet at the end of
every game. Print your name, do not sign or scribble it.
While officiating a game, should one of the following occur:

A Game Misconduct (Players & Coaches)
•
A Game Disqualification
•
A Match Penalty
•
An Extraordinary Incident
You must: retain a copy of the official score sheet, note the
incident in the Notes, Comments or Other section of the
score sheet, and email a description of the incident to David
Berube ([email protected]) immediately following the
game. For USA Hockey games, use the online Incident
Report feature, it will also send a copy to NEO.
This is very important, do not overlook completing it.
UNIFORM & APPEARANCE
All officials are required by USA Hockey to wear a visor on
their helmet starting with the 2013 – 2014 season
Every official must be wearing the following items when
officiating a game:

All black helmet
o
No team logos
o
No non-league or unauthorized stickers or decorations
A clear visor
o
This is now mandated by USA Hockey starting with the 2013-2014
season
o
There is NO grandfather rule, every single on-ice official must wear
a visor that is attached to their helmet at all times
o
No tint or coloring
UNIFORM & APPEARANCE
•
A properly fitting hockey referee jersey
o
No NHL style
o
No mesh under arms
o
The only crests or patches that should be on your jersey are the
patch for the league you are currently officiating, and nothing else

If it’s a USA Hockey game, wear the CURRENT USA Hockey
patch
•

Make sure your collar is neat and your jersey is zipped-up
o
Make sure your jersey fits you properly, take it to a tailor if needed
Black hockey referee pants
o
These are all black and specific to the sport of ice hockey
o
Make sure your pants fit you properly. Almost all referee pants
needs to be tailored and do not fit properly out of the box

A metal ice hockey official’s whistle
Your appearance on the ice is crucial to your success as an
ice hockey referee.

INDEPENDENT CONTRACTOR
Each member of Northeast Officiating shall be considered
an independent contractor and is the sole person
responsible for their tax and insurance liability.
Each member shall sign or accept the terms of an agreement
stating his or her status as an independent contractor.
You are considered a member by accepting a game
assignment from Northeast Officiating.
There is no warranty or guarantee of game assignments.
Northeast Officiating, its directors, staff and partners may at
any time, and without reason, no longer require your
services.
All officials are considered at will independent contractors.
