Officials’ Manual
CODE OF ETHICS
EACH OFFICIAL SHALL:
1.
Maintain the best physical condition possible.
2.
Have a thorough knowledge of the rules and officiating mechanics.
3.
Use the accepted standardized signals.
4.
Strive for consistency and control throughout the match.
5.
Strive to carry out the assignment in accordance with accepted techniques.
6.
Always wear the official uniform.
7.
Accept matches only by official contract.
8.
Report to the match site in sufficient time to handle all of the pre-meet duties.
9.
Leave the match site immediately after the match.
10.
Avoid any controversy concerning other officials.
OBLIGATIONS OF COMPETING SCHOOLS
1.
Provide a proper dressing area away from the competing schools.
2.
Assume responsibility for crowd control.
3.
Provide qualified timers and scorers.
4.
Assume responsibility for the sportsmanlike conduct of the coaches and wrestlers.
5.
Cooperate with the officials’ association in matters of contracts, use of
members, payment of fees, etc.

Guidelines for Mat Skill Improvement Opportunities
The CWOA executive committee any of the ten (10) administrative areas in Colorado to
provide mat skill improvement activities in addition to the required rule clinics and work sessions.
Members attending a mat skills session will be given credit for the required Nov/Dec work
session.
Members should be reminded that any proposed activities must be presented annually to the
CWOA executive committee for review and approval prior to the activity being presented. The
following is a list of the criteria requested by the executive committee to be reviewed:

CWOA Area I Directors will sponsor an Officials Clinic for new, second and third year officials.
The Area I Directors will share their years of experience. This clinic will be helpful in jump
starting your officiating career. You will learn firsthand the tips, hints, and activity knowledge
that requires years if you choose the do-it-yourself method. While this special session is not a
required meeting, we strongly encourage you to attend. If you choose not to join us, the coaches
will teach you the lessons over a longer period of time. A warning though - their instruction and
lessons won’t be nearly as official friendly. The lessons are learned much easier from your
fellow officials! Call an Area I Director for additional information.

Mentoring and officiating takes place at the Colorado School of Mines Halloween Tournament

For years we have assisted the Colorado School of Mines with their annual fund raising event. It is a
fun event that affords CWOA Members mat time prior to the beginning of the new wrestling season.
We will have supervised teaching and mentoring for new officials throughout the day. Wrestling will
start at 10:00 AM on 10 mats in their field house. Training will be available for members who wish
to avail themselves of the input. All participants will leave with a feeling of being better prepared for
the upcoming season. You will also have the opportunity to buy your equipment needs for the
2012/2013 season. If there are questions please call any of the coordinators listed above. Please

PRE-SEASON OFFICIATING CLINIC
ALL OFFICIALS (both NEW and EXPERIENCED)
This annual clinic serves as the kick-off to the up-coming wrestling season.
The clinic is organized and led by selected officials from the western slope of Colorado. Clinic
sessions will include a slate of sessions focused towards all officials. The clinic will provide
sessions specific to the newer officials including topics such as scoring criteria, mat movement,
and officiating mechanics. The clinic will also provide opportunities for more experienced
officials to meet together to review those more difficult subjective decisions, “tough calls”
situations. The final schedule will be posted on the CWOA website (http://cwoa.us). Questions

National Wrestling Hall of Fame Colorado Chapter Youth Tournament
will be held at Broomfield High School.
Coordinators are Tom Stone, Rich Fell, Rocky Boyd and Jerry Moore
CWOA MEMBERS ARE ENCOURGAGED TO ATTEND AND PARTICIPATE, FIRST, SECOND
YEAR OFFICIALS WILL HAVE AN OPPORTUNITY TO RECEIVE PERSONAL MENTORING.
This event is the NWHOF Colorado Chapter’s Annual Fund Raiser, proceeds are used to
honor wrestlers, coaches, and officials, who have had a significant impact on Colorado
wrestling over many years. Those selected will be inducted into the NWHOF Colorado
Chapter at their annual induction banquet in May of 2014. At the banquet the Colorado
Chapter also recognizes numerous individuals with various state awards. At the banquet last
May, Jon Thompson was inducted for his “Lifetime Service to Wrestling”, this honor was
based on his career as a wrestler, coach and an official! There were 400 attendees at the event,
it was held at the Crowne Plaza in Colorado Springs. A great time was had by all!! Additional
information on this event will be distributed as it becomes available. Please mark your
calendars for December 1st. 2013!!!

Greenwood Memorial Youth Tournament
This youth tournament provides a great opportunity for new officials to gain mat experience
and mentoring from veteran officials. It is also a great chance for veteran officials to prepare
for the upcoming season. The tournament will be held at Poudre High School in Fort Collins.
Officials should meet at Poudre at 8:30 am for a pre-tournament meeting

(*) Student Members are novice officials who are between the age of 16-24 AND who are in high school or enrolled
full-time in a four (4) or two (2) year college or vocational school. Student status is granted to high school students for
the years they remain in high school. College students can qualify for student referee status during the time they are full
time college students. High School student members can only officiate youth events. College student members can
officiate youth or junior varsity events only! They are obligated to meet all regional clinics and work session
requirements.
(**) The CWOA charges a late fee of twenty dollars ($20) for any member registered in the previous season and fails to
renew his/her membership by the June 1, deadline annually. A late fee will not be charged to individuals who were not
members during the 2009-2010 season, inactive members or student status members.
Active Certified officials desiring to have their names listed in the original publication of the directory need to submit
dues payment before June 1. Those joining or renewing memberships after June 1 will have their names printed in a
supplemental list, which will be published during late November.
Coaches and other interested school officials can become Associate Members of C.W.O.A. upon payment of an annual
fee of thirty ($30) dollars. Associate members may attend the regional clinics and will receive a copy of the directory.
However, CHSAA registration and other services provided by the Association will not be extended to them.
Transferring Officials: Officials from other state associations are welcome to join CWOA. Transferring officials must
submit the following to the Executive Secretary before membership in the CWOA will be granted: 1) Payment of dues
for the current season; 2) completed membership application form; 3) Statement of standing/status from former state
association; 4) Copy of most recent rules test score and membership card; 5) One (1) letter of recommendation from the
most recent assigner or administrator addressing level of experience and skills of the involved referee.
Active officials not paying dues by June 1 will pay a late charge of $20.00
DUES FOR THE 2013-2014 school year should be sent directly to: WILBERT BOYD, 3945 LANDINGS DRIVE,
UNIT E5, FORT COLLINS, CO 80525. Please do not pay your dues in cash. Please make all checks and money
orders payable to the Colorado Wrestling Officials Association. A thirty ($30) dollar fee will be charged for
returned checks.
Dues will be accepted on the basis indicated above until June 1. The annual dues are set by the Executive Committee and
are subject to change without prior notice. Those active members who for some reason fail to receive notice of when to
pay their dues must send their dues to the Executive Secretary prior to June 1, of each year. The association will make
every effort to mail a notice to each active member near April 1st annually.
*Your social security number is very important. It is your membership number for the CHSAA. Please include it
on all registration forms.

background check document online with MasterCard or Visa. The cost is $6.85. The background check document must be
sent via email to Monica Tillman in the CHSAA office at [email protected] to complete your registration for the 20132014 year. If you have no arrest record(s) you will incur no additional expense and the background check document(s) are
good for three years.
If the background check document indicates that you have an arrest(s) record you must provide the CHSAA office with a
Colorado Courts document that states the disposition of the arrest(s). The Colorado Courts website is
www.cocourts.state.co.us. The cost to search the Colorado Courts website is no more than $7 and you can search all
Colorado Counties with one search. The total cost to you if you have an arrest record is less than $14 and includes the
CBI background check document.
Please note that you are protected by the Fair Credit Reporting Act and should not be denied a job, in this case officiating,
solely because you committed a crime. If the court documents show that you have been convicted of a felony or
misdemeanor, a panel of representatives from the constituents of the Colorado High School Activities Association will
determine your registration using the following criteria as recommended by the Fair Credit Reporting Act: 1. The nature
and gravity of the offense; 2. The time that has passed since the conviction or completion of the criminal sentence; 3. The
nature of the offense as it may or may not pertain to officiating Colorado High School Activities Association
interscholastic contests.
Should you be denied registration, which will be made to you in writing, you may appeal the decision to an appeals
committee, formed by the CHSAA office.
Deadline: November 1, 2013
TESTS
Before a membership in the Colorado Wrestling Officials Association is extended to a prospective wrestling official,
he/she must take and pass a test on NFHS wrestling rules. The passing score is a minimum of 75%. Each year the test
will be given in a manner specified by the CWOA Executive Board. Regional Directors will communicate the process and
instructions for completing the test at their Regional rules clinics.

BY DECEMBER 1ST OF EACH YEAR.

PROCEDURES FOR COLORADO WRESTLING OFFICIALS ASSOCIATION
PROCEDURE I – MEMBERSHIP, DUES, MATERIALS & REGISTRATION CARDS
Section 1
Membership and Dues
A. Membership dues payments should be sent directly to Wilbert Boyd (Rocky), 3945 Landings Dr., Fort
Collins, CO 80525. Please do not pay your dues in cash. Please make all checks or money orders payable to
the Colorado Wrestling Officials Association or C.W.O.A. A thirty dollar ($30) fee will be assessed for
each returned check. Active officials not paying dues by June 1st will be assessed a late charge of twenty
dollars ($20).
B. Dues will be accepted on the basis indicated above until June 1st. The annual dues are set by the Executive
Committee and subject to change without any prior notice. Those active members who for some reason fail
to receive notice of when to pay their dues must send their renewal dues to the Executive Secretary prior to
June 1 of each year. The Association will make every effort to remind each active member in good standing
near April 1st annually.
Please note: Only one request for dues payment will be mailed.
C. Certified officials desiring to have their names listed in the original publication of the annual directory need
to submit dues payment before June 1st. Those joining or renewing memberships after June 1st will have
their names printed in a supplemental list which will be published and distributed during late November.
Section 2
Materials and Registration Cards
A. Materials from the C.W.O.A. and National Federation will be emailed with the exception of the Rule and
Case Books as soon as they are delivered to the C.W.O.A. office during the month of September or early
October. C.W.O.A. materials include the following:

Rule Book,

Interpretations,
4.
Association Regulations, and
5.
Points of Emphasis.
B. Registration cards will be distributed during October by the CHSAA office. Please carry this card with you
when you report to the various match sites. This identification verifies your status as a current wrestling
official who has met all the required standards.
PROCEDURE II – UNIFORMS, FEE SCHEDULES AND TOURNAMENTS
Section 1
Official Uniform Requirement

The recognized uniform adopted by the Colorado Wrestling Officials Association and approved by
the CHSAA is as follows:

Any member of the C.W.O.A. who officiate high school wrestling matches in any other uniform
than that described above shall be subjected to disciplinary action by the Executive Committee and
CHSAA.
NOTE: The C.W.O.A. will sell breast emblems for $3 and flip disks for $6 each. The emblem will not have a
yearly date on it. Therefore, it is a lifetime patch. Officials are to wear this patch on the right chest area of his /
her official’s shirt. This emblem cost is in addition to your annual dues. Novice officials will receive their first
emblem without charge once the provisions of the mentor program have been satisfied. Please send monies and
your request to the CWOA office at 3945 Landings Drive, #E5, Fort Collins, CO 80525.
SPECIAL NOTE: Honoring the Deceased: It is recognized that from time to time the wrestling
community throughout Colorado loses important personalities who have contributed much to the sport
of wrestling. To properly display honor and respect for these individuals, the CWOA provides the
following guidelines for officials to follow.
1. Referees can wear black sweat bands—one on each wrist during the remainder of the current
season; OR
2. Referees may exhibit the black “Lance Armstrong” type of wristlet on one wrist while working
matches during the current season.
3. Nothing is authorized to be displayed which becomes permanently attached to the officials
uniform such as sewn patches, Velcro, etc.

Tournament Fees: During regular season play, leagues and schools have the option to establish tournament fees with
officials groups unless specified elsewhere in the above fee schedule. Those fees must be stated on contracts sent to
officials prior to the tournament.
MEAL ALLOWANCE (in excess of 75 miles one way)

MILEAGE $. 40 cents per mile: exception see note 1 below.
Note 1: The Jefferson County (except Conifer, Elizabeth, Evergreen and Summit), Denver, Continental, Skyline
(except Fort Lupton), Frontier (except Lake County and Middle Park), Metropolitan and Centennial
leagues will not pay mileage between league cities, but will pay a mileage travel stipend of $2 to each
official between league cities. Colorado Springs schools will pay mileage travel stipend of $2 to officials
selected from the Colorado Springs Officials Association.
INDIVIDUAL MILEAGE BUFFER: No mileage will be paid to an official whose town of residence is 20 miles or
closer to the host school. Full mileage (including the first 20 miles) will be paid to officials traveling over 20 miles.
GUIDELINES FOR "NO-SHOWS": If the fee structure makes an allowance for a reduced crew (i.e. a 3-official
system and a 2-official system) the fee structure stipends shall be the actual fee.
In all other sports, when one official is a "no-show", the other officials working the contest shall split 50% of the extra
check. (Not to exceed 50% of standard fee).
"No-show" policies do not apply to the situation when a reduced crew is assigned due to the availability of officials.
Officials Associations must have on file with CHSAA a copy of their constitutions, rules, and by-laws that outline their
disciplinary procedures for dealing with no-shows as well as other CHSAA expectations. Schools should contact the
CHSAA office and identify the officials so that the local officials associations can take action. Leagues and schools are
encouraged to develop procedures for use in these situations as well.
GOOD FAITH -- When a school in good faith contacts an official of a postponement or overbooking, no fee shall be
paid to any official. That same official shall have the opportunity to work the cancelled contest. When an effort to contact
an official has not been made, 50% of the standard fee, plus any travel allowance due will be paid to an official who
shows up to officiate the contest. Once a game or match is started, the official is entitled to the entire game or match
fee.
PRIORITIES -- When a site or date change occurs, the officials originally assigned should be the first given the chance to
work the rescheduled game.
Section 3
Regional and State Tournament Officials
A. Regional Tournaments: CWOA forwards to CHSAA the list of post-season eligible officials.
This list includes those officials that have met the requirements on the Post-Season Application
Form. Regional officials’ voting begins in early January. Only coaches and regional tournament
directors have the opportunity to vote for regional officials. Voting closes mid-January. The
results of the voting are sorted in rank order of officials by individual region. This rank order is
based solely on the amount of votes an official receives for an individual region. A regional draw
is held in late January with four to five CHSAA-delegated people to administer this draw. The
draw consists of four to five rounds until each region has drawn its allotted officials. As each
region has its turn to draw an official, the next available official is drawn based on the amount of
votes received. The order of regions is randomly picked prior to the draw beginning. The first
round proceeds in numerical order from 1 to 16. The next round is from 16 to 1. The third round is
from 9 to 16, then 1 to 8. The fourth round is 8 to 1, then 16 to 9. At this point, the officials have
been selected. If a region has no officials on its list, then an official is selected from the overall list
of officials based on total votes, regardless of region. Once the officials are selected, CHSAA
selects the head official for that region. CHSAA then mails out confirmation postcards to all
selected officials and requires that officials reply to regional directors with confirmation. Officials
desiring to be considered for a regional tournament must submit a Post Season Application.
B. State Tournament: CWOA forwards to CHSAA the list of post-season eligible officials.
CHSAA then sends out ballots to vote for up to 20 officials for the state tournament. This ballot is
sent to a variety of sources (CWOA Executive Committee, CWOA Area Directors, CHSAA
Wrestling Committee members) to help the State Wrestling Committee determine who to invite.
Included are the regional votes from the coaches. CHSAA sends these invitations will be sent at
the end of January. Officials desiring to be considered for the State Tournament must submit a Post
Season Application.
PROCEDURE III – CONTRACTS, ASSIGNMENTS, CANCELLATION / POSTPONEMENTS AND NO
SHOW POLICY
Section 1
Contracts and Assignments
A registered official may not contract for meets or tournaments in advance of October 1st,
annually. Practice dual meets or practice tournaments do not come under this by-law. Any persons
accepting contracts before this specified date will be suspended from the C.W.O.A. for a period to be
determined by the Executive Committee.
Section 2
Cancellations or Postponements
Officials who are not notified of a cancellation or postponement of a scheduled match prior to the time
of their leaving home will receive one-half (1/2) of the regular match fee, plus the regular travel
expense. Officials who are notified in advance of postponements can expect no remuneration, but
should be given the first opportunity to officiate the re-scheduled match.
Section 3
No Show Policy
The C.W.O.A. discourages its members from taking contracts and failing to complete those
commitments. Any violator reported in writing to the C.W.O.A. Executive Secretary can expect to be
contacted and requested to submit a letter of explanation for each violation. An Area Director and the
Executive Secretary will conduct internal investigations. The Executive Committee of the C.W.O.A.
will determine the status of the violator. The Executive Committee, as deemed appropriate, will assess
penalties for each infraction.
Post Season Wrestling Officials Selection Process
Regionals

Dealing with Fans
This memo provides guidelines for handling unruly spectator behavior. There have been situations
where the officials have made a bad situation worse by engaging in conversation with these unruly spectators.
Officials assigned to officiate a contest are responsible for the conduct of the contest. Controlling
crowds and crowd reactions are not within the officials’ province. That responsibility falls to game
administrators. If spectators begin to interfere with the conduct of a contest; cause an official to become
distracted through continual and unrelenting verbal abuse; or berate players, coaches, or officials in an
unacceptable or vulgar manner, officials should stop the action, report the spectator(s) to the home school
administration or the nearest uniformed security officer and ask that they be restrained or removed from the
facility. If the home school administration or uniformed security is unwilling or unable to comply and the
official does not believe the contest can be safely continued, the official must declare the contest ended at that
point. If no game administrator is present, as is often the case at sub-varsity contests, officials may have to call
on coaches or other school personnel to remove an unruly spectator.
Officials should never engage directly with spectators. Under no circumstance should an official ever
confront, challenge, rebuke, or threaten a spectator, or make gestures of any kind toward a spectator before,
during, or after a contest.
Officials should respond to threats and vulgarity from spectators by using the same good judgment
they utilize when ruling on a key play. Locate the game administrator, uniformed security personnel, coach, or
other school personnel and request that the unruly spectator be removed. Addressing the spectator directly is a
no-win situation and often serves to make a bad situation worse.
In summary, officials should not deal directly with spectators, but may ask game management to deal
with disruptive spectators. The game may be temporarily halted until the situation is resolved, but terminating
a game because of problems with spectators must be an absolute last resort. Following the ejection of a
spectator, please file an incident report with CHSAA.
