This manual has been prepared to provide information for the IHSAA State Dance and Cheer Championships. Although
intended as a guideline to establish uniformity, it specifically addresses state tournament rules and regulations.

It is important that all schools be represented at the pre-tournament coaches meeting. Important information
regarding tournament logistics and possible schedule changes will be discussed.

STATE TOURNAMENT GENERAL RULES & PROCEDURES

The state dance championships consist of five divisions: military, kick, prop, hip hop and dance. The state cheer
championships consist of four divisions: show cheer (all girl or coed), sideline, pom and stunt group (all girl or coed).
NFHS and IHSAA Spirit rules will be followed at the state tournament.
Official IHSAA score sheets will be used.
Routine judges for both dance and cheer shall attend training prior to the start of competition.
Technical judges shall be certified. A minimum of two technical judges will be used for dance. A minimum of three
technical judges will be used for cheer.
Trophies will be awarded by classification in each division of competition. Number of trophies awarded will be based on
the number of teams competing in that division/classification.
Overall State Champions (by classification) will be determined using the following procedure:
Dance – combined ordinal score from a team’s top three divisions
Cheer – combined total score (after penalties) from a team’s show cheer, sideline and either pom or stunt group
Score sheets will be available for coaches to pick up immediately following the competition.
IHSAA State Tournament Sportsmanship rules will be in effect (see page 5).

QUALIFICATION PROCEDURES
Classifications: Teams shall qualify in their assigned IHSAA classification. Note: For the purpose of awards,
district competitions may combine classifications and and/or invite out-of-district schools. However, state
qualifiers must be determined from in-district schools only.
Regular Qualification: Place in the top half, of the total number of routines by in-district schools of their
classification. Exception: 1n districts with just one team in a classification, that school may enter routines
without qualifying at the tournament unless otherwise required by the district board of control.
Alternates: Districts may submit one alternate in each qualifying division. Alternates will be entered in
state only if a team out of that division in their own district is unable to attend.
*(New) Hardship Qualification: After state qualifiers are determined, the team with the next highest score in
each qualifying division may request a hardship from their district tournament director. Each application
will be reviewed by the district tournament director and if approved, sent to the IHSAA. The IHSAA will
notify the district tournament director of a decision within three school days. The decision of the review
committee is final.
Grounds for Hardship:
1. Scoring/tabulation errors at the district tournament.
2. Obvious scoring irregularities at the district tournament.
Hardship requests must be:
1. Written, thoroughly explaining the reason for the request.
2. Include documentation that supports the routine’s “state-worthiness”. Documentation includes scores
& place of finish in previous competitions of the current year. Do not submit event score sheets.
3. Signed by the school principal and superintendent.
District tournament directors shall email/fax the hardship to the IHSAA office no later than one week after the
district qualifier. Late or incomplete materials will not be accepted.
REGISTERING STATE QUALIFIERS
1. Coaches must register qualifying entries online within one week of their qualifying tournament. Registration link can be
found on the Spirit page of the IHSAA website (www.idhsaa.org). Pictures and rosters are also due at that time.
2. Submit a UDI Sweatshirt Order Form no later than one week prior to State. The United Dairymen of Idaho is supplying a
free state sweatshirt to all participants. In order to receive the sweatshirts, each school must submit the order form with
names and sizes of all performing members of the team. Coaches and non-performing alternates are NOT eligible for a
sweatshirt.
Ordering procedure:
a. Go to the IHSAA website (idhsaa.org), Click on ‘Spirit” (left side of the page)
b. Click on “UDI Sweatshirts Order Form” (located below “State Tournament Info”)
c. Fill out order form completely. Email to McU Sports as instructed.
Sweatshirts will be available for pick up at the McU booth at the tournament

ORDER OF PERFORMANCE
The order of performance is determined by tournament personnel. Every effort will be made to rotate teams within divisions to
ensure teams do not always have to perform early in their divisions. The order of performance must also take into account
number teams in each division, costume changes, warm up times, and adequate time between performances.
Preliminary order of performance will be posted on the Spirit page of the IHSAA website one week prior to State. This is a
tentative schedule and is subject to change. Final schedules will be available upon arrival at the tournament.
T-SHIRTS / SOUVENIR MERCHANDISE
Souvenir t-shirts, sweatshirts, hats and other miscellaneous items will be sold onsite by McU Sports.
CROWD CONTROL/SPORTSMANSHIP
The practice of good sportsmanship by all participants, coaches, and fans is imperative. The IHSAA expects close supervision
of students and adult fans, and asks for the continued support and cooperation of administrators in enforcing all state
tournament sportsmanship rules.
The following sportsmanship rules are in effect at all IHSAA state championship events:
1. Face Painting Full and/or half face painting is not permitted. Partial face painting is permitted such as small markings on
the cheeks, nose, or forehead.
2. Posters/Banners/Signs All signs must show only positive support for one’s own team. Those that direct negative
comments towards opponents or are unsportsmanlike or vulgar are not permitted.
3. Artificial Noisemakers Artificial noisemakers are prohibited. Artificial noisemakers are items such as (but not limited to)
megaphones, air horns, bells, whistles, and clickers. Exception: Cheerleaders (only) may use megaphones at football
games.
4. Balloons Balloons are not permitted at any IHSAA state play off or championship event.
5. Attire Bare chests are not permitted. Shirts must be worn.
6. Inappropriate Behaviors The following behaviors are not permitted:
a. Throwing objects onto the playing area before, during, or after a contest.
b. Entering the playing area before, during, or after a contest.
c. Verbal harassment or derogatory remarks directed toward an opponent or official.
