of the IPC, welcome to the city of Swansea for Europe’s biggest para-athletics event of 2014. Since London 2012, the size and scale of competitions has increased, as shown last year with the IPC Athletics World Championships in Lyon, France. The event featured 1,100 athletes from nearly 100 countries, drew superb crowds and record amounts of media coverage for an IPC Championship. The momentum of London 2012 was clearly sustained and built upon. Swansea 2014 will continue to build on this success and many of the athletes who lit up London and entertained in Lyon will take part in this event which is crucial on the journey to the Rio 2016 Paralympic Games. Around 600 athletes from 40 countries are set to take part, and I am confident that those who watch these Games in person or on TV will be inspired and excited by what they see. Prior to Swansea 2014, this season has also built upon the success of the very first IPC Athletics Grand Prix held in 2013. This year we are focusing in even more on improving the standards of those competitions, expanding into new countries and promoting the series to sponsors and the media. The 2014 European Championships are an incredibly important stop in the same calendar, and I hope that you leave Swansea having enjoyed the competition and are satisfied that your athletes have been given the best possible opportunities to reach their incredible potential. Further information about the Closing Ceremony will be given to the teams at the Technical Meeting. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 13 2 2.1 Travel to Swansea Official Airports and Arrival Information Cardiff Airport (CWL) Cardiff Wales Airport will be the designated airport used for the Championship. It is situated 64km (40 miles) from Swansea University International Sports Village which is a 60 minute coach journey. Cardiff International Airport opened in 1942 and is Wales’ main airport serving the majority of the country’s population, with some 15 airlines serving around 50 direct destinations worldwide with over 400 additional global connections available via Paris and Amsterdam. Since 2005, airport owners have invested over £7m in a major development programme that has improved the experience for inbound passengers and provided increased capacity in the passenger terminal. Swansea High Street Train Station Swansea Train Station is a busy mainline station connecting the city with Cardiff (60mins), Bristol (90mins) and London (180mins). The station serves over 2.2m passengers per annum providing a critical service for the local community and visitors. The station was recently subject to a £7.5m refurbishment, improving the experience of passengers by providing a modernised facility and augmented range of services. Arrival in Swansea should normally be before your competition period to allow sufficient preparations, from the 14 August 2014. 2.2 Other ports of entry and transport Information Bristol International Airport (BRS) Bristol International Airport is located just over the Welsh border in South West England. The airport is located 136km (85 miles) from the host city which is a 105 minute journey by road. The airport services approximately 6 million passengers per year and provides a gateway to a large range of European destinations. Bristol Airport is not designated as an official Port of Entry. However, if delegates decide to arrive at this location, the LOC will be able to provide transfers, for individuals and equipment, to the accommodation, at a supplementary cost to be borne by the athletes/teams. Teams choosing to arrive at Bristol will incur a subsidy of £20.00 (€24.00) per person payable to the LOC in advance of arrival for transport to and from the Championship venue. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 14 2.3 Entry Visas Visa requirements are as follows; Category 1 - List of Countries whose Citizens DO NOT NEED A VISA to enter GREAT BRITAIN Europe AND, AUT, BEL, BUL, CRO, CYP, CZE, DEN, EST, ESP, FIN, FRA, GER, GIB, GRE, HUN, ISL, IRL, ISR, ITA, LAT, LIE, LTU, LUX, MLT, MON, NED, NOR, POL, POR, ROU, SMR, SVK, SLO, SWE, SUI Category 2 - List of Countries whose Citizens DO NEED A VISA and have GREAT BRITAIN REPRESENTATION Europe ALB, ARM, AZE, BLR, BIH, GEO, MKD, MDA, MNE, RUS, SRB, TUR, UKR If you need a visa; 1. Visas must be obtained from a British diplomatic post (British Embassy, British Consulate, British Mission or a VAC: Visa Application Centre): the list of the Visa Offices is available at https://www.gov.uk/find-a-visa-application-centre 2. Members of the delegation travelling to Swansea 2014 can ask for a “Sports Visitor Visa” (VAT 17 - Sports Visitor Visa). 3. A fee must be paid for all visa applications. For a VAT17 Visa, this fee is currently £80 which can also be paid in local currency (this fee will increase if an express visa or longer duration visa is requested). In principle, the fees are non-refundable. 4. All visas for the United Kingdom require you to meet the “biometrics” requirements: each applicant (athlete or official), must go in person to the VAC to provide biometrics: 10 digit finger scans and a digital photograph. The finger scans are completed electronically so staff members do not need to use any ink, liquid or chemicals. Your digital photograph will be taken at the same time and the whole procedure should take no more than five minutes. You should ensure that you do not have any decoration (such as henna), or any cuts or other markings on your fingertips before having your finger scans. You should also make sure that if you have any cuts or bruises on your face, they have healed or disappeared before you have your photograph taken. Digital photographs must be of your full face and you should not wear sunglasses, a hat or any other head covering (unless you wear it for cultural or religious reasons, but the face must not be covered. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 15 5. You must request an appointment online at your nearest VAC: www.visa4uk.fco.gov.uk to apply for your visa and make an appointment for the visit mentioned above as early as possible. The fee of £80 must be paid at this time. 6. The Entry Clearance Officer will try to make a decision using your application form and the supporting documents you have provided. If this is not possible, they will need to interview you. 7. When the appointment is confirmed, go the VAC or Embassy to a. submit your biometrics (see No 4) b. Present the Invitation letter from Swansea 2014 (the event hosts). 8. It is highly recommended to apply as early as possible: the waiting time for an appointment can be anything up to six weeks ahead for a busy VAC or Embassy. 9. If you do not have a British representation in your country and you intend to take part to in Swansea 2014, please contact UK Athletics: Karen Forbes ([email protected]). Information required in order for the LOC to supply an Invitational Letter There are increasing requirements from UK Border Agency for us to maintain an orderly record of who an invitation is issued to. It becomes very difficult to assist (with a positive outcome) if requests come in late. Six to two months before the Event (or earlier) Ideal 8 to 3 weeks before the event Can be difficult dependent on country of origin and embassy in some cases 3 weeks to 1 week before the event Unlikely to receive Championships VISA in time for Letters can take between 24 – 72 hours to action from the date/time the request is received. Local time also needs to be factored in into the process. Letters can be faxed (if a valid fax number exists), but will be e-mailed in the majority of cases wherever this option is available. 2.4 Insurance Please ensure you have all relevant personal liability and health insurances in place before leaving your country of origin. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 17 3 Accreditation 3.1 Accreditation Centres The primary Centre, which will be used to issue the majority of Championship accreditations, will be based on the main Swansea University Campus. The location of this Centre is to the east of Fulton House which can be viewed on the map in appendix 2. This location has been chosen as it will be the base for the majority of athletes and NPC officials and is also easily accessible for all other accredited persons. Additionally, the Centre will be only 800m from the competition venue. A secondary Accreditation Centre will be based at the National Pool which is adjacent to the competition venue. This location has been chosen as it is easily accessible for any unaccredited person attending the Championships. Opening dates and times of the Accreditation Centres will be as follows (provisional): Opening Dates Opening Times Primary Centre 14 August – 23 August 08:00 – 20:00 Secondary Centre 18 August – 23 August 09:00 – 18:00 Any teams arriving outside of these hours will only gain access to the accommodation via the team manager presenting the official letter of invitation and official identification i.e. passport to the security team. The team manager can then collect accreditation cards the following day after completing the procedure below. 3.2 Accreditation Procedures and Payments The Team Leader must report to the Accreditation Centre to complete the following formalities: • • • • • Uniform Check Flag and Anthem Check LOC Accommodation Invoice IPC Athletics Competition Fees Final Confirmation of Entries The Team Leader will be asked to complete the accounting procedures and settle any outstanding payments (for competition fees, accommodation, etc.) before he can collect the teams Accreditation Cards, which will be issued upon presenting a document stating all procedures have been completed. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 18 3.3 Accreditation Access Special Passes 3.3.1 Accreditation access Each team member will receive an accreditation card, this must be worn at all times and should be clearly visible, and security personnel will control areas ensuring correct accreditation holders gain access. Accreditation is non-transferrable and does not allow the card holder to gain access for additional individuals. 3.3.2 Special Passes IPC Athletics/LOC shall provide special passes as required for the following categories: • TIC (only for collecting items from the pigeonhole – up to a maximum of 3 per team depending on team size) • Doping Control – 1 pass to be given to the athlete upon notification and an additional pass for an accompanying person. Pass(es) to be collected once they enter the Doping Control Station. • Post Event Area (for medical reasons or in case of protest) • Coaches Seating – Coaches seating will be reserved for the field events. Separate cards will be distributed to the coaches (1 per athlete competing) for the coaching area. • Mixed Zone (nee Press attaché) 3.4 Loss of Accreditation Card The Accreditation Card must be worn visibly at all times and must be presented upon request. It is personal and non-transferable. In case of loss or theft, please report it immediately to the Teams’ Accreditation Centre or TIC at the Stadium. In order to obtain a new Accreditation Card, the team member must proceed to the Accreditation Centre, accompanied by his Team Leader or the highest official in his delegation, carrying an appropriate identification document. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 19 4 Accommodation 4.1 Teams Official team accommodation for Swansea 2014 will be based at Swansea University Singleton Park Campus utilising the University residential buildings. All team accommodation is within short walking/pushing distance of the Competition Venue & Training Areas and all championship facilities – creating a real ‘Championship Village’ (See Championship Village Map, Appendix 2). The site is only 300 metres from the beach and provides easy access to the City. Usually housing up to 1200 students, the residences are fully equipped offering the ideal accommodation for athletes and teams during the Championships. The majority of bedrooms are accessible but the bathrooms are less accessible for wheelchair users. To accommodate the high volume of wheelchair users that will be in attendance during the Championships the LOC are currently undertaking a programme of adaptation to add more accessible bathrooms to the accommodation. The aim of the LOC is to add at least 20 additional fully accessible bathrooms across the residential building being utilised for the Championships. To ensure maximum utilisation of these facilities athletes will be required to share these fully accessible facilities on a rota basis which will be managed via team staff/officials/volunteers. It is intended that all team members will be allocated to single occupancy rooms for privacy, security and convenience. Twin rooms may be available on request. Bedroom Allocations Teams will be allocated across the University Campus accommodation dependant on size and requirements. This allocation will be undertaken by the LOC in advance of the Championships. The intention of the LOC is to co-locate teams within the same accommodation block/floor wherever possible. However, due to the limited rooms available the allocations must be made in the safest and most efficient manner possible, therefore there may be occasions where this strategy is not suitable; 1. Where team numbers are too large or too small to be allocated to defined accommodation (i.e. flat/floor) 2. Where number of wheelchair users within a team causes health and safety/evacuation issues if co-located Within these circumstances there may be a requirement for the LOC to split or combine teams in order to ensure safe and efficient use of the accommodation resources. It should be noted that no residential buildings are more than 200m apart and that all rooms are single occupancy and fully lockable for security and convenience. 4.1.1 Costs The cost for team accommodation within the championship village is €75 + VAT at 20% = €90 per person per night. This is full board for the duration of the championships. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 21 NPCs/National Federations are responsible for making a 50% of total payment upon submitting preliminary entries to the LOC. This will provisionally follow the structure below; 30 April 2014 – 50% 24 July 2014 (4 weeks prior to arrivals) – Balance Payments will be available via credit card or bank transfer. Teams will be liable for all administrative charges associated with payment. 4.1.2 Reservations Teams were requested to make provisional bookings based on estimated team numbers and length of stay no later than 30 April 2014. This will ensure that accommodation is reserved for your team. Teams should have completed the online registration / pre-booking form in the following link; https://intranet.swan.ac.uk/OnlineStore/Products/Details/637 not later than 30 April 2014 Teams were also asked to provide information on the approximate number of wheelchair users, special requirements and information around the ability of attendees to evacuate during an emergency. Once official entries for the Championships open in July 2014, teams will be contacted to finalise their booking requirements and provide complete details to allow allocations to be made. Finalised bookings will be required within 4 weeks prior to your arrival in Swansea. 4.1.3 Check-in and Check-out procedure Check in time is from 2pm on arrival day. Where possible an earlier check in can be arranged and luggage storage will be provided. Rooms must be vacated by 10:00 on the day of departure and keys returned in the packs to the Accreditation Centre. Unfortunately there is no provision of a late checkout option. The Accommodation Reception Desk will be open 24hrs, if team members have any issues with the accommodation. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 22 4.1.4 Meals All meals to those with appropriate accreditation will be served on the Swansea University campus, provisional timetable below; Meal 14 – 25 August Breakfast 06:30 – 09:00 Lunch 11:30 – 14:30 Dinner 18:00 – 21:00 There will be two Championship restaurants available on the Swansea University campus for the duration of the event. Both will operate at the same timetable and will serve the same menu. Fulton House Refectory Location: Fulton House First Floor Capacity: 600 Access: Two flights of stairs or small passenger lift (capacity 4 person/1 wheelchair) Taliesin Annexe Locations: Taliesin Annexe Ground Floor Capacity: 200 Access: Ground floor level access with ramps (this location is recommended for efficient wheelchair access) 4.1.5 Services in Team Accommodation The services in the team accommodation will include; daily towel change, room cleaning and linen change every three days during the period, free Wi-Fi (which will be accessed via a unique access key on the reverse of your accreditation card), kitchen space with refrigeration (cooking appliances will be disconnected). There is also a self-service laundry facility located on campus on the ground floor of Penmaen accommodation, this is coin operated and you will need to provide your own detergent (£2 per wash, £1 per dry). The accommodation buildings will have a 24hr reception service for help and advice during the championship period. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 23 5 Transportation Due to the close proximity of the athlete and NPC accommodation to the Competition Venue, it is envisaged that non-vehicular travel may be the preferred transport option to and from the Venue. The proposed route is around 800m on flat, firm terrain. In addition the LOC will operate a reliable shuttle system between the University Campus and the Competition Venue. The shuttle system will consist of up to 6 accessible minibuses operating on a regular schedule. A detailed specific timetable will be posted on the notice boards at the TIC. 5.1 Travel Times From To Travel Time (Min.) Information of location, timetables and access will be provided during the Championships. The LOC has negotiated arrangements that will allow all team members to access the First Cymru bus network at no cost. Please show your accreditation to the driver/host when boarding. Bus stops are located in the Championship Village. Please note that due to UK law/regulations only 1 wheelchair user is permitted per public transport bus. 6 6.1 Information Centres Technical Information Centre – TIC (Sports Village) The TIC is located in the competition venue. The main task of the centre is to ensure a smooth liaison between each delegation and the Local Organising Committee, the IPC Athletics Technical Delegates and the Competition Management of the Championships regarding technical matters. The TIC is responsible for, but not limited to, the following: 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 24 • • • • • • • • • Displaying on the relevant notice board of official communications to the teams, including Start Lists, Results and Call Room reporting times. Distribution of urgent notices to the delegations from the Technical Delegates and Competition Management via the pigeonholes. With today’s media and communication technology, saving paper may seem an obvious way to contribute but many of us are still reluctant to adapt, especially when it comes to Start Lists and Results which, for IPC Athletics World and Regional Championships, are systematically published on IPC Athletics website even before they are available in hard copy. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 25 IPC Athletics and LOC will make every effort to reduce the amount of printed material distributed to the Teams through their pigeon holes at the TIC at the Stadium. In practice this means that the distribution of competition related information at the TIC will NOT be systematically made through printouts in the Team pigeonholes but will be displayed on the notice boards (also available at the Warm-up Area). It will still be possible to request occasional copies of specific event start lists and / or results (at the TIC). Important notices of general interest (e.g. changes to the timetable) will also be displayed on the Notice Board while individual communications to specific teams will be posted through the pigeonholes. 7 Competition and Training Venues, Equipment and Implements 7.1 Competition Venue Swansea International Sports Village and its surroundings are shown in Appendix 2 of this document. There will be around 2500 seats in the stadium for the championships period. Teams using IAAF approved equipment not listed by the LOC may present such equipment prior to the competition to the Technical Team Operating Area (TTOA) for inclusion in the competition pool, subject to approval (see below). Basic implements will be provided for warm up and training. Throwing frames will be inspected prior to competition. Throwing frames must be presented to the Technical Team Operating Area (TTOA) for approval by 16:00 at the latest on the day prior to competition. Equipment (implements, chairs, frames etc.) will be kept in a locked store and will be brought to the competition site in due time by the organisers. 7.4 Official Implements Personal Implements will be allowed, providing that: 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 29 • • • • they are readily identifiable and are IAAF certified they are not already on the official list they have been checked for compliance with IPC and IAAF Rules they are made available to all the other athletes until the end of the Final The checking procedure will be as follows: Checking Location Time Return Personal Throwing Implements are to be checked prior to the event, after which a receipt will be given for the implements TTOA no later than [16:00 on day prior to competition] Implements are returned in exchange for the receipt after the event’s Final at the TTOA If a personal implement cannot be accepted into the pool due to it not meeting the specifications or being unidentifiable, the relevant team will be immediately notified through the TIC, with an explanation, and the implement will be returned. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 30 8 Entries and Final Confirmations 8.1 Entry Regulations 8.1.1 Declaration of Participation By completing and submitting sport entries via the IPC Athletics European Championships Sport Entries Online System (EBS), NPCs are considered to have declared the participation of their athletes in the specified event(s). Athletes are required to compete in all their event(s) specified on the Online Entries Confirmation Form and submitted by their NPC. Only athletes that are injured or become ill during the course of the Championships may be granted an exception to this rule provided a medical certificate signed by the team/LOC medical officer is submitted to IPC Athletics for approval. IPC Athletics may waive the application of this rule to an athlete under exceptional circumstances. Any athlete found to be in breach of the Declaration of Participation Regulation may be disqualified by IPC Athletics from all remaining events at the IPC Athletics European Championships. 8.1.2 Athlete Programme After the close of the entries on 24 July 2014, athletes are subject to the Athlete Programme Regulation and NPCs may not enter athletes into additional events to those already specified on the Online Entries Confirmation Form. IPC Athletics may accept additional event entries under exceptional circumstances. The Athlete Programme Regulation also applies to any proposed substitute athlete or athlete eligible for re-entry due to a change in sport class. 8.1.3 Athlete /Guide-runner Substitution Athlete/Guide-runner substitutions will only be considered if the substitution is made for an athlete in the same gender, sport class and event. Under exceptional circumstances, at IPC Athletics discretion, substitutions not meeting these criteria may be accepted. The substitute athlete should have met the conditions of the qualification criteria as outlined for the respective event(s). Substitutions may only be made for an athlete/guide-runner who withdraws due to injury, illness or other exceptional circumstances prior to 12 August 2014. In the case of injury or illness, a medical certificate signed by the team/LOC medical officer must be submitted to IPC Athletics for approval. Absolutely no athlete substitution will be permitted after this date. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 31 Substitutions for Guide-runner after 12 August 2014 may only be permitted due to injury, illness or other extraordinary circumstances within the existing team. IPC Athletics must receive an official request from the NPC for any proposed substitution prior to the above date. The official request must include all required supporting documents for consideration and processing by IPC Athletics. 8.2 Final Entries Final Entries must be submitted by 24 July 2014, midnight, CET, via IPC Athletics Sport Entries Online System (EBS). If you encounter difficulties when submitting entries, please contact the IPC Athletics ([email protected]) for assistance. 8.3 Final Confirmations 8.3.1 General Teams will receive the Final Confirmation Forms and Team Leaders, or their representatives, must confirm the names of those athletes already entered who will actually take part in the competition. For athletes competing in events held on the first day of the Championships, i.e., 19 August 2014, Final Confirmation of Entries must be received no later than 09:00 on 18 August. For all subsequent events, Final Confirmation of Entries must be submitted before 9:00 on the day before the event. Confirmation of athletes may not be accepted after this deadline. Substitutes may only be taken from the list of entered athletes in the relay. 8.3.3 Failure to participate Any athlete who, after the Final Confirmation has been submitted, or after qualifying during a qualifying round or a heat for any event, fails to participate in the event without giving a valid reason (e.g. a medical certificate issued by the team/LOC medical officer), shall be excluded from participation in all further events in the competition, including Relays. 8.4 Withdrawals Withdrawals after arrival in Swansea must be submitted on the official Withdrawal Form to the TIC. The reason for the withdrawal, subject to Entry Regulations 8.1, has to be specified in detail, its acceptance being the responsibility of the Technical Delegate in consultation with the Medical Delegate. 9 Competition Procedures 9.1 Technical Meeting The Technical Meeting will take place on the 17 August at 19:00 in Faraday Lecture Theatre A. A maximum of two representatives from each NPC may attend the technical meeting. If necessary, an interpreter or team attaché may also attend. The IPC Athletics Technical Delegate will preside over the meeting, which will be conducted in English. The agenda will be as follows: • • • • • • • • • Welcome by IPC Athletics Introduction of the IPC Athletics Technical Delegate and main Games Officials Timetable amendment (if any) Call Room reporting times Qualifying Procedures for Races Starting heights and raising of the bar Protests and Appeals Opening and Closing Ceremonies Answers to written questions All questions and proposals concerning the procedures of the Athletics competition, which will be dealt with during the technical meeting, must be made in English on the Questions for the Technical Meeting form. This form must be submitted to the TIC no later than 16th August at 1800. A summary of all submitted questions and answers will be distributed during the technical meeting. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 33 Confirmation of starting heights, distances and progressions The qualification procedure for the track events (number of rounds, number of heats in each round, and method of progression from each round), Triple Jump board distances, starting heights, and the raising of the bar in High Jump will be determined by the Technical Delegate. Team leaders will be informed of the decision at the technical meeting. Full documentation of the qualification procedures will also be available at the Stadium TIC. Declaration of relay teams Each team’s relay composition and running order must be officially declared no later than one hour before the published first call time for the first heat of each round of the competition. Further changes may be made for medical reasons (verified by a medical official) up until the final call for the particular heat in which the team is competing. This declaration must be made at the Stadium TIC where an official will be based at specific times for this purpose. 9.2 Timetable (Competition Schedule) The most recent version of the Competition Schedule can be found at: http://www.swansea2014.com 9.3 Athletes’ Bibs Each athlete will be provided with a total of five (5) number bibs (and supporting pins) for individual events. The bibs will be distributed at the TIC before the technical meeting. The bibs containing the athlete’s competition number must be attached to: • • • • • • the front and back of the athlete’s vest (except in High Jump, where only one must be worn, and wheelchair track events, where none need be worn) the athlete’s tracksuit the athlete’s bag the athlete’s throwing frame the athlete’s racing chair (to be placed on the back of the chair) the athlete’s day chair (for wheelchair track athletes – to ease identification) Athletes competing in relay events will also be provided with a bib containing the athlete’s NPC code. During relay events, this bib must be worn on the front of the athlete’s vest in place of the bib containing the athlete’s number. Teams should note the following regulations: • Bibs must not be cut, folded or obscured in any way. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 34 • Each athlete must use the same bibs, regardless of the number of events in which they compete. Each athlete must display the bibs as described above. Bib numbers will be distributed along with pins to teams from the TIC. Any bib numbers not collected from the TIC will be transferred to the First Call Room at Indoor training centre. NPCcoded bib numbers for relays will be distributed in the First Call Room. Arrangements will be made at the Stadium to reprint any bib numbers as required. 9.4 Hip Numbers The athletes competing in Track Events will also be given two adhesive hip numbers in Call Room 2 before entering the Field of Play. The hip numbers must be secured to both sides of the athlete’s shorts or legs/helmet. 9.5 Athletes’ Clothing All athletes must compete wearing the official national uniform approved by their Delegation. This also includes the Lap of Honour and the Medal Ceremonies. Any advertising on clothes and bags must comply with the latest IPC Athletics Uniform and Equipment Advertising Regulations which can be found on the IPC Athletics website. Uniforms and team kit will need to be approved through the IPC Uniform Pre-Inspection Application. All uniforms and team kit must be submitted through this application by 14 July, 2014. 9.6 Personal Belongings Athletes will only be permitted to take a backpack or similar sized bag with them into the Field of Play. A strict inspection shall be made on illegal and prohibited items, which athletes may have in their possession. Cassette recorders, radios, CD/MP3 players, mobile phones, cameras, etc. shall not be permitted. Any items that do not conform to the IPC Athletics Rules and Regulations will be confiscated. Confiscated items may be retrieved at the Post Event Control after the event. 9.7 Equipment Storage - Personal Equipment, Throwing frames & Racing Wheelchairs Equipment storage will be available between the hours of 08:00 – 20:00. Athletes will be able to leave their personal equipment in the Technical Team Operating Area (TTOA); upon depositing the athlete will receive a ticket for reclamation of the items. Each item must have a label with the athletes name and delegation. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 35 Personal competition equipment (throwing implements) will be handed in e to be measured and validated according to the rules of IPC Athletics. Throwing frames must go directly to the TTOA for checking and storage. Once throwing frames have been approved they will be stored and available at the competition site as per schedule. Personal competition equipment are returned in exchange for the receipt after the event’s Final at the TTOA. 9.8 Call Rooms 9.8.1 First Call Room Call Room 1 is located at [Indoor Training Centre]. The procedures in the First Call Room shall be as follows: • • • • • • Identification of athletes by means of their Accreditation Card and bib number. Checking of athletes’ uniform Inspection of personal belongings Checking for compliance with IPC Athletics Uniform and Advertising Regulations Checking of prosthetics and racing chairs Checking of shoe spikes (number, shape and size) for compliance with IPC Athletics Rule 6.3. The maximum sizes allowed are: o All track events: not more than 6 mm o High Jump and Javelin Throw: not more than 9 mm o If they do not comply with IPC Athletics Rules, the athletes will be asked to change them to the correct size. All athletes will be required to report to the First Call Room according to the scheduled reporting times below (there may be slight amendments in case of particularly large fields in the field events). Athletes who fail to appear on time at the First Call Room without a valid reason may be excluded from participating in this and all further events in the Championships, including Relays. Team officials are not allowed to enter the Call Rooms. 9.8.2 Final Call Room Final Call Room will be located in the marquee adjacent to ceremonies marquee on the North West edge of Field of Play (FOP), under the back straight tribune. It will be just a marshalling point for athletes before they are transferred to FOP. Accreditation Cards for competing athletes and their guides/guide-runners will be collected at the Final Call Room and returned upon the completion of their respective events at the Post Event Area. Team Leaders must ensure that all their athletes comply with the above before entering the Call Rooms to avoid delays. After completion of these procedures, athletes must follow the instructions given by the officials at the Final Call Room before being taken onto the FOP. 9.9 Entry onto Field of Play All athletes, escorted by competition officials, shall enter the FOP from the Indoor Training Centre. During an event, no athlete may leave the competition area without the permission from the Chief Judge. In cases where an athlete must leave the FOP, an official/athletes steward must escort the athlete. 9.10 Specific Event Procedures 9.10.1 Track Events The starter’s commands will be given in English. Lanes 2-9 will be used for all straight sprint events when there are fewer than nine athletes. IPC Athletics reserve the rights to use all nine (9) lanes for 100m events if there are only nine (9) athletes. 9.10.2 Field Events The competing order for the fourth, fifth and final rounds of trials shall be in the reverse ranking order recorded after the first three rounds of trials, unless the technical delegate decides to stage six throws in succession for each athlete in secured throwing events. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 37 9.10.3 Coaching Zones Dedicated seating will be provided in appropriate areas for the Field Event coaches. These will be accessible by means of special accreditation pass. 9.11 Timing and Measurement Official timing and measurement instrumentation will be provided by Atos. 9.12 Post Competition Procedures All athletes will leave the Field of Play via the Mixed Zone which is located at the western edge of the FOP. In the Mixed Zone, the media may conduct short interviews. After passing through the Mixed Zone, athletes move to Post Event Control where they will be able to recover and collect their clothing, personal belongings and day chairs. Post Event Control is located at the western edge of the FOP adjacent to the Indoor Training Centre. Exit from Post Event Control is into the common domain. In case of a medal ceremony, press conference or doping control, the athletes concerned will be escorted to the dedicated areas via specific routes. 9.13 Medal Ceremonies The first three athletes in each individual event and the first three teams in each Relay race will each be presented with a gold, silver and bronze medal respectively (subject to the Sport Entry Regulations; Event Viability). When a delegation competes in a Relay event with more than four athletes, only the four athletes (along with their respective guide-runners) in the Final will be awarded medals during the official ceremony. The other athletes (and guide-runners) will receive their medals later at the TIC. All the Medal Ceremonies will take place at the FOP. A provisional medal ceremonies schedule is provided together with the Competition Schedule at www.swansea2014.com. Athletes must wear their delegation’s official uniform at Medal Ceremonies. During the playing of the anthem and the raising of the flags, they shall face the flags and conduct themselves in a dignified manner at all times. The medallists will not be permitted to bring a national flag nor any other items to the ceremony. 9.14 Protests and Appeals Protests and Appeals shall be handled according to IPC Athletics Rules 4.1, 4.2 and 4.3. Protests and appeals shall be handled by the TIC at the Sports Village. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 38 9.14.1 Protests Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event. The Organising Committee of the competition shall be responsible for ensuring that the time of the announcement of all results is recorded. Any protest shall, in the first instance, be made orally to the Referee by an athlete, by someone acting on his behalf or by an official representative of a team. Such person or team may protest only if they are competing in the same round of the event to which the protest (or subsequent appeal) relates. To arrive at a fair decision, the Referee should consider any available evidence which he thinks necessary, including a film or picture produced by an official video recorder, or any other available video evidence. The Referee may decide on the protest or may refer the matter to the Jury. If the Referee makes a decision, there shall be a right of appeal to the Jury. Where the Referee is not accessible or available, the protest should be made to him through the TIC. 9.14.2 Appeals An appeal to the Jury of Appeal must be made within 30 minutes of: a) the official announcement of the amended result of an event arising from the decision made by the Referee; or b) the advice being given to those making the protest, where there is no amendment of any result. The Appeal shall be in writing and in English, signed by a responsible NPC official on behalf of the athlete or team, and shall be accompanied by an appeal fee of €200. The appeal fee will be forfeited if the appeal is not allowed. Such athlete or team may appeal only if they are competing in the same round of the event to which the appeal relates (or are competing in a competition on which a team points score is being conducted). Note: The relevant Referee shall, after his decision on a protest, immediately inform the TIC of the time of the decision. If the Referee was unable to communicate this orally to the relevant team(s)/athlete(s), the official time of the announcement will be that of posting the decision at the TIC. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 39 10 Classification 10.1 NPC Responsibilities It is the collective responsibility of each athlete and their NPC, through the NPC Team Leader and relevant team officials, to be informed about and comply with all classification policies and procedures relating to Swansea 2014 and as outlined in the IPC Athletics Classification Rules and Regulations. Each NPC is responsible for ensuring that the athletes who need to be present for assessment during the Classification Evaluation Period do so at the times defined in the Classification Evaluation Schedule. 10.2 Sport Class Status A sport class status informs NPCs whether an athlete must attend classification evaluation upon arrival at Swansea 2014. A sport class status also denotes which classification protest opportunities may be available. 10.3 Pre-Championships Classification Activities 10.3.1 Classification Master List Each NPC is responsible for verifying the sport class data of their athletes. NPCs should liaise directly with IPC Athletics if the Classification Master List contains incorrect athlete data (name, sport class, sport class status) and/or if an athlete is not included on the Classification Master List. 10.3.2 Classification Evaluation Schedule The Classification Evaluation Schedule will be distributed by email to NPCs after the final entries deadline. The schedule will include the details of all athletes that must be present for classification (athletes with a sport class status of N or R [not including athletes with a fixed date review beyond 2014]) upon arrival at Swansea 2014. In the event that some athletes attend IPC Athletics approved international classification opportunities between the final entry deadline and the start of the Classification Evaluation at Swansea 2014, changes to the Classification Evaluation Schedule may be necessary. Any changes will be communicated to the respective NPCs via email. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 40 10.4 Championships-time classification activities 10.4.1 Classification Evaluation Period All athletes with a sport class status of N and R (not including athletes with a fixed date review beyond 2014) are required to arrive at Swansea 2014 in time to be available for classification during the Classification Evaluation Period. It is the responsibility of each NPC, through the Team Leader, to ensure that athletes listed on the Classification Evaluation Schedule are available and present for classification at the designated time, date and location. Classification will take place in the following venues: VI Classification – Singleton Hospital (ground floor) (Championship Village Map) PI Classification – Wales National Pool Meeting Room (first floor) (Championship Venue Map) II Classification – Sport Cognition Test: Faraday Building (ground floor) (South of Building 3 on Championship Village Map –– sign posts will be in place) Sport Specific Test: Track (Competition Venue Map) All athletes listed on the Classification Evaluation Schedule must present for classification no later than 30 minutes before the scheduled classification times at the designated venue, and must be present for evaluation with the appropriate equipment, attire and medical documentation as stipulated in the IPC Athletics Classification Rules and Regulations. Failure to comply with the Athlete Evaluation Process (as outlined in Article 4 of the IPC Athletics Classification rules and regulations) may deem an athlete ineligible to compete. One person (in addition to any required interpreter) may accompany an athlete during Athlete Evaluation. If the athlete is a minor or has an Intellectual Impairment, a parent or Guardian should accompany him or her, or a person authorised by a parent or guardian on their behalf. Athletes must accept the terms of the IPC Athletics Consent/Release Form prior to participating in Athlete Evaluation. The athlete must provide identification, such as passport or ID card along with their accreditation that verifies the Athlete’s identity. 10.4.2 Classification competition period – First Appearance If a Classification Panel requires an Athlete to complete Observation Assessment following completion of Physical and Technical Assessment in order that the Athlete can be allocated a Sport Class, the provisions regarding observation assessment will apply (IPC Athletics Classification Rules and Regulations, Article 4.12). 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 41 Pending completion of Observation Assessment, the Athlete will be allocated a Sport Class with a tracking code: If the athlete has entered the Competition with Sport Class Status New (N), the athlete will be allocated the Tracking Code Competition New Status (CNS); • If the athlete has entered the Competition with Sport Class Status Review (R), the athlete will be allocated the Tracking Code Competition Review Status (CRS); An Athlete will retain the Sport Class and Tracking Code until Observation Assessment is satisfactorily completed. • Observation Assessment, if required by the Classification Panel for the respective Athlete, is conducted during the Athlete’s First Appearance. First appearance is the first time that an Athlete competes in an event during a competition. First appearance in one Event within a Sport Class and shall apply to all other Events within in the same Sport Class. After satisfactorily completing Observation Assessment, the Classification Panel will allocate the Athlete a Sport Class and designate the Athlete with a Sport Class Status. The Tracking Code will then be removed. In the event of a changed sport class following first appearance, the athlete is subject to Reentry (10.4.3). 10.4.3 Re-entry after changes in sport class Should an athlete’s sport class change during the Classification Evaluation Period and/ or the Classification Competition Period, re-entry will be considered in accordance with the following criteria: 1) 2) 3) 4) 5) The minimum eligibility criteria have been met; The event(s) is/are offered in the newly allocated sport class; The maximum entries per NPC have not been reached; The competition of the concerned event(s) has not started; The competition schedule is not affected. Where an athlete’s sport class changes during the Classification Evaluation Period, for a reentry to be considered, the NPC is requested to confirm to IPC Athletics of his re-entry within one (1) hour after the publication of the classification outcomes. Athletes who are subject to re-entry may only be permitted to re-enter in the same event(s) that had been previously entered in the revised class. In the event that an athlete loses an event due to availability of that event in his revised class, he may enter another available event of his 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 42 revised class instead, provided the Re-entry Criteria are met. All re-entries are subject to the Technical Delegate’s approval. Change of Class during Competition During Competition period, the sport class of athletes may change after observation in competition, protests after observation in competition, or protest under exceptional circumstances. The following regulation outlines how sport class changes in competition shall take effect on athlete’s class, results and records at these Championships. Track Events If the revised class is still within the eligible classes of that event, re-entry of that event is not required and the result achieved, placing and prize won by the athlete shall stand. If the athlete had entered other events in his previous class at the same competition, he may be re-entered in those events of his revised class subject to the above re-entry criteria and approval of the appointed Technical Delegate. If the revised class is outside the eligible classes of that event, the performance(s) achieved by the athlete shall stand but the placing and prize won by the athlete shall be void. Re-entry of that same event in the revised class is subject to above re-entry criteria. If the athlete had entered other events in his previous class at the same competition, he may be re-entered in those events of his revised class subject to the above re-entry criteria and approval of the appointed Technical Delegate. Field Events If the revised class is still within the eligible classes of that event, re-entry of that event is not required. The performance(s) achieved by the athlete may stand provided same competition rules apply in his revised class. If the Raza system is being used, the points which determine the placing and prize shall be recalculated against his revised class. Re-entry of that same event in his revised class is subject to above re-entry criteria. If the athlete had entered other events in his previous class at the same competition, he may be reentered in those events of his revised class subject to the above re-entry criteria and approval of the appointed Technical Delegate. If the revised class is outside the eligible classes of that event, the performance(s) achieved by the athlete may stand provided the same competition rules apply in his revised class but the placing and prize won by the athlete shall be void. If the athlete had entered other events in his 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 43 previous class at the same competition, he may be re-entered in those events of his revised class subject to the above re-entry criteria and approval of the appointed Technical Delegate. 10.5 Classification Protests 10.5.1 General Principles Only athletes entering the Competition with a sport class status New (N) or Review (R) may be subjected to classification protest. An athlete with a sport class status Confirmed (C) may only be subjected to classification protest under exceptional circumstances by the Chief Classifier (see section: Protests under exceptional circumstances). To be considered, all protests must be lodged in accordance with the policies and procedures detailed in the most current IPC Athletics Classification Rules and Regulations. An athlete may only be subjected to classification protest once during the Swansea 2014 Championships, unless there is a protest under exceptional circumstances (see section: Protests under exceptional circumstances). Classification Protest Forms will be available at the TIC at the competition venue. Protests must be submitted within the designated timeframe to the TIC within the timeframes presented in the table below. Each classification protest submitted by an NPC will be subject to a fee of €200, paid in cash and submitted with the Classification Protest Form. No other foreign currency shall be accepted. The amount paid will only be refunded to the respective NPC if the classification protest is upheld. A fee will not be required if the classification protest is submitted by the Chief Classifier. The final decision about each protest will be documented on the official Classification Protest Form. The original form will be kept by the Chief Classifier, and copies will be given to the LOC and NPC of the athlete concerned. It is the responsibility of the Team Leader of the athlete’s NPC to inform the athlete of the final decision about each protest. If an athlete does not appear for classification re-evaluation, they will be deemed ineligible to compete further in these Championships. The Team Leader of the relevant NPC will be appropriately notified in writing by the Chief Classifier. 10.5.3 Protest deadlines Protests may be submitted by an authorised person on behalf of the NPC to the TIC. The NPC will be notified verbally and in writing about any protest lodged against one of its athletes, and will be provided with a time and date for any subsequent re-evaluation if required. The notification will be done by the Chief Classifier to the NPC Team Leader as soon as possible after the acceptance of a protest. Protests during the Classification Competition period In order for a classification protest relating to an athlete with a CNS or CRS sport class status to be considered by the Chief Classifier, the protest must be lodged within 15 minutes of the publication of the athletes confirmed final sport class and sport class status after the completion of the event in which First Appearance occurred. The protest must be lodged at the TIC. It is the responsibility of the Chief Classifier, with full cooperation of the NPC concerned, to resolve the protest as soon as possible after the notification of a protest in order to minimise impact on the competition. 10.5.4 Protests under exceptional circumstances Protests under exceptional circumstances may be lodged by the Chief Classifier at any time during these Championships. An exceptional circumstance is any occasion when an athlete, including those with a Confirmed (C) sport class status or a Review (R) sport class status with a fixed review date (E.g. Review 2015), intentionally or unintentionally performs in view of the Chief Classifier with significantly less or greater functional ability, which does not reflect their current sport class profile during the competition, or when the Chief Classifier believes that an error has been made by the classification panel during the Classification Evaluation Period that has led to the athlete being allocated a sport class that is not in keeping with the athlete’s ability. A protest under exceptional circumstances may be lodged against an athlete that already has been protested during these Championships on the condition that the classification panel has the opportunity to resolve the protest immediately. A Protest under Exceptional Circumstances is resolved by a re-assessment by a protest panel consisting of IPC classifiers who were not involved in the most recent allocation of the sport class, and the outcome of the re-assessment shall stand and is not subject to further protest. 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 46 11 Medical Services 11.1 General Plan The LOC have appointed a dedicated Chief Medical Officer (CMO) for the Championships who is a very experienced sports medicine practitioner and has worked at the top echelons of international sport including association football for a number of years. Dr Davies will have overall responsibility for the sports venue and field of play. The CMO will engage colleagues in the health service to provide a team of qualified medical practitioners for the duration of the training and competition period ensuring full cover for athletes, staff and spectators. The competition venue will be covered by two ambulances, a spectator first aid point and a team medical centre (9m x 9m marquee for athletes & staff). The medical centre will be equipped as per IPC requirements for medical cover and will act as the treatment room for any acute injury which may occur within training or competition. Medical personnel cover for the sessions will be as follows: Service Personnel FOP Doctor x2 Paramedic / Ambulance Crew x2 Nurse x2 First Aid x4 11.2 Emergency Contact Numbers The out of hours GP service is provided by Singleton Hospital which is adjacent to Swansea University, this service will provide cover for acute illness which may occur after hours. In the event of an individual requiring treatment you must call this number first to obtain an appointment / advice; +44(0) 330 123 91 80 11.3 Medical Centres at the Different Venues The FOP medical centre will be housed in a dedicated marquee to west side of the field of play; this will cover the training and warm up areas as well as the FOP during the competition period. 11.3.1 Accommodation General practitioner medical services will be provided for acute illness to athletes and support staff by Swansea University GP practice this is based on campus within the ground floor of Penmaen residences. This service is provided by the NHS and is for acute illness only (Chronic problems will not be treated by this service). 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 47 The LOC strongly advise teams to have their own medical insurance in place to ensure full cover whilst in the UK. In light of the championships this will be a reduced service due to annual leave etc. 11.4 Medical Delegate and Procedures during Competition The IPC Athletics Medical Delegate, Dr. Nick Webborn or his appointed representative, Mark Davies LOC Chief Medical Officer, is exclusively responsible for every kind of special clarification, such as supervising boosting an attestation, notification of change for a relay, removal of an athlete from a competition, or designated exceptional permission for team doctors and physiotherapists to enter in restricted areas. To request any medical care from LOC, during operating hours, team members who suffer from an injury or illness should present themselves at the designated Medical Centre(s). Outside operating hours, team members must contact the Emergency Number in order to benefit from the LOC medical services. During competition, in case of athletes’ injury or illness, a certificate must be requested from the official medical service and presented to the TIC in case of withdrawal from the event. These certificates will be attested by the IPC Athletics Medical Delegate. 11.5 Physiotherapy and Massage Services offered by the LOC This will be a limited service and will be available on a priority basis to teams who do not have their own team physiotherapy and masseuse specialists. The service will be located in a dedicated marquee on the western edge of the competition venue near to the team drop off / pick up point. 11.6 Team Physiotherapy Spaces Team physiotherapy spaces will be available to those teams who wish to utilise the dedicated space. This will be a paid for by the teams wishing to use the space and will be a bookable facility on a first come, first serve basis. Any costs incurred through additional medical care after transport to the hospital must be paid by the patient and/or their teams through appropriate medical insurance coverage. It is strongly advised that each accredited person has its own medical insurance. Teams are also responsible for sufficient medical insurance to cover, for example, any treatment in a hospital, non-urgent treatment, or emergency transport for their team members. 11.9 Other Medical Matters 11.9.1 Rules on Importation of Drugs, Medical Equipment, etc. If you have a requirement to travel with prescription medication the UK government advise that all medications are stored/carried in their original fully labelled packaging and you have at hand a copy of your prescription and a letter of confirmation from your GP stating (in English) that the content is prescription medication. The weather conditions will be monitored throughout the championship period by the Technical Delegate liaising with the LOC Chief Medical Officer and the Event Safety Manager. 11.10 Autonomic Dysreflexia and Boosting The IPC Position Statement on autonomic dysreflexia and boosting will apply to all participants in Swansea 2014. The statement is referred to in the IPC Athletics Rules and Regulations, art. 3.2.4 and is part of the IPC Handbook (Section 2, Chapter 4.3 – available from www.paralympic.org/TheIPC/HWA/Handbook). 2014 IPC Athletics European Championships Team Leaders Manual – Version 1.1 49 IPC Athletics Medical Delegate will conduct and supervise assessment of autonomic dysreflexia and boosting. These may be undertaken at any time which is appropriate, including in call rooms or other such areas used by athletes for warming up before competition, as indicated by the provisions of the IPC Position Statement. 12 Doping Control The IPC is the responsible authority for the anti-doping programme at the 2014 Swansea European Athletics Championships and the IPC Anti-Doping Code applies to this event. Doping control samples will be collected both in-competition and out-of-competition. The samples will be urine and/or blood and can be collected anytime, anywhere. The samples will be analysed by the Anti-Doping Laboratory in Kings College, London, which is accredited by the World AntiDoping Agency (WADA). Anti-Doping procedures will be supervised by the IPC Athletics AntiDoping Delegate, Vanessa Webb. All athletes that require the use of a prohibited substance for a medically justified reason must contact their National Anti-Doping Agency to apply for a Therapeutic Use Exemption (TUE). Athletes should bring a copy of their TUE approval form to the event. In the case of an emergency TUE application during the event period, athletes must apply to the IPC Medical Committee. All anti-doping and TUE questions can be sent to [email protected]. An anti-doping education booth will be located in the dining hall for most of the competition. Athletes, coaches and NPC officials are encouraged to visit the booth and ask the anti-doping experts any questions they have regarding anti-doping issues. The bus schedule will be made available at Accreditation Centre so that all Team Members are informed of the departure timings of the buses from the Accommodation to the Airport. Unless special arrangements have been requested with the LOC, check-out time from the Accommodation is 10:00. Team Members must settle any outstanding costs with the accommodation front desk prior to departure. Could you ensure that if you intend to hold your own press conference that you inform the LOC media operations manager (Sophie Ashcroft) of the location, time and date of the press conference on the email address above. The LOC Media team intend to facilitate a media opportunity at a training session before competition begins, this will be managed by media operations and communicated accordingly. The Chaplaincy Centre for worship and meditation is available to those of all faiths and those of no faith. It aims to provide spiritual and pastoral support, encouragement and advice. It contains representatives of the Christian faith, some of whom are experienced, international sports chaplains who are used to working with elite athletes. The centre is managed by Rev. Nigel John, the full-time University Chaplain. The campus mosque has all of the facilities of a modern, well-equipped mosque and is managed by the resident Imam Mr. Mohsen El-Beltagi, who is assisted by four other volunteer moslem chaplains.
