Foreword
The Indian Standard on Domestic Pressure Cookers, IS 2347 was adopted by the
Bureau of Indian Standards, after the draft finalized by the Utensils, Cutlery and Domestic
Hardware Sectional Committee had been approved by the Mechanical Engineering Division
Council.
The standard was first published in 1963 and subsequently revised in 1966, 1974,
1987, 1995 and 2006.
This manual has been prepared in order to lay down general guidelines to harmonize
and streamline the different approaches adopted by the Branch Offices (BO) for Certification
against this Indian Standard. This manual envisages drawing a clear outline for the different
stages of Grant of Licence like the details to be included in the Scope of the licence, the
recommended manufacturing process, sample size for Independent Testing, disposal of
remnants of sample, etc.

Product Description
1.
Description of Product
1.1 Pressure Cooker is a closed domestic pressure cooking vessel for use with external heat
source and capable of maintaining nominal cooking pressure upto 1.0 Kgf/cm2 gauge
nominal.
Pressure cooker, which does not permit air or liquids to escape below a pre-set pressure.
Pressure cookers are used for cooking food quicker than conventional cooking methods,
which also saves energy.
Pressure cookers heat food quickly because the internal steam pressure from the boiling
liquid causes saturated steam (or "wet steam") to bombard and permeate the food. Thus,
higher temperature water vapour (i.e., increased energy), which transfers heat more
rapidly compared to dry air, cooks food very quickly. Pressure Cooker is of two typesinner lid type and outer lid type. Pressure cooker may also be hard anodized.

Conformance of raw material to the relevant Standard:
1.2.1 The body and lid of the pressure cookers shall be made from aluminium alloys
conforming to IS 21 or stainless steel conforming to designation X04Cr19Ni9 or
X07Cr18Ni9 of IS 5522.
1.2.2 Gasket shall conform to IS 7466.
1.2.3 Handles and knobs shall conform to IS 13395.
1.2.4 Vent Seal Pin for pressure regulating device shall be of Stainless steel of designation
X04Cr18Ni10 or X07Cr18Ni9 of IS 6527.

Sample size, including guidelines for drawl of separate samples
In case of Domestic Pressure Cooker, testing of mechanical parameter is taken up by
the lab. For complete independent testing on the sample, One Domestic Pressure
Cooker shall be drawn.
8.
Manner of Sealing of Sample(s)
8.1
Packing:
Keeping in mind the damage that can take place in the sample during transportation
to the lab for Independent testing; the samples shall be packed in a durable packing
material to withstand hazards during handling and transportation and shall preferably
be packed in a carton/corrugated box and wax sealed. As far as possible, it shall be
ensured that all the original markings on the sample indicating origin of the product
are removed/defaced with the objective of concealing the identity of origin of the
sample from the testing laboratory.
8.2
Labeling:
The sample shall also be labeled to indicatea) Name of the product;
b) Relevant Indian Standard with its year;
c) Grade/size/type of the product;
d) Quantity of the product;
e) Batch no./Control unit no./Date of production;
f) Declared values, if any; and
g) In case raw material sample is drawn, corresponding specification may also be
indicated.
Labels shall be tagged to the sample.
8.3
Coding:
A code no shall also be given to the sealed sample in the following manner:
Branch office Code/Initials of the technical auditor /Date of drawl of sample/Type of
Sample (i.e. applicant/factory/ market/complaint etc.)/Serial Number of the sample
drawn by the technical auditor on that date.
For coding “type of the sample” in the sample code, the following shall be used:

Sealing:
Sample drawn during inspection shall be properly sealed with official seal and signed
by the technical auditor.
9.
Remnants of sample : During testing sample is subjected to bursting test upto 6
Kgf/CM2. Sample should not be used as a fresh Domestic Pressure Cooker. Sample
should be scrapped and disposed properly.

Approximate time required for testing:
Approximate time required for testing and reporting by the lab is 27 Man-Hours for
Pressure cooker with spring loaded mechanism and 23 Man-Hours for Pressure
cooker without spring loaded mechanism (As per BIS Testing Charge detailed).

Basis of Grant of Licence
Grant of Licence for Domestic pressure Cookers as per IS 2347 : 2006 shall be based
on Independent testing, However, in some cases Grant of Licence may also be
considered on factory testing/mixed basis on approval of competent Authority (please
refer to Cl 2.9.5 of OMPC 2004).

5.1
Details of Tests to be carried out in the Factory in different cases
Applicant Samples / Verification Samples:
In case Grant of licence is to considered on Independent Test Report, all possible
tests may be carried out in the laboratory of the factory.
However, if licence is to be considered on factory test after approval of competent
authority, all the tests mentioned in the specification shall be carried out in the
laboratory of the factory.

5.2
Surveillance / Market Samples
In case of sample drawn during surveillance visit or market samples, lab shall take up
testing of the Independent sample for all possible tests with the available test facility
in the lab.
During surveillance inspections, all possible testing may be taken up in the laboratory
of the factory within the available time of inspection.
5.3
Raw Material Samples
During Preliminary Inspections (Normal Procedure), samples of raw
materials/components shall be drawn for independent testing where ensuring
conformity of raw materials is the normative requirement of the product standard.
Samples of raw materials / components may also be drawn during surveillance visits
by rotation so as to test all raw materials during a period of two years.

SCHEME OF TESTING AND INSPECTION
FOR CERTIFICATION OF
DOMESTIC PRESSURE COOKERS
ACCORDING TO IS 2347:2006
(Including Amendment No.01)
1. LABORATORY – A laboratory shall be maintained which shall be suitably equipped and
staffed, where different tests given in the specification shall be carried out in accordance with the
methods given in the specification.
1.1 All testing apparatus/measuring instruments shall be periodically checked and calibrated and
records of such checks/calibration shall be maintained.
1.2 CALIBRATION - The pressure gauges of both air pressure test apparatus and hydraulic test
pump apparatus shall be calibrated at least once in every six months from an approved independent
agency or by manufacturer of such gauges
2. TEST RECORDS - All records of tests and inspection shall be kept in suitable forms approved
by the Bureau.
2.1 Copies of any records and other connected papers that may be required by the Bureau shall be
made available at any time on request.
3. QUALITY CONTROL – It is recommended that, as far as possible, Statistical Quality Control
(SQC) methods may be used for controlling the quality of the product during production as
envisaged in this Scheme [See IS 397(Part 1) to IS 397 (Part 4)].
3.1 In addition, effort should be made to gradually to introduce Quality Management system in
accordance with IS/ISO 9001.
4. STANDARD MARK – The Standard Mark, as given in Column (1) of the First Schedule of the
licence, shall be applied on the body and lid of each pressure cooker, provided always that the
pressure cooker to which the standard mark is so applied conforms to every requirement of the
specification.
4.1
OTHER MARKINGS - In addition, the pressure cooker as well as the cartons shall
carry the following information:
(a) Capacity of the cooker on the body;
(b) Manufacturer’s name or recognized trade mark, if any on both the lid and the body;
(c) Batch no. or code which will enable to trace back the date of production from the
factory records;
(d) Country of manufacturer, as required;

4.2
PACKING - Pressure Cooker shall be suitably packed in Carton with Suitable cushioning.
4.3
Manufacturer shall supply fully illustrated working instructions for use with each
cooker as per clause 10 of IS 2347.
5.
LEVELS OF CONTROL - The tests, as indicated in Table 1 attached and at the levels of
control specified therein, shall be carried out on the whole production of the factory which is
covered by this scheme and appropriate records and charts maintained in accordance with paragraph
2 above. All the production which conforms to the Indian Standard and covered by the licence shall
be marked with certification mark of the Bureau.
5.1
CONTROL UNIT - For the purpose of this scheme all the pressures cookers of the same
capacity (inner lid type and outer lid type) produced under similar conditions of manufacture in one
day shall constitute one control unit.
5.2
RAW MATERIALS & COMPONENTS - It shall be ensured that all
components satisfy the requirements laid down in clause 5 of IS 2347.
5.2.1 Aluminium alloy or stainless steel used for body lid, containers and grid shall conform to the
relevant specifications laid down in clause 5.1 of IS 2347. A conformity test certificate of this effect
shall be obtained from the suppliers of this material for each consignment received. Alternatively
one sample shall be taken from each consignment and got tested. Regular test record shall be
maintained.
5.2.2 GASKETS – The manufacturer shall test three samples from every consignment
of 500 pieces of gaskets or part thereof or alternatively obtain a test certificate from the supplier of
gasket regarding the conformity of gaskets to IS 7466.
5.2.3 For plated components, three pieces of each type shall be tested once in three months for
conformity of service Grade 2 of IS 1068 as required in clause 7.1 of IS 2347. If one or more pieces
fail in the tests, all the units of that type in batch shall be rejected and corrective action taken; and if
none fails, all will be accepted. If the testing facilities are not available in the factory, the testing
may be got done in recognized independent laboratory.
5.2.4 For hard anodized components, three pieces of each type shall be tested for every 25,000
pieces or once in three months which ever is earlier for conformity as per Annex J as required in
clause 7.2 of IS 2347. If one or more pieces fail in the tests, all the units of that type in batch shall be
rejected and corrective action taken; and if none fails, all will be accepted. If the testing facilities are
not available in the factory, the testing may be got done in recognized independent laboratory.
5.2.5 HANDLES AND KNOBS – One sample each of handle and knob shall be taken from each
consignment and got tested for conformity to IS 13395 or alternatively obtain a test certificate from
the supplier of handles and knobs regarding conformity to IS 13395.
5.3 CONSTRUCTION – The cooker shall satisfy the provisions of clause 6 of IS 2347:2006. In
case of any change in the design of the cooker or the material of the cooker and accessories prior
approval of the Bureau is to be obtained.
5.3.1 In respect of the clauses 6.3, 6.3.1 and 6.3.2 of the specification when the safety pressure relief

device is not of the fusible type, it shall be tested as per Annex C or Annex D once every month and
also whenever there is any change in the design. The cooker shall satisfy this type test and
appropriate records maintained.
5.4
LOT INSPECTION PLAN – The procedure laid down in clauses 9.2, 9.2.1, 9.2.2, 9.2.3 of
the specification may be followed for judging the conformity of the lot. The procedure is not
applicable for routine inspection and quality control.
5.5
In respect of all other clauses of the specification and at all stages of the manufacture, the
factory shall maintain appropriate control and checks to ensure that their production conforms to the
various requirements of the specification

REJECTIONS – A separate record shall be maintained giving information relating to the
rejection of the production not conforming to the requirements of the specification and the method
of its disposal. Such material shall in no circumstances be stored together with that conforming to
the specification.

SAMPLES – The licensee shall supply, free of charge, the samples required in accordance
with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended,
from the factory or godowns. The Bureau shall pay for the samples taken by it from the open market.

REPLACEMENT – Whenever a complaint is received soon after the goods with Standard
Marks have been purchased and used, and if there is adequate evidence that the goods have not been
misused, defective goods or their components are replaced or repaired free of cost by the licensee in
case the complaint is proved to be genuine and the warranty period (where applicable) has not
expired. The final authority to judge the conformity of the product to the Indian Standard shall be
with the Bureau. The firm shall have own complaint investigation system as per IS/ISO 10002.
8.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed
by the consumers against BIS Standard Mark and not “conforming to” the relevant Indian Standard,
entire liability arising out of such non conforming product shall be of licensee and BIS shall not in
any way be responsible in such cases.
9 STOP MARKING – The marking of the product shall be stopped under intimation to the Bureau
if, at any time, there is some difficulty in maintaining the conformity of their product to the
specification, or the testing equipment goes out of order. The marking may be resumed as soon as
the defects are removed under intimation to Bureau.
9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any
reason. The marking may then be resumed only after permission by the Bureau. The information
regarding resumption of markings shall also be sent to the Bureau.

10 PRODUCTION DATA – The licensee shall send to BIS as per the enclosed proforma-1
authenticated by a Chartered Accountant, a statement of quantity produced, marked and exported by
him and the trade value thereof at the end of each operative year of the licence.

Subject: Grouping of sizes for Domestic Pressure Cookers as per IS 2347 : 2006
IS 2347: 2006 covers Domestic Pressure Cookers of nominal capacities 1 to 22 litres.
For the purpose of grant of licence as well as inclusion of additional varieties in the
existing licence, the following grouping shall be considered and one sample from each
group (preferably the highest nominal capacity) of the same type (inner lid or outer lid
and body material) shall be tested for all the requirements of the IS specification to cover
all the capacities in the group:

However, while considering grant of licence/inclusion of additional
sizes/varieties, it will be ensured that the applicant/licensee has got the complete
manufacturing and testing facilities for all the nominal capacities and the varieties

During operation of the licence, BO will ensure that all the sizes and varieties
covered in the licence are tested in rotation in a period of two years.
This supersedes the guidelines circulated vide note of even no. dated 04 07 2001.
