GENERAL
As well as the opportunity to meet the Players and watch some great Rugby over the weekend,
there are a number of different Tournaments happening that your Club or School can enter and win
the chance to play in the new Singapore National Stadium alongside the professional teams.
There are 5 categories in play over the weekend.
1. ASIA MEN’s OPEN 10s TOURNAMENT
Open to all Senior Men’s teams.
Squad of up to 16 players permitted.
The group stages will be on Saturday morning, the Semi Finals and Final in the Stadium on Sunday.
2. OVER 35s/GOLDEN OLDIE/VETS 10s TOURNAMENT
Take your pick of the title – but you know who you are!
Squad of up to 16 Players permitted.
The group stages will be on Saturday morning, the Semi Finals and Final in the Stadium on
Sunday.
3. U16s 10s TOURNAMENT
Open to School, Club & National Representative sides.
Squad of up to 16 Players permitted.
The group stages will be on Saturday morning, the Final in the Stadium on Sunday
4. U14s 10s TOURNAMENT
Open to Schools and Club sides
Squad of up to 16 Players permitted

Locations
The Men’s Open division will be played at the SCC Dempsey Fields. The Finals for the Men’s Open
division will be played in the New Stadium between 3:18pm and 3:45pm Sunday the 22nd June.
The Vets are a pool of 4 teams and will be played in the New Stadium between 11:40am and
12:40am approximately on Sunday the 22nd June. The Vets Final will be played in the New Stadium at
3:45pm on Sunday the 22nd June.
Under 14 and Under 16 knockout stages will be played at the Centaurs Rugby Fields at Turf City on
Saturday the 21st June. There will be two full size fields in play. The Finals for the Under 14 Age
Group will be played in the New Stadium between 9:27am and 9:44am on Sunday the 22nd June.
The Finals for the Under 16 Age Group will be played in the New Stadium between 3:18pm and
3:45pm Sunday the 22nd June.
Under 11 and Under 12’s knockout stages will be held at the SCC Rugby Fields at Dempsey on
Saturday the 21st June. There will be 2 half size fields in play. The finals for the Under 11 and Under
12 Age Groups will be played in the New Stadium between 9:00am and 9:30am on Sunday the 22nd
June.
Under 8, 9 and 10 knockout stages will be played at the Australian International School (1 Lorong
Chuan) on Saturday the 21st June between 8:30am and 12:00pm. The finals for Under 8, 9 and 10
will be played in the New Stadium on the same day (Saturday 21st June) at approximately 1:30pm to
2:00pm.

The allocation of teams into pools will take place at midday at the Marriott Hotel on Wednesday 11th
June alongside the draw for the main competition.
All teams are being drawn randomly, hence clubs that enter multiple teams may end up having their
teams play against each other.

No injury time will be added per match. The Ground Marshal shall be responsible for keeping time.
In the event that the Ground Marshal is unable to keep time, the referee shall keep time.
Rolling substitutions can be made at any time during the game, with entry to the field of play to be
via the referee.
The top 2 of each pool will proceed to their respective semi-finals.
The winner of each Semi Final will proceed to their Final that will be played in the New Stadium.
Other than the players, referees and certain tournament officials, only medically trained persons
(usually a physio or Doctor) may enter the playing area. Coaches (other than Minis) may brief their
teams at half time from the touchline, but should otherwise remain in their technical area.
Medics and physios on site only attend to injuries. Pre-game strapping must be done by your own
team physios. No tape will be provided by World Cub 10’s.
Players are reminded and encouraged to re-hydrate as much and as often as possible throughout
the Tournament. Drinks may be dispensed from the touchline at any time during a game, or within
the field of play during a prolonged stoppage, or immediately after a try has been scored.
The Tournament Director reserves the sole right to alter the format of the Tournament or shorten
the game durations in the event of unusual weather or any other unexpected circumstances.
Age Groups
Players must be turning the age of their age group by midnight of 31st December 2014.
Players may play up age groups as per IRB directives and may only represent one team. Permission
must be sought from the Tournament Director to play any over age players.

Balls
Each team is to supply its own rugby balls for practice. Match balls will be provided by the Ground
Marshal.

Respect for Referees
The Referee's decision on the pitch shall be final.
Coaches are required to respect the referee in front of their players. Coaches wishing to provide
constructive comments on points of law to a Referee should explain them to the Pitch Marshal who
will pass on the comments to the Head Referee for discussion with referee in question.
Liability and Risk
Rugby is a contact sport and from time to time injuries occur.
It is the responsibility of Clubs / Schools, Players' and their parents or Guardians to ensure that all
team members have adequate and effective medical insurance.
Teams enter the Tournament entirely at their own risk.
Lightning
In the event of a Lightning Storm in the vicinity of the grounds all play will be halted and personnel
advised to take cover. The Tournament Director has sole decision in calling a halt due to lightning
and restarting. When play resumes the Tournament Director will decide any changes to schedule to
enable completion of the tournament. For games in play at the time play is halted, results will stand
if more than half of the game has been played.
Laws of the tournament
The Opens Men’s and Vet’s games will be played under current Laws of the game of Rugby Union, as
guided by the International Rugby Board (“IRB”) and by the IRB standard set of variations
appropriate to the Ten-a-side game.
The IRB Laws of Rugby Union will be played with the Under 19 & Ten-a-side Variations applying to
Under 14 and Under 16, Mini Variations applying to Under 12, Under 11, Under 10, Under 9 and
Touch Variations applying to Under 8.
Composition of Teams
Teams may assemble squads of up to 16 players and no less than 10 players for the tournament. The
composition of the squad does not have to be from the same team and/or club.
Teams may not have more than 10 players on the field during play at any one time.
Teams will comprise of 5 forwards and 5 backs.
Clubs with two teams entered in the one age group cannot share players between their teams.
Team sheets will be sent to all clubs prior to the event to have names of players entered, along with
date of birth.
Interchange
Unlimited interchange of players is permitted. Entry onto the field is to be via the referee.
Golden Try
With no conversions being possible in the Minis (U8 – U12), there will be a 5m x 5m square box
marked out on each try line. Any try scored within this box will be considered a converted try and
worth 7 points.

Scrums
Amendment to Law 20 (4) shall read "five players from each team shall be required to form a
scrum."
Each scrum shall consist of three players in the front row and two players in the second row.
Contested Scrums.
Under 8 and Under 9 - all scrums are to be uncontested.
All other Age Groups are contested scrums.
Lineouts
Amendment to Law 19 (4) shall read; 5 man line outs (must have 5 in all line outs including the
person throwing in the ball) with lifting permitted in the 14’s, 16’s, Men’s and Vets age groups.
Lifting is not permitted in the Under 10’s, 11’s or 12’s.
Kick-off and Ends
There will be no coin toss. The team named first in the fixture list will chose which side of the field
and the second named team will start the game.
Restarts
All restarts of games and kicks at goal are to be ‘drop kicks’ (a player is permitted 30 seconds for his
conversion attempt).
Scoring team will restart play.
Under 8, Under 9, Under 10, Under 11 and Under 12 will not have conversions.
Results
The Referee will sign and give the result slip for the match to the Ground Marshal in the Playing
Area. It is then the responsibility of the coach of each team to approach the Ground Marshal after
the game to sign the form. These forms will be maintained at the Scorer’s area and in the event of a
dispute over the result of a match, the referee's decision, having consulted the result slip, will be
final. The referee shall mark on the result slip for each game the name of the team that scored the
first points. In case a coach does not sign the form, they cannot appeal any decision made.
All results will be sent by the Ground Marshal to the World Club 10’s scoring centre for uploading to
the Macoocoo system.
Points
Points will be awarded as follows:
- 3 points for a win, a walk-over or a bye.
- 2 points for a draw
- 1 point for a loss
In the event of a walk-over, the score will be deemed to be 2 converted tries to 0 in favour of the
side that was ready to play. The Ground Marshal shall determine when a side is more than three
minutes late in being on the field ready to play, in which case a walkover shall be awarded.
Where teams are equal on points at the end of the pool stage, the position shall be determined as
follows:
- In points scored difference in the pool; if equal, then;
- In tries scored difference in the pool; if equal, then;

For Finals, in case of a draw score line at the end of the game:

An extra 5 minutes will be played. The team who scores the first points within extra time
scored will be declared the winner and fulltime is called. If the scores are still locked at the
end of the extra time, then;
the team that scored the first points in normal time will be declared the winner: if there was
no score in normal time
For Under 12 and below,

the team with the best disciplinary record throughout the tournament to date as
determined by the Tournament Director (a red card shall be considered equivalent to three
yellow cards), if equal, then;
the result will be decided by a best of three coin toss between the Captains of both teams
presided over by the referee (Captain of first named team to call first).

the result will be decided by a best of three penalty kick-off (kicks to be drop kicks). Three
different kickers from each team shall take one kick each in turn from 25m away directly in
front of the posts. If after three kicks the score remains equal,
the team with the best disciplinary record throughout the tournament to date as
determined by the Tournament Director (a red card shall be considered equivalent to three
yellow cards) , if equal, then;
the result will be decided by a best of three coin toss between the Captains of both teams
presided over by the referee (Captain of first named team to call first).
Send Offs
If a player is sent off (red card) during a game, he cannot be replaced and will not be permitted to
play again in the Tournament. The team’s squad shall be reduced in number accordingly for the
remainder of the Tournament. The player will be subject to a discipline committee hearing held by
Singapore Rugby, with Singapore rugby as the governing union.
If a player is sent to the sin-bin (yellow card) by the referee, they must leave the field of play
immediately. They must remain there for a period of two (2) minutes of playing time. Only referee
may authorise a return to play after a “sin-bin” period, and then at the next stoppage of play.
If a player receives 2 yellow cards in consecutive games, he will be suspended for the next game. The
player’s Team Captain or Manager may make an appeal to the Singapore Rugby Referees

representative after a yellow card, but only if there has been a clear miscarriage of justice (for
instance, the wrong player was yellow carded and it can be proven) and the appeal must be lodged
within 15 minutes of the game ending.
Referees
Singapore Rugby Union (SRU) referees will be assigned for all games where possible.
It may be necessary to have games at the younger age groups controlled by the coaches/parents.
Assistant Referees – AR’s (Touch Judges)
All teams must provide an adult AR for their match. This person should make themselves known to
the referee prior to the match starting.
The AR’s duties are to indicate where the ball went out of play and which side has put in. The AR
should indicate the defensive offside line at line outs, free kicks and penalties to assist the defending
players. In addition the AR will raise foul play to the referee by raising the flag and approaching the
Referee, when requested, to explain the incident. The AR will not make any recommendations on
action to the Referee.

A rugby qualified physio (or physios) will be in support of all satellite tournaments.

Powers of the Tournament Director
The Tournament Director or Nominee shall have the power to deal with minor complaints and
disputes relating to the administration and management of the Tournament. The decisions of the
Tournament Director or Nominees on these matters shall be final.

Failure to abide by such decision may lead to exclusion from the tournament, for either any

MINI VARIATIONS
SUMMARY OF MAIN POINTS IN THE MINIS (Under 8 – Under 12) VARIATIONS TO THE LAWS OF
RUGBY UNION FOR EACH AGE GROUP TO BE APPLIED AT THE TOURNAMENT IN ADDITION TO THE
TOURNAMENT RULES
Under 8 - NON-CONTACT MINI TOUCH RUGBY
Size three ball
Field Size is approximately a third of a field
Ten players per team
Coaches on the field
Touch Rugby is a form of non-contact rugby. A tackle in Touch rugby is simply touching with two
hands on waist / shorts by the defender. The ball carrier must stop and pass. After six "tackles",
possession changes sides. Turnover of possession also occurs if a player carrying the ball goes into
touch – restart two meters in from touch (opposing team).
The offside line is the ball except after a tackle when tackling team must retreat 3m
Game always restarted with a free pass
No kicking at all
No tackling
No scrimmage (Tap Restarts)
No lineout (Tap Restarts)
No hand-off or fend-off
Restart after a try has been scored with a free pass for the non-scoring side on the instruction of the
Referee.
Encourage players to carry the ball in two hands
Coaches must be at least 5m (preferably more) behind the last player of their team and retreat away
from attacking players. If the ball touches a coach or a coach impedes a player a penalty will be
awarded against his team at the point of the infringement. If the infringement prevents a clear try
scoring opportunity, a penalty try will be awarded.
Coaches on the pitch must respect the referees’ decision during the game without question. Any
questions can be discussed after the game. Questioning of the referee during the game by a coach
on the pitch will be sanctioned as per laws governing player behaviour.
