INTRODUCTION
Dear School/Sports Coordinator/Coach/Manager,
Thank you for your support of the 2014 New Zealand Rugby League National Secondary Schools
Tournament. This is a New Zealand Rugby League event sanctioned by the New Zealand Secondary
Schools Sports Council, and is being run in conjunction with Papakura High School. We envisage a
highly successful tournament, and are pleased to have you and your team as a part of this event. The
tournament will be run as a five-day tournament from Monday, September 1 to Friday, September 5.
This information pack has been compiled to welcome you to the Papakura and wider Auckland area,
and to help make the process of organising your tournament week easier.

tournament.
Some key things that you need to be aware of and organise are:
 Powhiri - All players and staff must be at Monday’s welcome at Papakura High School,
commencing 9.00am. This will be followed by an introduction, including player expectations
around the tournament and a presentation by Drug Free Sport NZ. We will also have a
management meeting for all team staff.
 Leadership Module – We have organised a leadership module for Tuesday night 6.30pm at
Papakura High School. Each school must send four players, one of which must be the Captain.
 School Visits – Out of the four players who attended the leadership module two of them will be
involved in the local school visits on Wednesday, September 3, 2014 from 1.30pm-3pm. The
players must be dropped off at Bruce Pulman Park at 1.00pm to be transported to selected
primary schools.

 Staff Dinner – There is a dinner (nibbles and finger foods) on Wednesday night, September 3, 2014
for NZRL staff and up to two staff members from each team at Papakura High School. Each school
is requested to bring a gift to present to Papakura in acknowledgement of their hosting
responsibilities.
 Awards Afternoon / Evening – This year we will be holding our awards ay 3.30pm, Thursday,
September 4, 2014 in the East Lounge at Mt Smart Stadium. The awards will be followed by a
sausage sizzle and an opportunity to view the Vodafone Warriors facilities, Mt Smart Stadium
Museum and watch the Vodafone Junior Warriors training should you wish to stay on. It is
compulsory for all team players and staff to attend the Awards Ceremony and to be dressed in the
appropriate attire (School Number 1s).
 Semi Finals & Finals - All teams are expected to play semi finals (Thursday, September 4, 2014)
and Finals (Friday, September 5, 2014).
We do encourage schools to stay on to watch all finals and will be naming a New Zealand Secondary
School Team following the Premier Grade Final.
The New Zealand Seconday Schools Team will be playing a test match against the NSW Combined
High Schools representative team in Auckland on Tuesday, September 23, 2014.

NZRL/MANAAKITANGA AOTEAROA TRUST HAKA CHALLENGE AND
EDUCATIONAL OPPORTUNITY
2014 sees the New Zealand Rugby League (NZRL) acknowledge the spiritual and educational
significance of the cultural aspects of Rugby League and Secondary Schools in New Zealand through
Haka.
Formal recognition of excellence in Haka will be recognised through the NZRL National Secondary
Schools Rugby League tournament Awards evening.

RECOMMENDED MEDICAL AND STRAPPING
NZRL will provide a small first aid kit and a small amount of strapping to each school. We do recommended that
all schools to bring additional strapping tape and first aid supplies as a duty of care to their players. There will
be medical professionals at the tournament that can strap, but other than a starter kit strapping will NOT be
supplied by NZRL.
If a player thinks they can not play without strapping then it is likely they should not be playing at all.
Strapping young players is not highly recommended, however if a pre-existing / past injury such as an ankle
ligament strain already exists then it is recommended to support this joint in order to stop it from happening
again during the Tournament.
NZRL does have a preferred strapping / medical provider which is EBOS Sport. EBOS Sport are a very reputable
company and offer a vast range of strapping and medical products.
EBOS will be available onsite throughout the tournament and can assist you with both strapping advice and
product.
They are more than happy to provide product at extremely good rates to all Secondary Schools competing at
the NZRL National Secondary Schools Tournament.
If you complete an injury survey within your team (find out who has rolled ankles etc. in the past) and have this
information available when you email EBOS (details below) they will give you a good idea of how much
strapping you will need for the week.

LAUNDRY AND PRODUCT PACKS
NZRL will provide a laundry service for each school throughout the duration of the tournament. The laundry
process will work as follows:




Team Manager brings their dirty kit to the Operations Centre following their game from Monday
through Thursday, where they sign into the building and drop the kit off
The kit is then collected that evening, washed and dropped off in the morning
The Team Manager signs back into the Operations Centre in the morning and collects the washed kit
and the product packs (Wattie’s food items including creamed rice, baked beans, fruit salad, soup and
golden circle tetrapack drinks) for their team
This process is then repeated throughout the duration of the tournament

TOURNAMENT RULES AND POLICIES
1. All matches will be played in accordance with the NZRL Rules and Laws of the game, including:
 No shoulder charges or other dangerous tackles (eg. grass-cutters)
 40/20 Kicks will apply
 10 interchanges per team, per game
2. PLAYING TIME:The playing times for games in the New Zealand Secondary Schools Rugby League
Tournament shall be of two (2) 25-minute halves with a five-minute interval and time off as
indicated by the referee.
3. PLAYER ELIGIBILITY: Players must be a student of the school they are representing as set out in
the NZSSSC guidelines (see guidelines)to be eligible to play in the tournament.
Note: “Invitation” or “Guest” players will not be permitted.
4. SQUAD SIZE: Participating teams are restricted to a maximum number of 22 players for the
tournament. Names to be finalized on a master sheet with NZRL by 10.00am Wednesday 20th
August 2014. Any changes can be made on Monday 1st September (60 minutes before the first
game). All players must also fill in an Official NZRL players registration form to take part in the
tournament.
5. INTERCHANGE RULES:
Each team will have 10 interchanges per game. The interchange is to be controlled and therefore
requires the following to be adhered to:







The match manager must be notified before any interchanges take place (eg. #12 off for #
14).
No more than a maximum of nine people (including players) per team permitted in the
substitution box (four subs, one coach, two trainers, one physio, one manager).
All interchanges are to take place in the substitution area only which will be situated on
one side of the field.
Players interchanging must come to the sub box (unless player is unable to walk). They
must not drop off the other side of the field or off the back (in-goal area).
No interchanges are permitted at scrum (unless there is an injury).
No more than two interchanges per team can take place at any one time.
A player must be completely off the field of play before the replacement player goes on.
6. TEAMLISTS: 17 players from the maximum squad of 22 only to play per game. Team cards will be
supplied and must be filled in before each game and handed to the match manager 30 minutes
before kick-off.
7. Teams are to be dressed and ready to take the field at least ten (10) minutes before the match is
scheduled to start.

8. Mouth guards are compulsory. No mouth guard = no play.
9. The sin-bin, if required, will be five minutes only.
10. HAKA: Hakas are a great part of New Zealand culture that are welcomed by NZRL. If you are going
to complete a Haka before the game please follow these guidelines.




Inform NZRL prior to the competition that your school will be performing a Haka.
Inform the match manager 30 mins before kickoff that your school are definitely going to
perform a Haka
Be prepared to be on field 10 mins before kickoff regardless of whether you are performing a
Haka in case the opposing team is performing.
Hakas are NOT to advance over the 40m line of each side of the field. A minimum of 20
metres must be kept between the players.
11. TRAINERS: Maximum of two trainers per team per game permitted.






Trainers are permitted on the field for the rehydration of players and attending to injuries
and as such their on-field time should be limited to that purpose.
In all cases when trainers enter the field of play to either attend to an injured player or carry
water, they must immediately leave the field once their assigned task has been completed
and return to the assigned player’s bench. They are not permitted to walk up and down the
touch-line.
Trainers, under no circumstance, are to remain standing in or behind their team’s line or goal
area during the run of play.
If present, a physiotherapist is permitted on to the field for an injury only.
Trainers are required to wear the coloured shirts supplied by their school.
Communication equipment is not permitted on the playing field.
12. MATCH POINTS SYSTEM: The following number of match points will be awarded for each pool
game:




If at the completion of pool play, two or more teams are equal on match points, the following
criteria in order shall apply:
1) Final pool placings will be dependent on the result between those teams in their respective
pool game/s. The team who won the pool game between the two sides will be ranked higher.
If three teams in the pool finish on the same points and the above does not resolve final pool
placings then for and against will decide ranking. That is, the team that has the highest
difference of points for minus points against will be the higher ranked.
2) Highest percentage points differential will apply, that is the team that has the higher
percentage. Points for divided by points against X 100, shall be the higher ranked.

3) If after 2 the teams are still tied, then the team that has scored the most tries in pool play
shall be the higher ranked.
4) If after 1, 2 and 3 the teams are still equal, the higher ranked team will be decided by the toss
of a coin.
In the event of a drawn game after normal playing time in a semi-final or final, the winner shall be
determined according to the following:
Golden Point, five minutes each way will be played after a five-minute break. The first team to
score in this period shall be declared the winner. Should the scores still be level after this period,
the teams will continue to play until the first points have been scored with the scoring team being
declared the winners.
13. MISCONDUCT: Participating schools are responsible and accountable for the conduct of their
players, team members and any other person in attendance at the Tournament in an official
capacity with their school/team.
For the purpose of the tournament, misconduct shall mean any conduct, behaviour, or practices
on or off the playing enclosure in connection with the tournament that is unsporting and/or unruly
and/or ill-disciplined and/or that brings or has the potential to bring the sport of Rugby League/
School Sport into disrepute. Including that which is contrary to the NZRL Secondary Schools
Pledge.
Failure of players from competing teams to comply with the NZRL Code of Conduct and NZRL
Secondary Schools Pledge may lead to the suspension or expulsion of players or teams from the
tournament. This may also lead to the withdrawal of invitations to compete in future
tournaments. (Please refer to players and officials codes of conduct and the NZRL Secondary
Schools Pledge).
If any serious misconduct occurs resulting in a player being sent off, they will be given an
automatic suspension as per the following table.

PLEASE NOTE:
In the event of a player repeatedly offending Grade 1 offences NZRL reserves the right to
remove that player from the tournament.
The NZRL can suspend a player where they see fit without the player being sent off. If this
should happen the school will be notified immediately.
Any person removed from the tournament will NOT be permitted on the tournament
grounds for the duration of the event. Failure to adhere to this request will result in the
person being trespassed from the event.

PROTOCOLS FOR PLAYER AGENTS ATTENDING SCHOOL RUGBY LEAGUE
EVENTS AND ACTIVITIES
All students participating in school and representative rugby league matches are on an
official school excursion. The teacher-management team has a legal duty of care and
therefore the right to determine the program for students both on and off the field.
The following protocols MUST be adhered to by Player Agents in order to communicate with
school students at these events.
A.PROTOCOLS FOR NATIONAL SECONDARY SCHOOLS EVENTS
1. No contact is permitted between Player Agents and participating players at these events.
2. Player agents attending these events must officially register with the NZRL – organising
body on arrival.
3. The NZRL Education and Wellbeing Manager (Joe Harawira) will assist with registration
and scrutinise the operations of all player agents at these events.
4. At the conclusion of these events, player managers will be permitted to contact team
managers where they have an interest in a particular player. At this meeting they can pass
on their business card / contact details to the team manager who will in turn pass them on
to the particular player. No other contact is permitted.
5. If a team manager believes the communications between the Player Agent and the player
are not in the best interests of the student he/she may terminate any such meeting and
report his/her concerns to; the NZRL National Game Development Manager
(Nadene Conlon) and to the parents of the student.
6. Accredited player agents will wear their identification tags visible at all times at these
events. Non-accredited player agents will wear the ID tags provided by the hosts at all
times.
7. Any player agent who fails to or refuses to follow these protocols will forfeit their
entitlement to participate any further at that particular event and the incident passed on
to the relevant authorities.

2014 ELIGIBILITY CRITERIA

STUDENT ELIGIBILITY
A student eligible to compete in National secondary school events must:
1.
Be enrolled as a bona fide (Year 9 or above) student at the school of representation and
studying at least 80% of a programme that is part of the timetable provided by the school for
at least four weeks immediately prior to the event.
2.
Have a satisfactory attendance record at the school. The final decision will be at the
principal's discretion.
3.
Be under 19 years of age at the first of January in the year of the competition (2014).
The school must authenticate a student’s birth date. Organising committees may require validation
by a birth certificate or passport.
All teams and individuals participating in National or Island events must be declared at the date
prescribed by the accredited sporting body.
For further clarification regarding other age divisions below the age of 19, as well as year 7 and 8
students, transferred school students, and host schools offering sporting opportunities to an attached
school, please see http://www.nzsssc.org.nz/regulations_and_eligibility_criteria for more
information.
SCHOOL TEAM ELIGIBILITY
1.
A school team eligible to compete in National and Island secondary school events must not
exceed the quota of students new to the school in the two years preceding the first day of
the event. The maximum number of non-domestic students or students new to school in
two years preceding the event for rugby league is five.
Domestic students are defined as:
a)
a NZ Citizen
b)
the holder of a residence permit
c)
an Australian citizen
d)
a NZ passport holder (e.g. Cook Islands)
e)
a dependent of a work permit holder, refugee, diplomat
or whatever definition the Ministry of Education currently applies.

2.
Where the family or primary caregiver of a student has changed address and the student
could not reasonably have been expected to remain at their previous school, an application
for exemption may apply. An application for exemption form is available at
www.nzsssc.org.nz.
3.
Any final decision on the eligibility of a student or team will rest with NZSSS.
For information regarding Students who start their attendance only at some time after year 9 (e.g.
girls admitted at Year 12 to a school that admits only boys below Year 12) please see the website
provided under student eligibility. Conditions also apply to composite teams.
PRIMARY CAREGIVER RELOCATION EXEMPTION (PCRE)
As per Clause 2 of the NZSSSC School Team Eligibility Criteria, students for whom relocation of their
primary caregiver means that they could not reasonably have remained at their previous school may
apply for exemption from the quota of new to school students for NZSSSC sanctioned events.
Where the family or primary caregiver of a student has changed address and the student could not
reasonably have been expected to remain at their previous school, an application for exemption may
be submitted to the Regional Sports Director responsible for the region of the new school. The
application must be on the official Application for Exemption form available at www.nzsssc.org.nz, be
signed by the principal and parent/primary caregiver and have evidence of the address change
attached as outlined on the application form. Any appeal must be lodged in writing with the executive
director of NZSSSC.
The process for determining exemption is outlined here:
1.
Exemption for a student should only be sought if a school finds it has exceeded the quota of
new to school/non-domestic students as specified in the School Team Eligibility Criteria and
has a student/s eligible for PCRE under clause 2. One exemption will cover all sports for that
student.
2.
Applications will only be accepted on the Primary Caregiver Relocation Application for
Exemption form downloaded from
http://www.nzsssc.org.nz/regulations_and_eligibility_criteria
3.
Applications should be received by the Regional Sports Director (RSD) of the new school
region or in Auckland, College Sport Auckland (CSA) and in Wellington, College Sport
Wellington (CSW) at least 4 weeks prior to the first event for which exemption is sought.
Applications will be considered by the Regional Exemption Committee (REC) which will consist
of a minimum of 3 people and must include the RSD and at least 1 principal.

4.
Applications must include the declaration signed by the exit school principal, new school
principal, primary caregiver and the student attesting that the primary caregiver has
relocated as specified in the application.
5.
Applications must include evidence of the relocation as specified below. Documents must be
in the primary caregivers name at both the original address and the new address as specified
in the application. All documents must be originals or copies verified by a Justice of the Peace.
Suitable documents include:




Telephone accounts
Power accounts
Bank Statements
Other documentary evidence deemed suitable by the Regional Exemption Committee
6.
The RSD will notify the decision to the school by returning the signed exemption. The RSD will
also notify the Executive Director of NZSSSC of decisions by way of a monthly return.
7.
The Principal of the applicant school may appeal the decision by notifying the Executive
Director (ED) of NZSSSC in writing. The appeal will be considered by the National Exemption
Committee (NEC) which will review the decision of the REC. No new evidence will be
considered. The NEC will consist of a minimum of 3 people and must include the Executive
Director and Chairperson of NZSSSC. The ED will notify the decision of the NEC to the principal
in writing.
REGISTRATION OF PLAYERS
To have all your players eligible for the tournament NZRL requires the following forms to be
completed and returned by 10.00am on August 20, 2014. Examples of both of these forms are on the
following pages of this manual.

Previously, this event has enjoyed good media coverage. A large part of that was down to the story
leads your schools provided, so we’d appreciate if you could share some insights. Your answers will
help us with the media both before and during the tournament.

TOURNAMENT HISTORY
Employed in 1994 by the NZRL as National Development Manager, Richard Bolton aimed to expand rugby
league at secondary school level as there was only a small competition in Auckland and the odd game in
Districts.
Two of the most important issues were to have the sport officially sanctioned by the NZ Secondary Schools; as
well as establishing a secondary school development manager in each District - they were fulltime, part-time
and sometimes volunteers with an expense allowance. They travelled around the country and called on school
after school, always armed with a list of pupil's names, and a Coach and Manager connected to the school - be
it teacher, father, caretaker etc who wanted to represent their school in our sport.
1994 - 54 schools competed
1995 - 82 schools competed
1996 - 115 schools competed
Competitions were eventually played in most Districts including: North Auckland, Auckland, Thames Valley,
Waikato, Coastline, Bay of Plenty, Manawatu, Gisborne, Wellington, Taranaki, Nelson, West Coast, Canterbury,
Otago and Southland.
St Paul’s College and Wainuiomata College played the curtainraiser to the Lion Red Cup at Carlaw Park in the
inaugural National Secondary's First XIII Competition. St Paul’s were the eventual winners.
The 1995 finals were held in Hopu Hopu and St Paul’s College, Kelston Boys High, Mt Albert Grammar (Auck),
Whangarei Boys High, Huntly College, New Plymouth Boys High, Wainuiomata High School, Nelson College,
Palmerston North High School and Aranui College participated. A week of intense and exciting football
resulted in St Paul’s again the eventual winner.
In 1995 the inaugural NZ Rugby League Secondary School team was selected to play the Australian U19s
(Junior Kangaroos), which included nine who had played in the Winfield Cup. Held in New Plymouth it
attracted a large crowd and the NZ team were leading 35-34 with six minutes to play, only for the Aussies to
score two late tries and take the match from under the noses of the gallant secondary school players.
In 1996 the National Competition went to different centres in a knockout format; with St Paul’s College vs
Huntly College; Rotorua Lake High School vs Whakatane High; Waiopehu High School vs Gisborne
High; Wellington High vs New Plymouth Boys High; Nelson College vs Westland High; De La Salle vs Tikipunga
High; Central Southland High vs Logan Park School; Aranui vs Hillmorton High. Yet again, St Paul’s survived
some massive travelling and defeated New Plymouth Boys High School 38-16 in the National Grand Final.
Later in 1996, a game was arranged with the Young Kumuls Papua New Guinea team but they did not arrive
due to visa problems and the national winning U19 Auckland team was substituted. Again, the NZ Secondary
School team was pipped at the post 30-26.
The Australian Secondary Schools organization invited our winning team to compete in their Australian
Commonwealth Cup and St Paul’s were drafted into the last 32 schools of this knockout competition. They

defeated Parramatta Marist and returned to Australia twice more, eventually being knocked out in a close
encounter in the last-eight qualification match. A great effort, especially from such a small school.
Two players from this era started their careers playing only at secondary school level with no club
association. They were Adam Blair (Northland) and Simon Mannering (Nelson). Now both are established NRL
players and have represented the NZ Kiwis many times.

Train and bus services provide the bulk of public transport, with frequent trains on the Southern Line between
Papakura and the CBD.
