ATTENTION PROPSECTIVE BIDDERS:
This Addendum forms a part of the Contract Documents and modifies the Bidding Documents dated
August 6, 2014, with amendments and additions noted below. Make sure to submit your bid using the
REVISED BID FORM as acknowledgement of this Addendum. Failure to do so may disqualify the
Bidder.
ADDENDUM ITEM A: Added Water Services
Two water services to a common meter pit (for leak testing the existing river crossing) have been added
according the following drawing which shall appear on plan sheet 9 at the time of contract award:
Changes to Document: 00 41 43 Bid Form
The estimated quantity for Item 111 “Water Svc. 1 inch” is hereby changed from 221 to 241
The estimated quantity for Item 116 “Meter Pit, 18 inch” is hereby changed from 5 to 6
These changes have been made on the REVISED BID FORM which is attached with this Addendum

ADDENDUM ITEM B: Detail for Seasonal Water Service
Plan Sheet 9 refers to a “connection detail” as shown below:
The detail, which had been omitted from the plan set, is hereby added to the Contract Documents
Changes to Document: 33 12 13 Water Service Connections
A Standard Drawing for “Seasonal Water Services” has been added at the end of this section.
The change has been made on the REVISED SPECIFICATION SECTION which is included with
this addendum.

ADDENDUM ITEM C: Dewatering
The City has determined to pay for dewatering as lump sum, rather than cash allowance as was discussed
at the pre-bid meeting.
Change to Document: 31 23 19 Dewatering
Delete Paragraph 1.2A and Replace with the following:
A.
Dewatering System:
1.
Basis of Measurement: Lump Sum.
2.
Basis of Payment: Includes all material, equipment and labor required to install,
operate, maintain, and remove a dewatering system that removes groundwater
from beyond the excavation limits. All work within the excavation limits shall
be considered included in other pay items.
Change to Document: 00 41 43 Bid Form
On Item 25 “Dewatering System” the units are hereby changed from C.A. to Lump Sum.
This change has been made on the REVISED BID FORM which is attached with this Addendum
ADDENDUM ITEM D: Emergency Vehicle Access
Contractor shall provide and maintain a gravel surface through the entire length of the road for access by
emergency vehicles throughout the duration of the project.
Change to Document: 00 41 43 Bid Form
The estimated quantity for Item 9 “maintenance gravel” is hereby changed from 300 to 950 cubic
yards

ARTICLE 1 - BID RECIPIENT
1.01
This Bid is submitted to:
City of South Haven, 1199 8th Avenue, South Haven MI 49090
1.02
The undersigned Bidder proposes and agrees, if this Bid is accepted, to enter into an Agreement with
Owner in the form included in the Bidding Documents to perform all Work as specified or indicated
in the Bidding Documents for the prices and within the times indicated in this Bid and in accordance
with the other terms and conditions of the Bidding Documents.
ARTICLE 2 - BIDDER’S ACKNOWLEDGEMENTS
2.01
Bidder accepts all of the terms and conditions of the Instructions to Bidders, including without
limitation those dealing with the disposition of Bid security. This Bid will remain subject to
acceptance for 75 days after the Bid opening, or for such longer period of time that Bidder may agree
to in writing upon request of Owner.
ARTICLE 3 - BIDDER’S REPRESENTATIONS
3.01
In submitting this Bid, Bidder represents that:
A. Bidder has examined and carefully studied the Bidding Documents, other related data identified
in the Bidding Documents, and the following Addenda, receipt of which is hereby
acknowledged:

B. Bidder has visited the Site and become familiar with and is satisfied as to the general, local, and
Site conditions that may affect cost, progress, and performance of the Work.
C. Bidder is familiar with and is satisfied as to all Laws and Regulations that may affect cost,
progress, and performance of the Work.
D. Bidder has carefully studied all: (1) reports of explorations and tests of subsurface conditions at
or contiguous to the Site and all drawings of physical conditions relating to existing surface or
subsurface structures at the Site (except Underground Facilities) that have been identified in
SC-4.02 as containing reliable "technical data," and (2) reports and drawings of Hazardous
Environmental Conditions, if any, at the Site that have been identified in SC-4.06 as containing
reliable "technical data."
E. Bidder has considered the information known to Bidder; information commonly known to
contractors doing business in the locality of the Site; information and observations obtained

from visits to the Site; the Bidding Documents; and the Site-related reports and drawings
identified in the Bidding Documents, with respect to the effect of such information,
observations, and documents on (1) the cost, progress, and performance of the Work; (2) the
means, methods, techniques, sequences, and procedures of construction to be employed by
Bidder, including applying the specific means, methods, techniques, sequences, and procedures
of construction expressly required by the Bidding Documents; and (3) Bidder’s safety
precautions and programs.
F. Based on the information and observations referred to in Paragraph 3.01.E above, Bidder does
not consider that further examinations, investigations, explorations, tests, studies, or data are
necessary for the determination of this Bid for performance of the Work at the price(s) bid and
within the times required, and in accordance with the other terms and conditions of the Bidding
Documents.
G. Bidder is aware of the general nature of work to be performed by Owner and others at the Site
that relates to the Work as indicated in the Bidding Documents.
H. Bidder has given Engineer written notice of all conflicts, errors, ambiguities, or discrepancies
that Bidder has discovered in the Bidding Documents, and the written resolution thereof by
Engineer is acceptable to Bidder.
I. The Bidding Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for the performance of the Work for which this Bid is submitted.
ARTICLE 4 - BIDDER’S CERTIFICATION
4.01
Bidder certifies that:
A. This Bid is genuine and not made in the interest of or on behalf of any undisclosed individual
or entity and is not submitted in conformity with any collusive agreement or rules of any group,
association, organization, or corporation;
B. Bidder has not directly or indirectly induced or solicited any other Bidder to submit a false or
sham Bid;
C. Bidder has not solicited or induced any individual or entity to refrain from bidding; and
D. Bidder has not engaged in corrupt, fraudulent, collusive, or coercive practices in competing for
the Contract. For the purposes of this Paragraph 4.01.D:
1. “corrupt practice” means the offering, giving, receiving, or soliciting of any thing of value
likely to influence the action of a public official in the bidding process;
2. “fraudulent practice” means an intentional misrepresentation of facts made (a) to influence
the bidding process to the detriment of Owner, (b) to establish bid prices at artificial noncompetitive levels, or (c) to deprive Owner of the benefits of free and open competition;

3. “collusive practice” means a scheme or arrangement between two or more Bidders, with or
without the knowledge of Owner, a purpose of which is to establish bid prices at artificial,
non-competitive levels; and
4. “coercive practice” means harming or threatening to harm, directly or indirectly, persons or
their property to influence their participation in the bidding process or affect the execution
of the Contract.

EXAMINATION
A.
Section 01 30 00 - Administrative Requirements: Verification of existing conditions
before starting work.
B.
Verify building service connection and municipal utility water main size, location, and
invert are as indicated on Drawings.
C.
Verify location and layout of proposed service lines, curb stops and meter pits relative to
existing or future service line connections, other utilities, sidewalks and driveways.
Notify Engineer of potential conflicts.
PREPARATION
A.
Cut pipe ends square, ream pipe and tube ends to full pipe diameter, remove burrs.
B.
Remove scale and dirt on inside and outside before assembly.
INSTALLATION - CORPORATION STOP ASSEMBLY
A.
Make connection for each different kind of water main using suitable materials,
equipment and methods approved by the Engineer.
B.
Provide service saddles for corporation stops larger than 1 inch if water main is less than
16 inch diameter.
C.
Screw corporation stops directly into tapped and threaded iron main at 10 and 2 o'clock
position on main's circumference; locate corporation stops at least 12 inches apart
longitudinally and staggered.
D.
Use proper seals or other devices so no leaks are left in water mains at points of tapping;
do not backfill and cover service connection until approved by Engineer.
BEDDING
A.
Excavate pipe trench in accordance with Section 31 23 17 for Work of this Section. Hand
trim excavation for accurate placement of pipe to specified depth.
B.
Dewater excavations to maintain dry conditions and preserve final grades at bottom of
excavation.
C.
Provide sheeting and shoring in accordance with Section 31 23 17.

Place bedding material at trench bottom, level fill materials in one continuous layer not
exceeding 6 inches compacted depth; compact to 95 percent maximum density per
ASTM D1557.

Backfill around sides and to top of pipe with cover fill; tamp in place and compact to 95
percent maximum density per ASTM D1557.
F.
Maintain optimum moisture content of fill material to attain required compaction density.
INSTALLATION - PIPE AND FITTINGS
A.
Maintain minimum 2 feet horizontal separation between parallel water service lines.
B.
Maintain 5 foot horizontal and 12 inches vertical separation of water service line from
sewer piping.
C.
Route pipe in straight line.
D.
Install pipe to allow for expansion and contraction without stressing pipe or joints.
E.
Establish elevations of buried piping with not less than 5 feet of cover.
F.
Backfill trench in accordance with Section 31 23 17.
INSTALLATION - CURB STOP ASSEMBLY
A.
Set curb stops on solid bearing.
B.
Center and plumb curb box over curb stops. Set box cover flush with finished grade.
INSTALLATION - WATER METERS
A.
Install meters in accordance with AWWA M6, with isolating valve on inlet.
B.
Backfill above service line to a depth 30 inches below finished grade. Place 6 inches of
course aggregate on compacted trench backfill to support meter pit. Install 24-inch long
riser section to serve as meter pit. Install cast iron frame and cover to enclose meter pit.
C.
Install angle ball valves and angle meter couplings on service line as required to mount
meter.
D.
Locate meter pits in areas not subject to vehicle traffic.
DISINFECTION OF DOMESTIC WATER PIPING SYSTEM
A.
Disinfect and flush water services prior to connecting to domestic water piping.

FIELD QUALITY CONTROL
A.
Section 01 40 00 - Quality Requirements.
B.
Owner’s representative will perform laboratory testing of bedding material to determine
gradation in accordance with ASTM C117 and ASTM C136.
C.
Owner’s representative will perform testing of bedding material to determine maximum
density in accordance with ASTM D1557 or Michigan Cone Method.
D.
Owner’s representative will perform in place compaction tests of bedding and backfill
material in accordance with the following:
1.
Density Tests: ASTM D2922.
2.
Moisture Tests: ASTM D3017.
E.
When tests indicate Work does not meet specified requirements, remove Work, replace
and retest.
F.
Frequency of Tests: At each compacted bedding and backfill layer, one test for each 150
feet or less of trench length. Additional testing may be required at the discretion of the
Engineer.
G.
Visually inspect pipe, fittings, valves and connections for leakage prior to backfilling.
