The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual. Each
state analysis includes information in a standardized format: contact, legal limits, special permit limits, general
restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers,
locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always
advised to check with the state offices on current laws and procedures. This project could not have been completed
without the advice and consultation of many state officials. We thank all of those who provided permit manuals,

PERMIT RESTRICTIONS
General - Permits are valid for three days between Monday and Friday during daylight hours. No travel is
permitted on Saturdays, Sundays.
Insurance – Not required to be on file; coverage required to be $100,000/$300,000/$50,000.
Weekend/Night Travel – No weekend travel is allowed. No permittee shall move his vehicle(s) and load
except during daylight hours (one-half hour after sunrise to one-half hour before sunset) unless he
obtains special permission, before the move, from the Commissioner of Transportation and if weather
and highway conditions are favorable.
Holiday - The following State Holidays will be observed in the Year 2013.
No oversize/overweight permit moves will be allowed on the following Holidays.

Any permit application to haul more than 140,000 lbs. will require special consideration by the Dept. of
Transportation, and may require up to two weeks for approval.
Loads 13'6" wide and over 14' high are restricted to travel Tuesday through Thursday
9:00 a.m. through Thursday 4:00 p.m.
Mobile or Modular Homes – Monday – Friday, no moves are permitted between the hours of 6:30am to
9:00am and 4:00pm to 6:00pm.
Mobile, Modular or Sectional Housing In addition to the established guidelines and policies used in the transportation of oversize loads, the
following restrictions are required when transporting mobile, modular or sectional housing on
Connecticut highways. Transporters failing to comply with these restrictions will be denied future
permits. These restrictions pertain to all mobile, modular or sectional housing units where the overall
width exceeds twelve feet, to a maximum width of fourteen feet.
RESTRICTIONS
1. Maximum width (14’) fourteen feet. This fourteen-foot width includes all roof overhangs, sills,
knobs, and siding.
2. Maximum height (13’-6”) thirteen feet six inches.
3. Maximum length (85’) eighty-five feet, except that (90’) ninety feet is permitted when the towed unit
does not exceed (66’) sixty-six feet in length excluding the hitch.
4. Gross vehicle weight not to exceed legal limits.
5. Travel for all manufactured housing is restricted to daylight hours, Monday through Friday. No
moves will be permitted during peak hours 6:30 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m.
6. Limited access and divided highways will be used, regardless of the distance traveled for both in-state and throughstate moves.
7. Travel on multi-lane highways shall be on the right-hand lanes with overhand on the shoulder.
8. Convoy style hauling is not permitted. A maximum distance of 200 yards between vehicles is required.
9. No moves are permitted during adverse road conditions, inclement weather, or excessive winds.
10. Escort vehicles are required, greater than 12 feet wide one rear escort required on divided highways or one front
escort required on undivided highways; greater than 13 feet 6 inches one front and one rear
escort required.
11. Escort vehicles shall be properly signed and equipped with flashing amber lights mounted on the roof of the
vehicle. Permits to display these lights may be obtained by applying to the Connecticut Motor Vehicle Department,
Driver Licensing Division, 60 State Street, Wethersfield, Connecticut 06161 or
by telephone (860)263-5150.
13. All escort vehicles and transporter shall be in constant communication with each other via radio, CB,
walkie-talkie, etc.
14. The towing vehicle shall have a minimum manufacturer’s gross vehicle weight rating of 10,000 pounds and

shall have dual wheels on the drive axle. All towing features shall conform to ICC requirements.
15. The brakes on the towing vehicle shall conform to the requirements of Section 14-80a of the
Connecticut General Statutes and the brakes on the mobile home shall conform to Section 14-81 of the Connecticut
General Statutes.
Overhang - Trailer or Load cannot exceed 48' including overhang.
Divisible load permits are available to haul construction materials.
Permit Information Required - Company name and address, company contact person, company telephone number,
company fax number, Overall height; overall length; overall width; gross weight; number of axles; axle weights;
description of load; front and rear overhang, Tractor and trailer plate number; VIN numbers and year of tractor and
trailer, origin and destination must include the nearest intersecting roadway at the origin and destination; routes to be
traveled; beginning date of travel, US DOT number.
Self Propelled Truck and Crane Policy
Effective May 1, 1999, in order to qualify for an account code, self-propelled truck cranes
shall be subject to the following axle weights, gross weights and distances between the first
and last axle.
A) Four Axle Cranes:
A maximum gross vehicle weight of 110,000 pounds. Maximum
weight on tandem axles 60,900 pounds.
A twenty-three (23’) foot minimum distance between the center of the
first axle and the center of the last axle.
B) Five Axle Cranes:
A maximum gross vehicle weight of 114,500 pounds. Maximum
weight on a single axle 30,000 pounds. Maximum weight on tandem
axles 45,000 pounds. Maximum weight on tridem axles 66,100
pounds.
A twenty-five (25’) foot minimum distance between the center of the first axle and
the center of the last axle.
C) Six Axle Cranes:
A maximum gross vehicle weight of 115,000 pounds. Maximum
weight on tandem axles 68,200 pounds.
A twenty-eight (28’) foot minimum distance between the center of the
first axle and the center of the last axle.
Permit requests exceeding these limits shall be subject to a route analysis.
A route analysis may take a minimum of two or three working days, but not to exceed two
weeks.
Mobile Truck Cranes – Self-propelled truck cranes measuring greater than 10 feet wide are allowed to operate ½ hour
before sunrise until ½ hour after sunset Monday through Friday, except between the hours of 7:00am – 9:00am and
4:00pm – 6:00pm.
Inclement Weather – None Noted.
TYPES OF PERMITS
Single Trip - Valid for three (3) days. The Department of Transportation is authorized to issue size and weight permits
on a per trip basis during daylight hours for a three-day period. The State’s base permit fee is $23.00 with an additional
$3.00 charge when permits are sent via facsimile equipment; there is also an additional permit service fee.
Blanket Permits – No Blanket Permits for fleets of vehicles will be issued.
Divisible Load Permit - Divisible load permits are issued to haul construction materials. These permits are issued on an
annual or monthly basis. The effective period is from May 1st through April 30th. The annual fee for a divisible load permit is
based on the gross weight to be shown on the permit. The fee is assessed at a rate of seven dollars ($7.00) per one
thousand pounds or fraction thereof. Fees are not prorated or refundable. Fees for divisible load permits purchased on a
monthly basis are ten percent (10%) of the
annual fee for each calendar month or fraction thereof. Divisible load permits issued on a monthly basis are issued by
calendar months, not 30 day increments.

Account Code Annual Fee Instructions for non-divisible loads
The annual fee for an account code is based on the gross weight to be shown on the permit. The fee is assessed at a rate
of seven dollars ($7.00) per one thousand pounds or fraction thereof Account codes are effective from May 1st through
April 30th. Fees are not prorated or refundable.
Permit Fees for Tractor Semi-Trailer Combination
A seven dollar ($7.00) per one thousand (1,000) pounds, or fraction thereof, fee is applied to both the
power unit and the semi-trailer when computing an annual fee for a tractor/semi-trailer vehicle combination.
EXAMPLE:
POWER UNIT FEE - Light weight of the power unit is 19,107 lbs.
20,000 lbs. X $7.00 = $140.00
1,000 lbs.
SEMI-TRAILER FEE - Requested gross weight of the tractor/semi-trailer combination minus the light weight of
the power unit. Difference is then rounded up. For this example the requested gross weight is 140,000 pounds.

ESCORTS AND SIGNS
Labeling - Signs - Minimum 7 feet long, 18-inch high, black letters minimum 1 inch wide, 8 inches minimum
height on a yellow background.
Flags - 18 inch square, red flags at four corners and/or widest points.
Vehicle and Load 10 feet or wider - Signs and flags front and rear at four corners and/or widest points. Flashing Lights Required on transporter and escort, top mounted amber light visible from a distance of not
less than 1,000 feet.
Vehicle(s) and Load(s) over 8 feet 6 inch wide - Flags required at four corners and/or widest points.
Escort Vehicles and Personnel - Undivided Highways - All vehicles/loads measuring 12' or less in width shall require a
rear pilot car if the vehicle/load exceeds the lane width, as well as vehicles with loads having a 25' front or rear overhang.

Any escort vehicle must be equipped with: 1.) a top mounted flashing or rotating amber light operated at all times
while escorting, unless the permit states otherwise; 2.) a two-way radio; and 3.) a red hand flag and
a red vest.
When an escort is required, the escort should proceed on two- or three-lane roads, and follow on larger roads.
Connecticut State Police Escort Requirements - 15 feet 1 inch high or greater and 13
feet 6 inches wide or greater CT State Police escorts (one front and one rear). Over 15 feet 3 inches high,
CT State Police escorts (one front and one rear).
Certification – Pilot Car Escort Certification is not currently required.

An owner or lessee who is assessed penalties pursuant to this subsection for an overweight violation in excess of fifteen per
cent of the gross weight limits in subsection (b) of this section five times during any calendar year shall be assessed by the
court an additional five thousand dollars for the fifth violation and an additional five thousand dollars for each subsequent
overweight violation in excess of fifteen per cent of such limits in such calendar year.
Any person who violates the provisions of any permit issued under this section or fails to obtain such a permit, when operating
a commercial motor vehicle under the provisions of section 14-163c, shall be subject to the following penalties:
A person operating a vehicle with a permit issued under this section that exceeds the weight specified in such permit shall be
subject to a penalty calculated by subtracting the permitted weight from the actual vehicle weight and the rate of the fine
shall be fifteen dollars per one hundred pounds or fraction thereof of such excess weight;
A person who fails to obtain a permit issued under section 14-262 or 14-264 and who is operating a vehicle at a weight that
exceeds the statutory limit for weight shall be subject to a penalty calculated by subtracting the statutory limit for weight from
the actual vehicle weight and the rate of the fine shall be fifteen dollars per one hundred pounds or fraction thereof of such
excess weight;
A person operating a vehicle with a permit issued under this section that exceeds the length specified in such permit shall
be subject to a minimum fine of three hundred dollars;

A person operating a vehicle with a permit issued under this section that exceeds the width specified in such permit shall be
subject to a minimum fine of three hundred dollars;
A person operating a vehicle with a permit issued under this section that exceeds the height specified in such permit shall
be subject to a minimum fine of one thousand dollars;
A person operating a vehicle with a permit issued under this section on routes not specified in such permit, shall be fined
(A) one thousand five hundred dollars for each violation of the statutory limit for length, width, height or weight, and (B)
shall be subject to a penalty calculated by subtracting the statutory weight limit of subsection (b) of section 14-267a from
the actual vehicle weight and such weight difference shall be fined at the rate provided for in subparagraph (G) of
subdivision (2) of subsection (f) of section 14-267a; or
A person (A) operating a vehicle with an indivisible load and violating one or more of the provisions of subdivisions (1) to
(6), inclusive, of this subsection shall be required to obtain a permit, or (B) operating a vehicle with a divisible load and
violating one or more of the provisions of subdivisions (1) to (6), inclusive, of this subsection shall be required to be off
loaded to the permit limit.
If the origin, destination, load description, tractor registration, trailer registration, hours of travel, number of escorts, signs
or flags of a vehicle with a permit issued under this section differ from those stated on such permit or required by
regulations adopted pursuant to this section, a minimum fine of two hundred dollars shall be assessed for each such
violation.
If the days of travel of a vehicle with a permit issued under this section differ from those stated on such permit or the
vehicle is operated under a false or fraudulent permit, a minimum fine of one thousand five hundred dollars shall be
assessed for such violation in addition to any other penalties assessed.
RESTRICTED TRAVEL
On I-95, travel is restricted to legal gross weight limits and legal axles between New York state line and New
Haven; over the Q bridge in New Haven and over the Gold Star Bridge between New London and Groton.

PERMIT ORDERING
Sec. 14-270-3. Application for permit
All applications for permits are directed to the Commissioner of Transportation through the Department of Transportation,
Bureau of Public Transportation, Motor Transport Services Unit (MTSU). Application may be made in person, by mail, or
by telephone. All permits are issued to the person, firm, or organization who will actually transport the load. Each application
shall include: identification of the vehicle(s) and load, date of the move, points of origin and destination, and the proposed route to
be traveled. The MTSU reserves the right to make final routing designations.
(Effective August 26, 1985)
The Department of Transportation is authorized to issue size and weight permits on a per trip basis
during daylight hours for a three-day period. The State’s base permit fee is $23.00 with an
additional
$3.00 charge when permits are sent via facsimile equipment. If you use a permit service, they will
charge you a separate additional fee. Applications for a permit may be made by telephoning 860594-2880, in person, by website (www.cvisn.ct.gov/ct) or by letter to the attention of the OS/OW
Permit Unit at the address shown above. All applications must provide the following information:
date, US DOT number, registration number, year, vin number and register weight of each vehicle,
origin, destination, routes to be traveled, overall height, overall length, overall width, gross
weight, the number of axles and description of load. *** Applications for permits over 80,000 lbs,
must provide axle weights and spacings, number of tires and tire sizes for each axle.
