The Monitoring and Evaluation (M&E) Unit is part of the Programme
Development, Quality & Impact Directorate of ActionAid International
Secretariat. It is comprised of 3 M&E Advisor positions reporting to
the Head of M&E. The team collectively supports the Unit’s
responsibilities, whereas each Advisor is leading on specific areas of
work. The M&E Unit provides leadership, guidance and technical
support to the ActionAid federation on monitoring and evaluation
work and it is primarily responsible for monitoring progress against
the mission part of the international strategy.
The M&E Advisors focus on the setting of: monitoring and evaluation
standards, developing guidelines, processes and tools for monitoring
and evaluation of ActionAid’s mission within the international
strategy.
The post holder will develop effective learning and capacity building
mechansims on M&E, continuously identifying good practice inside
and outside the sector to inform learning and - have an oversight of
peer support across the ActionAid federation utilising international
networks and platforms of collaboration and shared learning.
Working in collaboration with other Unit members, the post holder
will provide technical advice to monitor and evaluate priority
objectives as outlined in ActionAid’s international strategy
Each M&E Advisor will be part of at least 1 horizontal working group
on strategic prioritiy areas (i.e International Platforms) depending on
their knowledge area and interest.
The role will work directly a wider network of M and E specialists
who work on programmes within other directorates and countries.

Develops & reviews global monitoring and evaluation system And
frameworks, associated guidelines, tools and methods for
monitoring the mission part of the international strategy in line
with AA’s HRBA and Accountability Learning and Planning
System (ALPS)
Advise and collaborate with IS units and directorates to provide
technical support to develop M&E frameworks for identified
federation priorities which contribute to the global mission
Works closely with Programme Development Unit to incorporate
M&E into programme design and the programmatic lifecycle,
supporting teams to identify and test their Theory of change to
enable programme planning that establishes clear indicators and
milestones and encourages monitoring and periodic reflection to
support learning.
Advises the development of monitoring and evaluation
frameworks for national CSPs, specific pieces of work which are
of strategic importance to the organization
Drives the development of M&E frameworks & tools for our
international campaigns and coordinates with Policy, Research,
Advocacy & Campaigns Directorate to oversee implementation
Drives the development fof M&E tools for measuring our impact
on children and coordinates with Fundraising to oversee
implementation.
Informs Fundraising (for official and major donor giving) and
Emergencies on project development, when needed, by
incorporating the M&E perspective in programme design and
reporting.

developing systems and processes for Management Information
and for reporting progress against Strategy.’
Works in collaboration with Accountability & Transparency
Advisor to ensure Accountability principles are embedded in M&E
frameworks and practices
Contributes to the improvement of quality and rigour in our global
reporting in particular through advising on data collection and
analysis.
Works in collaboration with specific countries / units / project
teams at national and local right programme level, when
necessary for the review & testing of M&E methods, tools and
data collection
In collaboration with other IS Directorates, carries out capacity
assessments based on country needs
Advises AA members and other IS Directorates on M&E issues,
including quality assurance of programmes prioritizing issues and/or
programmes of work of strategic importance to the organization
Supports ActionAid’s efforts to roll out HRBA internally by working in
collaboration with the HRBA team and ensuring that M&E is
integrated in relevant capacity building initiatives
Develops and rolls out practical M&E resources using effective

Qualifications

Masters (or equivalent experience) in development related social
sciences with a strong research component
Substantial experience in international development/human rights
programming (or the equivalent), with at least some international
experience (added advantage if has worked in more than one
region)
HRBA programming and monitoring experience, including working
with partners and social movements and/or experience designing
and monitoring campaigns in both southern and northern contexts,
and internationally
Deep understanding of and commitment to human rights based
approach including women’s rights, with knowledge of
methodologies that are effective in monitoring and evaluation HRBA
programming
Excellent quantitative and qualitative monitoring and evaluation skills
and familiarity with the range of approaches and methods currently
being deployed in our sector
Strong analytical and conceptual skills
