The Department of Animal Services is currently seeking volunteers for our Reserve Animal Control Officer
(RACO) Corps. This is an exciting opportunity that will provide participants with the chance to serve
alongside regular Animal Control Officers in enforcing State and City ordinances related to the care,
treatment and licensing of animals.
DUTIES
A volunteer RACO impounds stray, sick, vicious and unwanted animals; conducts humane investigations,
conducts permit investigations, issues citations, and makes arrests; and keeps records and prepares
reports which may be used as legal evidence. RACOs may be required to humanely euthanize animals in
the field using a firearm or other humane methods. RACOs may also be called upon to serve at night.

SELECTION PROCESS
The selection process will consist of three parts: 1) an oral interview, 2) a writing exercise, and
3) a qualifying (pass/fail) Physical Assessment Test (PAT). In the interview and written exercise, applicants
may be assessed for written communication skills; reading comprehension; knowledge of animal care,
feeding, and handling; the ability to deal tactfully and effectively with the public and others; arithmetic; the
ability to read street maps; the ability to follow instructions; and other necessary knowledge and abilities.
The PAT consists of four parts: one to measure flexibility, one to measure upper body strength, one to
measure lower body strength and one to measure gross body coordination. Only those applicants that
pass the interview and writing exercise may take the PAT.

After completing the six-month training program, RACOs must provide eighteen hours of volunteer
service each calendar month to qualify for continued participation in this program (Administrative
Code Section 22.10.1). A one-year commitment to this program is highly desired.

four Auto Body Builder and Repairer positions on an emergency basis.*
Duties:
An Auto Body Builder and Repairer is a civilian employee of the Police Department. An Auto Body Builder and
Repairer removes, fabricates, installs, remodels, or repairs bodies, frames, and body accessories of automotive
equipment; occasionally does minor paint repairs, installs automotive glass and repairs fiberglass body parts.
Auto Body Builder and Repairers are regularly assigned to the day watch. However, if required, they must be

The City of Los Angeles Department of Transportation is seeking to fill Crossing Guard positions. Crossing
Guards provide services for children enrolled in 277 public schools and 31 private schools, and help ensure
that over 180,000 children get to school safely every week throughout the City.
Work Schedule
The work schedule is based on the specific school assignment. Guards work Monday through Friday
between the hours of 6:30 AM – 4:30 PM and the specific shift will involve a split shift. The specific start
and end times of the split shift are determined by the school bell schedule. For example, a split shift will
consist of a morning shift (prior to the start of school) and an afternoon shift (returning prior to the end of
the school day). On the average, Crossing Guards work 3 ½ hours per day.
Crossing Guards work outdoors in all kinds of weather. As a Crossing Guard, once you are assigned to a
geographic area, you can be assigned to any corner within that area. You must have reliable transportation,
as you will be expected to report to work on time every day.
Compensation

MINIMUM REQUIREMENTS
The position is open to all candidates currently employed in the class of Environmental Specialist II or III

DUTIES AND RESPONSIBILITIES
The duties and responsibilities include, but are not limited to, the following:
The Environmental Specialist III (ES) is the technical expert for the Proposition O Section, and deals with multiple
regulations related to air, water, wastewater, toxic substances, and stormwater. This position will support the
development of Prop O project concept reports with focus on the receiving waters’ water quality standards and
objectives. The ES III will evaluate current regulations and determine the appropriate best management practices
(BMPs) using green and sustainable technologies that will effectively mitigate the pollutants. The ES III will conduct
research regarding the extent of water quality improvements that can be achieved through establishment of strategic
watershed plans, while considering the economic impacts associated with TMDL implementation. In addition, the ES
III will evaluate the proposed implementation methods to ensure sustainable environmental practices. In addition to
the above, the duties include, but are not limited to, the following:

Developing a Prop O strategic plan to comply with water quality standards and objectives;
Investigating specific site conditions to develop project concept reports to meet Prop O standards;
Providing input for project sites to effectively improve conditions, such as brownfield cleanup, and other
hazardous wastes;
Identifying potential environmental documents that will be needed for Prop O projects and reviewing and
commenting on project EIRs, and other environmental documents;
Coordinating with BOE Environmental for completion of environmental documents and obtaining needed
permits such as RWQCB, Fish and Game, and DTSC;
Identify multimedia environmental issues that may result from the project and suggest alternative design or
mitigating approach to air toxics, additional solid wastes generated, etc.;
Participating and presenting Prop O project concept reports to the Prop O oversight committees and the
City Council;
Tracking, reviewing, commenting, and making recommendations regarding proposed legislation,
regulations, and policies that relate to TMDL issues and impact Prop O project implementation;

Advising Bureau Management and participating in the development of policies related to Prop O and
TMDLs;
Proposing modifications to various environmental regulations to achieve better water quality while reducing
cost impacts;
Providing technical expertise regarding studies on sediment, air, water quality, wastewater collection
system, and sources of pollutants as related to Total Maximum Daily Load (TMDL) development and
wasteload allocations to meet the intent of Prop O;
Providing reviews and analyses of scientific and technical documents relating to water quality assessments,
TMDL development, and proposed TMDL implementation for sustainable practices;
Developing work plans, organizing multi-agency cooperative efforts, and implementing project activities
associated with Prop O project development;
Representing the City in stakeholder-based watershed groups and other water quality associations such as
the Los Angeles/San Gabriel Rivers Watershed Council, the Dominguez Channel Advisory Council, and
Ballona Creek Watershed Task Force;
Maintaining effective working relationships on the City's water quality and TMDL programs with regulatory
agencies, County agencies, municipalities, environmental interest groups and the public as necessary;
Conducting field investigations and coordinating regional monitoring efforts to obtain scientific data in
support of the Prop O projects.
SKILLS, KNOWLEDGE, ABILITIES, AND PERSONAL QUALIFICATIONS
The Division is interested in candidates who possess the following skills, knowledge, abilities and personal

Technical skills to analyze water quality legislation and regulations, recommend and coordinate with other
Bureaus and Departments the City’s position;
Experience in wastewater, storm water, and other environmental areas;
Excellent communication skills, including a professional presence when representing the City to environmental
communities, professional and regulatory agencies, news media, and the general public;
Good interpersonal skills to deal with numerous internal and external groups;
Computer skills in using software such as MS word, access, excel, etc.
Knowledge of types and sources of pollutants and methods to reduce or eliminate them;
Knowledge of various governmental agencies and their respective jurisdictions in environmental matters;
Familiarity with governmental agencies, such as EPA, Cal-EPA, RWQCB, SWRCB, AQMD, and the City’s
interaction with them;
Knowledge of citizen and public interest groups dealing with environmental matters;
Knowledge of the technological development and their applicability to the solution of specific pollution problems
in stormwater and wastewater.
Ability to handle multiple tasks and consistently meet deadlines;
Ability to explain laws, ordinances, and regulations and to interpret legislation affecting the Bureau of Sanitation
and develop position statements;
Ability to deal tactfully and effectively with other City employees, other agencies, representatives of citizens’
groups, and the general public;
Ability to make rational and sound decisions under pressure;
Ability to research and investigate the Prop o project related activities and beneficial-use options;
Ability to explore new ideas and methods and change procedures and practices to improve operations;
Self-Motivated, enthusiastic, and committed to Division goals; Flexibility to explore new ideas and methods and
change procedures and practices to improve operations.
Professional presence in representing the City to the environmental communities, professional and regulatory
agencies, the news media, and the general public;
METHOD OF EVALUATING CANDIDATES

Depending on the number of candidates who apply, all resumes and applications may be reviewed in order to identify
candidates whose past and present work experience is most closely related to the position’s duties and
requirements. Final selection will be based on an oral interview where candidates will be interviewed for their skills,
knowledge, abilities, and personal qualifications in the position. In addition, the interviewers may contact present and
former supervisors and may review candidates’ personnel folders as part of the selection process. All candidates will
be notified of the final results of the selection process.
