Regional IMPHAL FRIDAY 10 OCTOBER 2014 Don't blame me for non-appointment of agriculture varsity VC: Qureshi DEHRADUN, Oct 9: Taking strong exception to being publicly blamed for the delay in non-appointment of Pant Nagar Agricultural University Vice-Chancellor, Uttarakhand Governor Aziz Qureshi today said it was not fair to hold him responsible for this and made it clear that he will not succumb to any kind of pressure exerted on him for making an appointment to the post. Taking cognisance of some speakers at an agricultural fair held on the varsity campus at Pant Nagar recently blaming him for non-appointment of the VC, Qureshi said the words used by them to criticise him were highly objectionable. "It has been brought to my notice that some gentlemen who spoke at the fair held me responsible for non-appointment of the VC and criticised me in public in highly objectionable words," the Governor said in a statement here without naming anyone. Admitting that he has not yet given his nod to any of the panel of names proposed by the Search Committee constituted for the purpose, he said some of the persons whose names have been proposed for the post were trying to grab it through "immoral means". "This goes against the dignity of the office of the ViceChancellor. I want to make it firmly clear that as long as I am the Governor of Uttarakhand, I would succumb under no kind of pressure for appointing a VC of the University," he said. He also regretted the fact that his advice on the way the Search Committee should be constituted has also not been followed. "I had advised that a high court judge, ICAR DG or someone nominated by him and an internationally acclaimed agricultural scientist should be on the search committee which would propose a panel of three names for the post of VC but the procedure has not been followed," he said. He also mentioned that he had given the charge of the VC of the varsity in the past to two former chief secretaries of the state who had an untainted track record of administration. In a similar vein, he also dismissed attempts to bring together non-Congress and non-BJP parties saying neither Mayawati and Mulayam Singh Yadav nor the Left and Trinamool Congress could remain together. "Lalu and Nitish cannot fight together. They are not going to remain together. When the flood water comes gushing down, snakes, scorpions and rats all climb together on any tree and stay there. They have come together due to the Narendra Modi wave. But their unity is not going to last." "Most probably they will fall apart by the time Assembly Elections are held. If somehow they fight the polls together, they will not remain united after the polls," Paswan told a news agency in an interview. Paswan argued that when BJP-Shiv Sena and Congress-NCP combines could not fight the elections together in Maharashtra, how can RJD and JD(U), which have fought each other bitterly for 10 years, remain together and still meet the aspirations of their respective party workers. "You will see it when the ticket distribution begins for Assembly polls in Bihar next year," he said. The minister, whose Lok Janshakti Party is an ally of BJP in Bihar and had lost the lone seat it contested badly to JD(U)-RJD in Assembly by- elections, stressed that the rival parties like JD(U), RJD and Congress in Bihar 'panicked' after the Modi wave in Lok Sabha polls, which saw NDA winning 31 of 40 Lok Sabha seats in the state. Ram Vilas Paswan's son and MP Chirag Paswan maintained BJP, LJP and RLSP, which had contested the Lok Sabha polls together, will fight the Assembly polls together and the issue of Chief Ministership will not be a problem. Our main focus in the current year will be to work with the various state governments to realize the potential of tourism in the region.’ Restrictions lifted from Bihar town PATNA, Oct 9: Authorities on Thursday lifted restrictions clamped on a Bihar town two days ago after communal tensions eased there, officials said. "We have lifted prohibitory orders under Section 144 (of the Indian Penal Code) from Kishanganj town as the situation is now fully under control," Kishanganj District Magistrate Animesh Kumar Parashar said. Section 144 of the Indian Penal Code forbidding assembly of more than five people at one place was imposed Tuesday following communal tension after the chopped head of a cow was found near a temple. The administration had imposed prohibitory orders in Kishanganj town, about 400 km from here, to check communal tension, Parashar said. "Additional security forces have been deployed at sensitive places," he added. Kishanganj is one of the most backward pockets of the state with a high percentage of poverty, illiteracy and migration. 10 injured in clash over eve teasing MUZAFFARNAGAR, Oct 9: At least 10 people were injured when a clash broke out between two groups after members of one group eve-teased a woman shopkeeper in Kidwainagar area here, police said Thursday. The incident took place yesterday when the woman was eve-teased by few men and others objected to it. The clash turned violent with the two groups using arms and bricks to hurt each other, they said. A case has been registered in this regard and the injured were rushed to the hospital where their condition was stated to be stable. Meanwhile, a 55-year-old man identified as Mehboob was found murdered in the same locality. Prima facie he was strangulated to death, police said adding, a case has been registered against two persons in this connection on basis of the complaint filed by the victim's family. CBI pastes notices outside Congress MLA's residence in UP BAHRAICH, Oct 9: The CBI has pasted notices outside the residence of Congress MLA from Payagpur Mukesh Srivastava and his wife Pooja Srivastava, who had been declared absconding by a CBI court in Ghaziabad. Notices had been pasted outside the residence of MLA and adjoining areas under Section 82 of the CrPC, said Sanjay Dubey, Station House Officer, Payagpur. According to the officer, firms in the name of MLA's wife Pooja supplied medicines and equipment at a large scale under National Rural Health Mission after which allegations of irregularities were levelled. In 2012, CBI lodged a case of cheating, forgery, and criminal conspiracy against the MLA and his wife. If both the accused were not arrested or if they don't surrender before the court within 15 days, the court could order attachment of their property, he said. Special judge (Anti Corruption) of CBI court Atul Kumar Gupta had issued a warrant against the duo last month for not appearing before the court. 18 yr old girl kidnapped and gang-raped MEERUT, Oct 9: An 18-year-old girl was allegedly kidnapped and gang-raped for three days by two youths in the Parikshitgarh area here, police said Thursday. The incident took place on Wednesday when the victim was going to a forest area with her brother. The accused, identified as Sajid and Juber, kidnapped and took her to a vacant house in Lohiya Nagar, where they raped her for three days as well as filmed the act, according to a complaint filed by the police. Sajid has been arrested while search for Juber is on, police said. The victim was rescued by the police after she made a call to her family from the mobile phone of one of the accused, they said, adding, the family then informed the police. Allahabad HC seeks report on Samajwadi Party's convention LUCKNOW, Oct 9: The Allahabad High Court Thursday sought a report from Lucknow district magistrate on whether necessary conditions were fulfilled while granting permission for ruling Samajwadi Party's ongoing national convention at a park here. A Lucknow bench of Justices V K Shukla and B K Srivastava, which was hearing a plea seeking cancellation of permission for the event at Janeshwar Mishra park, however, refused to interfere on the ground that the convention had already started yesterday and would culminate tomorrow. In its petition, local lawyer Manendra Nath Rai submitted that the park was categorised as an eco-garden and alleged that there was violation of terms and conditions while granting permission for the event. Tse 22419-10 He sought direction that the October 4 order of the DM granting permission to organise the party's national convention at the park be quashed. He also prayed that heavy fine be imposed on the party and authorities as lakh of people would assemble at the convention site and disturb the ecology. Advocate General Vijay Bahadur Singh, however, argued that it was merely an apprehension of the petitioner that ecology would be disturbed. He said that the terms and conditions were neither violated nor were likely to be violated. The court sought a report from Lucknow DM asking whether terms and conditions were fulfilled or not in the grant of permission. It directed that the DM should also produce video footage or photographs as supporting material. Acting on intelligence inputs, police intercepted the duo - Israil Sheikh (25) and Sabir Sheikh (18) - in Kalkali village and recovered three kg of heroin from their possession. "The approximate value of the heroin is over Rs 3 crore. With Sabir being a class 10 student, we are looking if others from the school are involved. We are also probing if the two are part of an international gang," police said. BHUBANESWAR, Oct 9: With cyclonic storm "Hudhud" approaching the coast, Odisha Chief Minister Naveen Patnaik on Thursday urged Union Defence Minister Arun Jaitley to issue instruction to Indian Air Force to remain ready to extend support to the state administration. "I would request you to kindly issue standing instruction to defence forces, especially the Indian Air Force to remain in readiness to extend support to the state administration for rescue and relief operation as and when required," Patnaik wrote to Jaitley. Stating that Odisha was likely to experience wind speed between 130 kmph to 140 kmph when the very severe cyclonic storm makes landfall on Sunday, Patnaik said entire coastal area is vulnerable to the calamity. Therefore, the state government wanted to ensure that the pilots and personnel of the IAF should remain alert so that their help can be sought at the time of need, he said. Patnaik said the the 3rd battalion of the NDRF and Odisha's ODRAF along with the fire service personnel were ready for the impending situation. Still, the state government feels that the help of the IAF may be re- quired as the wind speed could cross 150 kmph. Lauding the role of the IAF during cyclone Phailin that hit the Odisha coast last year, Patnaik said effective management of the disaster could be possible if things were ready ahead of the calamity. Patnaik also urged Jaitley to instruct the Air Force bases in and around Odisha to extend help to the state government if the situation so warranted. Meanwhile, Odisha's chief secretary also talked to the Cabinet Secretary over phone on the matter relating to the cyclonic storm, sources said. ––PTI Patna stampede: Doctors delegation meet CM for taking back suspension PATNA, Oct 9: A delegation of senior doctors on Thursday met Bihar Chief Minister Jitan Ram Manjhi and sought revocation of the suspension of Superintendent of Patna Medical College and Hospital and action against seven others for remaining unavailable at the hospital on October 3. The team comprising office bearers of the Bihar chapter of Indian Medical Association and Bihar Health Services Association (BH SA) met Manjhi seeking withdrawal of the punitive action against PMCH doctors. The State Government had on Tuesday suspended PM-CH Superintendent Lakhinder Prasad. Four doctors of Assistant Professor rank in Surgery, Urology and Orthopaedics department were transferred outside Patna, while the Heads of Department of Or- thopaedics, Surgery and Urology were served show cause notice. The action was taken after the Chief Minister was annoyed over the unavailability of doctors and the prevailing filth which he found during a surprise inspection of the premier medical institution in the state capital on Sunday last. IMA vice president Shahjanand Singh told a news agency that the Chief Minister gave them a patient hearing and asked the doctors to give a representation to him which he would consider. Singh and BHSA general secretary Ajay Kumar said when Manjhi was told that the suspended PMCH Superintendent was himself suffering from cancer he had words of sympathy for him. The two doctors said that the Chief Minister discussed with them poor upkeep of PMCH and asked them to assist improving the condition. "We appreciated the CM's concern for better upkeep of the PMCH," Ajay Kumar told a news agency. Protesting suspension and action against seven other PMCH doctors, IMA and BHSA had held a meeting hours after the announcement of suspension on October 7 and had threatened agitation if the order was not taken back. Altogether 33 people were killed and 29 injured in a stampede outside the Gandhi Maidan after Dusshera festival on October 3. Injured and relatives of many of the stampede survivors had complained to the CM regarding negligence on part of doctors and non-availability of medicines in PMCH. ––PTI Burdwan blast: CID interrogates hideout owners KOLKATA, Oct 9: Continuing the probe into the October 02 explosion in West Bengal's Burdwan district, the state Criminal Investigation Department (CID) sleuths on Thursday interrogated owners of the houses which the militants had rented. While four people, among them two women, have been arrested, the investigators are on the lookout for more suspects, including Kausar, the alleged mastermind, whose sketches have been released. Two suspected militants died and one was injured in the blast in a house in Khagragarh. The CID investigators on Wednesday raided three houses in Burdwan's Baburbagh, Mathpara and Badsahi Road that were allegedly rented by Kausar and his associates. Several incriminating documents and a few firearms were recovered from there. A CID team led by Special Superintendent SR Mishra visited the three houses during the day and questioned some of the neighbours. "We are interrogating Hasan Chowdhury - the Khagragarh house owner and Azizul Sheikh, the Baburbagh house owner, and several others in this connection. We are hopeful of apprehending Kausar soon," said a CID officer. With reports that suspected Bangladeshi militants are involved in the incident, the Border Security Force (BSF) has stepped up its vigil along the IndiaBangladesh border. Meanwhile, more than 50 activists of the Bharatiya Janata Party were arrested in West Midnapore district for taking out a rally without permission. The BJP has called for marches and rallies across several districts, demanding a probe by the National Investigation Agency (NIA) which the ruling Trinamool Congress has been vehemently opposing. "First the administration intentionally denied us the permission and now they have arrested our activists. It's a blatant misuse of power by the State Government," said State BJP president Rahul Sinha.
