THE UNITED REPUBLIC OF TANZANIA MINISTRY OF WORKS CONSULTANCY SERVICES FOR SUPERVISION OF CONSTRUCTION OF WEIGH-IN-MOTION STATIONS, SUPPLY AND INSTALLATION WEIGH IN MOTION SCALES AT NALA, NJUKI, WENDA AND MPEMBA WEIGHBRIDGE STATIONS ALONG THE CENTRAL AND DAR CORRIDORS TENDER NO. AE/001/2013-14/HQ/C/11 REQUEST FOR EXPRESSIONS OF INTEREST (INTERNATIONAL COMPETITIVE BIDDING) 1. The Government of the United Republic of Tanzania has allocated funds in financial the year 2013/14 towards the cost of carrying out Consultancy Services for Supervision of Construction of Weigh-In-Motion Stations, Supply and Installation Weigh in Motion Scales at Nala, Njuki, Wenda and Mpemba Weighbridge Stations along the Central and Dar Corridors. 2. The rapid growth of traffic on the Central and Dar corridors has tremendously increased congestion at the weighbridge stations resulting in increased transport cost and travel time. In view of this, the Ministry of Works through TANROADS intends to alleviate the congestion problems by providing multiple deck weighbridges and installation of weigh-in-motion facilities at Nala (Dodoma Region), Njuki (Singida Region), Wenda (Iringa Region) and Mpemba (Mbeya Region). 3. The scope of the assignment includes but not limited to: (i) (ii) Reviewing and discussing various technologies available for weigh-in-motion facilities; Recommending most suitable technology for the above mentioned weighbridge stations taking into account the climatic condition, nature and mix of traffic, legal provisions related to traffic management and axle load control, cost optimization and technology sustainability i.e. availability of post construction support services, vulnerability to vandalism and accidents, cost of spare parts, etc.; (iii) Preparing detailed layout plans, specifications and bill items for incorporation in the tender documents; (iv) Supervising installation of works to ensure that the works comply with the approved design, drawings, specifications, conditions of contract and sound engineering practice; (v) Approving Contractor’s working drawings; (vi) Preparing final construction report and as built drawings of all completed works; (vii) Preparing project completion report; and (viii) Supervising maintenance activities during the defects liability period. 4. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works now invites eligible Consultants to express their interest in providing the above mentioned services. Interested Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, description of assignments of similar nature in the last 10 years, experience in similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each completed project, the Consultant shall provide the name and address of the Client, start and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information will not be considered. 5. Consultants may associate with local or foreign firms to enhance their qualifications. The association must be in the form of SubConsultant or Joint Venture only. In case of Joint Venture, all partners must demonstrate capacity for execution of the project under Expression of interest. 6. A Consultant will be selected in accordance with procedures set out in the Public Procurement Act No. 7 0f 2011 and Public Procurement Regulations – Government Notice No. 446 of 20th December 2013. 7. Interested Consultants may obtain further information at the address below during office hours from 08:00 – 16.30 hours local time, Mondays to Fridays inclusive, except on Public Holidays. 8.
