KEY PERFORMANCE AREAS
Co-ordination and overall management of the IDP planning process * day-to-day management of the IDP drafting process,
including the 'enforcement' of time-frames * communication to all relevant role-players * identification of other (sectoral)
planning requirements and ensuring alignments * response to public comments on IDP * establishment of the mechanisms
for public participation * Documentation of the results coming out of the IDP process * Interacting with functional leaders and
making available information on the system and/ or explanations on application * Participating in the determination of
functional objectives with due consideration given to the organizational vision and mission and goals encompassed in
Integrated Developmental Plans * Analysing information pertaining to functional responsibilities and role boundaries elicited
through interviews and establishing and advising on Key Performance Area's, Indicators and Action Plans * Monitoring
consultants advising on implementation and assessing compliance with standards and procedures to support synergy
between application and understanding * Applying statistical tools and approaches to interrogate and classify information
pertaining to structures, functions and/ or capacity to guide decisions pertaining to the selection of a model for basing
measurements * Examining the applicability, appropriateness and adequacy of measures and/ or formulating
recommendations to support changes to standards and/ or quantitative weightings * Co-ordinating and conducting climate
surveys to support and create usable relationships in respect of setting and determining relevant performance parameters
and dimensions * Monitoring compliance with respect to the adopted reporting structure * Collating and preparing reports
outlining accomplishment of targets and standards and/ or commenting on specific deviations from agreed outcomes *
Maintaining the Performance Management recordkeeping system, updating files with correspondence and instructional
documentation and, accessing relevant information or retrieving records to facilitate audits * Presenting information on the
Performance Management System capabilities, measures and outcomes * Explaining qualitative and quantitative outcomes,
elaborating on reasoning and/ or the need for alignment with respect to specific objectives and measures * Conducting
Workshops to facilitate understanding of the system and its application in defining and measuring organizational goals and
accomplishment.

KEY PERFORMANCE AREAS
Keeping abreast with changes in socio-economic trends, environmental demands and legislation impacting and influencing
Developmental Planning * Evaluating and commenting on the applicability of specific key performance indicators, measures
and financial provisions against outcomes detailed in the Departments Business and Strategic Plans and/ or the
Organizations Integrated Development Plan * Presenting a conceptual framework of current and future interventions
necessary to achieve acceptable levels and standards of service delivery to the immediate superior for consideration and
inclusion into the departments short/ long term performance and service delivery plans * Assessing the adequacy of current
systems (Land Use Management, Geographic Information and Performance Management) to evaluate and report accurately
on functional aspects and formulating proposals to support improvement initiatives and interventions * Researching and
identifying with the need to amend developmental planning policies and schemes and, preparing and forwarding drafts for
comments prior to submitting for consideration and adoption * Executing appropriate applications and/ or assessing,
analysing and synthesising relevant information to support detailed physical planning Identifying and establishing potential
project teams and Consultants and formulating the project brief * Conceptualising the content, process and methodology in
respect of executing the plan and interacting with key stakeholders/ role-players to elicit information on specific constraints
and concerns * Facilitating community involvement in the preparation of action plans and packaging community projects and
funding proposals based on identified needs * Facilitating capacity building interventions for civil society structures in the
context of specific planning initiatives.
Formulating the project budget and, developing and setting mission critical interventions with regards to implementation,
communication strategies and project programmes * Establishing and implementing control mechanisms to monitor and
measure interim and final project spend against budget * Analysing specific project phases against deliverables, addressing
variations to outcomes and providing alternatives to address or unblock delays * Consolidating and submitting final project
reports for analysis and comment * Assessing compliance with specific town planning regulations and related legislation and/
or input from internal/ external commentators.
Undertaking need and desirability assessments, site inspections and, investigating the development history of sites *
Compiling appropriate regulations and conditions of approval for specific applications * Interacting with the Appeals Board in
respect of specific applications, making available information and guidelines in determining the outcome of the application *
Participating in various meetings (council, internal and external forums) and provides comments/ opinions on matters
affecting or concerning the functionality * Responding, through the collection of factual information and/ or conducting the
necessary investigation/ research, to enquiries and concerns on service delivery * Collaborating with external departments/
agencies on complex issues related to Developmental Planning principles with a view to aligning internal processes.

KEY PERFORMANCE AREAS
Coordinates all elements of Demand, Planning and Inventory for all product categories* Working collaboratively with other
departmental sections to improve and deliver accurate, robust and timely forecasts * Reporting on and managing the
inventory levels, highlighting risks and actions * Regularly reviewing approaches to ensure process and system
improvements are explored effectively * Coordinates all activities necessary to develop requirements for the Municipality that
will drive targeted inventory turns and sustain required customer service levels * Coordinates the development of inventory
and turns targets (budget and on-going) by creating new ideas to improve the existing supply chain * Coordinates the

KEY PERFORMANCE AREAS
Communicating/ interacting with personnel across various Departments in respect of specific requirements and priorities *
Receiving and verifying information recorded on requisition forms (vote numbers, specifications, etc), processing information
onto the system and allocating order numbers * Providing input into the drafting of tender notices and/ or formulation of
contracts in respect of procuring and appointing vendors/ service providers for the delivery of specific services (building and
facilities maintenance, office equipment support, etc.) * Communicating with the immediate superior on the status of specific
orders and or possible steps necessary to avoid stock depletion based on supplier delivery lead times * Obtaining quotations
in accordance with guidelines stipulated in the Procurement Policy * Checking quoted prices and specifications against
requisitions/ requirements of the Departments * Interacting with supplier representatives and resolving aspects pertaining to
quality, discounts and delivery lead times * Obtaining samples of alternative/ substitute products and forwarding to
departments for approval prior to confirmation. Establishing the status of the order after approval through to delivery and
communicating with the supplier on issues pertaining to short delivery, damages etc * Receiving proposals from vendors/
suppliers with regards to their products, prices and service delivery standards and/ or communicating the requirements of
Council's policies * Participating in discussion at site meeting with Contractors and detailing deviations or non-compliance to
the scope and terms of contracts and/ or standard and quality of the delivery of the service * Conducting quality checks of
products and administrative systems and discussing observed deviations with supplier to facilitate rectification * Collating
and verifying transactional documentation (requisitions, delivery notes, etc.) and forwarding to for further processing and/ or
resolving queries on pricing/ discounts, etc, referring and making available necessary supporting documentation *
Generating specific reports detailing outstanding/ back orders and re-order status and analyzing inventory schedules to
determine critical needs * Preparing reports detailing the status of suppliers/ vendors engaged with Councils in respect of
quality and service delivery standards and forwarding to the immediate superior for approval prior to forwarding to Council's
Committee for discussion.
