The Province of Iloilo is also endemic for Rabies. For 2013, despite of very active
advocacy on Rabies prevention and control, there were still patients who died of Rabies.
A total of 17,709 people recorded bitten by dogs and cats in the province. All 43
municipalities have recorded bite cases.
There are 42 RHUs, 1 CHO, and 391 BHS in the province. These facilities provide
public health programs. As to manpower, there are 53 Municipal Health Officers, 66
Public Health Nurses, 468 Rural Health Midwives, 87 Rural Sanitation Inspectors, 26
Public Health Dentists, 44 Medical Technologists, and 21 Dental Aides. There is still a
gap as to the HHR as per standards.
For the hospitals, the province has 11 districts and one provincial hospital. The
Iloilo Provincial Hospital is a 100 bed L2 hospital located at Pototan, Iloilo. There are six
50 bed L2 district hospitals, four 25 bed L2 and one 10 bed L1 hospital.
As of the present, the Provincial Health Office has a designated HEMS unit as well
as an alternate OPCEN which will function 24/7 in case of any health emergency or
disaster. The province was able to designate the Provincial Health Emergency
Management Coordinator, and likewise hospital and municipal HEMS Coordinators.
Provincial Health Emergency Preparedness, Response, and Recovery Plan
(HEPRRP) had been made and ready for finalization while all hospitals have their Hospital
HEPRRP. There are 14 Health Workers (Doctors, Nurses) trained in HOPE last 2005, 1
doctor in 2006, and the PHOII in 2008.
There are also Municipal Health Officers trained in Public Health Emergency Mgt.
in Asia and the Pacific (PHEMAP,hospital personnel trained in Basic Life Support (BLS)
and Health Emergency and Disaster Preparedness Training (HEDPT.

Impact of ST “Yolanda” in the Province of Iloilo
After the passing of Super Typhoon (ST) “Yolanda” that brought havoc and great
destruction in the Province of Iloilo, a Rapid Damage Assessment and Reports were
immediately conducted by the local Disaster Risk Reduction and Management
Committees and Councils (DRRMCs) with three (3) components, namely: I. Population
(including social and medical), II. Agriculture, and III. Infrastructure.
The reports came from the affected residents to the Kagawad, then to the
Chairmen of Barangay Disaster Risk Reduction and Management Committees/Punong
Barangays. The reports were then consolidated by the Muncipal/City DRRMCs and
submitted to the Chairman of the Provincial Disaster Risk Reduction and Management
Council (PDRRMC) through its Executive Secretary/Provincial Disaster Risk Reduction
and Management Officer (PDRRMO).

The reports from the local DRRMCs and PDRRMC concerned member
offices/agencies were consolidated by the PDRRMC Secretary/PDRRMOand submitted
to the PDRRMC Chairman, then to Regional Disaster Risk Reduction and Management
Council - Region 6 copy furnished the National Economics and Development
Administration Regional Office No. 6. The Post-Disaster Needs Assessment (PDNA) led
by the Office of Civil Defense was then conducted in the Province of Iloilo by PDNA Team
#6 Panay Island (B) within twenty-four (24) municipalities, including the component City
of Passi.
In the preparation of this Rehabilitation and Recovery Plan, the data were taken
from the Rapid Damage Assessment submitted by the local DRRMCs and PDRRMC
concerned member offices/agencies and consolidated by the PDRRMC. The data from
the National Government Agencies were taken from the agencies concerned.
In the Province of Iloilo, 30 municipalities and 1 component city are included in this
proposed Rehabilitation Plan, a total of 192,906 families and 917,238 persons were
affected in 962 barangays. The total death is 196 persons while a total of 3,934 were
injured and 14 were reported missing in the severely affected areas.

During the on-set of ST “Yolanda,” the Power Barge dock along the coast
of the Municipality of Estancia was slump into the shore causing oil spill.
The oil spill affects the coastlines of Estancia, Batad and San Dionisio
contaminating debris along the shore. The impact of the incident includes the
emission of hazardous gas such as Benzene, Hydrogen Sulfide and other Volatile
Organic Compound (VOC). With the higher VOC presence in the ambient air, the
health risk is also high among the residents living along Brgy. Botongon, Estancia
where the Power Barge was slump, the Department of Health Regional Office - 6
recommended for the immediate evacuation of the residents thereat away from the
oil-spill area.
