01 Land off Milltown Way, Leek INTRODUCTION THE SITE Introduction Gladman Developments Ltd have successfully invested in communities throughout the UK over the past 20 years, developing high quality and sustainable residential, commercial and industrial schemes. A process of public consultation is being undertaken by Gladman Developments Ltd in order to present the emerging development proposals for Land off Milltown Way, Leek to the local community. We are proposing a residential development of approximately 98 homes, together with new open space. The purpose of the public consultation process is to outline the details of the draft scheme and seek comments from the local community which will be considered before the outline planning application is lodged with Staffordshire Moorlands District Council. Site Description The site is located on the southern edge of Leek to the east of the A520 and to the west of Ashbourne Road. The site comprises of 9.95 ha of agricultural/pastoral land GLYLGHGLQWRVL[¿HOGVE\HVWDEOLVKHGKHGJHURZV7KHVLWHERXQGDULHVDUHGH¿QHG by established hedgerows and trees including wooded areas along two streams which run along the northern and part of the western boundaries. Adjacent to the eastern boundary the site adjoins properties off Milltown Way and Mullberry Way. Pickwood Recreation Ground is located adjacent to the East of the site. Planning Context Leek is the largest settlement in the District with an already well-established range of facilities and services serving the whole of the District. The recently adopted Core Strategy proposed strategy for Leek seeks to strengthen the role of Leek as the principal town in the District, and deliver a minimum of 1,800 homes over the plan period. It is clear that there is a need for houses to meet the present and future needs of the community within Leek and the Staffordshire Moorlands as a whole. THE APPLICATION Application Type & Submission Date Gladman Developments Ltd intends on submitting an outline application for approximately 98 homes to Staffordshire Moorlands District Council in the autumn of 2014. This would establish the principle of development with the access to be agreed, and all other details will form part of subsequent applications if planning approval is given. The proposed development of the site would form a logical extension to the south of the town, located close to a good range of local services and facilities. The site is well screened from the wider landscape and relates well to the town centre with easy access via Ashbourne Road. 3URYLVLRQRIDSSUR[LPDWHO\òNPZRRGODQGZDONQDWXUHWUDLO Retention and improvement of landscaping to enhance the site and boundaries; Provision of an ecological enhancement area to the south of the site. 02 Land off Milltown Way, Leek HISTORIC CONTEXT HISTORIC MAPS The historic maps below show the proposed development site in the context of the growth of Leek over the past 135 years. The 1879 map the town centre can already be seen established to the north of the site and Pickwood Hall is present to the south west. To the east a number of clay pits and brick works are located along Ashbourne Road as is the Leek Union Workhouse (now Moorlands Hospital). By 1925 most of these pits and associated works have closed and limited residential development has taken place along Ashbourne Road. The 2014 map shows residential development extending further westwards from Ashbourne road with residential development off Milltown Road adjoining the eastern boundary of the site, some development can also be seen to the west of the site extending from the A452, leaving the site relatively well enclosed by the urban form of Leek. 1879 1971-1976 1925 2014 03 Land off Milltown Way, Leek EXISTING LOCAL CHARACTER SITE AND LANDSCAPE Approximate Direction of the Site Site & Setting 7KH VLWH FRPSULVHV RI VL[ DJULFXOWXUDOSDVWRUDO ¿HOGV +LJKHU ODQG within the site is located to the east adjacent to Milltown Way. To the north, west and south the contours drop into a minor valley. The levels then rise to the north towards the town centre, with the town centre at approximately the same contours as the proposed site. To the east the site adjoins exsiting housing on Milltown Way and Mulberry Way as well as Pickwood recreation ground located off Milltown Way. Vehicular access to the site is via Milltown Way. To the west of the site, Pickwood Hall lies within woods and a parkland setting. Further west is All Saints Primary School and housing off the A520. VIEWPOINT 1 / View north from Staffordshire Moorlands Walk adjacent to Home Farm Existing Development within Leek Site Visual Environment Due to contours and the heavily wooded local area, there are relatively few views of the site from nearby houses. These are restricted to housing north of the site on the opposite side of the valley, and a small number of houses immediately adjacent to the site.Views of the site from the national footpath to the south (viewpoint 1) are restricted by the woodland and topography. The existing landscape features such as hedgerows and boundary trees will be maintained to ensure that the degree of separation and containment currently afforded to the site is maintained and enhanced where necessary. LOCAL BUILDING STYLES There are no Listed Buildings or statutory designations that cover the site. Existing facilities of Leek include a range of schools, health centres as well as a range of shops, restaurants and pubs. The site has good access links to public transport with bus stops within 400m surrounding the site, providing links to Leek town centre, Cheadle and Ashbourne. There is also good access to local leisure facilities surrounding the site including the recreation ground adjacent to the site, Brough Park Leisure Centre, Abbey View Tennis Club and a network of public footpaths including the Staffordshire Moorlands Walks long distance footpath.
