Welcome
Welcome to Copenhagen
First of all I want to welcome you all to our city of Copenhagen. Welcome to the female soccer
players, and to all lovers of female soccer.
I am looking very much forward to receive this 1st European Police Championship in Football for
Women. And I am glad that we can be the hosting city for such a fantastic and unique championship.
There was a time when nobody could imagine a woman being a police officer – and there was
a time when nobody could imagine a woman playing soccer. That seems a long time ago today,
when both is proved totally wrong. The whole world as well as the game of soccer has evolved, and it is now naturally a sport
for everyone.
Today more than 240 million people around the world play soccer regularly - according to FIFA - and many of them are off
course talented female soccer players – some of them even gathered here in Copenhagen these days. And all of us who
loves football – the greatest sport of all time – we don’t care as long as we get some fair play and a good match.
Your championships may not be transmitted to viewers all over the world – but that doesn’t mean that it is not both important
and serious – because for sure it is.
I wish you all good luck - and may the best team win the first European Police Championship in Football for Women.

Dear participants
of the first European Police championship in football for women
I bid you all – participants, officials and volunteers - a very warm welcome to Copenhagen and to
the championship.
Through several years it has been a priority for the Danish Police and for its Police Sports association to promote women´s sports of all kinds and it is therefore especially pleasing for us to host
the first football championship for women.
We are happy that it has proved possible to arrange for the games to be played on some of the
best football grounds in Copenhagen – also giving us the possibility to present to you various
parts of the city. Apart from that we hope that you will also have time to enjoy some of the
other attractions
of Copenhagen, Tivoli, the port and harbourfront , the new Ørestad – and Danish hospitality
in general.
I wish you all luck – and dry and pleasant weather (a rare Danish phenomenon). All of you cannot win the tournament (if so we should have
to take a close look at the referees) but then again the important thing in
Police Sports is not to win the tournament but to win your health.

Dear players, leaders and delegates
Dear players, leaders and delegates it gives me great pleasure to welcome you all to the first
European Police Championships in ladies football.
We are very proud of the interest there has been to take part in this championship, where we have
participating teams from 8 countries. We are especially proud to welcome you all to Copenhagen
the capitol city of Denmark, and it is our hope that you will take advantage of the opportunity to
see some of the many attractions that Copenhagen offers.
On behalf of the Danish Police Sports Federation, I would like to express our gratitude to USPE,
that we were given the possibility to organize this championship and I can ensure you that we have done everything possible
to make this a memorable championship.
Finally I really hope that you’ll all enjoy the Danish hospitality and hopefully some exciting days of competition and friendship.

Dear athletes, friends and guests
On behalf of the Union Sportive des Polices d’ Europe (USPE) I welcome you to the First
European police championship football for women.
This championship is another important step in our strategic plan to promote sports for policewomen all over Europe. The USPE sports calendar already includes European championships
for policewomen in three team sports: handball, volleyball and basketball. This year we will witness eight teams competing for the first European title in football. We look forward to thrilling
matches with a lot of quality and... fair play!
I thank the UEFA for their highly appreciated support among other in sending us first class referees.
I am delighted that Denmark is willing to host another USPE event. The Dansk Politiidrætsforbund and the whole organizing
team have done their utmost to make sure this competition will be a success. I thank them and I am sure this will inspire our
teams.
I am confident we will get to see an exciting competition in the beautiful city of Copenhagen
and I wish all athletes a lot of success.

Competition Rules

4.2 Football
4.2.1 The rules and regulations laid down by the UEFA shall apply, unless otherwise stipulated below or provided for in the
invitation to enter.
4.2.2 The EPC comprises preliminaries round and a final round.
Preparation and organisation of the preliminary rounds depend on the number of engaged teams. Subject to rule
1.3.1, at least six teams take part in the final round.
The number of participating teams is set by the Technical Committee and is determined among other things by the
total number of enrolled teams. The team of the organising member union is qualified directly.
Each team may enter up to 15 players and three attendants in the preliminary rounds and up to 18 players and four attendants for the final round.
4.2.3 The Technical Committee determines the organisational framework of the preliminaries and the rules and regulations applicable to the final round. The preliminaries should be concluded no later than four months prior to the start of the final round.
4.2.4 If two or more teams are equal on points on completion of all the matches in their group, the following criteria will be used to determine the rankings in the order given:

goal difference in the matches among the teams in question
number of goals scored in the matches among the teams in question (if more than two teams finish equal on points)
goal difference in all the group matches
number of goals scored in the group matches
fair play conduct of the teams (final round)
drawing of lots
If two teams which have the same number of points, the same number of goals scored and conceded play their last group match against each other and are still equal at the end of that match, the ranking of the two teams in question will be determined by kicks from the penalty mark, provided no other teams within the group have the same number of points on completion of all group matches. Should more than two teams have the same number of points, the criterias (1. to 6.) listed above will apply.
4.2.5 If the result stands as a draw in a placement match, semi-final or final, extra time of two periods of 15 minutes shall be played. If the two teams are still equal after extra time, the winner shall be determined by kicks from the penalty mark.

4.2.6 The implementation of disciplinary actions is in the responsibility of the jury of appeal.
In principle the following sanctions apply:
2 yellow cards, in different matches = ban for 1 match;
2 yellow cards, in one match (=1 red card) = ban for 1 match;
1 red card directly (normal violations) = ban for 1 match;
1 red card qualified (for example violence) = minimum ban for 2 matches
Seriously bad behaviour = exclusion from the match and immediate exclusion from the current championship

Article R 19
The Appeal Jury
(1) The appeal jury is installed at each European championship. It is responsible for all problems concerning the organisation and the regular course of events of the championship in question.
(2) All appeals have to be made in writing by the delegate of the member union in question within less than an hour after
the end of the fixing or of the publication of the results.
(3) The delegate of the member union has to enclose an appeal fee to the appeal in order to be valid.
It is comprised of:
- a president appointed by the organising member union (if possible a member not employed by the police, but sports specialist with responsibilities in the national or international federation of the discipline in question),
- the three technical commissioners as stipulated in Article R 15,
- a member of the Executive Committee appointed by the President of the USPE.
