We are delighted to confirm Emma Dring (Cornerstone Barristers) to present YP delegates on the Green Belt
The Green Belt is under more pressure than ever, from proposals for Garden Cities to expanding film studios,
there are mounting calls for land to be released for development. At the same time, the Government
maintains that it is committed to protecting the Green Belt, and local campaigners are up in arms about the
perceived threats.
Chapter 9 of the NPPF carried forward the familiar concepts of inappropriate development, openness and
Green Belt purposes. The requirement for very special circumstances to clearly outweigh harm remains, but it
is becoming increasingly clear that this is not simply a re-statement of previous Green Belt policy but contains
a variety changes and traps ready to catch the unwary.
Emma will take delegates through the key developments in this area, including important High Court
decisions on the meaning of ‘inappropriate development’ and ‘openness’ and the meaning of ‘other harms’.
By the end of the session you will be up to date in this fast-changing landscape – at least for the time being!
