8 2014 Administrator Performance Management Performance Targets provide the basis for employee six month evaluations During September all managerssupervisors formally met with their employees to determine whether they accomplished their current performance targets covering the period 4 14 to 10 1 14 They also jointly developed new 1 performance evaluation targets for the next six month period of 2014 to 4 1 10 15 1 ADA Transition Plan In accordance with City s Americans with Disabilities Act Transition Plan the internal oversight committee meets quarterly to review the status of corrective measures Labor Negotiations Contract negotiations continue to productively move forward with all six City employee unions The City Negotiation Team met with the Bellevue Police Officers Association BPOA on September 23 and October 7 A tentative agreement has been reached with the BPOA They will however meet again to further discuss the Police Department s performance evaluation system The City Team and Bellevue Professional Firefighters Association BPFA met on October 6 and reached tentative agreement The City and International Association of Fraternal Firefighters IAFFF Local 4906 met on September 30 They are scheduled to next meet on October 15 23 and 30 On October 2 the City Team initiated negotiations with the Civilian Employees Association of Bellevue CEAB The next meeting has not yet been scheduled This union was formerly the Bellevue Employees Association BEA The City Negotiation Team will complete and submit its economic proposals wagebenefits next week to the Bellevue Professional Management Association BPMA They will meet again on October hopefully reach a tentative agreement 20 and The City has presented its economic proposals to the Police Command Staff Association PCSA and are waiting for the their counter proposal Strategic Plan Administration staff and Councilmembers are continuing to carry out action steps for the accomplishment of the City s 20142016 Strategic Plan Initiatives A 9 month progress report will be included with the next Administrator Report Succession Plan Succession Plan training has been conducted for Department Heads and Division Managers Training for all other interested staff was completed on 9 14 Plan Phases 1 and 2 will be implemented 2 by next March Employee Policy Manual The Administrative Services Director HR Manager and City Attorney are nearing completion of drafting the new Employee Policy Manual The totally revamped Manual will streamline some of the existing policies add necessary policies such as an ADA policy and eliminate some policies that were unnecessary or superfluous After department directors review and provide input on the draft document staff will prepare a final draft Employee Policy Manual On December 1 the final draft of the proposed new Policy Manual will be provided to City Council members incumbent and new for review A copy of the current Policy Manual will also be provided for comparison They will have until January 5 2015 to submit written feedback questions comments suggested changes to Administrative staff The final draft Manual will then be revised to incorporate
