Wycombe High School, John Hampden School, St Michael’s Catholic School Issue 1. In order to support BCC cost reduction objectives, home to school transport solutions have been thoroughly reviewed and new contracts are due to be put in place that will change the services supporting these schools. Recommendation 2. That the Heads and their respective teams work with BCC and Amey Client Transport to assist in fine tuning and supporting the new arrangements in order that all parties can be confident of appropriate, efficient and economic transport solutions are in place for 4th September. An early opportunity to discuss the detail would be very welcome. Summary 3. Significant savings should be achieved by extending shared transport solutions across RGS and the Marlow Hill schools. The predominant effect on pupil journey times for the Marlow Hill schools is an increase, by an average of 11 minutes with the longest extension being around 50 minutes. a. This significant increase in journey time relates to the “furthest out” Flackwell Heath bus stops. b. We have included an option to dispense with these stops; this would mean those pupils who have been using that stop to walk in the order of half a mile to the next stop. The effect would be that the maximum bus journey time increase would be in the order of 36 minutes; this would also have the effect of reducing the average journey increase somewhat. 4. The use of all the available stopping areas will improve safety as it will no longer be necessary for buses to double-park on the dual carriageway waiting to pick up at the end of school. Detail 5. There are currently 17 vehicles serving just the Marlow Hill schools, 2 vehicles that serve both the Marlow Hill schools & RGS and 10 buses serving just RGS: a total of 27 vehicles across both sites. The new proposal is to combine transport to both sites with a combined vehicle volume of 19. Access, traffic and space management Marlow Hill 6. The Marlow Hill site currently only uses 3 of the 4 available bus collection/drop points that serve Wycombe High School, John Hampden School & St Michael’s Catholic School. All Marlow Hill schools have the same start and finish times and all stops are within walking distance of all schools. The new proposal will utilise all available stops. 7. There are 3 pedestrian crossings and an underpass to allow pupils to walk to a suitably placed vehicle and sufficient space for pupils to safely wait for buses at all locations. 8. The new arrangements will utilise all the available 4 stops (appendix 1) and each bus will have an allocated Bus Stop and departure time. This will aid effective organisation and management to enable sufficient space to accommodate the proposed timetable schedule and allow adequate time for the transfer between Marlow Hill and RGS. 9. Detailed measurements have been taken of each stop. The average length of double deck vehicles is approx. 10.5m.     Bus Stop 1 (appendix 3) is located on Marlow Hill, outside John Hampden School, and is currently not used; this stop measures 118 meters and will accommodate 7 PSV vehicles. The standing area is the full length and measures 2.8 meters wide. Bus Stop 2 (appendix 4) is located on Marlow Rd, opposite Wycombe High School; it measures 38 meters and can accommodate 2 PSV vehicles. In the new proposals we have only one service that requires this stop. There is a large standing area that will accommodate all children scheduled from this stop. Bus Stop 3 (appendix 5) is located on Marlow Hill, outside Wycombe High School; it measures 49 meters and can accommodate 4 PSV vehicles. The standing area is full length and measures at 4 meters wide. Bus Stop 4 (appendix 6) is located on Marlow Hill, outside Wycombe High School; it measures 44 meters and can accommodate 4 PSV vehicles. The new proposal will utilise this area more fully and effectively. The standing area is full length and measures 2.6 meters wide. 10. Safe Walking All schools are within walking distance and, other than Stop 1 not presently being in use, this is how current operations are managed. There are 3 pedestrian crossings (appendix 2) and an underpass to allow pupils to walk to a suitably placed vehicle and sufficient space for pupils to safely wait for buses at all locations. Journey Times 11. Option 1 – Keeping all existing pickup points. There are currently 17 vehicles serving the Marlow Hills School with a maximum journey time of 58 minutes and an average pupil journey time of 35 minutes. Under the new arrangements the longest journey time is 70 minutes and the average pupil journey is 46 minutes. Whilst these increases are unwelcome, the journey times remain within required parameters (there is a 75 minutes upper limit, beyond which pupils should not be expected regularly to be travelling) and just under 20% of the journeys will be shorter. The removal of these stops would require pupils walking to the next nearest pickup point on Flackwell Heath, Straight Bit which is a maximum of around 0.5 miles from the furthest pickup point of Flackwell Heath, Rugwood Road. Whilst under this arrangement the longest journey time is approximately the same at 67 minutes and the average pupil journey 45 minutes, the greatest increase in journey time is substantially reduced.
