The Office of the Premier co-coordinates functions of the provincial
administration through provision of strategic leadership in policy
development, planning and implementation.

Salary: R988 152 all inclusive package per annum (Level 14)
Minimum Requirement: A three (3) year Degree / National Diploma in Human Resources
Management or Public Administration or Business Administration or Human Sciences or any other
equivalent qualifications at NQF level six (6). 5 years’ experience as a Senior Manager in a Human
Resources Management and Development or Corporate Services environment.
Advanced
knowledge of strategy development, strategy management and strategy monitoring and review
processes; policy analysis, policy development and policy implementation and review processes;
modern systems of governance and administration. Strong conceptual and formulation skills, Strong
leadership skills with specific reference to the ability to display thought leadership in complex
applications, Team building and strong inter-personal skills, Excellent verbal and written
communication skills, Outstanding planning, organizing and people management skills, Computer
literacy skills, Project management skills, Problem solving skills. A highly developed interpretive and
conceptualization / formulation ability. The ability to multi-task, deal with ambiguity and manage under

Key Performance Areas: To provide strategic management consulting and support services
with respect to Human Capital and Talent Management in the Eastern Cape Provincial
Administration.
Provision of strategic management support services with regards to Organisational and Employee
Wellness; Provision of management support services with regards to HRM Strategy, HR Planning
and HRM Policy Services; Provision of management support services with regards to HR Practices
and Information Management; Coordination and Provision of strategic support in the management
of Labour Relations; Provision of technical and management support with regards to Performance
Management.
Senior Manager: Strategic ICT Support: Ref: OTP2SICTS
Salary: R819 126 all inclusive package per annum (Level 13)
Minimum requirements: An appropriate three (3) year degree or National Diploma in Information
Technology or equivalent qualification at NQF level six (6). 3-5 years management experience in ICT
Management Support environment. Knowledge of planning, monitoring and review process; modern
systems of governance and administration; Information Communication Technology systems and
management policies and all government procedures and processes relating to ICT. Knowledge of
the regulatory framework, PFMA and treasury regulations. Computer literacy. Skills; Excellent verbal
and written communication, Planning and organizing, Strong conceptual and formulation, A highly
developed interpretive and conceptualization / formulation ability, The ability to multi-task, deal with
ambiguity and manage under rapidly changing and pressurized circumstances and the ability to lead
and direct teams of professionals and service providers. A driver’s licence is also required..
Key Performance Areas: Manage the provision of Audit and analysis of provincial ICT
requirements. Develop, manage and review the strategic direction of the ICT function in support of
the CIO. Implementation of the Governance of Enterprise ICT (GEICT) as guided by DPSA. Manage
the coordination and implementation of Provincial ICT strategy. Support the Provincial CIO in
implementation of the Provincial ICT Strategy. Utilize COBIT 5 processes in Managing the ICT
Strategy. Manage the development and implementation of Programme of Action and ICT
policies. Support and advise on implementation of ICT Governance and oversight policies and
frameworks. Develop and maintain ICT Governance strategies and oversight policies and
frameworks. Monitor the implementation of Master Information Systems Plan and performance
of ICT strategic partners. Establish a continuous strategic planning cycle which will enable the
Province to benefit from emerging technology. Manage and monitor the performance of SITA. Monitor
and evaluate to determine efficiency of ICT Governance and oversight policies and frameworks.
Manage and coordinate ICT service delivery innovation interventions in the Province. Empower
DGITOs to monitor service delivery through ICT. Coordinate the use of technology to deliver a
seamless set of services and integrate processes across organization boundaries. Management of

Specialist: Training and Development Support Unit: Ref: OTP3TDS
Salary: R819 126 all inclusive package per annum (Level 13)
Minimum requirements: An appropriate three (3) year degree or National Diploma in HRD or
equivalent qualification at NQF level six (6). 3-5 years management experience in HRD field. Strategic
Capability and Leadership, Programme and Project Management, Financial Management, Service
Delivery Innovation, Problem Solving and Analysis, People Management and Empowerment.
Knowledge of the regulatory framework, PFMA and treasury regulations. Computer literacy. Skills;
Excellent verbal and written communication, Planning and organizing, Strong conceptual and

Key Performance Areas: Coordinate and manage the implementation of training programmes.
Develop and manage provincial training plan and communicate the plan to government departments.
Coordinate and monitor the implementation of transversal and financial management training tender.
Keep an updated database of all training providers. Coordinate the development of induction for
newly appointed SDFs and HRD Practitioners in ECPA. Coordinate and manage the implementation
of all compulsory training programmes in the ECPA. Facilitate and coordinate the implementation
of workplace skill plans of the departments.
Organize and manage comprehensive provincial training plan. Prioritize and manage provincial
training programmes based on the departments need analysis. Manage the participation in the
development of standards based on identified needs. Ensure that courses are linked to competency
profiles needs of employees. Support departments to implement courses or training based on line
function needs. Coordinate and facilitate the evaluation of learning programmes. Develop an
evaluation and research framework. Manage the evaluation of training provided by external
evaluators. Manage evaluation of training provided by all departments, transversal, and financial aid.

Manager: Supply Chain Management Systems Control and Reporting: Ref: OTP4SCMSCR
Salary: R532 278 all inclusive package per annum (Level 11)
Minimum requirements: An appropriate three (3) year degree or National Diploma in Supply Chain
Management/Finance/ Logistics or equivalent qualification at NQF level six (6). 3-5 years’ working
experience in Logis system and SCM. Possession of IT background an added advantage. Proof of
training by Extensive knowledge of Excel spreadsheet and data downloads. Knowledge of PFMA,
PPPFA & Treasury Regulations. Ability to handle conflict, lead and direct teams of professionals &
service providers, Ability to work under pressure and work in a team. Skills: Programme and Project
Management, People Management, Problem solving, Analytical, Communication, Computer,
Investigative and leadership abilities.
Key Performance Areas: Manage supply chain management reporting. Monitor Supply Chain
Management performance through production of monthly management reports from LOGIS. Run and
review exception reports on a daily basis. Resolve all exception on the system on a timely basis.
Prepare compliance certificates to Provincial Treasury. Manage and review the organisational
alignment of the Department process flows and Supply Chain process flows with the LOGIS system.
Monitor of supply chain management systems. Manage the supply chain management
systems(LOGIS). Ensure optimal and efficient utilization of the available system and computerized
facilities. Ensure optimal user functionality and monitor usage; report exceptions monthly and
investigate. Facilitate and coordinate training on LOGIS. Manage month end and year and processes
on Logis. Reconcile supply chain management and financial management system. Reconcile of
BAS and LOGIS report. Ensure commitments on Logis are complete and accurate. Monitor aging of
commitments and manage in line with relevant policies. Evaluate all reports of LOGIS. Management
of human, physical and financial resources.
Web Applications and Systems Developer: Ref: OTP5WASD
Salary: R270 804 per annum (Level 09)
Minimum requirements: An appropriate three (3) year degree or National Diploma in information
technology / information systems. 2-3 years’ work experience in IT. Experience of using object
oriented programming languages. Proven experience using Web technologies HTML, CSS,
JavaScript, XML, AJAX. Proven experience using Database (MySQL) – able to create schema and
query/update tables programmatically. Experience using Content Management Systems. Ability to
solve problems logically and methodically and provide workable solutions or workarounds. Possess
good knowledge of software and hardware environments including networking..NET. Research,
Analytical, Problem solving, Communication and Leadership skills. A valid code 8 (EB) driver’s licence
is also required.
Key Performance Areas: Facilitate the development of provincial web applications and
systems. Facilitate the development of requirements for new projects. Provide knowledge of existing
systems and technical expertise. Conduct the test of websites and software during and after
development. Maintain and monitor the provincial web applications and systems. Fix websites
,software bugs and resolve issues as required. Facilitate monitoring , research, identify and
implement new technologies and methods to improve existing websites and software. Write and
review requirements, design and procedural documents as required. Management of human and
physical resources.
Office Manager: Provincial ICT: Ref: OTP6PICT
Salary: R270 804 per annum (Level 09)
Minimum requirements. A three (3) year degree / diploma in Office Administration, Public
Administration or equivalent qualification at NQF Level six (6). 3 – 5 years experience in similar
environment.
Key Performance Areas: Co-ordinate and Manage the Administration of Chief Directors’ office.
Ensure efficient and effective document management in the Office of the General Manager. Ensure
efficient and effective flow of information between the Office of the GM, the Directorates within the
Chief Directorate, DDG’s Office and any other relevant Office or Stakeholders. Record, circulate track
and report on tasks and referrals received and conveyed by the General Manager within the set timelines. Support the General Manager to ensure timeous compliance. Provide Administrative
Executive Support to the General Manager. Monitor & Support the efficiency and effectiveness of
the Admin Support in the Chief Directorate. Provide Secretarial Services to the HRM Forum and any
other Forum that the GM is responsible for. Make follow up on resolutions on GM’s meetings / for a
and report on implementation. Attend meetings on behalf of General Manager, where appropriate.
Support the General Manager to prepare and submit management and executive documents. Support
the General Manager in relation to the career incidents of HODs. Planning and Organising in the
Office of the General Manager. Coordinate the organisation of events for GM’s Office (Planning
sessions, Review sessions, Workshops, Seminars, etc). Plan and coordinate the logistics of events.
Coordinate the submission of draft documents, the consultation process, the consolidation of draft
and final documents. Quality check final documents, prepare for GM’s consideration. Manage the
Physical and Financial Resources of the General Manager’s Office.
Act as the Chief Directorates Budget Officer. Support the General Manager in the preparation,
coordination, consolidation of the budget, the monitoring of expenditure and reporting there –on. Be
the Sub – Inventory Controller and manage the assets of the Office. Consolidate and compile
reports. Request and consolidate reports. Compile internal and external reports. Analyse information
provided, Quality check and Prepare for the General Managers’ consideration. Submit reports within
the set timelines. Assist the General Manager to track and monitor the Chief Directorates
performance
