Introduction
1. Background
MCRHR, located in Northern Saskatchewan, offers a continuum of health care services in various
communities including a hospital in La Ronge and health centres in both Pinehouse and Sandy Bay.

2. Purpose
MCRHR invites proposals from interested parties for the purpose of identifying a single provider of
pharmacy services for La Ronge, Pinehouse and Sandy Bay Health Centres.
Project Scope
3. Terms of contract
 MCRHR intends to contract pharmacy services for a three year period, with a one or more year
extension option to be exercised at the discretion of the Health Region (HR).
 The HR will regularly review the service to ensure compliance with current policies, procedures,
standards and legal code. Compliance failure will result in notice being provided within a thirty
day period to meet expectations. Failure to do so will result in the HR terminating the contract.

MCRHR reserves the right to alter specified dates, cancel or modify the terms of this RFP
without assigning any reasons or incurring any liability, cost or penalty.
The receipt of a signed proposal by MCRHR will constitute an offer which may be accepted in
whole or in part by MCRHR.
The region retains the right to accept and/or reject any or part offer made under this RFP
regardless of any omissions or irregularities.
The proposal selected may be subject to further negotiations.
The region retains the right to interpret any provisions under this RFP.
Proposals submitted shall be final and may not be altered by subsequent offering, discussion, or
commitments unless the proponent is request to do so by the HR.
Proposals must be valid and irrevocable for a period of ninety calendar days following the
closing date of this RFP.
The lowest bidder will not necessarily be accepted as MCRHR is not under any obligation to
accept a sole or single compliant bid.
No bidder shall claim for compensation of any kind as result of participating in this bid and also
by submitting a bid, each bidder shall agree that it has no claim for damages arising from any
aspect of the bidding process.
The HR has no liability unless and until a contract is signed.
The successful company name will be notified by email.
The successful bidder will be required to sign a Privacy and Confidentiality Agreement.
The successful bidder will be required to sign a formal contract with MCRHR.

LATE, FAXED PROPOSALS WILL NOT BE ACCEPTED. It will be the responsibility of the Proponents to
ensure all packages are shipped correctly to MCRRHA. Should items not be received, it is the
responsibility of the Proponent to ensure insurance documentation is provided to the insured and to
rectify any shipping discrepancies within two business days.
6. Service Specifications and items for Proposal inclusion
The following list describes the Pharmacy Services requirements. All proponents must state their
compliance status and describe how they will meet each specification listed below. Compliance is
required for bidders to be qualified.
1. The Pharmacy Services shall meet standards of and be in compliance with laws, regulations,
acts, bylaws and policies set out by the following:
a. MCRHR regional policies
b. Saskatchewan College of Pharmacists
c. National Association of Pharmacy Regulatory Authorities
d. Health Canada
e. Accreditation Canada and
f. Occupational Health and Safety

5. Any subcontracts that are to be used by the proprietary base pharmacy must be identified at the
start of the contract and be compliant with #1 of Service Specifications.

6. Patient specific pharmacy services for Pinehouse and Sandy Bay:
a. A pharmacy technician or assistant will be hired by the proprietary base pharmacy to
provide the following services:
i. Work 16 hours a week during the Health Centre’s working hours

ii. Fax prescriptions for patients to the proprietary base pharmacy on the day that
they are written
iii. Receive patient medications from the proprietary base pharmacy
iv. Phone patients to pick up their medications
v. Manage all financial aspects related to the filling of prescriptions
vi. Liaise between the pharmacist from the proprietary base pharmacy and clients
as is within reason for the training of the pharmacy assistant
vii. All patient medications will be filled at the proprietary base pharmacy and
three deliveries to the Health Centre are expected weekly at the expense of the
proprietary base pharmacy
b. The HR will provide a room for the use of these specific pharmacy services at both
Pinehouse and Sandy Bay at no cost. All other expenses are the responsibility of the
contractor to cover i.e. telephone, fax, printing device, refrigerator, shelving, packaging
material, computer software, set-up time, visit and inspection time, educational or
reference material, computer, etc. At a minimum, the contractor will provide a
telephone, fax, printing device and refrigerator at each site.
c. The contractor will not be responsible for any financials incurred by the proprietary base
pharmacy for the purpose of conducting business to provide patient medications.
d. The contractor is responsible for ensuring the security of the room in which patient
medications are located

a. The proprietary base pharmacy will fill any orders for supplies/medications that are
requested by the HR
b. Any expired items will be returned to the proprietary base pharmacy within three
months of expiration and be credited the full price given by the manufacturer
c. The proprietary base pharmacy will be required to possess a valid establishment license
as per Health Canada
d. The proprietary base pharmacy will provide financial reports on a monthly basis as per
the requirements of the HR
e. Transport costs will be the responsibility of the contractor - if not then they will be the
rate of the actual cost based on the way-bill

8. La Ronge Health Centre Night-cupboard (NC):

b. The proprietary base pharmacy will fill all prescriptions for the NC based on this stock
c. The HR will mail prescriptions to the contractor every Monday and Wednesday morning
so that they can be processed within that week so as not to delay Pharmaceutical
Information Program (PIP) entry of patient medications
d. The HR will not be responsible for any outstanding bills for patient prescriptions
incurred by the contractor
e. The HR will have a designate take stock of the NC every Monday morning and
electronically submit an order that will be received by the HR no later than Friday of the
same week
