Duties and Responsibilities Financial Management Respects and applies the financial rules and regulation of the MRCS and ICRC Applies the allocation of accounting policies and regulations according to the administrative procedures of MRCS and ICRC Monitors expenditures Monitors all reimbursements prior to payment with accuracy and completeness Monitors the monthly closure of the accounting including financial reports Monitors the financial report are timely completed to reach MRCS HQ and ICRC in due time Bookkeeping Processes the booking respecting MRCS and ICRC chart of accounts Establishes complete accounting documents including invoices and vouchers duly translated, stamped, approved and signed Uses MRCS and ICRC standard entries in the accounting Pays and settles working advances to collaborators respecting MRCS and ICRC standards Settles the payments to the HORC patients Enters vouchers into accounting application Prepares financial lists, statistics, etc. upon request Performs the monthly closure of the accounting Ensures that accounting reaches ICRC Hpa an Sub-Delegation in due time Prepares all necessary documents for the closing operations Reviews accounts with accounting application Cash Management Controls invoices prior to payment Pays invoices Performs daily cash control "Person with disability are encouraged to apply this post as they will be given equal opportunity" "Our recruitment and selection procedures reflect our commitment to the safety and protection of children, and prevention of violence among communities members in our programs" MRCS_ICRC_ Dy Manager_ Health_( HORC) _( 18.10.2014) 036.4 Page 1 of 3 Takes part in cash flow management under supervision Calculates the proper estimates for Working Advances Expenses control Analyses certain expenses fields, assures follow-up and proposes corrective measures Draws attention of supervisors in case of fraud or doubt of fraud ("strange" invoices) Explains monthly variances Salaries Understands and explains upon request all components of remuneration (salaries, transport, deduction, etc.) Pays the salaries Human Resources Evaluates personnel under her/his supervision Participates in the evaluation of personnel's needs Proposes sanctions to HORC Manager, make sure that the sanction are applied Participates in conflict management Participates in the appraising system and ensures that career system is respected Ensures respect of employment conditions at all time Proposes improvements Explains the personnel management and training policies Initiate recruitment process and participates in the selection Opens individual files and keeps them up-to-date Records and follows-up absences and ensures reporting to HORC Manager Follows-up accident cases Ensures a good communication flow within the MRCS HQ, ICRC Delegation in Yangon and the Sub-Delegation in Hpa an Ensures good integration of new employees Computer Skills • Is familiar with ICRC standard software application (Word, Excel, PMS, MSR, EasyOrtho) Generators Supervises / ensures that procedures related to the generator is correctly implemented and respected Supervises / ensures that the generator is well maintained Act as source of reference to person in charge (HORC Manager) Channel all relevant information related to the department Keeps the logistic set-up listing updated (equipment, staff, etc) at all time Acts as a source of reference during the absence of the Manager Interpretation and translation Interprets any situation with confidentiality and accuracy Adapt behavior to various interlocutors.
