Title of Report
Lewes TRO Review – Traffic Regulation Orders
Purpose of Report
To consider the objections received in response to the formal
consultation of the draft Traffic Regulation Orders associated
with the 2014 Lewes and Lewes District Parking Review

RECOMMENDATION
The Planning Committee is recommended to:
1.
Not uphold the objections to the draft Orders as set out in Part 1 of
Appendix 1 to this report and to install the proposals as advertised.
2.
Recommend to the Director of Communities, Economy and Transport that
the draft Traffic Regulation Orders be made.
CONSIDERATION BY DIRECTOR OF COMMUNITIES, ECONOMY AND TRANSPORT.
1.
Introduction
1.1
The County Council regularly receives requests to review or introduce parking
restrictions. Planning Committeee considered objections to the previous Lewes
Parking Review in November 2012. Although most of the changes from the
most recent parking review in Lewes were implemented in September 2013,
some locations were identified which needed further assessment.
1.2
Requests were also received to introduce disabled bays in Seaford and to
review the parking restrictions in Guardswell Place, Seaford.
1.3
The formal proposals for these changes were advertised in the Sussex Express
on 18 July 2014. Notices and copies of the relevant plans were placed on-street
and approximately 400 letters were sent to local addresses. The formal
objection period ended on 8 August 2014.
1.4
Copies of the proposals were sent to relevant County Councillors and statutory
consultees, including the emergency services. Sussex Police has confirmed
that there are no objections to the proposals.
1.5
Copies of all supporting correspondence are available in the Members’ Room.
A copy of the draft Order is included in the Additional Information Pack.

2.
Comments and Appraisal
2.1
40 pieces of correspondence have been received. These include 33 objections,
4 items of support and 3 additional comments.
2.2
Each piece of correspondence has been considered individually and a
summary of the objections and suggested recommendations is included in
Appendix 1. For items 1-5 it is not thought that these objections provide
sufficient grounds to warrant the modification or withdrawal of the proposals,
and therefore, these objections should not be upheld. Items 6-8 comprise other
representations received. Relevant plans covering all these matters are
included in Appendix 2 to this report.
2.3
2 objections received to the proposed changes in Bishopstone and Guardswell
Place, Seaford have since been withdrawn.
2.4
It is also recommended that all other proposals not objected to are installed as
advertised.
3.
Conclusion and reasons for approval
3.1
The approach in trying to resolve objections to the draft Order has been to
appraise the concerns raised by residents whilst not compromising road safety
or other factors. It is felt that the recommendations will maintain visibility and
safety and prevent obstructive parking as well as providing free flow of traffic.
3.2
It is recommended that the Committee does not uphold the objections in Part 1
(items 1-5 of Appendix 1) and that the Director of Communities, Economy and
Transport is requested to make the draft Orders.

Appendix 1
Part 1 – Proposals where objections are not upheld and are proposed to be
installed as advertised
1
Broad Street, Seaford (Plan 1)
1.1
A request was received to provide a disabled bay outside Clearwells Mobility
Shop to provide more parking for blue badge holders.
1.2
One objection has been received from a local business that the disabled bay is
unnecessary as blue badge holders can park wherever they want. The objector
has suggested that the bay is left as it currently is and a section of single yellow
line further down the road is turned into a time limited bay with a maximum stay
of 2 hours.
1.3
The suggestion from the objector regarding the timed restriction cannot be
included as part of this Traffic Regulation Order but has been added to theto
the list to be investigated for the next review.
1.4
Broad Street in Seaford is a relatively busy street which runs from the main
High Street. The proposal will benefit disabled people by providing designated
parking close to the mobility shop.
1.5
Recommendation: Not to uphold the objection and to install the proposals as
advertised.

Dumbrells Court Road, Ditchling (Plan 2)
2.1
Ongoing concerns have been raised by a local Councillor and residents of
Dumbrells Court residential home. The area was assessed by The Traffic and
Safety Section and two locations in particular have raised concerns.It is
proposed to extend the double yellow lines at the junction with North End and
Dumbrells Court Road in order to improve visibility and remove obstructive
parking. In addition double yellow lines are proposed at the cul-de-sac end of
Dumbrells Court Road in order to prevent vehicles from parking in the turning
head restricting access for emergency vehicles and turning for large vehicles
frequenting the farm.
2.2
Two objections have been received to the proposed double yellow lines
being introduced in the turning head on the grounds that parking is severely
limited at this location already. One objector suggests the operational times
should be from 8am to 6pm. The other states that the yellow lines will restrict
parking for the residents of Dumbrells Court residential home.
2.3
An 8am to 6pm restriction would not address the safety concerns as access is
required at all times. Vehicles should not be parked in the turning head and the
proposal is intended to keep this area clear.
2.4
This is a residential location with relatively low traffic flow. There have been no
reported injury accidents in the past 36 months.

2.5

parking and improve access.
3
Montacute Road, Lewes (Plan 3)
3.1
The proposal is to introduce double yellow lines along the eastern side in order
to maintain a safe passage of traffic by preventing obstructive parking.At
present cars parked on the eastern side are causing vehicles turning in from the
main road (Brighton Road) to move into the centre of the road into the path of
oncoming traffic.
3.2
One objection was received on the grounds that the Council have not
addressed the real needs of the residents or the “accident waiting to happen.”
They believe the double yellow lines are needed on both sides of Montacute
Road and in addition outside numbers 26-28.
3.3
The double yellow lines have been proposed for safety reasons, access and
site line visibility, and to facilitate the manoeuvrability of buses.
3.4
This is a residential location and it must be noted that this is also a bus route.
There have been no reported injury accidents in the past 36 months.
3.5
Recommendation: Not to uphold the objections and to install the proposal as
advertised in order to maintain safety and the free flow of traffic.

Station Road/Hawth Hill/Hawth Park Road, Seaford (Plan 4)
4.1
Following requests from residents of Station Road who were having trouble
entering and exiting their driveways due to vehicles parking on both sides of the
road, double yellow lines are proposed on one side of Station Road. There is a
particularly high demand for parking at this location as it is near Bishopstone
Railway Station and is often used for parking by commuters.
4.2
With possible vehicle displacement from Station Road an informal consultation
was carried out in the immediate neighbouring roads. Following complaints
from both residents and the bus company of obstructive parking causing
numerous near misses on Hawth Hill and Hawth Park Road, double and single
yellow lines are being proposed.
4.3
25 objections have been received. One objection was received outside the
consultation period, but has been included for completeness. One objector has
since withdrawn their objection.
4.4
The main grounds for objection are that the proposals will simply
displaceparking from Station Road and create a problem elsewhere. Objectors
have stated that if the yellow lines go ahead in Station Road yellow lines will be
needed both sides of Hawth Park Road as the road is narrow.
4.5
One resident of Station Road although in favour of the restrictions, objectors
believe the restrictions in Station Road should be on the eastern side of the
road instead of the western side, as this would give more parking and it has
also been suggested a single yellow line Monday to Friday 8am to 9am is used
instead of the double yellow lines. Objectors feel that Station Road is not busy

enough to warrant yellow lines and if the road is near a station it is inevitable it
will become full of commuters vehicles. Many believe that the proposals are a
waste of time and money and we should leave well alone.
4.6
The majority of the correspondents agree to have some restrictions on Hawth
Hill as this area is not only on a hill but is also a bend and there have been
numerous near misses.
4.7
The County Council must take into account the needs of all highway users and,
whilst local residents may not necessarily like long term parking by commuters
in their road, it must be accepted that the highway is for all to use. The
proposed restrictions will strike a balance between keeping those areas clear of
parked vehicles where a safety need has been identified and retaining an
element of on street parking for all highway users including residents, users of
the shop and commuters who use the nearby railway station.
4.8
It is likely that displaced parking will occur as people seek free parking places
as close as possible. The County Council has engaged with Network Rail and
will continue to work with them to explore ways of addressing this issue. The
proposed restrictions have addressed the safety issues that were raised about
access and obstructive parking in Station Road.
4.9
This is a residential location and it must be noted that this is a bus route as well.
4.10
Recommendation: Not to uphold the obejctions and to install the proposals as
advertised in order to maintain safety and access for residents, buses and
emergency vehicles. The proposals will also reduce issues of visibility caused
by parked vehicles and improve safety for all users.
5
Winterbourne Close, Lewes (Plan 5)
5.1
Complaints were received that this area of Winterbourne Close was often
impassable due to vehicles parked on both sides of the road in the evenings.
The proposal is to introduce double yellow lines on both sides of the road.
5.2
Two objections have been received. The grounds are that they both believe that
their neighbour completely dominates and monopolises the street and the
neighbour should not be given a parking space.
5.3
The proposal is to amend the restrictions in this section of road in order to
provide access and free flow of traffic.
5.4
This is a residential location leading to a cul-de-sac with relatively low traffic
flow. There have been no reported injury accidents in the past 36 months.
5.5
Recommendations: Not to uphold the objections and to install the proposals
as advertised as the free flow of traffic must be maintained.
Part 2 – Other representations

Cranedown, Lewes (Plan 6)

6.1
A letter was received from a resident of Cranedown. It is noted that this is a
suggestion rather that an objection. It was agreed most of the issues were
addressed and safety would improve. The resident sugested that there was a
need for further double yellow lines outside numbers 14 and 15 as this is a blind
bend.
6.2
This is a residential location, with relatively low traffic flow. There have been no
reported injury accidents in the past 36 months.
6.3
The area will be monitored to see if further controls are needed.
7
Montacute Road, Lewes (Plan 7)
7.1
A letter was received from a resident in Montacute Road regarding
inconsiderate parking outside numbers 10, 11, 25, and 26 where the refuse
lorry sometimes has problems.
7.2
This is a residential location, with relatively low traffic flow. There have been
no reported injury accidents in the past 36 months.
7.3
The area will be monitored to see if further controls are needed.
8
Winterbourne Close, Lewes (Plan 5)
8.1
A letter was received asking if the single yellow line could be kept in
Winterbourne Close. There was no address or name on the letter and this
cannot be included as an objection.
