Major Projects
Fraser Coast Sports and Recreation Precinct Project
Negotiations are well progressed for the acquisition of land in Nikenbah. Council is currently in the process of
putting together a brief for a suitable consultancy firm to assist with progressing the Master Plan to a more
developed design. Meetings have now been held with all sporting codes at a state and/or national level, with
the exception of Football Queensland which is currently being scheduled. This project will now be considered
for submission to appropriate funding programs.
Hervey Bay Traffic Study
The draft report for the Hervey Bay Traffic Study has been received and is currently under review. The modelling
has identified some unsignalised and signalised intersections that may require upgrade to accommodate
anticipated growth to 2031. The study area includes all of the Hervey Bay Urban Area and part of the Hervey
Rural Area south to Booral Road and west to Craignish. Stage 1 of this project is complete and once refinement
has occurred this matter will be sent to Council for consideration.
Charles St Carpark
Construction of a bus shelter is underway. Parks completing landscaping around trees.
Hibiscus Street Works
Road works and street drainage works have commenced.
Hervey Bay Coastal Protection Works
Scarness rock wall project – partial reconstruction and remediation works. Tenders closed on 2 October 2014
and are being assessed. It is anticipated that the tender will be awarded in October, although the Marine Parks
Permits has not yet been issued. It is hoped that the works will still be completed this year.

Hervey Bay Foreshore Revetment Strategy – consultants are finalising detailed design for revetment structures
to be constructed as part of this year’s capital works program. Applications will be lodged with various State
Agencies this month and next. Targeted milestones include awarding of tender early in 2015 and completion of
the works before 30 June 2014.
Esplanade Enhancement Project
Artwork for Torquay and Scarness have been approved. The banners have been ordered and will be installed by
mid November. Artwork for Urangan precinct including the Botanical Gardens has been approved with posts
currently being designed for this project to proceed.
Urangan Harbour
On the 7 May 2014, Fraser Coast Regional Council made a resolution to commence a Major Amendment to the
Planning Scheme which included incorporating the DTMR Urangan Harbour Master Plan into the Scheme.
The State Government has been advised on the commencement of the Major Amendment and are currently
reviewing the state interests that are relevant to the various components of the major amendment package.
Councils progressing the development of the amendment package with a view to undertaking public
consultation late in 2014.
Council anticipates to receive comments back from the State Government by the end of October with a view to
public notification mid to late November.
Foreshore Masterplan Project
A Sub-Committee including Council and community representatives has now been formed to oversee the
investigation and production of Master Plans covering the 4 high profile Esplanade precincts, those being Pialba,
Scarness, Torquay and Urangan.
Quotations from suitably qualified urban planning/place making consultants have recently closed and
undergoing an assessment process.
Massive road network upgrades finished – BBRC Infrastructure Component
A multimillion dollar road building program in Hervey Bay has finished.
The $25 million road building project that extended Urraween Road and built Kawungan Way to the new
suburbs across the Doolong Flat has finished
The final piece of the project, the lights at the intersection of Madsen and Urraween Road and Nissen and
Urraween Road, will be turned Friday, October 10.
The project was a partnership between Council and the Federal Government under the Building Better Regional
Cities Program which provided much needed infrastructure to encourage the development of affordable homes
for working families.
The Fraser Coast was the only Queensland Council to gain a grant under the scheme.
The program had two parts: the first was to build the missing links in the Hervey Bay road network; and the
second was to provide almost 600 eligible new home owners with a $12,000 rebate when they bought land or
house and land packages in subdivisions serviced by the new road network.”
Two main groups will benefit from the program: working families on low to moderate incomes living in regional
centres who are suffering from cost of living pressures; and new residents who want to move into the area for
jobs, who need homes.
The project was broken into five smaller sections and took 17 months to complete.

The projects included:





Stirling Drive (Main Street to Bay Drive);
The Urraween Road-Nissen Street-Madsen Road intersection upgrade;
The extension of Urraween Road from Main Street to Doolong Road;
Kawungan Way (Doolong Road to Doolong South Road and Samari Drive-Rassmussens Road
connection), and;
The Samari Drive/Rassmussens Road connection.
Besides leaving the Fraser Coast with a vastly improved road network, the project has been a massive injection
into the Fraser Coast economy.
It has provided jobs for tradesmen and contractors and a road network that has improved traffic flows around
the city and linked the developing residential areas of the Bay with its medical and commercial precincts.
Work for the Dole Scheme
Council are working with Job Services Australia organisations and are taking in a number of participants.
Education Precinct
Council continues to engage with the State Government, Fraser Coast Education Alliance, USQ & TAFE in relation
to the enhancement of the proposed Pialba Precinct. Council has met with the General Manager East Coast
TAFE and discussions are still taking place.
Delegation to Japan and China
China’s move into high tech industries was a highlight of the visit to Sister-City visit to Leshan by the Fraser Coast
delegation.
The delegation visited the high tech precinct and were able to talk to precinct directors and business people
about opportunities on the Fraser Coast.
The delegation indicated that it was very interesting to see how China is making the move from traditional
industries into high tech and innovation industries and great to have an opportunity to present the features and
opportunities of the Fraser Coast.
China were interested in the Fraser Coast, particularly its marine industries (Urangan Harbour redevelopment
and marine industry precinct at Beaver Rock on the Mary River).
The delegation, which included General Manager of the Hervey Bay Boat Club Ed Gibson and Deputy Principal of
the Riverside Christian College Ann O'Brien; Laurie Beacham representing the Hervey Bay Chamber of
Commerce, flew out of Brisbane on September 21 and returned on September 29.
They have met the Mayor and Vice Mayor of Leshan as well as the secretary of Leshan committee of the
Communist Party of China, Mr Tang Jian.
Mr Jian, who is a renowned calligrapher, was particularly interested in reciprocating the visit and growing the
ties between us, particularly in the performing and visual arts area.
During the meeting the delegation talked about cultural, education and business opportunities between the
Fraser Coast and Leshan.
There is a strong desire to engage with the Fraser Coast, particularly in partnerships.
The group also visited Kasukabe in Japan which included a talk with the Kasukabe Chamber of Commerce,
business and education representatives.
