the next 10 years, Minister of Community, Sport and Cultural Development Coralee Oakes and
Minister of Transportation and Infrastructure Todd Stone announced today.

The Small Communities Fund, part of the federal New Building Canada Fund, is designed to
support projects of local significance, including drinking water, wastewater, road
improvements and green infrastructure, as well as local and regional airport projects.
Application forms will be available Wednesday, Oct. 22. Program guides and application
information are available online at: www.gov.bc.ca/smallcommunitiesfund
The announcement is the latest program providing funding to British Columbia communities
as part of the Government of Canada’s New Building Canada Fund, which supports projects of
national, regional and local significance that promote economic growth, job creation and
productivity.
In May of this year, a renewed Federal Gas Tax Fund agreement was signed by the province,
federal government and Union of British Columbia Municipalities that will provide
approximately $2.76 billion funding to B.C. communities over the next 10 years.
Since 2002, the Government of B.C. has provided approximately $3 billion in new funding for
local governments.

HEALTH MINISTER'S STATEMENT ON EBOLA PREPAREDNESS
Health Minister Terry Lake issued the following statement on the health-care system’s preparation for the low likelihood of a case of Ebola in B.C.:
“The risk remains very low. But British Columbians can be assured that hospitals, health authorities and the Ministry of Health are prepared to
respond to a case of Ebola in B.C.
“B.C. health authorities have put in place internationally accepted infection control systems and procedures that reflect those being used by
experts around the world. These are the same standards being used by the Centers for Disease Control in Atlanta Georgia; in the U.S. that have
cared for Ebola virus disease cases; and by Medecins Sans Frontieres, operating in West Africa.
“Our front line response has been forged by our experiences in managing the SARS outbreak in
2003 and the H1N1 outbreak in 2009. Through these experiences we developed protocols that are
used to identify, isolate and treat any suspected infectious disease, like Ebola.

“That being said, the safety of staff and patients in dealing with a virus like this is paramount. And
the recent case of the transmission of Ebola to a health-care worker in Dallas has highlighted that.

“Late last week, I heard from the head of the BC Nurses’ Union Gayle Duteil who expressed
concerns related to nurse training and awareness of this illness. Nurses, paramedics, doctors and
all health-care workers are on the front lines of caring for patients. We want to ensure that these
important partners are well equipped to confidently and safely treat people that are presented to
them for care.
“As a result of the concerns expressed to myself and the ministry, I’ve asked the provincial health
officer, Dr. Perry Kendall, to take a close look at the protocols that are in place and to work with
public health officials to confirm that hospitals have the equipment and training to recognize and
treat patients with possible Ebola, while protecting their health-care staff.
“Dr. Perry Kendall has set up a co-ordinating committee, with a wide range of clinical experts,
including physicians, infection control experts, nurses, BC Ambulance staff and laboratory
experts to co-ordinate the response throughout the province. The first priority of the Health
Authorities will be to ensure that health-care workers are confident in and competent with the
personal protective equipment available, so that if they have to use it, they can do so safely and
with confidence.

FOSTERING SUCCESS IN YOUNG BRITISH COLUMBIANS
Killarney Sheffield was 14 when she was placed into foster care to escape an abusive stepfather.
“I was left in foster care until I was 18,” said Sheffield. “I was lucky. Though I lost my family, I gained a caring foster family.”
“My love of horses and reading were nurtured by them,” said Sheffield of her foster parents. “I am now a certified farrier, natural
horsemanship trainer, level 1 English and Western coach, and a breeder of Appendix horses.”
Now a happily married mother of five, Sheffield’s love of reading eventually led her to become the published author of 15 books,
ranging from full-length historical romantic adventures to short stories.
Foster family homes are the primary placement resource for children in care in B.C. There is a variety of reasons why children and
youth might enter the foster care system - sometimes their parents are experiencing difficulties, sometimes it can be because of abuse
or neglect, or sometimes it can be because of illness or death. Foster families can play an integral role in creating the strong,
supportive foundation a child needs to develop into a confident, contributing adult. A foster’s parent’s influence can last a lifetime.
“My foster parents have now passed away,” said Sheffield, who credits her foster family with helping her to heal and become the
happy wife, mother, horse trainer and romance author she is today. “I wish I had been able to show them how I turned out and tell them
they helped produce a woman who is strong, confident and successful. I will always be grateful to them for caring and nurturing me.
Without their love, I would not be where I am today. Foster families do make a difference.”
As long-time foster parents reach retirement age, there is a need for more individuals and families to open their hearts and homes to
