PART A – TOURNAMENT FORMAT
1. Village King Tournament 2014
a. The Wellington Samoan Rugby Union annual Village King Tournament (VKT) will be played in
a Ten-a-side format, between ten village teams: Falelatai; Faleata; Moataa; Wainuiomata
Samoans; Malie; Anoamaa; Siumu; Itu-o-Tane; Vailima; and Gagaifoimauga.
b. The purpose of the Village King Tournament is to support and encourage the development
of rugby players of Samoan descent, and to ensure young Samoan players maintain
connection with their heritage and identity.
c. The Tournament will be played on Saturday, 25 October 2014, at Evans Bay Park and St
Patrick’s Artificial Turf.
2. Draw
a. There will be 2 Pools of 5 teams each, with semi-finals & final matches. The draw is per the
table below.

3. Squad Size/Player Numbers
a. The maximum number allowable of players in a squad is 25. Only 15 players may play for
each game (10 + 5 reserves).
b. Teams must complete registration and provide final team lists by no later than Wednesday,
17 September to the WSRU Director of Rugby.
PART B – TOURNAMENT RULES AND BY LAWS
4. Tournament Rules will be in accordance with International Rugby Board (IRB) ten-a-side rules
(similar to Sevens):
a. 10 min halves, 2 min halftime.
b. Time will not be stopped for injuries unless referee deems it is serious enough to call time
off.
5. Key rulings
a. Conversion within 40 seconds of scoring try.
b. If penalty, team have 30 seconds to use option i.e. tap, kick or scrum.
c. Rolling subs.
d. Players entering the field of play must do so at the half way line after the replaced or
substituted player has left the field of play.
6. Restarts and conversions
a. After try scored, opposition can prepare at halfway for restart.
b. 40 seconds only between try and conversion.
c. Conversions & penalties are drop goals.
7. Points table
a. Win…………………………..4 points

c. Loss within seven……..1 point
d. 4 tries………………………..1 point

f. Default win……………….4 points
8. Determining a tie
a. Team that won the contest between the tied teams.
b. Team that won most games.
c. Highest aggregate points difference from matches.
d. Most tries from all matches.
e. Highest aggregate difference of total tries against from all matches.
f. Coin toss.
9. Determining a tie in Semi-finals & Final
a. Sudden death process
1) After 3 min rest, 5 min halves with 2 min halftime.
2) 1 min before start, coin toss for kickoff or choose side.
3) First team to score wins (penalty, drop-goal, try).
4) If still even, 1st team that scored in regular time – wins.
5) If still even, and 0 – 0 in regular time,

a) Finals: total prize money (Winner & runner-up) split, and trophy 6-months each
for finalists
b) Semi-finals: Coin toss, winner goes through to final.
6) Coaches not permitted on field at halftime.
7) Injury time added if required.
10. Player Eligibility
a. The focus of the tournament is Samoan players in the Wellington region. Teams will have no
more than 2 non-Samoan players. Village teams will be responsible for managing team lists
to ensure that teams observe this criteria.
11. Representative Players
a. Players who have been playing in the 2014 ITM Premiership & Championship competition or
higher. Specifically;
1) Super Rugby competition
2) Heineken competition
3) Japanese Top League competition
b. Maximum of 3 registered representative players only per team.
12. Age Restriction
a. Players are to be no younger than 18 years old for safety reasons.
13. Judiciary Rules (adopted from WRFU regulations)
a. Yellow card
 2 minute on sideline.
b. Two yellow cards
 Player stands down for next game.
c. Red card
 Player sent off from field.
 Player to stand down for next game.
(Any breach of any competition rules could result in being banned for the rest of tournament)
14. Judiciary Committee
A 3-member panel will be appointed as the Tournament judiciary committee to resolve any disputes
relating to player, and/or team conduct on the field of play during the tournament. The judiciary
committee may be assisted by 2 nominated WSRU executive members as deemed necessary.
